This was... something.
Interns were expected to help out where they can, avoid direct action at all costs. They knew the drill at this point... well. Most of them did at least. Still the world of internships could still come with surprises. So many out today with their respective heroes and none likely expected the call they'd get. While the pros were keeping them away from the 'main event', the signs were clear enough to read... the Pro Hero Red Horn had gone on a rampage... and the devestation she'd left behind was even clearer.
it wasn't just her, anyone arriving could likely figure that out well enough from the signs of other quirks being used on the scene. But still it was... something. Trashed windows, broken street lights, deep cracks in the tarmac, fires had begun to spread... a mismatch of chaos that could rival a medium level natural disaster. Signs of the big bad's goons rushing out of the scene could be caught by those quick to arrive but anyone here would know where there priorities lie.
The civilians.
While there were reports that Mia had left the civilians untouched, this was only in a direct sense. The devestation she and the big bad of the day had left behind were more than ready to cause some damage. A falling sign, a broken fixture, a raging fire, all potential life takers in this devestating scene. Today the interns and those brave vigilantes willing to put their own lives, and potentially their freedom on the line would be put to a real test. With the speed of Mia and Muramasa's carnage flowing through Tokyo there were disasters lined up like dominoes rady to fall, and you'd have to be both quick and skilled today to make sure no one left the scene without all of their limbs intact... and prefarably still attatched.

-30 minutes before-
Shodo was sleeping peacefully after a long night where he had to deal with new customer requests. People were afraid of villains and they wanted to protect their businesses or their lives. Sadly there was only so much he could do with the people he had. That's why he stayed up all night to choose which requests to take, which ones to deny and which ones to leave to police. Deciding the security of some other person's life was not easy choice to do.
As he was sleeping at the dorm of his company - where every employee stay if they had no home- suddenly loud noises aroused with dozens of phone ringing. Waking up to something like that was not pleasant but this was also part of the job. It was obvious something big was happening, or there were no way they would get this many calls like that. As people would look for security before something happens, business and meetings usually stayed cool. But this... From the sound of ringing phones he could guess their country was in war or something. As he get up suddenly his right hand and secretary Chisa barge into room. "We're getting requests from police, Number 1 hero Red Horn fought against a villain and city took high damage. Red Horn is in a state of mindless rampage and villain... uhhh..." Chisa looked at her notes. "Muramasa! Is on the run." She gave her report to Shodo. After listening Shodo get up as fast as he can and replied "So? Which one we're going for?", "None. We're requested to evacuate civilians safely."
Shodo understood the request well enough. If no.1 hero fought against someone equal of her strength there would be shit storm out there. Many civilians would be put to danger. Job sounded pretty easy. He wasn't sad for not going after hero or villain, a job was a job. Also they were security company, it was only normal he would secure the civilians. After getting dressed up Shodo told Chisa to wait at company for any new information. Even though she rejected at first, understanding there was no threat to Shodo she accepted in the end.
-Current time-
Shodo was at the van of his security company with his security teams. He told them only to take their handguns for unforeseen situations. Other then that they had bunch of ropes, fire extinguishers and first aid kits. Shodo give them briefing while they were getting to the scene. "Aight, listen up. Our job is to secure civilians, a lot of them are in danger right now. Once we arrive there we're going to look out for every possible danger while we get in contact with our employers to get new orders. Stay up sharp as usual. Our job is security, we're trained to protect. Thus, we're going to protect every civilian living in this city. Got that?" As Shodo finished everyone spoke at once "Yes, sir!". Satisfied with his people Shodo smiled contently. They were one big family, and he loved how ready to go every one of them.
As they arrived at the scene all of them was looking at awe. It was like there was a war happened right here. What Shodo thought was not really wrong after all... It was like their country was at war... Fire, broken lamps, devastated building... After a few seconds Shodo came to his senses back again. There was no time to waste, situation was worse then he thought. "Ladiiiiieeesss, and gentlemeeeens... Let's roll!" With his signal everyone grabbed whatever tool they had and get ready to help. It looked like no hero or vigilantes was on the scene yet. Shodo started look for civilians in need of help while waiting for contact from his employees, or anyone who can tell him about the situation they are currently in.

