Tanaka made a strong effort taking charge of the situations, the civilians who'd stayed back to help with the rescue effort aiding in taking the injured man outside as the emergency response teams started to arrive. His work on the car itself was doing some good in turn. While it hadn't seemed to be in a state of disrepair where it may, say, spontaneously catch fire or the like, it was never a bad thing to make sure everything was in order before moving onto the next issue. If the car was ever going to have caused them any further troubles, it wasn't going to be any time soon thanks to his efforts, and so the more trained crews designed to remove such chaotic rubble from sites of quirker activity would arrive in due time to take the car away, and deal with it as they should.
Through Shodo's men's efforts the few people remaining in the hotel, mostly 'idiots' who didn't want to leave their belongings despite the emergency situation, managed to get out the right way, and with James calling out to anyone lost he'd eventually manage to find the small group that had been stuck in the elevator, and sadly missed the natural flow of traffic that made them so lost.
"Over here!" One of them called out. A burlier man at the other end of the group was trying to ram down a closed door that had been locked. Once upon a time it had lead to a fire escape but... well it hadn't fit the 'aesthetic design' of the hotel and been removed, and what appeared to be a door was actually a brick wall on the other side, the door simply there because they had yet to get someone to remove it and plaster / paint the other side. "This girl helped us out of the elevator and rushed off upstairs, I... we assume we got a bit lost if you came to get us?"
Mizuki herself would eventually make it downstairs to hand off the child and the anxious man. While he had briefly calmed down at her attempts to talk, the high speed fire man's carry left him unstable on his feet, wobbling a bit as he moved to the nearest emergency response team, collapsing against a lamppost as his legs wobbled enough to give underneath him, certainly not looking well by any means but also in no way an emergency case, as the team dealt with those who had more serious injuries.
With Tanaka having fixed the car, Shodo and James having found the lost group, and Mizuki back in the lobby, most of the hotels issues seemed resolved. The crowd outside of dispersed patrons was getting a bit restless and might need calming down and... a brief murmur in the structure of the hotel told those who remained inside they had best get out quick. It was up to Shodo to determine how long his crew should hold out for any stragglers, and James and Shodo himself to calm the now heightened fears of the group they'd found with the unsettled sounds of the hotel. The sounds, barely reaching the crowd outside, didn’t do much to put them at ease either knowing their belongings were inside the building. A petty worry perhaps, but this was also supposed to be the place a lot of these people were calling home for their vacations.

Jason smiles as he allows himself another small victory moment. Engine down, most of the civilians safe, lots of assistance. THis part of the day was turning out to be much better than he could have planned for alone. He's glad to have the help of other pro's. Or at the very least people who do this on a regular. He was starting to think they could make it out tonight with 0 casualties after all. The worst of it was out of the way, but he knew already that the building is now a hazard, whether or not it collapsed he didn't want anyone inside at all.
But just as big a problem was the ever growing crowd outside. They were no doubt feeling anxious, stressed and if they weren't kept calm they may very well overwhelm the medics and each other trying to get help they feel they sorely need. If that happened any hopes of having a relatively harmless night would be pretty much up in smoke. He was first on site and was the one to set things in motion so he's confident the people will at least give him a chance to smooth things over. With both Shodo, his men and James leading civilians he decides the best way to help the people now is to go out and keep the peace. As he does he sees another person coming down carrying people down. That alone fills him with enough confidence in the other to go do some admin.
Stepping out into the street he decides that people aren't stupid enough to believe everything's okay. So truth time. This time he forgoes the attention grabbing clap, something like that might actually cause the panic to erupt. Thank you all for your cooperation tonight. I'm sorry that your vacations have been so thoroughly damaged. At the very least I assure you the trouble is very far away from us and shouldn't be making a return. We have almost cleared the building of people, medics are working through the crowds as fast as they possibly can. If you have light injuries I'm asking for your help, please allow those who badly need it to be treated first. For the time being no-one is allowed back inside until we know for a fact that it is safe to do so. Until then or until you are moved do your best to try calm and get help.

