Eds information business had started out a little bit sluggishly. Yes, he had done a couple of successful gigs, with high ranking targets too, and gotten a plenty of info to use! But the problem was sadly something he hadn't considered. His frogs had a minor problem in their info. Despite knowing what heroes are... they couldn't recognize them in their civilian outfits. It was a similar case with other biological things, in that usually, a human wouldn't be able to recognize one animal from the other, if they didn't specifically have something that made them stand out, like a scar, or a piece of clothing. The frogs didn't have any troubles recognizing heroes themselves, they wanted to stand out after all. But when they went out in civilian attires, they had clear problems making the distinctions.
For today, Eds plan was simple... His target was a simple hero. This 'Ribble Rapple'. She enjoyed watching the fish in the market this early in the morning. One of those funky tidbits he had learned from the magazines. He would get a picture of this hero, being all regular and without anything heroic on them, then they take a picture of them IN their hero outfit, and then use those pictures to teach the frogs that they are one and the same! Heck, Rosita COULD recognize people by just seeing them, so she could be the shining star of providence in the sky, that would keep the others morale high in the hard job of recognizing these people! The plan was foolproof! IT COULDN'T FAIL!
...And that was why he was now in his disguise, stealthing through the market place, with his phone camera in hand... You see, the plan did have one slight caveat... The frogs didn't know how to use a camera. Heck, their fragile little arms couldn't even push the button down on one, so they could take a picture! Besides, a regular camera would be easy to notice, and would ruin the stealthiness of the deal completely. It had to be the phone camera. Sadly, he was much bigger than a small frog. He would be recognized easily, if he was noticed... He needed to get in close for a picture.
His hands couldn't stop trembling. He had pretty much spent the whole of last night planning this, and had once again skipped sleep, it was that early. However, atleast his frogs could keep an eye out for 'Lass with the funky blue locks and fishy looking ears'. So atleast he knew where she was... now he just needed to get closer. Seem ambiguous enough, like a disgusting fan. With this coat and hat, he was sweaty enough as it was to seem like one! He kept marching forward... closer and closer, carefully lifting his camera... how far did the zoom on it go anyway? He lifted it up to his eyes and proceeded to zoom. "Turn around... yes, turn around! You can do it!" He mumbled quietly. It was so close to perfect, he could taste it!

The feeling of boredom had been coming to her more and more frequently. Her usual hobbies of listening to the radio or perusing articles on the internet had been getting stale as of late and despite being a villain she wasn’t that active, having burned down a school after looting it. It was her hope that a little trip and fresh air would be refreshing to her. That was how she found herself roaming the shopping district in her casual wear, a light purple hoodie, a pair of jeans, and rubber shoes. She peered into stores from the outside with a bored look on her face, looking through selections of wares and leaving for the next just as quickly.
It was on her way to another store to window shop when she saw something that caught her attention. “Huh…” She found herself muttering as she watched with rapt attention as a person shorter than her followed after someone. Two thoughts went through her head as she quietly moved to obscure herself behind a stall. The first thought was ‘Wow, there’s someone shorter than me?!’. She’d always considered herself very short for her age, so to see someone shorter than her brought her a small amount of joy. The second thought was ‘Is that what I look like when I follow after heroes?’ and she felt mixed emotions at that thought. Never had she been a spectator to a stalking and wondered if she’d feel the same if she watched more stalking attempts.
She made her decision on what to do quickly. She moved out of her hiding spot and pretended to continue window shopping, her sight wandering back to the shorter person doing their stalking every once and a while. She didn’t have to do anything or anything to do after all, she may as well see where this goes.