James had been on his usual patrol around Tokyo, keeping it low key in some semi casual clothes with a large backpack that had his vigilante mask as well as his medical supplies which he always carried around on patrols since he'd learnt his medic skills, you'd never know when they might come in handy and as it would turn out, they would come in handy today. It was meant to be an uneventful, regular old day, that is until the number 1 pro hero Red Horn had gone on a rampage leaving a trail of destruction in her wake. She hadn't injured any civilians directly, but with the amount of destruction it was a given that there were going to be casualties.
James had ducked into an alley and decided that today he was going to play medic instead of going after the bad guys, taking his mask out of his backpack and putting it on he hurried out into the damaged streets and assessed the situation and saw it was pretty bad. Broken posts, signs were precariously dangling seemingly hanging by a thread, fires raging around Well, it's going to be a long fucking day he thought to himself as he looked around him for anyone in immediate danger. He saw that nearby a civilian had been knocked unconscious and pinned under a signpost. James rushed over to assess the situation and had a look at the mans legs trapped under the signpost which had been pulled out of the ground and was now just laying on top of the man's legs, he quickly assessed the man. His head was bleeding from where he'd hit the ground when he went down and he thought he saw what appeared to be a leg fracture, he quickly checked the man had a pulse and after confirming he did James was ready to get to work.
He quickly put his pack on the ground and opened it up, taking out antiseptic wipes, a small bottle of water, gauze and bandages. He quickly treated the head wound by slowing the blood so that he could work on it without blood pouring out of the wound, then cleaning the wound with a cloth soaked in water and then drying it off before applying more gauze to the wound and wrapping it in bandages. Once the head wound had been dealt with he lifted the post off of the mans leg, he took a pair of scissors out of his pack and cut away the mans pant leg so he could see what he was dealing with exactly Yep, definitely a fractured leg, luckily it's a minor one and there's no bleeding to deal with he thought to himself as he pulled out some padding and his splints out of his pack. He padded the leg before splinting it and then wrapped in it a bandage and checked it wasn't too tight. Once James was confident he'd done everything correctly he put any spare or unused equipment back into his pack and slung it back over his shoulder One treated, god knows how many left he thought to himself as he raced down the street looking for anyone else who might need his help

Mizuki raced through the streets of her hometown, Tokyo City, hoping to get an understanding of what was happening. She was thankful that she chose to wear her purple shorts and a red short-sleeve shirt otherwise she would have overheated from all the running she was doing. She was shopping for her dorm room when all hell broke loose. Fires were burning in the street. Glass and rubble littered the streets, the damage seemingly getting worse as she traveled further along. People ran around in the streets in a mass panic, trying to find a safe place from all the chaos that ensued.
Mizuki had her earpiece in, listening to the reports coming across her phone. "Breaking News!!" the reporter said loudly into the earpiece. "The number one hero, Redhorn, is rampaging the streets of Tokyo City! According to a few eyewitnesses, she was seen in a battle with another villain, Muramasa along with a number of other small-time criminals in the area. All residents should take shelter-in-place to avoid any harm to themselves. We will be giving more details as the story develops.”
Mizuki couldn’t believe it. Her idol was in trouble and there was nothing she could do about it. The rules at UA were clear on the usage of quirks outside of the school, and the last thing she wanted to do was violate those rules. However, fate had plans for the young heroine-in-training. Her phone lit up with a text message from the Principal. It read:
Mizuki Haymaker, First Year Student of UA. Due to the situation and your current location at this time, you have been granted a temporary pardon by the Pro-Hero agency and UA staff from the rules at UA until the end of this conflict. Use your quirk in accordance with helping with rescue efforts and assisting with damage control. Do not attempt engagement with Redhorn or Muramasa! If any threats engage you, you may defend if necessary.

