Blaire is someone who never let's herself be caught looking unkempt or disheveled. She dressed very sharp and straightens her outfits almost habitually. She is a smoker, and often has a cigarette in her mouth or hand idly burning. Her posture is generally straight and proper, as she tries to come off as someone who deserves respect without demanding it. This is something that used to run in her family, but has since seemed to fall off. This means she works twice as hard to come off as prim and proper.
For her color scheme, she usually sticks to light colors or whites. Her skin, eyes, and hair are all light possibly due to her quirk. She tends to coordinate with that and keep the same scheme consistent throughout. She's rarely, if ever, dressed for a fight. Usually in high heels and a dress or a skirt. Her hair is tied up to the side, but not because that makes it easier to maintain. In fact, she would say that keeping that much hair looking nice like that is harder than just letting it stay down.

Blaire was raised feeling like she was robbed from a life that she deserved, that she was robbed of gaudy and classy balls and having respect of common folk. She is hungry to get to where she feels she rightfully deserves to be, and will do nearly anything to anybody that gets in her way. That said, she is far more likely to make allies than enemies. Her quirk is weak, and her family has lost much of it's influence, so she is looking to regain that power through connections and her own wit.
That said, she finds it easy to be two faced. To someones face, she can be their best friend, but behind their back have a plan to steal their fortune from right under their nose. She has a knack for deciding who is worth keeping around and who is worth clawing over to climb herself higher.
When talking with her, one would find that she almost never lacks manners or common courtesy. Even when she is upset, she tends to speak in a passive aggressive backhanded tone and not ever directly hostile. Never yelling or screaming. When she is getting along with someone, she's usually making soft jokes and smiling. An occasional giggle or two, but rarely ever did she lose herself and outright laugh at something.
Lastly, when put in front of a person that she thinks she can get something out of, her demeanor tends to be a little different. Flirty, if she think it could help. Overly respectful, if she thinks they prefer that. She's even once put on a charade that she was a cutthroat in a biker gang. The Shelby's are a long line of Mafioso that used to be among the most feared and respected of the families despite being foreigners to Italy. They got their start in Birmingham, England. At first they were a backstreet razor gang that slowly inched their way up into the position of power that they commanded over a sizable portion of the world's Mafia.
These were the stories that Blaire grew up with, that is. The Shelby family in this day and age is very much a different beast than it was in it's heyday. Her elders blamed the appearance in Quirks in the natural society of the world, and he might not be completely off base. See, the Shelby's had never had the good fortune of having an heir that had a quirk. Until now, that is. According to her grandfather quirks had "completely changed the game" for the illegal businesses like theirs. Rise to powerful supervillains, and arguable worse was the superheroes that could single handedly put an end to nearly any crime they stumbled upon from the mere mortals around them.
The Shelby family became a husk of the greatness that they once were, and with every generation lost more and more power. Blaire grew up with her father as a notoriously weak head of the family. Even for a quirkless, he lacked ambition and ethic. In a few ways he wanted Blaire to get out of the life. Instead, Blaire grew to despise his weakness. She never expected to have a quirk, and was a late bloomer in that regard. Even before she discovered it, she had made plans to become exceptional.