It was almost like the lady had heard him, as she turned around to look at some funky item on the shelf. A QUICK TAP AND A CLICK! Ed physically blinked, as he quickly slinked his phone, and himself to stare away. Had anybody noticed him take the picture? Hopefully not. But in his mind, it didn't matter for now. He lifted his phone up, and proceeded to check how good of a picture he had gotten. His arms were shaking, as he opened the picture wide...! And he couldn't help but hop a bit with glee. "Yeehehesh! Perfect...!" he cheered to himself! His hand sank into his coat, as he proceeded to pull out another picture... this time it was the girl in a full on hero outfit. He proceeded to jump his pupils between the pictures, comparing every little detail. "Yes! You were right... You were one hundred percent right!" He praised himself and his actions. These pictures were perfect to serve their purpose!
However... His paranoia hit him like a brick. He couldn't help but feel like he was being watched. Luckily, he wasn't alone. "Krrrrr...." A sensible grumble emitted from his throat bulge, as a frog a little distance away under a stand heard the command. The frog started looking around a little panically, until it noticed someone staring at Ed. A little croak came out of it, and Eds face immediately twisted into mild frustration. He had been careless! How could he have been careless?! Of course people would notice him taking his phone out in the open! Luckily, the frog decided to elaborate. 'It was just a girl' 'she didn't seem that bad or dangerous'. But Ed knew better. With stalkers, the easiest way to trick them, was acting like nothing was wrong.
And lead them into an ambush.
With that, he shoved the picture and the phone into his pockets, as he proceeded to just move. Occasionally he would make a sound, informing frogs around to keep an eye on the girl. Would she follow him? The place was quite crowded. Who knows, maybe they would just get lost in the crowd, and he wouldn't even need to worry about her more than that. But just in case, he was making it forward towards one of the emptier places in the marketplace, a certain alley. He could maybe ambush her there if things didn't go his way properly. Or atleast talk it out! Getting attacked in public was never a good idea!

Emi’s sight wandered back to the shorter man just in time for her to see him do something with his phone and walk away. She looked back at the person he was following then back to him. She quickly looked around to see if anyone else noticed what he had done before moving out of her hiding place as quietly as she could and starting to trail behind the stalker. Her curiosity was piqued, she was interested in finding out why that man was stalking someone in the shopping district, so much so that she’d dropped thoughts of going around the shopping district some more in favor of stalking a non-hero.
She tried to be very careful as she followed him. She employed the tactics she knew from stalker others people. She kept her distance, tried to make it not obvious that she was following him, randomly stopped to look at other things with fake interest, sometimes conversing with shopkeepers for a brief moment before pretending that they had somewhere else to break away from the conversation. The further she followed, the more she began to notice that she was seeing less and less people.
She broke from following him from moment, ducking into a shop that sold cheap toys and masks. “Hi there!” She greeted the shopkeeper with a small smile. She reached for a cheap plastic mask, one that depicted a smiling face with holes cut out for the eyes and nostrils. It smelled like cheap paints and burnt plastic but she didn’t mind, it was nothing compared to the noxious fumes of her Quirk. “I’d like this one please! Keep the change!” She handed the money over, slipped the mask on her head just enough to cover one side of her face, and rushed back to following the man.

Eds spy frogs were still keeping an eye on the girl. Yes, she was DEFINITELY following him! As much as she tried to hide it, it was clear in the way she walked. Despite looking around, even stopping for a moment to shop for something, the girl steps always kept walking towards him, and not from stall to stall! Just looking at her made him almost feel embarrassed how easy she was to spot. His paranoia was hitting him hard, but eventually he reached a spot which was atleast somewhat clean of people. Not exactly an alleyway as he had wanted, but pretty much a bit quieter corner, of the place. Pretty much a place where a couple would probably go to kiss each other when desperate. Though kissing was the last thing on his mind.
As soon as he reached it, he turned around, and would grab the girl by her shirt with his noodly hands. "Okay, what is your deal, you chiquitita!?" He was standing on his toes, to try and look the girl in the eyes. "You stalking me or something!? I can assure you I am not worth any money whatsoever!" He let her go only to throw his hands up in the air while rambling in a voice that was an awkward mix of a whisper and a shout. "And if I was, you would have probably been toasted like ten times already by someone much scarier than me, cause you were were pretty much splooshing around like you owned me!" It was like a little men frustrated in particular by a pet peeve of his!
"So, what in the world would you want from me!?" Honestly, he had way more important things to do currently, than being scared that a girl was going to stab him in the back!

