The sky was black, but the city, as always, was alight; big cities like Tokyo never completely slept, and she tended to be awake at night anyway... a thing of thigns were easier to do in the dark, not to mention it made her quirk so much prettier!
Luzia was, for once, in a good mood. Life was looking good lately... she had a sister who was giving her baths, food, a home... and even work, soon? Fun work, too, the sort of work that the Painter would be interested in... in fact, the thought made her giggle a little still.
Tonight, the pink-haired girl was wearing a dark pink short-sleeved t-shirt with a black swirling design and blue jeans with paint stains, and just for fun, she was wearing a thin black jacket that nearly went to her feet. Her coat was her favorite part of her (current) outfit; it was flowy and cool, and Oneechan suggested it, so she couldn't complain, especially when it was so cool. She stood out even further with a dyed lime green streak of color in her hair, and her fingernails were a similar pattern of pink and green.
The mall she was in wasn't doing so well; it was all but abandoned, the few stores and shoppers practically like scattered ants. Didn't help that the mall was in a bad side of town, either... Luzia couldn't exactly remember why she was here, but she didn't care, either; she was busy adding to the graffiti in the building, although in her case... it was a little different.
The extremely colorful girl was adding even more to the world; she was in an abandoned clothing store, stepping over old mannequins and around racks, trailing her fingers along the walls and leaving patterns of pink, purple, red, and blue neon light, sticking to the wall and waving subtly by its own energy. This time, her whimsy made her draw images of people; one was a girl holding the hand of a girl, pulling her along; another was of a guy carrying a girl on his shoulders, and another of two guys carrying a box out of a truck.
When she was done, Luzia smiled, looking at her art and holding a stained stuffed bunny with a pink string noose around its neck up, showing off her work. "So pretty, right Wetzel?!" She giggled softly, spinning the both of them around before turning out of the abandoned store. As she walked out, she spotted a clock hanging from the center of the mall and frowned.
Maybe it was about time she started heading back....

He hadn't known what brought him to this failing mall, but he knew within moments of arriving that the decision was a mistake. There were hardly enough stores throughout the mall to catch ones interest, and of those that remained, their stock was dwindling. It was not as though there were such an influx of customers that the stores could not keep up, but rather there was no real need to restock on a regular basis. Even as the numbers thinned, the amount of sales lost by their supply chain was nothing compared to the money that would have been wasted to constantly truck new goods to this soon to close location.
So why had Kei wandered her? Well, the short of it was that he had been trying to familiarize himself with the city as much as possible. He had no idea what the mall would offer when he had originally seen it, and he had no real way of knowing that it would be in such dire straights. He had come to explore, and after only a few moments he had realized his mistake. Still, that was not to say he was in a rush to leave. It was a cool experience to an extent, to see a place that likely once offered so much vibrance in this state of decay. He had strolled through the conglomerate of stores for a short while, finally coming around a corner to catch an act of vandalism in mid-swing.
The angle was odd, but Kei was given enough time to watch from his strange angle to tell that she had no spray cans on her. Her fingers seemed to be dragging along the walls, producing paint as she went. Now he could not tell if that was the case for sure, the distance between them being sizable enough that sound would not properly travel between them easily. Still, it didn't look as though she was reaching back to steadily resupply herself with paint, nor did she appear to be holding a brush. It was a strange sight indeed.
As she turned and exited the store, she did not even spare a thought for anyone being around her. Her vision did not sweep the halls, instead turning away from Kei and looking towards a large mounted clock in the middle of the mall. Stepping away from the corner in which he stood, the distance between them having dwindled to some ten odd meters, Kei spoke up. She would not have heard his quiet footsteps, not unless she had some sort of advanced hearing. Therefore, his voice would likely catch her off guard.
"Oi, do you have permission to be doing that?" His hands were loosely in his pockets, though not so deep that they would be difficult to retrieve. He'd be easily able to retract them from their spots and put himself in a position to defend himself if she turned out to be wild, and on that same note, he would not be so dedicated to finish what he was saying that he could not stop his sentence short in order to defend himself. Still, he was hoping it wouldn't come to that.

