The staff for Japan's first hero school was growing and while the students had gone through many trials and tribulations together, the staff wasn't as close. This was their jobs. They were creating the future of Japanese Society with heroes and what they offered to the country. Sure, other countries did things differently and were at different stages of integrating quirks, but this was the course Japan was on and Penelope moved it. As a formal police officer and part of their special operations, she had seen what became of the world and how quirks affected them up close. The number of cases she was handed after those born with quirks started to become teenagers and adults were unprecedented. Penelope couldn't help but wonder if this was why the hero program was started in the first plac.e WIth so many quirks around and the lack of ability for the police to handle them, heroes were the answer to the growth of villains.
But all that serious stuff aside, Penelope also wanted to get closer to her coworkers. Many of them had quirks and were interested in the country's future just as she was. So she organized an outing for her coworkers for them to bond and get to know each other better. And what bonded better than food, drinks, and karaoke! That's right, Penelope booked a karaoke bar for her coworkers and the staff of Yuuei for them to hang out with each other and have some fun. There was no end to the stress of teaching and monitoring a bunch of horny superpowered teenagers and event he adults needed a break every once in a while. So Penelope invited them along and they were even allowed to bring a plus one if they were an adult. This was an adult party after all.
The Karaoke place was in downtown Musutafu and had a decent reputation. It was actually a pretty old one with a lot of history to its name. For a long time, it was the favorite hang out of a popular Bancho back in his Yakuza days. As odd as it sounded, he was an honorable one, a criminal that wanted what was best for his city rather than racketeering and greed. But those were in days long past and now it was an aged but popular place for businessmen and women to enjoy themselves. The bar's foyer was lined with pictures of noteworthy people and groups that visited over the years and Penelope loved looking at them. So much so that was exactly what she was doing as she waited for her coworkers to arrive. She stood in the foyer, away from their reserved room looking over the pictures and placing the people and time period they had come to the bar in. To be honest, this was the part she looked forward to the most. It was easy to mistake her small body and frame for that of a child, but Penelope was very much an adult and she was happy to spend time with everyone else.