“Oh...so…” Emi thought about what she should say first. With the person she was following having led her into an alley and latching onto her shirt she was having a bit of trouble with coming up with something to say. “Height does make a difference when trying to intimidate…” She found herself saying to the shorter person. She could her compulsions egging her on to set fire to the man in front of her, the fingers of her hand becoming slightly twitchy. She sucked a breath and exhaled slowly, trying to keep her urges in check. “Well explaining what I’m doing is going to be a bit complicated.”
“Well I was getting bored at home so I decided to take a little window shopping would handle my boredom but then,” She looked him in the eye. “I noticed you following after someone and naturally I got very very curious.” She chuckled. “To be honest it was kinda jarring for me to be a spectator, I’m usually the one following after people.” She smiled a very sweet but twisted smile, it held a wrongness in it, definitely not the smile of a normal person. “So no, I wouldn’t say I was following you because of money, it was more about satisfying my curiosity and wanting to meet someone like me, an enthusiastic follower of people.”
“So, fellow follower, will you let go of my person…” The compulsions came back, her left hand balling up into a slowly tightening fist. “Will you release me from your grasp and have a chat with little old me or shall I show you what I’m capable of when push comes to shove.” The smile on her face dropped slightly. “I’d hate to set the shop district ablaze just because of a little disagreement.” She said, tone of voice not sounding like she’d hate to set the shop district ablace.

Eds cringe turned into an expression of outright frustration, as she clearly poked fun at his height. You could almost see smokestacks coming out of his nose from annoyance. "Well, you better explain, or I WILL EXPLAIN HOW SMALL YOU ARE!" He was usually a little bit better at holding off his grievances, but when one of said grievances was throwing shame at him for such a miniscule thing (honestly, he could have gotten angrier about just thinking of it as miniscule), his temper was hitting quite new lows. At this point it BETTER be complex, cause she was clearly ruining his perfectly good day.
...And listening to it all, Ed was kind of surprised. "A fellow stalker, huh?" His anger calmed down a little bit. Although, his face started jeering in mild mockery of the girl. "Yeah, Spectator is about right. You stood out like a sore thumb to me..." He scratched the bridge of his nose. 'Spectator' was a quite good word for it. Clearly in vision, but nobody cared to look for a person in the crowd. "I thought you would atleast make an effort of hiding your stuff better, if you catch my drift!" Honestly being bundled up with such a low effort lass, ed almost felt like a vent coming along.
But still, as she requested, he did let go. Although he did give out some more smarmy words. "Yes, yes. It's pretty clear a senorita like yourself doesn't give a damn about subtlety!" He had worked with similar types for many many years of his life. It wasn't exactly that rare. "Only good that would do, is bring attention to you..." And he really didn't like attention grabbers. "You'd think with someone like Ishtar around, people would learn to be a bit more careful, but ugh!" Why did people keep being such lost causes in that regard? It was like they WANTED to get thrown in jail!
...But despite all this, hearing that she was a... 'follower of the people' as she put it, did have him a little bit curious. Incompetent or not, they could have some sort of info he could use. But saying that outloud would probably swell this senoritas ego like a big balloon. He had to be sneaky about it. "It's not like just standing in crowds would grab you anything interesting. You need to be actually stealthy to get the GOOD material!" He threw a minor taunt her way. Maybe that would already lead into him getting something, but he could do something else too. "Heck, if you were even close to my level, you could take pictures like these right in front of them and they wouldn't be able to notice!" He whipped out the pair of pictures of the hero he had been looking at just before. They were surprisingly clear for what sort of device he had used. "Someone like you could never get something this amazing by just standing out like a statue..." It was an effort. But Ed mentally prepared himself to bounce. if he had gone too far with these taunts, the lady might attack him after all, and neither of them wanted that.

“Oooh, you stalk people for things like that huh…” Emi looked thoughtful for a bit, like she was considering if she wanted to stalk heroes for photos, the idea didn’t make her feel disgusted but there was something wrong with it for her. “To each their own I guess, not really into things like that but you do you. Me, I’m more of doing it for the chance to see heroes doing heroic things and being close to them. Heroes are just soooo cool!” She gushed. Her smile stretched from cheek to cheek and her eyes were open wide. Her fingers twitched erratically and she yearned to set something, anything, ablaze. She nearly gave in to setting the alley on fire before she caught herself and slapped her cheeks with her hands.
“Ahem, anyways…” She huffed and crossed her arms. “I can be subtle when I want to, excuse you. I just do it when I’m actually doing something important.” Her arms uncrossed themselves. “Besides, even if I get caught I have my ways of getting out.” She mumbled mostly to herself. “It’s becoming clear to me that despite both of us being followers, we have different reasons for following people.” She sighed. “And I thought that this was going to be something interesting.”