Mizuki understood what this meant. She had her work cut out for her. As much as she wanted to see if her idol was okay, the citizens were more important. If anyone got hurt during this rampage or worse, Redhorn would be held responsible and publicly shamed in front of the world. Mizuki could not let that happen. After texting her mother to stay in her home (she knew her father was out and about), she ducked into the nearest alleyway.
“Well, Charolette, Yojin,” Mizuki said, pulling out a pile of ribbons and a pair of boots. “Time to give your new gear a test drive.” She put little bit of elemental energy int to the cloth-like metal bandages. According to Charolette, the metal ribbons were cloth in texture especially to the feel of the wielder. It also transferred the elemental energy throughout, giving Mizuki a larger variety of options. But when paired with a quirk, it can become hard as metal.
As the ribbons came to life- wrapping tightly around her hands, forearms, shins, ankles, and feet- she unlaced her new steel-toe boots and put them on. She heard a “click” inside as her heel touch the inside of it. Her boots and ribbons hummed to life as the runes that were designed in them became light blue. It wasn’t the full costume, but she was ready. Tonight she was not Mizuki. She was Footwork.
She channeled her quirk through her boots and ribbons, choosing to infuse them with the wind portion. Her gears’ runes became green in color as did her eyes. Small hurricanes gather around her feet. Like a rabbit, she hopped from one building to the next, like a ball between two pong paddles. She continued to do this movement until she was on the rooftops. She surveyed the scene. The city was in chaos and people needed help. Mizuki hopped from rooftop to rooftop until she found the first group of people to help.
On another rooftop
Jokai watched in silence, all eight arms ready to take on Redhorn or Muramasa, whichever was the bigger threat. He knew there was a chance his identity as vigilante could be exposed but it was a risk he was willing to take to keep people safe. That was until he saw his daughter hopping from one rooftop to the next.
In one single moment, time felt frozen for the older Haymaker as his daughter posed in midair. His eyes were wide from the shock and awe of seeing his daughter charging forth into the fray to help others. He wanted to do what fathers do and help his daughter.
But for the first time, he did something that he had not done in a while. He put all six fists away until there were only two left. He smiled at his daughter, and for a moment, he saw the future that was to be hers. He turned into the other direction, created a giant ball of air, and rode it back home. It was time for a new generation to take over. He knew his time as the King of Fists was coming to end.

Jason wasn't meant to be on duty today. He was still fresh, a rookie with no real experience. Today he was actually planning to meet his father and have his suit adjusted. Before he got anywhere close reports came in of a rampaging Red Horn fighting Muramasa. The heroes were all doing their best to contain the battle, all emergency services were already overburdened in the first 20 min. Vigilantes and interns were being sent in for rescue. "If any heroes are nearby we request immediate assistance." He really didn't have a choice. He stopped at the first appropriate place and put on his costume, then promptly abandoned his car at a fast food car park and began sky walking as fast as possible towards the source of danger. As he went he called in "Pro Hero: Reverb here, what's the situation"
Jason knows that a situation can erupt at any moment. He knows that it's unreasonable to expect big events not to happen just because he's new to his chosen career. Heck he even knows that he should be thankful that it didn't happen sooner. But really? He got his licence just over a week ago and the world instantly throws this as his first assignment? Normally he would take the time to ponder what series of events on all sides led to this moment. But not today. If his mind isn't focused on saving as many lives as possible in the shortest time possible, then people are going to die. As Jason air walks towards the area he can't help but notice how much damage the top tiers can do.
Fortunately, or not, finding where the event had taken place was easy; you just follow the trail of disaster, the tricky part was helping the people. Jason, dressed in his hero outfit complete with red mask lands near a building, the sight of a mini-collapse. His first real moment. It takes him a few moments to listen, from the inside he hears it; the faint calls for help through the wall and he goes straight to problem solving. He knows emergency services is being overwhelmed and he can't afford to just wait for someone else to do something. It takes him a few minutes but he's an engineer by trade; eventually he is able to choose a spot along the wall that he was certain was not load bearing and was mostly certain had the least likely chance of collapsing the structure. He begins to use his quirk to chip away at the concrete, he works alowly and carefully, but he manages to essentially dig an escape tunnel through which two young adults no older than he is come scrambling out. He exchanges a few words with them before urging them away from the direction of the battle. Unfortunately he couldn't promise the worst was over, only that they'd be safer away from the source. Taking to the skies again he calls out to the comms for new orders.

