Germany
Germany is at the moment one of the highest influences of the European Union and definitely one of the countries, if not the only one that is most progressive. The economic influence of Germany within the EU is high and that has an influence on the decision making that the European Union does. Germany serves as an example for many of the countries within the continent. There is, however, one slight thing that Germany knows to hide a little. Germany is quite a divided country but knows how to hide that perfectly from the news outside of the German borders. The big cities such as Berlin, Munich, Hamburg and so on have only grown throughout the years and have a strict ruling when it comes to the police force, quirk use and so on. They followed the influence of Japan but waited to fix the police force and educating them before even considering a hero system and a school. The quirk acceptance is divided through the country, the progressive bigger cities and towns do understand and promote that having a quirk is normal. And they even offer help and talk groups for it to promote the self-esteem and protectionism that the country feels is necessary. These thoughts, however, have not reached the smaller towns or even the farmlands. The small villages where everyone knows everyone basically shun those with obvious and excessive quirks. The people in such places prefer everything to be left as it should be, as it was in the past and thus they prefer to imagine quirks do not exist. When someone has a quirk it is best to move to one to one of the bigger cities or have a good way of hiding it. Once found out, you could be seen as the lunatic of the village and be bullied by the elderly and those without quirks. It is a feeling of belonging that pushes everyone without a quirk in the village (or those that can pretend to be quirkless) to push those out that have an obvious quirk.
In 2072 the program started for the country to learn and discuss with the European Union and its institute for Quirk use and Protection to find a way for the police task force to fight against the criminal rise by quirk users, to put a hold on vigilantism and to figure out if they would work as Japan did. A lot of conferences with other EU member states and Japan had been held and eventually decided that because of the size of Germany and its prestigious economy it would be the country to start with the hero program. The hero program for pro-heroes started in August-September of 2072. Where the EU together with Germany picked a few German nationals that either already worked for the program of the Institute of Quirk use and Protection or were known (and honestly appreciated) Vigilantes to take up the license and form the first few pro-heroes. At the end of August 2072 the building for the Adler Academy was finished and opened up for everyone within the EU, mostly Germans did join the program and a handful of other students from around the country.
Germany's Hero program works closely with the police force and is considered an extension. This is quite in contrast with the Japanese system. Germany has not yet decided if they would take more pro-heroes, at the moment there are five in every big city. Because of the close working connection with the police, this seems to be doing fine now. Germany is waiting and keeping a close eye on the need for Adler's Academy and to school the young students to become professional heroes. In general, Adler is considered something positive as it teaches young ones the discipline and understands of quirk use. It is built in a closed facility in an unknown place for most people, when applying for Adler you will be invited after an online interview. It will be more an interview of trustworthy than an actual test. Germany considers the priority of protection very high. Adler Academy focuses on duos in classes, you get a partner with complementary abilities.
