First of all, hoping to cash in on Takumi's 3 EP for a total of 750 exp gained (+628 current exp for a total of 1378 exp)
Going from E rank to C rank would be 400 exp (E to D) plus 700 exp (D to C) for a total of 1100 exp spent. Subtracting 1100 from 1378 bringing Takumi down to a remaining 278 unspent exp after upgrades.

Whipped Upgrading From: Whipped Type: Mutation Rank: E Description: Takumi's body can act as a whipping canister. He has a gland in his body which produces and secretes a thick foam, and this foam can be sprayed out from nozzles sitting beneath his fingernails. The base foam is heavy and thick in texture, white in color, and can't hurt people by being ingested. However, in it's base form this foam can be sprayed at people to weigh them down or even serve as cushioning, and if sprayed on the ground can slow someone down trying to run through it. It can also be used to extinguish small flames. This foam can be altered by Takumi taking in external substances either orally or nasally. (Most people have two "pipes" in their throat, 1 for food and water, 1 for breathing. Takumi has a third which leads to where the foam is stored before discharging it). When a substance is taken in by Takumi, his foam can take on some of that substance's properties (ie, paint might give the foam a new color, water might thin it out and make it more runny/liquidy, food might give the foam a similar texture or flavor) Effects: Discharge: Takumi can spray a stream of foam reaching up to the length of a school bus. Causes a sensation of fatigue for the duration of three turns. Foam Composition: Takumi can consume an exogenous substance to alter the properties of his foam. The foam may take on up to 1 property from the substance consumed. Drawback and Weaknesses: The force necessary to "whip" up the foam and discharge it is entirely reliant on Takumi's breathing, so he is unable to use his quirk without a steady intake of oxygen. Overuse can quickly cause Takumi to become exhausted and out of breath, along with his mouth and throat feeling very dried out. Just because Takumi can consume substances in order to change the properties of his foam, does NOT mean that he is immune to negative side effects of consuming aforementioned substances. This means that he can't try to inhale fire or gasoline without suffering the same consequences as any other human would. Since the foam comes out from nozzles underneath his fingernails, this puts his wrists, hands, and fingers under a fair amount of strain while using his quirk. Because of this, overuse can weaken his hands and fingers and cause him to lose grip strength. Once a substance is consumed as a means to change the properties of his foam, he must use the foam with that new property before he can attempt to consume another substance. Ignoring this and consuming a second substance will cause Takumi to become nauseous and vomit, losing both substances. While the foam is heavy enough to to encumber one's movement, it isn't thick or heavy enough to stop all motion or effectively stun someone.