(bare with me, I may need a round or two to get some real momentum and it’s my first time doing this. Should hopefully be fine but if anything ever feels like I havn’t given you enough to work with, feel free to prod me about it)
With vigilantes, a deputized student, and a pro hero on the scene first and foremost some potential casualities had already been prevented. People who may have fell into worse conditions as the chaos down the road prevented ambulances from getting close were brought to their feet and treated by the kind efforts of those who, officially, could not be considered ‘heroes’, and of course a hero himself pushing back against the ever increasing wave of potential injuries and fatalaties caused by the rampaging of a mind-fogged beast, a purposeful cult leader, and of course the many mindless goons who followed behind him.
Everything these people did today would potentially be a step towards increasing their reputations, lifting the view of the public… or just lessening the damage caused by Red Horn’s own actions.
One of the primary incidents the four would stumble upon in their search to grant aid to the poor civilians caught in the crossfire today was the ruined lobby of a Tokyo hotel. A small establishment, not a tall building by any stretch of the imagination, especially with the ‘pod’ like structure of many Japanese hotel rooms, but what once was an attempt at a fancy lobby was now filled with shattered glass as a full car had been tossed recklessly within, the dented side hinting that a wild swipe of Red Horn’s arm had been all it took to send this vehicle careening into such a chaotic situation.
Within the lobby itself many residents could be seen pushing through and filing out, many tourists who were certainly regretting their choice of vacation destination at this point. A few had noticed one of the clear dangers and stopped to help, a lobby-worker trapped beneath the damaged vehicle. They weren’t crying in pain, injuries seemed minimal given the situation, but with the pressure of a precariously supported car starting to press down against him, the miniscule effort of the terrified public was not enough to free him. This would need a strong yet delicate touch, as the dripping fluid’s of the car itself showed it’s engine was likely in a dangerous state itself…
Not to speak only of the lobby-worker of course. With major damage to some of the building’s supporting pillars and the hasty rushing of dozens upon dozens of tourists to flee the remainder of the building was definitely in question. Passing the stairs, the muffled cries of people stuck in the elevator a few floors up could just barely be heard, the electrical surges from destruction across the city locking down such a vital part of the less aware tourists escape plan, and further up still it was more than likely a lost child, or perhaps a more mature client, a further tourist, suffering from what can only be called the mother of all panic attacks in this most devastating of moments.
Where might these rescuers talents be best served, one might wonder…
(Don’t have to fix ever problem in a single round, and if you really prefer to just ask and I can make up separate issues to be resolved if you don’t all want to be funnelled into one area)

