"Our stock's looking good. Training's going well. Our boys should be ready by the day..."
An older man mused aloud, as he leaned back against an empty crate with a cigarette in his mouth. Around him were a number of other crates, pieces of furniture, scaffolding and even a few appliances and generators in what made up one of the Dust Devils' hideouts. The empty lots in Kabukicho were a result of quite the complicated history, but warring firms meant they were basically free ground to whoever took hold of them. They'd done well to turn this one into a makeshift 'staging ground' and a temporary base for the upcoming events.
In many of those crates, firearms were stored. Around them, many other Dust Devils lazed around, smoking and eating and playing cards.
"They're excited, y'know. But, even though this whole thing's your idea... You're looking a bit uneasy, Sunaho."
Sitting on a foldout chair nearby, with her own cigarrette, Sunaho scoffed at her older compatriot. The green-haired woman took a drag before glancing up at him. "We gotta make this work, Matsuda. I'm just busy thinking of all the ways it could go wrong. Those mercs we hired will help, but... I wanna be sure. I wanna know we'll do this right. That we'll do it so they all make it out." She looked around at her fellow Devils, the ones who'd sworn their loyalty to her, who were ready to throw themselves into danger for her.
Matsuda dropped his finished cigarette to the ground, stamping it out with his boot. "We can't be sure, not with a plan like this. Taking risks is all we know how to do, besides."
He was an old bastard, but he made a good point sometimes, Sunaho sighed lightly, leaning back in her chair and looking up. They'd put in some cheap scaffolding overhead for some shade, and it was working like a charm, helping them keep cool while they prepped and waited. The neighboring buildings, shithole apartments or abandoned, didn't mind too much. Least, not enough to challenge the gang that had taken over this empty lot.
"Yeah, fair enough. I know these guys will throw themselves into the fire for our cause, I just don't wanna see 'em get burned. We just gotta cover our bases, get everything under control..."
The most frustrating part, perhaps, was that Sunaho felt so close to having everything under control. To getting this all ready...
Maybe all she needed was one more piece to make this work.

The things Niso would do for a slice of chaos.
Niso wasn’t entirely sure he’d thought this out, but then again when did he ever do that at the end of the day? Having heard about a new and upcoming little gang forming quite the little shindig that he definitely wanted some part of, a crash in at the Japanese equivalent of wall street, he knew he just had to get involved somehow. So. How did he do it? Did he make contact with the gang through criminal channels? No no. Too simple, too obvious. NEVER knew who was monitoring those or who was a rat of some sort. Did he try to present himself before the organization or get their attention for a more private chat? Didn’t even occur to him. Besides burning the gang’s name into the side of a building along wit ‘call me’ didn’t seem appropriate. No no no. he had another method in mind.
Track them down and sneak into their vents.
…. Like we said. He may not have thought this through.
With his limber body, able to dislocate, yet still use every single bone in his body, he was able to fit into a tiny ventilation pipe on the outside of the building like meat flowing through a sausage maker. It took a while before he had enough room to really start reforming, an agonized ball of shifting muscle and bone crawling through the thin vents, but as the vents came out to an empty lot space, after several excruciating pops as his muscle strands dragged bones back into place, he managed to, mostly, reform, peering down at the operation through the slants in the vent.
Oooo… this wasn’t some false lead… it may not be what he’d heard but they were DEFINITELY doing something. Niso practically licked his lips at the idea of what they might be pulling off, resting more of his weight on the vent sheeting beneath him as he tried to get a look at things… a green haired girl… he’d heard she was their leader! Okay now how to approa-

“…Well this works.”
Last words were muttered to himself before a caving of the ventilation system occurred beneath him, the natural dust from the internal systems of the old worn down lots bringing down a briefly formed dust cloud with him as he collapsed into a heap, his natural reactions kicked in and he immediately whirled to his feet, any cracks of bones and ribs popping out or crackling rapidly seeming to play in reverse as he rose to his feet with an unnatural set of actions, glancing around at the Lot space full of people now likely aiming quirks at him, raising both his hands at his side but holding a very peaceful smile.
“Oh wow this place looks even better up close…!~” He chimed out before looking to the girl who’d been sitting in the fold out chair, carefully pointing at her without lowering the raised arm. “You must be the boss. I’ve heard a lot about this little shindig you’re throwing but-“ He dipped his head a bit, again not lowering his arms. “Sorry. Allow me to introduce myself. Niso Konto. AKA Pinocchio. I’m sure you’ve heared of me.~” He honestly didn’t have a huge ego, but getting in the top 5 most wanted criminals did make him believe he had a reputation of sorts, real or not.