Well, that was good. They did found the people who was lost in the building. So there would be no one left behind. As Shodo was thinking that suddenly whole building started whining. "Oi oi... Just how bad is this building got hit?!" he thought, making sure he didn't show his worry to others. Seems like they were trying too hard on that door yet nothing was happening. "Okay! Ladies and gentlemen, why are you still pushing that not hinging door instead of coming with us? We KNOW the way out, and seems like that door is not gonna move any time soon." Shodo speak in high tone to make sure others could hear him. "Seems like building himself is having hard time, let's not make it harder for it by forcing our way, shall we?"
If this could make their mind, he'd lead them to entrance, and then to outside. Once they reached outside they'd need to get away from the building as soon as they can. If building were to collapse it'd be hazardous for all the people they gathered. They had to move quick but without making any panic. That's why he speak clearly, and that's why he'd move quick but not in a way to show they're running away. It might cause more panic in those people if Shodo or James were to show panic after all. It was totally fun to feel the panic, they just shouldn't show it.

James looked around at the panicked group of people as the burly man spoke So someone let them out of the elevator and then just ran off and left them to their own devices? What kinda amateur work is that James thought to himself. As he thought this the building started making sounds hinting at it's instability Ok we've gotta get them outta here as soon as possible James thought as he nodded along to what Shodo was telling them "That's right people, we know how to get you out of here, so just remain calm, follow us and we'll get you out of here in no time," James added on to the end of Shodo's statement as he started to help usher people in the right direction and keep the flow of people moving smoothly, while also keeping an ear out for any sounds that indicated anything bad was going to happen with this building. Seemingly without issues Shodo and James were able to safely lead the lost group out of the building. As he stepped outside he noticed that the emergency services had been overwhelmed and were struggling to keep up with everybody that was asking for assistance, James stood up and spoke loudly so people could hear "Anybody needing medical assistance that isn't an immediate emergency if you make your way over here I can take a look at you and treat you to the best of my ability," he'd call out as he took his medical pack off of his back

Mizuki was helping people out of the lobby as best as she could. The building was sounding very unstable, so it was best to go ahead and move the people to a safer area. Once outside, she watched as one of the pro heroes was trying to calm down the crowd and get everyone to cooperate. It seemed that most of the medical team was overwhelmed by so much going on. And who knows how many people were still trapped in the building. As much as she wanted to go back in and help, she decided to stay out and help the crowd. She thought she was helping, but she felt like she would cause more problems than good.
She couldn't pull the car out of the building, she knew that much for sure. One, her powers would probably cause the car to explode, causing more damage, hence why she didn't help with that in the first place. Moving would also be a problem because it would bring the building. She couldn't help out medical teams because she had no training in the medical field. So the only thing she could do was call for more medical services and try to keep people calm as best as possible.