Jason arrives at the Tokyo hotel and pauses for a moment before approaching. The amount of destruction caused just by them being near the fight is surprising to say the least. But he doesn't have the luxury of observing, it's clear that he's the first hero on sight, maybe the only one who will be at all. Either way he's the one that gets to call the play, where to assemble, who does what, when and how. Even if other heroes come conflicting orders only make things worse.
He has one chance to make a first impression and from there one shot at making clear what has to be done. He takes a handful of seconds to check the biggest issues he can see. The car, the car engine, the lobby worker. The building integrity. He guesses that some people are stuck in elevators or further up but they would survive a little longer. First and foremost was clearing the building and dealing with the car. Now with a plan he raises his arms and claps his hands loudly enough for the shock waves to boom just loudly enough to gain the attention of the crowd.
"Everyone. Please do your best to calm down. My name is Reverb, I am a hero, and in order for everyone to get through the night I need your help. Everyone needs to calmly make their way out of the building, get 10 meters down the road and stay on this side of it. I will have someone of the staff set up a zone as soon as possible where we can do a head count as well as start treatment for the wounded. Please don't go too far, we want to make sure as many people as possible are safe before relocating all of you. Anyone who is uninjured and able to help or knows first aid, I am asking for your help. No one has to stay here, but any staff members who are able I need you to form up near the main desk. There is a lot to do, I know, but we need to co-ordinate our efforts." With each set of instructions he points very clearly at what he's talking about and hopes the people heed his instructions as best they can. He knows his speech is a bit long winded but better to make as much clear and detailed as humanly possible so as to minimize confusion. The less panic there is the easier to see who is and isn't accounted for, and the easier it is to deal with the issues.
He has no intention whatsoever for the volunteers to get in anything dangerous. But they're a must in order to take care of the others, as well as provide direction. He's hoping that there are in fact staff members left and that they have knowledge on, or a way to access the number of people staying, medical supplies in the hotel and a little bit of man power to move that car. Normally he might try just blasting it but weight aside that could easily trigger the already damaged engine. He needs to move the man away from it and then use what engineering skills he has to permanently disable that engine.

After giving his employees the clear instructions Shodo slowly made his way through the streets. If he could help them he would, if not he'd direct them to the people they can get help. Arriving at Tokyo hotel Shodo saw a hero who's doing his best to calm people and take the flow of situation under control. The chaos on the scene didn't seemed good. While he could send car flying with his explosions, dripping fluids could create another disaster. Perhaps well planned explosion could do it but he just didn't wanted to push his luck when other people's - innocent people's - life's were in danger.
It was nice seeing some approved people here trying to help. If he was approved to be a hero, he shall have necessary skills to handle the job too. At least that's what Shodo thought. Getting close he listened his speech. It was okay, could be improved. Sadly he didn't had time to teach him the secrets he learned from his business meetings. He was going to "make sure" people listened this nice gentlemen and left the in an orderly way. He was sure if they were too panicky to listen reasonable Hero, they were going to listen him, who looked like a Yakuza thanks to his looks. "Either good way of bad way, your choice." he thought. Who knew his look would help some day. Shall he cry or shall he laugh? Either way, making sure everyone evacuated in orderly and secure way was the best he could to for the time being. "Now everyone! lemme make sure all of you evacuate in an order. Our security teams will take care of your needs if you have any." He'd stay at lobby and direct everyone one by one. If anyone tries to disagree with him at the scene, he would make sure to make them listen.
After he was done helping evacuation he'd look at the situation to decide where he's needed the most. If reverb manages to save the person under the car then Shodo will go upper hotel rooms to see if there is anyone he can help.
if once he's done with evacuation Reverb still can't move the car, he'll give him a hand and push the car as delicately as possible. "Nice to meet ya but no time to talk.. Lemme give ya hand."

As James was going through the streets looking for anyone who needed help he noticed people running out of a nearby hotel. He ran over there to check what was going on and noticed there were people in there. He stepped in and saw a man trapped under a car along with 2 other men who were trying to help. James noticed one of them was directing people and knew he was a hero "Hey you guys need any help?" James asked approaching the man trapped under the car and bending down to see what the situation was underneath the car "Well the cars full weight isn't on him right now but if we try and push it or move it in the wrong way he could be crushed under it's full weight," James said as he stood back up "Not to mention the buildings current structural integrity has already been compromised, we can't risk taking too long or the building could fall down on top of us," he said as he moved around and looked at the cars and trapped mans exact position relative to each other "I might be able to lift the car just enough so we can pull him out and get him to safety if you want, but I won't be able to hold it up for long, so you've gotta get him out relatively fast, but be careful of any potential internal injuries he might have," James suggested, wondering if they'd even take him seriously considering how young he was ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ -James assesed the trapped mans situation -Offered a plan to lift the car up and have the man pulled out

