Blaire's arrival in Japan had been very quiet, and she had planned it that way. No fanfare, and she hadn't made any contact with her associates yet. No, she wanted to get a feel for the country first. That involved a bit of namedropping with the locals and getting information on some of the bigger game around town. The first she'd heard of was the Garden of Whispers. It seemed a bit dramatic, at first, for Blaire's taste, but the more she learned of the organization the more it seemed like they were the real deal. Information brokers of the highest level in Japan, which fit exactly the type of role that Blaire would be interested in.
So, after dropping the rusty name of prestige that she wore on her title, Blaire was pointed to a way to get into contact with the group. A P.O. Box that the members seemed to check often. Blaire had forwarded a message to the box, asking for a meeting at one of the more gangster friendly bars in Tokyo. An offer for an exchange of information on neutral grounds. Well, exchange was being generous for what Blaire had in mind. She was planning on making an offer for goodwill's sake more than anything.
"I'll have another drink." Blaire said to the waitress that was approaching. She sat in the back corner, like she said in the message to the Garden, with a full drink in front of her already and a cigarette between her fingers. The place likely didn't allow smoking here, but nobody around dared tell her not to. "I'm expecting company soon, if everything goes according to plan."
Would it be a little agitating if nobody showed up? Definitely. She hoped that the family name of Shelby was enough to get her at least one meeting. Then, the information she planned to offer up might be enough to get her a regular relationship with the Garden of whispers.

An invitation. Bleh. People forgot how many invitations she got nowadays and she looked at the letter that she had crumped a few times in her hand and folded back, like a sort of therapy. Her boots were on top of the table and she leaned back in her chair, her head on the edge, looking at the ceiling. Ever since her name got shared, ever since it was on the list, but at least this person did not mention anything of the list, no stupid numbers, might this be an honest one? She crumpled it in her hand again. Was anyone here that she could go ask and check. Many of the invitations stayed in the bar below, waiting for her or hoping they would understand who she was and that she would come for her, but not today, no. An exchange of information was something Narcissa should never deny, after all, you never knew what kind of information that would give her. She looked at her bag, the lotus pin peaking out and she grumbled, for the sake of villainy she should maybe go. To this Blaire Shelby. Again, what did people have with sharing names, she had been so scared, so everything to avoid even giving or sharing her name, wearing a mask, honing her separate lives so very carefully that she did not get the lax or ease that some used it. Prestige maybe, or fame or infamy, nothing left to lose. Who cared, it worked on her interest, it was nicer than those stupid invitations with that were signed with A friend or worse An admirer. Get out. She had no idea what her goons had shared to the police, all she knew was that they were dead right now and no one would share again. Not until she would come clean and she stared at the daffodils on the round table in this shitty room. Useful, everything was so very useful.
Finally, the informant got up and checked her white dress, fixed her long caramel coloured hair up in a ponytail and made sure to cover every single detail of her being. Well, not everything of course. She would make sure her white suit was looking well with her dark skin, wearing the sort of suit that gave her shorts, just above her knee, black tights underneath and white heels again. She was learning every day to control her quirk a little better and making her disappear no matter what colour, soon enough it would be worth it. Narcissa left without the mask on her face, so people wouldn't look up at the white flower-patterned mask, she heaved her head to the barman, so he knew she was out and went to find the villain friendly bar, this invitation had mentioned. She read it again when she found it, hidden in the shadows of the lights and flash of the bar and pocketed the crumpling paper in her bag, keeping it close, nodding that she was invited and immediately getting the guard to step outside, a small smile appeared on her invisible face. Of course, no one wanted to be on her bad side. She was the one that helped break in Fuchu.
It was easy to find her invitation, in the back of the bar there was only one person. "Blaire Shelby I assume?" She said with a honey tone in her voice. It wasn't to kiss up to people, but it was to make acquaintances, this could become interesting after all. She had not heard of the name before, but than again Narcissa had been before October, only focused on Barbados. It was a matter of time before she would have more information.

