In his usual attire, he is an exceptionally tall and handsome young man, a hard man to miss in the crowd. He has long purple hair in a casual style, which is thoroughly combed and styled, which looks like a mess no matter how much he combs. He has clear brown skin with only small scars across his body and a pair of bright yellow eyes. He also has his fancy little beard that is shaved weird.
Noritaka's fashion is a disaster. Which tons of capes, caps, and soccer outfits and a single glove. During more casual encounters, he more presentable. With suits and shit like that. As a Vigilante, he's a mega mess of capes, shorts, leggings, and other awful clothes. He's a mess, In almost every aspect of fashion, hair care, and skincare. But yet he is strangely handsome, tall, and decently bulky and fit. He is cute and handsome and dumb and all of that good stuff.

How this dumbass made it this far in life is frankly a miracle, especially when he opens his big fat mouth. And while he is polite and extremely well-meaning, he is also a humongous idiot who often finds himself in danger that he put himself through. He gives off powerful himbo vibes, which means he is polite, kind, and often pegged as a gentleman with a heart of gold. But he is a massive idiot who is prone to get hurt and scared easily by stupid things and stupidly brave and lucky with scary and dangerous things. God doesn't want this himbo dead yet.
Despite his himbo tendencies, he is prone to moments of clarity, and while not the most articulate, he does say things decently wise and coherent at times. He is very protective and loving of those he cares and trusts. Noritaka is an extrovert and people-person by nature, and he opens up to people very quickly. He is a fun-loving person who finds amusement easily and often back to back. Often causes him issues as he gets distracted easily and often. He is also honest to a fault and tends to stutter when he lies, and his face gets all red. He is dense when it comes to flirting, and he gets all flustered when he learns about it.
But despite normally idiotic and naive nature while around children and teens, he tends to act more his age and maybe even articulate and half-way smart. Noritaka loves children and is half-way decent at taking care of them and is very good at understanding them than most adults. But Noritaka's unique set of traits and behavior patterns makes him popular with children and animals but annoying by most adults.
Strangely, Noritaka understands that they aren't the brightest or most mature person around, which he used to struggle with and hate himself for it for a time. But as he got older and matured in his way, Noritaka grew to understand that being smart and being happy aren't mutually exclusive and that he much prefers to be a happy idiot than a depressed try-hard.

His mom had a quirk, a subtle but useful quirk that would help Noritaka and her escape from a horrible life once she figured out his father's true nature. Noritaka's real name was Noritaka Hajuku. When his quirk manifested, it caused many-many-many issues. Noritaka's power would cause constant destruction and pain around him. His mother would often have to spend time with him to use her dumb quirk on him, which caused his quirk to spread less and make it less painful for others.
But suddenly, one day, when he was about three, his father came into the picture when he went for a walk without his mother knowing. And he took him to force a tattoo of the number 11 upon the back of his neck. The command words "numera sefulutasi usitaʻi i laʻu faʻatonuga" would let Noritaka dad to control him through his quirk. After the tattoo process, Noritaka freaked out and activated his quirk when people tried to grab him to take him awake which caused him shattered so many things around him to let him escape, and while a sore and crying mess found his way back home to his panicking mother. Who got even more horrified when Noritaka came home crying, hurt, and tattooed.
Noritaka got taken to the hospital as he recovered from his injuries. Noritaka's mother and the doctor hit it off well after some explanation. The man's name was Ryotaro Hoshino, Noritaka's mother, and changed their last name to his after she married him a few months after. And thanks to his mother's quirk and a family friend Noritaka and his mother are protected from Noritaka's father for a time. But shortly after Noritaka recovered from his injuries, the family Friend, Jokai Haymaker, rescued a young girl. A girl with a completed Tattoo upon her back. Noritaka was so young that the memory of the day he got his tattoo is just a lingering nightmare for his whole childhood, and often woke up crying. He was often comforted by his adopted sister, and soon the nightmares lessen, to the point that he can't exactly figure out why he was such a cry baby about it. But if he knew the truth, the truth that even in their safe haven that was their home was always watched Noritaka wouldn't have dismissed his childhood nightmare
Noritaka after a few years learned to control his quirk. To the point, he can function without shattering everything when he panics or gets scared. Noritaka even accidentally became a vigilante during high school when he confronted a few criminals when he got lost, and they assaulted a person. Noritaka, despite his issues with focus and paying attention and is a vigilante, somehow lasted long enough in school to become a pre-school teacher in Musutafu. And Noritaka is to help spearhead a unique program to help integrate quirkers with non-quirker class and children. Unknown to Noritaka is that the main supporter of the program is expecting Noritaka to fail at his job and ruin the whole program with his incompetent. But thanks to Noritaka's dumb luck, he has hasn't failed yet.