As Mizuki was making her way rooftop to rooftop, she notice that the hotel had car sticking out of its lobby and people filing a little bit more calmly than usual. Either people were so scare they gave up or there was a pro-hero controlling the situation. As Mizuki landed on the street, a woman came out crying, "My baby!! My baby boy is still in there!" Mizuki looked up to the floor where the woman was pointing to. 'Oh no,' Mizuki thought to herself. She looked back towards the woman. "Don't worry I'll get your son," Mizuki said before rushing off into the building.
The scene could only be described as pure chaotic. Papers were everywhere. People doing their best to help others. Broken wood and rubble everywhere. She saw the car had someone pinned underneath it. There were people standing around it trying to figure out a plan on how to get him out. Mizuki wanted to help him out. But she knew that if she got in the way it would make the situation worse. She thought the best course of action. "I won't get in the way. There are probably people still trapped inside the building. I will go and clear them out," she said racing off towards the stairs. She knew she was out of her element, but she couldn't sit around and do nothing.
As she made her way towards to the floor where the kid was at, she heard a muffled sounds of "Help us!" coming from what seem to be the elevator. Mizuki made her way over and could tell that the emergency power must have not kicked on. "Everyone stay calm," Mizuki said through the door. "Step back from the door." Mizuki knew she had to be delicate with this. She covered both her hands in stone and used her strength to pry open the doors as best as she could. When she was able to open it wide enough, she said to the people inside, "Come out carefully and slowly. Don't run over each other. Make your way down the stairs in a calm fashion. The medical team is below." The people thanked Mizuki as they headed down the stairs towards the lobby.
Mizuki made sure that everyone was out before continuing upward through the stairway. According to the woman, the kid had to be on the fifth floor. Mizuki channeled her wind element into her feet to increase her speed, making her way to the fifth floor. When she got there, she could hear the cry of a small child somewhere in the hall. Mizuki figured out which room it was and opened the door carefully. There stood a small boy, no older than five years old, crying for his mother. "Don't worry," Mizuki softly as she bent down eye level towards the child. "Hey I got an idea. You want to play a game?" The child nodded slowly but surely. "We going to play superhero okay? You will be my sidekick. And we are going to save the day." Mizuki put on a small smile for the child as she picked him up and took out extra bandages from her bag.
"Okay I need you to hold on okay?" Mizuki said as she infused her metal bandages with earth elements and wrapped it around the child to secure him to her front. "Okay, now let's..." Mizuki heard another cry for help as she made her way out. It sounded like it was above her. "We got one more passenger to pick up okay?" Mizuki said to the small child. Once again she made her way to the sixth floor and found a man having a panic attack in the middle of the hallway. "Sir," Mizuki said to the man, "take deep breaths. I am here to get you out. But you need you to relax okay." She grabbed the man fireman-carry style, and made her way down the stairs. She try to get down them with her wind-infused feet as fast as she could without scaring the man any further. By the time she made her way back to the lobby the medical team was on standby.
The team took the panicky man and try to help him breathe with medical equipment. The woman came back and took hold of her son, hugging him tightly. "Thank you," she whispered to Mizuki over and over again, with tears in her eyes. Miuzki ruffled the little boy's hair. "You were such a brave sidekick. Thank you for your help," Mizuki said with a smile as the boy smiled back at her. Mizuki felt good, but she couldn't stop she still had to help with the car issue if they had not solved it already.