With the lost group escorted swiftly outside with some brief yet... clear convincing, and the groups attempting to be organized by the hero and his voice towering over the crowd with a calm but firm tone, things were looking up for this neck of the neighbourhood... as up as they could be when the number one hero was rampaging through the streets looking like the hulk. The sounds of the building shifting and creaking weren't for naught either, as points of it's internal structure were clearly shifting. Viewed from the outside a few windows got knocked out and plooms of dust flowed out of them, but internally that was a few clearly collapsed floors and the like.
Of course, the emergency responders would be able to handle the crowd from there. Many were angry and irritated and some scared and paniced, but they were as organized as they could be in such a dire situation, and one of the emergency responders, recognizing this, rushed to the young student girl and vigilantes on the scene, having recognized their presence but... to be honest, with Mizuki being only a first year, and none of them people he recognized cognitively, he assumed them all to be vigilantes.
"Hey... look I'm... I don't usually agree with you lot stepping in but we're all hands on deck here after that crazy bitch went loose cannon on us." He clearly didn't have a strong opinion of heroes either, but the point stood and he continued- "We just got word that Red Horn tore up the street fighting some other heroes a few blocks away. They all moved on but... electrical wires ripped out of the street, busted water mains. The whole place is basically flooded with electrified water. We could use you lot to help escort any civilians trapped in their homes."
Assuming the lot of you were to take on this challenge set forth bu the... mildly racist-y tone of the first aid worker before you, when you arrived at the scene the sounds. Nay. The roars of the battle going on further down the street were more than clear, a hefty 'smack' of something, or someone slamming into what was likely a car from the metallic sound, but that wasn't your priority. A line of buildings blocking you from the main action, and the current situation clear enough before you.
Several individuals were trapped at the doors of their homes, frantically putting down things to stem the flood of water into their homes. The charge was hardly deadly from a touch, but to step into it, to fall into spasms... you'd quickly learn how easy it was to drown in a puddle. Cars and chunks of rubbled littered the street enough to give anyone with careful footing a place to stand, but with a handful of civilians either too scared to leave their homes or just unsure if they could even make some of the required leaps between the rubble, it was your duty to get them to dry land, so to speak.
tldr - New scenario. Electrified water is flooding the street. Won't kill you directly from a small touch, but if you start to spasm you could potentially drown even in an inch of water. Civilians trapped in ther homes. Rubble and cars litter the road to use as stepping stones.

Shodo was happy that everyone could leave that building without getting hurt any more. Especially when it's making that kind of ominous sounds. As he and kid stepped outside he saw how overwhelming it was outside. He wanted to call out to kid to say good job but... he forgot his name. "Did i ever learn it?" He wasn't sure. So instead of calling out to him he simple talk on his own in high voice. "Good job there." As he was done saying that he saw someone approaching them. As he listened the guy Shodo sighed. Before leaving for the place he gave a warning to the guy who talked ill towards Red Horn. "I do understand your distrust on Red Horn. But there are kids around, if you can't hold your tongue shut up." Shodo was very sharp with his words. Everything had it's own certain way of doing. Everything had to be done in order. If you didn't know how to talk, you had to shut up. He turned to the kids that was with him. Even though he didn't talked much with the girl, he remembered that she was the one who go upstairs in hotel to help people. "You're all coming?" after waiting a few second for their answer, he'd make his way to the scene that needed his help.
Once he arrived at the scene Shodo would let out the biggest sigh in his life. Streets were busted, buildings were at the verge of collapsing, there was fighting sounds coming from some place away... "Da hell they doing over there anyway..." If Red Horn were to change teams now no one would be surprised. Not after they see all that shit. What made her go on rampage anyway? He totally forgot what Chisa told him. His memory was failing him at this young age because of all the shit he was seeing today.
"Well... What to do now..."
1- He could jump from one place to another without getting caught on electricity, but he wouldn't be able to carry all those people.
2- He could try to find some wood or something make bridge, but he wasn't sure if he had enough time.
3- He could try to evaporate the water by creating continuous blasts with his gunpowder. Which would take time but would do the job.
"Wait..." he thought... Blasting... He could go find the power distribution unit or transformer of this block and blow it up. They would have to live their next few weeks without electricity but it was better then dying.
--- If other character are with him he'll share his idea with them. "I can blow up the transformer of this block and stop the electricity if you don't have any idea." If they had other ideas he'd first listen them before doing anything. After all busting that transformer would put him in tough spot, and also it'd probably annoy people living in this district.
---If other characters are NOT there with him, he'll simply start looking for transformer so he can destroy it and cut the electricity.

