Kosovo
Kosovo tried again to gain its independence from Serbia in 2030, declaring itself an independent state and fighting against the Serbian government and people within the country. At the beginning of the war, there was quite a lot of bloodshed, however, the European Union quickly jumped into action. To put a stop to both parties and their relentless forms of fighting. The EU became a third party to join the discussions of what both parties should accomplish. After three months within the war, a form of the cold war was established. Both parties kept threatening each other a lot, whereas nothing really happened but words. The EU stayed as the third party and tried to defuse and cool off the situation. Eventually, after one and a half year of negotiation (some European member-states needed persuasion as well), the European Union came with a solution.
The solution that the EU offered was an autonomous state for Kosovo, meaning that the province could arrange everything within their borders. Would it reach outside of their region it would fall again under the Serbian law and government, but there have to be at least two representatives of Kosovo within the Serbian government. It took three years to finetune the further details of this proposal and to eventually be ratified by both parties and the European Commission.
The War had a lot of influence on the trade, economy and other factors when it came to Kosovo's region and now its state. It was clear that the country needed help, which was why the European Union offered the project of Democracy. Showing Kosovo the robes and rules of the European Union, which made the country able to join the EU in 2043. With the help of the Democracy Project as well as the European Union, Kosovo is now able to fall within the scope of the EU (and the country of Serbia since 2044) meaning that most of the rulings that would fall under Serbia now are within the EU and thus the countries are more separate. The representatives of Kosovo remain in Serbia's government but most of the countries needs remain within the region or skip the neighbouring country and make the step towards the EU.
Kosovo still has a bit of up and downs but in general can be considered stable, in the unstable periods there was quite a bit of crime and also quite some vigilantes around. Although quirk use in daily life is not allowed in Kosovo the vigilantes at this point seem to be tolerated. Mostly because the Kosovo police department still isn't completely ready to take a stand against the quirked villains so the vigilantes are a warm welcome compared to that.