A majority of the hotel guests were oblivious to what exactly had happened. A villain attack? A riot? They didn’t know. They only knew they were potentially in danger if they stayed her and had been rushing out blindly when the bold voice of a hero tried to make itself clearly known above the rest. A lot of people kept moving, rushing even, but enough slowed down that the exit of the lobby was no longer a practical meat wall of people trying to push and shove past eachother onto the open street. Directions were taken on board, digested, and while the streets outside would still be a general mess, even a few people showing a sense of direction thanks to this hero would help others collect together and do the same once they started wondering where they should go…
As for his call to arms… only a handful were willing. They quickly made themselves known here. A couple of tourists, a meak looking member of the hotel’s kitchen staff, and a passing Japanese man who’d been helping funnel people out as safely as he could before the Pro hero spoke up and helped more than he alone could manage. The cook informed them most of the staff used their personal entry-ways around the back to escape so not to worry about them, but they needed to keep everyone moving. While the hotel’s lobby looked quite fancy, he knew from the last time this place had a re-design that they still needed to replace a few of the ‘nearest exit’ signs, so keeping a strong flow of foot traffic was important to make sure no one got lost in the mess.
Shodo’s team making efforts was of course deeply appreciated, able to help corral the masses more than Tanaka’s words alone could providing visual guidance and… perhaps a slither of needed intimidation to force people’s nerves to remain level. With two vigilantes and a hero now huddled around the main point of impact in the lobby, the car, it didn’t seem to be a particularly heavy make. More than even they and the few volunteers could lift without a super strength quirk in the mix, but enough for them to shift and drag the trapped civilian out if they timed one good heave together. The civilian’s legs weren’t broken, but certainly injured to the point he wasn’t making it out of here on his own.
Mizuki’s efforts went a long way to clear the upper floors, but her haste left something to be desired. The elevator was emptied but the cook’s warnings were unheard to her. A small group of civilians now lead to a dead end in the staff corridors of the hotel, following false exit signs that had yet to be updated.
Lucky for her though, her youthful face and gentle approach to the child slowly managed to calm him down, and while the extra weight and clutching hands may have proved to be a bit of a nuisance, it wasn’t nearly enough to stop someone like her with even a third of a hero’s training.
The man having a panic attack… not so easy.
“RELAX!?” He yelled out, scaring the child somewhat, backed up against a wall, his legs like limp noodles beneath him as he clutched his chest, a cold, stabbing sensation in his heart as anxiety and panic wracked his nerves. “I… I SAW IT! I saw her! The… the fucking! THE WOMAN WITH THE HORN! She.. she’s meant to be the best of you guys right!? She tossed… SHE TOSSED A DAMN CAR THROUGH THE HOTEL! HOW CAN I RELAX WHEN-WHEN-WHEN-!” He started stuttering like a record with a scratch. While Mizuki could get him to the lobby… it was down to her if she would have calmed him first, or brought him down with a modicum of force. She did have a scared child to think about too of course…
With the car victim likely saved, the child and panicing man making it down one way or another, there was still a group lost in the hotel… a group no one had an easy way of knowing was still lost. While efforts outside to collect paniced civilians were going well, it wasn’t like a more personal touch would go amiss either.

Although he tries to hide it in his demeanor, Jason is absolutely bolstered by the response. The people are moving calmly but ever steadily outside; the small group he'd amassed wasn't anything to brag about but the fact that people were willing to risk their lives at all does him good to see. This high spirit is instantly bolstered by seeing Shodo, Shodo's men and James spring into action soon after. Even in bad times ordinary hero's still abounded everywhere. The meeting area had medics now, actually trained to help. If he knew Mitsuki was on the scene he'd be downright pleased with how the night is turning out to be.
Still, you lose the battle when you start celebrations half-way through. The man was safe, but the car engine itself was still a hazard he needed to disable, which he knows enough to do with some time. What was notable was the news about the exit signs. The building wasn't structurally sound and people being lost where they shouldn't sounded like an issue. Not to mention he had no way of knowing how many people were potentially still trapped higher up. He makes a list of the new issues in his head; bad signs, car engine, potentially more rescues in a building that was no longer fit for service. Calm down. Brave face. Think it through and then do it.
Jason tries to quickly flags the attention of the 4-5 volunteers "I can't say my thanks in full now, but thank you. More people have come who are qualified enough to deal with the issues at hand. I think it's safest for you all if you take that man to get immediately checked. You're bravery just saved a life, always remember that." He speaks sincerely and sends them on their way if their willing to go to the safezone. He then tries to flag James and Shodo "We have a small issue. Some of these signs are outdated and risk people getting lost in the panic. Do you think you could assign a handful of your men to stand guard or remove the signs altogether? I need to spend some time to disable the car engine so that we won't have any more problems with it."
He will wait to hear their answer but regardless he will start by checking on the car engine and if possible disable it so it can't cause a new problem.

