Japan's Quirk and Health Department
The Health Department in Japan changed in the mid-2020s because of the quirks. At first, there seemed to be no need for the department to really invest time and sources into the quirks of children but the more quirkers came around and the stricter rules came, the department changed into the Quirk & Health Department.
The Health Department makes sure that the vaccination of children in their childhood is promoted and explained. Japan especially makes it clear that not vaccinating is bring risk to other people and especially other children. The sense of duty is high within Japan and thus a percentage of 97% of the children do get vaccinated. Within the progress of vaccination, parents, in general, are encouraged to have their children regularly checked up to see and register the height and weight of the baby, toddler, teenager till the age of thirteen. This can, however, be extended based on health issues or other developments that need to be kept an eye on.
The reason for the stricter check up on the children has to do with the discovery that quirkers have another anatomy in their toe. The further details are not told to the public nor the government in general. The department works together with every hospital to note down if the child has a quirk or not, nothing more and the information needs to be requested by the Diet or other members of the parliament only with a special reason. This is rarely done. The quirk is in the medical record for safety reasons and will only be further investigated when necessary if it, for example, affects the health or might be of safety issues for the rest of the civilians (this can only be an issue after the quirk is used, the Medical Department nor the Quirk & Health department notes down the exact information of the quirk).
Further testing and explaining of quirks are necessary for those that do intend to join the hero program or the hero school. This is for safety reasons as well as the school being able to prepare and know information for again health and safety measures. This is not considered as an entrance exam but just a general health check-up.
There are possibilities that there are no medical records of a person, especially a child. (Please confirm this with Staff if you have questions.) In general, shady settings or homeless kids that do not have a general medical check-up are easily missed within the system. Illegal migrants might not have a file either, it is expected that they will have a general check-up and a medical file started up when they have been in the hospital. The Japanese hospitals will fill in the missing information, it is quite obvious that most illegal migrants try to avoid the hospital but in case it happens, the file and thus record will be made. Without going to visit a doctor or hospital, it is possible to not be in the system either.