At first, Luzia did react to the person that addressed her; people rarely did, she her first instinct was that some guy was yelling at someone. It only took a few more steps for her mind to notice the angle of the sounds and figure out that she was the one being spoken to, and when she did, she paused. Her first reaction was simply surprise; a voice she didn't recognize speaking to her... the idea was unusual to her.
Her second reaction, though, was confusion. Permission to do what? She wasn't doing... wait... the graffiti? As soon as she guessed that, the stained-but-otherwise-white stuffed animals poke to her, though not in a way that could be heard or even sensed. She didn't look around her, he said... let her guard down... she grimaced at herself for that, but... was he really asking about her painting? Was that seriously some sort of rule? A surprise to her....
She had to respond to this guy, but... should she play innocent? That sounded right... honestly, she was confused; she was just having fun playing in a practically abandoned mall... did this guy want to rain on her parade? She narrowed her eyes in annoyance at that thought, but she didn't let that show, putting on an innocent face as she finally turned to face the boy.
"Excuse me? What do you mean?"

Her words were of denial, without actually addressing the situation at hand. Kei had been asking her about the paint she had been leaving on the site of the nearly dead mall would likely catch no eyes, nor draw any attention. It was not due to her necessarily doing a poor job, nor was one able to say that she lacked talent. The issue here was that the mall was preparing to go under, and while the life that the school may have been capable of breathing back into the city could potentially revive the mall in the future, it was currently on its last leg. In truth, her crime was petty at best. There would have been no guards here, no store owners running up to reprimand her, and no real consequences to her actions even if she had been caught by a person of authority. Even Kei, despite having caught her in the act and called out to her, had been perfectly prepared to leave it at just that. While he was going to school to be a hero, it wasn't as though he was going to enforce the law. He was going to enact justice, to keep villains at bay and to be the counterpart that was necessary. Anyone with a bit of understanding of the law could vouch for the fact that the letter of the law was not always justice. He had absolutely no problem pretending he never saw anything, and perhaps sharing a few pleasantries with the girl before him.
That was, of course, if she had been honest. There was something about lying, even when that lie was simply playing dumb as she was doing now, that rose someones suspicion. Kei, who had assumed that this girl was just a hooligan expressing themselves on an otherwise blank canvas, now thought otherwise. This wasn't to say that he had jumped through the hoops to decide she was some evil criminal syndicate leader who needed to be stopped. No, his assumption was much more benign than that. His conclusion was that she was not only aware that what she was doing was illegal, but now she thought that she could have fun by running him around in circles. He wasn't going to allow that to happen.
His hands had come from his pockets, resting idly now at his sides. The motion was fluid, natural, happening as he changed his stance to his back leg and tilted his head. His face took on a look that practically screamed "Really?" before he sighed. The girl, still ten meters or so away, had gained Kei's suspicion. "The paint that you just left all over that old store. Just because the mall is struggling doesn't mean it's dead quite yet, you know." Again he spoke, though not so committed to those words that a physical reaction could not come if given the reason. His own well being always came first, after all.

Luzia did her best to give the boy an innocent smile, but the lengthy time he took to respond eventually made that forced smile turn into a more honest frown. All of a sudden he seemed to be thinking hard on something, and she just couldn't help but think really? He snuck up on her, got her attention, and then called her out like some wannabe hero, and suddenly he was distracted by something? Was this kid a U.A. student? If so, Oneechan might be onto something about them...
Finally, the boy came out of his own head, and Luzia was treated with the same sort of 'really?' look she gave him, something that made her pout slightly. When he finally spoke, Luzia blinked, then smirked, barely holding herself from laughing, though a snicker came through before she stifled that. She grinned like a cheeky child, like she knew a secret he didn't... which she did, since it was her quirk. "I can honestly say I didn't leave any paint in the store~." She giggled as she teased him, scratching the ear of her little bunny friend before looking around, doing so with a soft twirl on her heel, motioning to their surroundings in one circular motion of the arm, pointing out how almost every plot in the mall was empty, not even closed stores, and the graffiti already plastering more than half the walls of this place, not to mention the general poor conditions of the place itself, and looked back at him, her face now a mixture of amusement at the fact that he would say this place had even a chance of coming back.
"You seriously think this can come back?"
