Villain Society (pseudo-government)
Villain Society is the umbrella term used to refer to a rapidly growing organization of villains united under a single support structure. This organization’s primary function is to support and uplift villains within its sphere of influence and integrate them into a literal society of villains with its own rules, culture, ideologies, and outlook. Villain Society is strictly pro-quirker with a dominant lean toward anti-human ideology. The organization was founded in 2074 by the Villain Council under the leadership of the Super-Villain Ishtar after the defeat of the Fraternity of Japanese Villains Description Villain Society is at its core composed of several independent Villain organizations that have formed a permanent alliance with one another with the intention of creating a society to oppose “Hero Society”. Among these organizations are, The Goddess Cult, The Kobayashi Criminal Syndicate, The Garden of Whispers, The Furlong Concern Banking Organization, [pilo], The Plutocracy, and [empty]. The six organizations’s representatives or leaders, aside from the Goddess Cult lead by Ishtar, make up the Villain Council that meet under the guise of the Board of Directors of the ASTA Corporation. Villain Society maintains a strict hierarchy and gives great deference to power and influence. “The Might of the Individual is good for the Collective”. Individuals with exceptional ability can be invited to have a voice with the Villain Council and many are often drawn in to become exceptionally well paid enforcers or agents. Smaller villain organizations that fall under the influence of Villain Society are immediately considered protected by the body and are expected to contribute and grow. Surprisingly, this mentality means that Villains who consider themselves part of Villain Society are quick to rise to one anothers defense, both out of a sense of loyalty and self preservation. Structure Chairman: Sonya Chernova The Chairman is the closest thing Villain Society has to a leader. The Chairman possesses the authority to issue a tiebreaker vote on the Villain Council as well as Abstain from a vote in the case of a clear majority. The Chairman is capable of setting goals for Villain Society as a whole but must have the consent of the Villain Council in order to act. While their power is very nearly authoritarian, there are some limits to what they are capable of without support from others. The Villain Council
Frankly said, the Villain Council is where the broad majority of the actual power of the organization resides. While the Chairman maintains a level of executive power, the Council itself votes on how to pursue the goals set by the Chairman or whether to pursue them at all. Decisions about the fate of villains that have consistently failed the society, matters of governing the society, and discussions of fund allocation are just a few topics that the Council is capable of voting on. The Branches of Villain Society: While the board of directors leads villain society in the shadows, setting the goals and scheming up new plans. The seven sins or branch organizations of Villainy are the actors in the field, the agents leading the charge against the heroes. Each branch is comprised of portions of each member organization of villain society and some factions may have more influence in one branch than others. The Seven Sins themselves are the annointed leaders of the branches who are charged with achieving the goals set by the board. Notorious and dangerous, they are the representatives of villains around the world and have the power to recruit in order to bolster their branch. Wrath: The Fist of Villainy: [Empty] Soldiers: Nakamura Rei Wrath is the name of the pseudo-military that Villain Society has assembled by combining portions of its various factions into one single power. Terrifyingly well funded, organized and lead by the best military mind Villain Society has to offer in the role of the “Fist”, Wrath exists to exact devastating vengeance on the enemies of villain society. The Fist has the authority to recruit lieutenants of their own to act as enforcers and to ‘lead the troops’. When not on the move, the foot soldiers of the various factions that support Wrath return to their particular factions and wait for the call to battle. Gluttony: Maw of Villainy: [empty] Researchers/Teachers: [empty] Gluttony is the codename for the branch of villain society that voraciously craves knowledge. Always striving to stay two steps ahead of the rest of the world; the division is perpetually developing new technologies and training new researchers. This division is also responsible for studying quirks and supporting any learning institutions backed by Villain Society. Lead by the “Maw” who isn’t afraid to execute risky plans that can benefit their primary goal of sedating their hunger for knowledge, which is fine since most in this division share these sentiments. Pride: Mirror of Villainy: [Empty] Public Relations Team: [Empty] Pride is the name for the branch of villain society that actively influences public opinion in the world. They may move in favor of the public identities of the board of directors or they may act to discredit heroes. Their attacks are ruthless and calculated with no remorse toward manipulating all levels and people in society. Their members are reporters, entertainers, media moguls and even pundits. The “Mirror” is the leader of Pride, the most skillful manipulator of people among the villains and the master of the web of lies that bend public opinion. Avarice: Glove of Villainy: [Empty] Operatives: [Empty] Avarice is the name of the branch of villain society that lurks in the deepest shadows. Spies, assassins, and thieves, the Sin of Avarice watches from afar, eagerly taking from hero society it’s secrets, security, and even lives. Members of Avarice can be anyone and anywhere. But many are skilled specialists who have taken up the ideology of villainy or are paid very well. The “Glove” of Villainy is leader of Avarice, going without a trace and leaving no stone unturned. the shadowy terror gripping the throat of the world. Greed: Chalice of Villainy: [Empty] Bookies: [Empty] Greed is the name of the branch of villain society that amasses and utilizes wealth. Bankers, Business People, Lawyers, Financiers, Entrepreneurs, the Sin of Greed is yet another invaluable part of villain society. Utilizing the branch, Villain Society is able to fund villains internationally, providing them with materials, loans, and whatever they need to achieve their nefarious ends. The “Chalice” of Villainy is the leader of Greed, amassing wealth and distributing it with careful practice; providing the fuel to the everburning flame of villainy. Lust: Rope of Villainy: [Empty] Walkers: Kurosawa Jun Lust is the name of the branch of villain society that makes the magic happen in many ways. Logistics Experts, Smugglers, Drug Dealers, Engineers, the Sin of Lust provides the lubrication that keeps the villainous wheels of the society turning. Members of Lust make sure product gets where it needs to go, organize events, redirect attention and handle the buying. Without lust, many of the other branches cease to function properly. The “Rope” of Villainy is the leader of Lust, a meticulous planner and schemer with a talent for getting things into places where they shouldn’t be, they bind together Villain Society. Sloth Plague of Villainy: [Empty] Missionaries: [Empty] Sloth is the name of the branch of villain society that is moving to infect hero society. Politicians, Religious Leaders, Lobbyists, Experts, individuals from all walks of life. Sloth is the patient force of recruitment that moves to put members of Villain Society into positions of power. Members of Sloth actively seek out individuals who may or may not be villains or even quirkers and attempt to indoctrinate them into villain society in order to spread the influence of the organization. The “Plague” of Villainy is the leader of Sloth, a patient, charismatic individual with an infectious personality and a talent for careful, long term planning. Member Organizations: The Member Organizations of Villain Society largely maintain their independence and have their own membership bases. They do, however, consider themselves to be part of the greater Villain Society and will support one another when called upon. That said, many of them have their own personal rivalries among one another and often jockey for position and status.
