Do you ever take a look behind your shoulder while eating at your favorite cafe and you notice someone standing there? Someone who tends to wear sweaters that are usually rolled up on the left arm side? Where you notice them slowly observing you while adjusting their bandages wrapped around their arms? Where you notice that she looks off for some reason? As if they're deathly pale, almost as if they aren't long for this world?
Well you should, because you took her drink. Her name is right there, you know,
Usual casual outfits consist of sweaters and shorts with stockings/long sock combos or whatever she can find. They're usually themed around some horror thing, oftentimes a shirt with a ghost picture on it. She also wears baggy pants sometimes. Her bandages/gloves constrict around her arms, and she can be often seen fidgeting with them.
Odd wisps can be seen coming out of her left shoulder, or where her left arm should be when its not covered up by bandages or arm sleeves.

The best way to describe her is that she's the person who will quietly chatter about how wonderful the fog-covered weather is, while also talking about her favorite anime episode she just watched with a sort of innocent glee in her eyes. She's also the sort of person who would extend her arm out as a joke, only for the recipient to realize that they're only holding an arm sleeve and that there is no arm, with a now armless Delilah holding back her laughter and reforming the wisps into a vague arm shape.
She likes heroes mainly for how strong and powerful they are. With those powers, how can you not do anything with them? It's not exactly a noble outlook, but it's one that led her on this path to be a hero to help others. If it lets her use her powers in a positive way, then hero all the way.
When she's on top of things, she'll always have a serene look on her face. When she's not, she'll be heavily embarrassed to the point of stutterinting, trying to change the topic that leads her to this state of mind.
She likes ghost stories. She likes horror stories and movies. She likes creeping people out by sneaking behind them. Kinda hard not to with a quirk like hers.

HISTORY
"It would be easy to weave a melancholic tale here.
It would be easy to describe to you how this figure was born in a dark hamlet as it was raining. To a desolate family with nothing to their name.
The moment they could speak, their body slowly started to fade away. With that fading came something otherworldly. Smoke, wisps that can freeze the air around you replacing what was once flesh and bone. Losing all feeling in your body, having it be replaced with an ethereal...nothingness. Your body slowly gets colder. The blush in your body is slowly eroding into an eerie blue. At this point, you're nothing more than a walking corpse. No, not even that. You're nothing more than a spectre puppeteering the corpse of a dead girl, holding on to the last remnant of whatever pathetic situation you call your 'normal life.'
The corpse wouldn't see any value in living. How would a corpse be able to feel anything? The only way to do so is to make others feel something. To make them live for your own sake. To make them fear in your regard. Whether it's in helping them or making them suffer. It's all the same to you.
The corpse's family wouldn't bother with a proper education, so the moment the corpse showed even a semblance of self-preservation, they sent it to a house filled with similar fools. But they haven't met a living corpse before. They too are wary of you. You couldn't help yourself but entertain yourself with their suffering. And in a year that became too boring for you. You needed a new crowd. No, not just 'new.' You need a stronger crowd. The desire to see more fiendish and powerful people, to make their uneasiness all the more delightful to take in. Where would that be? The corpse wonders, reading up on different languages to broaden their range.
After a broadcast displaying a grand display of power, the urge to leave for new territory emerges. The actual display the following year only made it stronger. So the corpse made a choice. A month after the students left back to their home, the corpse followed suit.
More potential victims to fight. To scare. To save. It's all the same to you."
This tale was being formulated inside the head of 2nd year Valiant transfer student and somewhat of a weeb Delilah Kipps, who has had a actually normal childhood barring the whole 'ghost arm' deal. She intends to tell this tale to the first person she meets on campus to see their reaction. As you can see, it's quite obvious it's nothing more than a dramatization. No one would really fall for that. Perhaps the weak-minded, though...