Mizuki's fear of messing up any further kept her from wanting to go any further. But when the man asked if she would come along, she had to think about her choices. She could leave right now and head back to UA. But people would still not be better off and fate has put her here to help them out. What good was she if she ran away over a small mistake? She could sully over it later. Right now people need help and she couldn't turn her back on them. That was not the Haymaker way. So she decided to follow the rest of the group to continue to help.
As Mizuki arrived on the scene with the rest of the group, she could see the disaster that laid upon the street. People were trapped on the steps of their homes, calling out for help. Water flooded the streets, climbing higher, and higher. To make matters worse, electrical wires ran into the water creating a dangerous mix for anyone who stepped in it. To say that this whole street was in a mess was an understatement. They needed a plan and fast.
"That does not sound like a bad plan," Mizuki answered the man. "My quirk controls elements. I should be able to blowout to the transformer by blasting it with fire, shorting it out with water, or smashing it with stone. Whichever one you think is safer and less messy." Mizuki wanted to be absolutely sure that this could be done safely and hopefully, they could find a way to get rid of all the water that pooled into the streets.

With the major issues taken care of at this spot, Jason sees no issues at all with leaving the issues here to the medical team, rude as the man asking for help had been. He says nothing, basically allowing Shodo speak for their group. Even when the man gets an earful he simply moves on, while he certainly agrees with Shodo's intents, he doesn't much love the execution. Still that's the smallest of all their problems now. Making his way to the site with the others his overhead perspective gives him one of the worst views of the city in his living memory. Whatever happened here was a hell of a fight. A fight which now threatened to injure or kill civilians. Looking at it he can't help but understand somewhat where the anti-hero speaker is coming from. Still, they were here, cleaning up, and Red Horn would bounce back sooner or later. He had to believe that was the case.
He comes down to discuss with the others and thinks about what they are saying. Normally I'd argue against property damage, but in this case I don't feel like we have much choice. If I can make a suggestion though? Give me one minute with the box, I may, or may not, be able to deactivate it without damaging it. One minute only, if it doesn't work we'll blow them all up immediately. Assuming no one disagrees with that course of action he'll jump over and see if he can make an educated guess as to how he can turn off the power. If he can do so in a quick manner then he will, otherwise he'll use vibrations to help turn the boxes to cheddar. As he does he can't help but hear the sounds of battle, and take note to stay far, far away from there.

"Hmm..." He was surprised that both of them agreed with his idea. Especially the girl who was still a student. He expected her to raise her finger towards him and yell "OBJECTION!" from top of her lung. After all she was still as student, but it looked like it didn't mean she was naive. Situation was bad, they had to do what they can. Not only that but even pro-hero was agreeing with them. Though he was insisting that they would choose the more non violent option... Shodo simply shrugged when he hear offer of pro-hero. "Have it your way." He was not going to stop the guy from trying at least. "Now then...Let's go find out where it is."
Once they found it Shodo would wait for Pro-hero to try and do his work. If it doesn't work he would ask the girl if she has any method to damage it without causing an explosion. He could do the job easily, a little gunpowder was enough. But the explosion he would create would be huge and he wanted to avoid it if possible. "No matter what, i'll take responsibility for ya, so don't worry." He said to the student. It'd cause some damage to her reputation if it was known she did something like that. So he was going to say it was him who did it. Anyone who looked at him for a second would believe that he was up to job. How sad it was... Or... he could just say Red Horn did it. Honestly no one would be surprised if she were to do it after all this destruction. But of course this was something he'd not do. If you commit a crime, you gotta own it like a boss. That was exactly what he was gonna do, he was gonna own it like boss he was.

Mizuki would usually be against damaging property or putting people out of power for a few weeks. But it was either that or bunch people were going get light up like the fourth of July! This was the best option in this situation and they could cross the water safely to get to everyone. However, the pro hero believed there was another option. He could try to work with the box and take the power out that way.
"Either way is fine," Mizuki said. "As long as the people are safe, that's what's more important." Mizuki didn't want to stand at one situation, waiting for answers to come out of the sky. But she had no choice when it came to the two adults. She would have to be patient and hope for the best. Otherwise, the situation would end up the same way as the hotel. And that was the last thing she wanted.
While waiting for the box issue to be resolved, Mizuki heard her phone go off. It was a text from her father. It read, 'Hi, my little Tsuki. I saw you earlier tonight. I was getting ready to throw my hand in the ringer, but it looks like you got things cover. I am proud of the woman you became and I wish you the best. Love Dad.' Mizuki couldn't help but smile a little at the message.

