Tsukiyomi is a tall, slimly muscular man who would look very similar to any other person were it not for his quirk's affect upon his body. With his skin and hair bleach white in color and his dark black eyes Tsukiyomi is often considered scary by children and gloomy by adults. His gloomy looks are due to his stern nature, as Tsukiyomi doesn't smile much. Tsukiyomi traditionally wears his official police uniform or military style clothing, which is always white to protect the material from his quirk. He is also almost never seen without a hat worn upon his head! Were Tsukiyomi to be seen outside his normal wardrobe, such as in workout attire or swim ware. People would take notice that Tsukiyomi prefers loose fitting clothing that allow for comfort and ease of movement. Tsukiyomi is also mostly seen in the performance of his police duties, meaning he is often seen decked out in tactical gear and his standard issue equipment.

Shimizu Tsukiyomi is by nature a very quiet and disciplined individual. Dedicated to justice, peace-keeping, and order Tsuki seems like the perfect candidate for heroism, or at least a strong supporter for heroes in general. The truth is however that Tsukiyomi is very against heroes in society, as he believes costumed nuts running around fighting crime will only lead to more villains appearing. Former vigilantes being given a government title of hero only proves his point in Tsukiyomi's opinion.
Still despite his dislike of heroes, Tsukiyomi is a man who believes in working towards the betterment of society and has dedicated his life to helping others. Tsukiyomi is rule abiding, serious, and always honor's his word no matter whom he gives it to or for whatever reason he may have done so. Tsukiyomi sticks to his promises and his morals, refusing to compromises his beliefs, which has lead to him clashing with heroes on several occasions.
When not fulfilling his duties as an officer, Tsukiyomi is quiet and openly socially awkward. With his life dedicated to work he has few hobbies and his ability to make small talk is almost nonexistent. Still Tsukiyomi is incredibly kind in his own way and will always do what he can to aid those around him.

HISTORY
Born in February 2042 Shimizu Tsukiyomi appeared to be a regular Japanese youth. Fit, healthy, and loud the baby boy was born to couple in their mid twenties. Even with all the talk of quirker's being born throughout the world since the previous year, the Shimizu family lived mundane lives and never believed the excitement of a quirked child would happen to them. The couple, a Police officer and a Dentist had no idea what was in store for their future.
Tsukiyomi's quirk was discovered only after a few years, his black hair had eventually drained of it's color. Turning a stark white only rivaled by the light of the full moon. The family tried to his the boy's quirk with dyes, but as time went on his power intensified. Soon it was more than Tsukiyomi's hair, but also his clothes and flesh. Everything around the boy slowly turned white, as if he somehow drank the color from objects and people around him. Only the the color's white, black, and red seemed unaffected by Tsukiyomi's quirk. As if the color draining wasn't bad enough, when Tsukiyomi did drain a person or object of color, he seemed to severely weaken them as well.
At first Tsukiyomi was treated kindly by society, his school and friends had known him since before he changed color after all. Overtime though people became more and more afraid. Tsukiyomi's friends abandoned him, his teacher's avoided him. The boy felt alone unless he was with his parents. When Tsukiyomi turned eleven the worst day of his life came to be. A quirked criminal came to blows with a quirked vigilante in the open streets of Tokyo. Tsukiyomi's mother was one of the police officers to first arrive on scene and in the resulting arrest she was killed on camera. Not by the actions of the criminal who had focused on escaping, but by the hand of the vigilante whom had carelessly thrown a motorcycle during the fight. Striking Tsukiyomi's mother by mistake.
This and several other acts throughout Japan caused by hundreds of people rebellious people who believed quirkers to be the true essence of life, raiding neighborhoods and attacking innocent people. Made Tsukiyomi's social life even worse when he was forced to interact with others who would blame him simply due to his appearance. Tsukiyomi and his father eventually choose to relocated into a newly formed community created by other physically altered quirkers. This community was intentionally isolationist in nature, to allow the quirkers a chance to live some semblance of normalcy. Tsukiyomi looks back on the time with a mix of sorrow and happiness. The isolation felt like it shouldn't have been required and the loss of his mother devastating, but it had also been the first place in years that Tsukiyomi had made friends and truly felt involved in a community. He is to this day still friends with many of the families that he met during this period of his life.
When Tsukiyomi turned 18, he enrolled in the Japanese Self-Defense Forces. Hoping to honor his mother and placate his own nature, Tsukiyomi threw himself into his military service for the next six years. Selected to be a member of the Amphibious Rapid Deployment Brigade, Tsukiyomi was a highly trained naval operative and left the service with the rank of Nito Kaiso (Petty Officer Second Class). After his service Tsukiyomi applied for his next career as that of a Keishichō, a Japanese police Officer. Due to his military record Tsukiyomi was quickly selected to serve as part of a anti-vigilante task force after his mandatory two year rookie service.
In 2071 Japan became one of the countries to accept the ideals of a hero protected society, and signed the laws into existence which saw the birth of legal heroes. Many quirked officers attempted to gain the government license to become heroes, as did many vigilantes. Tsukiyomi was one of the few officers openly against this change in laws. He does however do his best to leave heroes that follow the rules alone.