Ed had to blink for a second at the girl suggesting he stalked people for photos. "Uh, NO! Not JUST photos! Fancier things too!" He immediately felt the need to defend himself a little. But the idea of her sneaking around to keep close to the heroes to HELP them... well that just made him look at him all sorts of blinking. "...Wait... you stalk heroes... by helping them?" His brain was hitting a momentary shortfuse. He wasn't sure if this was absolutely idiotic, or absolutely genius. No better way to get close to the heroes, than helping them at what they do! But there was the whole hero license issue of course... that and it was still very hard to believe this girl of all people would be able to do something like that. "I assume you are way better at keeping your hands to yourself on the field?" A little jab, as he shoved the pictures back to his pocket.
However, his curiosity had been peaked. That and her insult of 'her actually doing something important' still hit his nerve. "Wait! WAIT A MINUTE!" He leaned forward, waving his arms around a little panically yet excited. "If you like working with heroes... They must tell you a lot of things, right?!" The rat was out of the bag now. He got a bit desperate perhaps. "How about... you tell me what you know, aaaand... I can teach you how to be actually stealthy, instead of standing out in the open and getting shot!?" A bit of a weird offer from him. He was not exactly a teacher. But it did serve as a good excuse.
That and naturally, he wanted to see how she worked. If it was anything close to how she had tried to stalk him, it was kind of depressing. "I can even give you a couple of tips for free, if you want! You know, introductory deal!" Besides, if the girl did get caught, he could just slip away without problems. It was perfect!

“Oh that would be lovely wouldn’t it, helping a hero in their doings.” Emi smiled as she fantasized briefly, imagining herself helping a hero, helping others, and being thanked for it. “But sadly no, I limit myself to keeping a loving eye on any hero or student I come across.” She sighed in disappointment, starting down at her hands. “Not much that these hands can do other than inflict a flame most vile unto others.” She crossed her arms. “That’s a difficult question to answer, so I guess yes and no. Yes because I’m very careful, no because I am always fighting the urge show my targets my flame...I haven’t broken yet but someday I’ll not be able to help myself.”
She thought about the man’s offer for a bit. “Hm, that is an interesting offer...I have nothing set for today so I suppose I can take some time to learn more about stalking methods from someone else.” She hummed softly as she slowly reached a decision. “Aright, I’ll be learning from you teach.” She relaxed and let her arms drop to her sides. “My name is War Crime, what’s your name teach?” She introduced herself with her chosen villain name.

Ed couldn't help but join in Emis sigh of disappointment. Bleh, so a typical fangirl. Oh well, the way she had introduced herself, she was definitely the simple stalker type. And those people still had SOME things to say atleast. On the other hand, she was supposedly also a pyromaniac. A weird combination certainly, but it would get the husbando out of the house atleast. But still, the deal was perhaps a little bit worse than he expected. When asked for a name, Ed shrugged. "Crook. Just call me 'Crook'." A simple pun, with a simple criminal underline. What else could you ask for in a villainous name.
However, it looked like a deal was struck either way. "Well, the simplest of ways to see, what you need to improve upon, is letting me stalk you while you are stalking!" The classic double agent method. worked every time back in the day. "You just need a target I suppose... Either that or you just stalk through the crowd, and try to not get caught by me. Do you think you can handle that?" He hopped against a wall, his slimy fingers sticking to them like plungers, as he proceeded to slowly climb up. "Let's meet next alley over. You can dally as long as you want, though I think stealthing in a crowd is way easier, than in the middle of an empty street."
With that, he climbed to the roof, hiding pretty much in plain sight to keep an eye on her. With his knowledge, people typically didn't look up in the middle of shopping unless some weird noise called out. And he was not the sort to peep for no reason.

“I see, Crook. A straightforward name like mine.” Emi commented as she watched the now named Crook with wary eyes. “I could do the stalking through the crowd and try not to get caught thing, or at least try.” She decided, stating her choice after taking a few moments to consider her options. “I mean, at least I think I can do a passable job of doing that, my usual tactic is distance and surveillance, I only really get close when I’m stumbling across them or wish to interact with them.” She watched him climb up, waiting for him to disappear from her sight before she put away her mask in a pocket and pulled up her hood for light concealment.
“So I just have to go to tje next alley and blend in as much as possible…” She took a deep breath and calmly exhaled. “Alright, here I go.” Without hesitation she exited the alley and tried to blend in with the shoppers as much as she could. She did what she could to blend in, keeping her body loose and herself calm as possible, matching her pace with the the other shoppers, and trying not to do anything suspicious as she mader her way to the next alley.