Thank you for the trust. Don't worry, if it really can't be done I won't waste the time, or risk the people.
He's glad that everyone at least is willing to try avoid property damage, as idealistic as he wants to be, he recognizes that at this moment the safety of the people takes precedent; as it is that water could kill a dozen people, and flying everyone to safety would take too long. But better not to focus on the things they can't do, they have a plan and right now he has to figure out if it even works.
Kneeling by the transformer he pops it open and inspects it, making sure nothing is out of place that might hurt him, from there he tries to simply turn the thing off, starting with the recommended method and anything else he can think of to temporarily disable it, should the first method fail.

Due to Jasons calmer approach to trying to turn off the transformer, while he perhaps may have turned a few dials and flipped a few switches that he shouldn't have, anywhere important in the local area definitely had a back up generator to keep things running, and were likely already relying on that method of power ever since the emergency broke out. The vigilantes maaaaay be getting some harsh words when everything calms down for their interferance, but there were bigger issues going on across the city, so who could really hold them accountable when they were putting lives above people's electrical bills?
Back on the main street where the flooding had occurred, the electrical surge was fading as the system was shut down. Some families recognized the sighs, the lack of sparks, cautious enough to test the waters, but even as some families realized it was safe and began to evacuate, others were far too cautious. Even physically seeing others make it through safely wasn't enough for them to take, older folks huddling in their homes too scared to take the plunge, and families with children just not wanting to take the risk. Even with the street made safe, there were still civilians who needed help evacuating.

Shodo watched the young hero work as if it was the most interesting thing in the world. He was like old guys watching a construction site. Was he getting old in his young age? After switching this and that, pushing here and there, finally young hero managed to cut down the power. As if it was something to celebrate Shodo started to clap his hands. "Ooohh... Congratz Reverb-chan! Ya know your business, eh?" They'd most likely hear some shit or two for this but it was fine. He could pay for whatever damage they just caused. Hell! They shall be getting paid for this shit! They were risking their frigging life here while their hero was rampaging. He'd be mad if they didn't thanked them later officially. Even though he was sure they'd just call them vigilante and forgot about them. "Aight, let's go and meet our lovely citizens then."
After Shodo arrived at the scene with the others he was surprised how some people were already evacuating to the safer places. "Nice thinking. They're not as dumb as the ones in hotel i guess." He remembered those dumbkoff's who was trying to open non existent door. Shodo yelled one of the people who were evacuating "Oi! Ya know any one who need help to get out?!" after listening his answer he'd turn to his fellow teammates. Was it alright to call them teammates? Buddies... perhaps? "One building at a time?" he asked. If they were to agree he'd start from the closer building.

Mizuki looked at each house. She couldn't understand why some of them didn't go ahead and cross over. Maybe it is the fact they were still afraid of the water or either they could not swim. "One building at a time," Mizuki answered back. "I think the best way to handle this in two ways. Get a raft to carry each family one by one. Or using cars to make a bridge for them." Mizuki looked around, seeing if there was a way to drain the water or move it elsewhere. "Unless there is a way to drain all this water from this street."
Mizuki could create a hole in the ground that could get rid of all the water. But that would take to long and there was no telling what other damages would occur from doing that. Making a raft could help get people back and forth, but they would have to do one family at a time. She looked around seeing the destruction caused by the pro's hand. Was this who she admired? Was this who she wanted to be? The more she looked at the destruction, the more she was coming to terms that her lifelong admiration was for naught. Pros were no different from the vigilantes at this moment. Right now, to her, they were all the same.
As the rafts were being made and pushed out to families, Mizuki had to wonder. Tonight showed that she still had to learn. She thought she was disciplined and she knew what she was doing. And with that thought came more questions. Why did she want to be a hero? What was her reasoning for saving the people tonight? She wasn't sure anymore and this made her feel a little empty inside. She hope she could find the answers she was looking for soon.