Blaire was nothing if not patient, and as she waited on the meeting to happen she only mused about what she had planned more and more. The cigarette in her hand found it's way into the ashtray the moment that her meeting had arrived. Yes, Blaire was frequently smoking but she found no desire to be rude about it and smoke right in front of anybody. No, that wasn't her style. Instead, she switched to her other vice and took a sip from her drink. As the hidden figure approached, Blaire stood out of respect. The stranger spoke in a honey tone, but Blaire had no delusions that she was trying to kiss up. No, maybe if it was a century ago her name might have carried enough weight to earn some kissing up, but not these days. "Ah, guilty as charged."
A funny thing for a villain to say, probably, but Blaire liked to keep things a little informal for first meetings. She bowed a bit to the stranger. "It's a pleasure to meet you. I'm glad that I could get a face to face with someone so easily. I hope I'm not being too much of an inconvenience."
Blaire would sit, picking up her drink again and just swirling the water inside a bit. Yes, she could have ordered something stronger, but she had no plans on being anything but sober for an important meeting. It was just the fixation she had to be doing something with her hands. Just to keep them busy. Some called it a compulsive disorder, she called it a simple habit.
"Please, sit. Order something if you'd like, it's on me." She said with a friendly smile. "We should start with introductions. I am Blaire Shelby, in town from England. I'm planning on getting settled in here and starting to do some... business. You know the type. I heard that you might be a part of a group that could help me get started on some of this business. Don't fret, though, I'm not here for handouts. I'm here to offer something as a sign of good will. But first, what should I call you? Mysterious Stranger loses it's charm, I'm sure. I don't need your name, obviously. Not many are willing to work under it."
Blaire opened strong, but she had a feeling that beating around the bush was something that wouldn't earn her any brownie points with someone like this.

Barbados was linked to the United Kingdom and she was sure that she had heard the name Shelby before or maybe in history stuff that she was taught as the daughter of the governor. But that did not mean that Narcissa had any idea who was Blaire Shelby at this point. She watched the girl bow to her and just gave a small bow back but waved the formality away. The only reason why Narcissa was still standing was because she was calculating if this was a waste of time or not for the Garden. She could always use more people but that did not mean that everyone was valuable. She needed to know what it would bring her and so on. Narcissa was too much focused on the profit and the name than being open for everyone. She had again that small smile hidden behind her mask, so easily, not the best words and her smile dropped but all Blaire could see were Daffodil her eyes anyway so it did not matter. "We will see, a meeting is always worth my time, I hope we get something out of it." She would not know yet if this was a time waste, not like that time with Ndeye, at least Ndeye knew how to deal with it and Narcissa would just see how this would go and just follow Blaire example of sitting down on the opposite side of the booth the girl occupied. Narcissa tried to read more into the girl that was so much the opposite of her own complexion. White hair, skin as white as snow, an interesting complexion for sure.
She looked at the waiter and gave a slow nod. She had been here before but that was enough to bring the man to her and she would order a cosmopolitan. If they were going to have an interesting meeting, she would ask for a cocktail to ease off the shit that was going down. She turned her brown eyes back to Blaire Shelby, who told her she was here indeed from England, interesting, her Japanese was good, Narcissa wasn't going to offer to talk in English in that case. Huh, interesting, so even newly arrived people would immediately hear about her business. "I work under the name Daffodil." She wondered how much research Blaire had already done as she knew about the Garden of Whispers, she would probably have heard about Daffodil as well, would she link the name of the business to her own flower alias? She wouldn't care but she wondered only. She was coolly in her reacting but if Blaire had paid attention she would have heard a soft chuckle when she spoke about mysterious stranger herself. "The Garden is here to help with favours and mostly would be paid back in favours. So what is the business you want to get off the ground and what can you offer yourself? That's the business you want to talk about after all?" As many knew and the new ones would come to learn, Narcissa as an informant was a very direct person, because in her case time was information and information was money.