Shodo was happy to see people actually listened and what they were saying. He knew it was hard to focus when you think your life was in danger, but they did pretty good. Civilians were not convinced everything was fine but it was something Shodo would tackle later, he could talk with them about situation and make them cool down a bit. Saving the person under the car has gone smooth too. Few brave people had joined them, and there was even a kid among them. "Nice job everyone" Shodo saw Reverb is coming close, so he decided that he had to listen what Reverb was going to say before doing anything else.
"That's gonna be few million yen fine for bad security you know?" Shodo shook his head, how hard it was to just replace them... It was almost laughable that they were stuck in a worse situation because of a sign. A little piece of paper... "Sure, we'll handle it. But how do we supposed to know which sign is right and which is wrong any way?" Shodo strock his chin. Best course was placing men on all of them, but he'd run out of people to handle the crowd of civilians if he were to do that. "I'll put few man to every floor so they can get the attention of potential lost people and direct them. I can not cover all exits with the amount of people i have." Shodo said and turned to give his orders. Every floor shall have 1 to 2 people, mark the exit and look for potential trapped civilians. Shodo would also go every floor one by one to see if anyone needed help. While planning his course of action Shodo remembered some kid rushing up to help people. Yet even after all the evacuation is done there was no girl nor people coming down. "The hell she doing up there anyway?" he thought.
With the thinking part is done Shodo started moving. "I'll be upstairs if ya need me. Kid, come with me if you want to help upstairs, we can cover more places" While Shodo was looking one end of the corridors James could go look for other while their man waited at exit of the floors. They wouldn't be able to cover all exists, but finding and covering the right one would be enough.

It looks like James didn't need to use his strength as Reverb was able to scrounge up enough volunteers to help lift the car off of the man. Once he was clear of the car James knelt down and took a proper inspection of the mans legs "Nothing appears to be broken but there might be some kind of internal damage that I can't diagnose," he said gently feeling along the mans leg before waving someone over "I need you to help support this man and bring him to one of the paramedic crews to get properly checked out, take as much of his weight as you can as a precaution," James said standing up and noticing Reverb waving him over. After he explained the situation Shodo asked if James wanted to follow him upstairs "I haven't seen anyone come down from the upper levels yet so I'm assuming they're probably already lost, I'll go see if I can find anyone and look for exits along the way," he said as he followed Shodo up the stairs. Once they reached the top they split up along the different ends of the corridors, as James walked along looking for exits he called out "Is anybody trapped or lost up here? Call out if you need help!" he'd call out seeing if he got any reply.

This man was going to make this hard for her. Mizuki didn't want to shoot off on her own. However, she didn't agree with the idea of attempting to move a car in an already unstable building without making sure everyone was out first. But still, maybe she should have waited. She didn't have time to dwell on her mistakes. What's done is done. If they made a mistake downstairs, this whole building could up in any minute she needed to move. She had a child on her chest, who was scared and a man cussing like a mad man.
She took a deep breath and looked back at the man. "Listen," Mizuki said calmly. "I am trying my best to help you. I get that you are scared and upset at the situation. But I need you to trust me. This is hard for everyone, and everyone is scared and confused. But if you work with me, I can get you out of her a lot faster. I am only here to help."
Whether the man accepted her help gratefully or begrudgingly was not Mizuki's issue to worry about. She was taller than the man, standing at 5'8 with lean muscle. She grabbed the man, lifting him fireman-carry style and made her way down the stairs. She tried to get down them as carefully as possible with her wind-infused feet as fast as she could without scaring the man or the child any further. By the time she made her way back to the lobby, the medical team was on standby.
After she gave the child back to her mother, she noticed the three men were no longer there and the people she had freed had not made it down the stairs. She should have made sure that they had got to safety first. There is only one thing she could do. She waited and helped out where she could until the others had returned with the other people.
