Croatia
The first quirker that was registered in Croatia was in June 2041. A few followed after that, but the quirkers in Croatia were sparse, you could count the amount on both hands. Quirks at this point in time were seen as a big fantastic mystery. It was a strange and amazing new phenomenon. However, more quirkers were born and people started to get nervous, where was it coming from? What did it mean? Then it happened, a small child their quirk went crazy, it hurt a couple of people that tried to get close to the child and try to make it calm down. Every one of the victims of the quirk survived, but the image about quirks did not. Nothing was the same anymore. People started to hate quirks, did not want to be overtaken by such freaks.
It started to get worse, the focus of the Catholic country stepped away from the issues that were at hand first and focus on the freak accident of a quirk. There was a preacher in Zagreb that spoke for the country that this was not how they should be treated, this was not a gift, this was a curse, a sin. And this sin was spreading further.
These words were heard and there were many instances of assault and aggression towards Quirkers. It was one of the main tasks of the law enforcement to stop the fights and make sure that the civil unrest would calm down. The Croatian Government tried to distract the citizens from the issues by holding other news and other referendums such as the legalization of same sex marriage. Other efforts were to pass a law that Quirk usage was prohibited and seen as illegal. However, this did not stop criminals to use their quirk and turn into what we categorize as villains. The police force continued to work as normal, without quirks and sticking to the old fashioned ways. In retaliation a lot of vigilantes popped up to work the scene and stop the law breaking Villains. In the eyes of the Croatian government, everyone using their quirk is deemed illegal and seen as villains breaking the law.
The whole situation for quirkers in Croatia became quite grim. People that could not hide their quirk fled to the surrounding countries in the hope to be accepted. This sparked an outcry and the demonstrations and social movements became bigger and more violent. To try and take a step forward, the government suggested a new referendum in 2059, which would have voting in 2060 if they would allow quirk-use to be seen as legal when it was for personal use only. These were the results of the referendum:
66.28% were in favour of NO change, quirk use should be seen as illegal.
33.72% were in favour of YES, it should be seen as legal and free to personal use.
0.57% were blank and invalid votes.
The law, therefore, remained the same, which only gave a sort of more freedom for Vigilantes. They seemed to keep the country save and it did not stop tourists from coming to Croatia. Tourism is still one of the main industries in Croatia. In 2058, Croatia had 19 million tourist visitors who made 110.285 million overnight stays. Croatia is seen as one of the most important places to visit when you come to the region of the Mediterranean.
Company Earth named Croatia as the top pick destination for 2074, while NG Adventure Magazine named Croatia as the Destination of the year 2046.