"Well, this old man thinks you worry too damn much." Matsuda would huff, leaning back and stretching his neck. The old bastard could be a good counter to Sunaho's nature, and she was glad to have him around... Even if he was a bit of a rusty dumbass. The green-haired woman dropped her own cig, standing up fully and stretching her arms as she sighed lightly.
"Well, this young woman thinks you don't worry enough. Some of us are actually gonna live through the nex-"

Sounds of old creaking and groaning in the building weren't uncommon, but they were rarely that loud. They also very, very rarely accompanied a fleshy mass dropping in them entirely unannounced. Sunaho's eyes widened at the weird and disturbing sight, several nearby Dust Devils jumping back in fright.
"Yoo, what the fuck is that!?"
As the fleshy mass crackled and popped into shape, one unfortunate Devil averted his gaze as his last meal rose up, adding the sounds of his heaving to the gruesome display. Matsuda reached into his jacket, going for his gun, but Sunaho put an arm back to stop him. As the figure took shape, something familiar began to itch in her...
Once fully formed, he began to introduce himself, not doing much to lower any raised flags at first... Until he finally mentioned that he was interested in their little 'plan'. Sunaho gave a light sigh of relief, swallowing a bit so she didn't throw up in her mouth after seeing that display. She wasn't exactly squeamish, but that was a hell of a thing to see without any warning.
Her brows raised when he mentioned his own reputation. She had heard of him, even if she herself didn't care much for that 'Most Wanted' list of theirs. It meant he had a reputation, but that itself didn't appeal to her too much. The fact he seemed to be interested in their big event? Well, that certainly caught her attention.
"Well. You might wanna work on your entry. Then again, we aren't much of a position to criticize being a little showy." After all, there wasn't really any harm done. Well, aside from the poor guy who'd thoroughly lost his appetite.
The green-haired woman would nod her head at Niso, before gesturing to herself. "You're right on both counts. I'm the boss. Call me Sunaho. And I have heard of you. But until now... I didn't know you were interested in our little concert. Care to tell me why it's got your fancy?"
Sunaho inquired, both curious and wanting to be certain about his intentions. Matsuda remained on edge, but he mostly just sat back and glared at the shapeshifter, not doing anything if Sunaho was interested in talking. This was an opportunity before them, after all, and Sunaho had long since learned not to waste opportunities.

Niso heard the sounds of someone barfing up to the side, observing them for a moment in almost disbelief before rolling his eyes in the opposite direction, hands still raised since he was fairly sure most of the people in this room where on one hell of a hair trigger here. “Yeesh. You never seen someone pop ever joint in their body and then basically re-locate them all on his own like a reverse chicken nugget before. Ugh. You entry level criminals. All s fresh faced and unused to the real world.” He chimed out dismissively, mostly just being a cheeky little git and actually feeling some odd pride in the reaction he’d achieved here today.
As Sunaho seemed to be reacting well, he slowly and cautiously lowered his arms till they flowed naturally behind his back. He was surrounded anyway, why make a big thing out of it. He briefly thought to sink his hands into his pockets but he didn’t really wanna be met with the sound of them all steadying their guns thinking he might be going for a weapon. Puh-lease. He could run through most of your bullets, why would he need a gun himself. “Yeeeeah I might but the entries have never really been my strong suit! I always have these grand plans for them but then some boooooring boss of mine at the time will say ‘that’s not practical Niso. That’s not subtle Niso. Why does it involve fish Niso’. Had to ditch that gang real fast.~” He continued almost nonsensically, his distant, vacant smile present all the while as he rattled on.
As the girl gave her name he at least seemed to have her interest, though perhaps not as much as she had garnered his, his slippery smile turning into a full blown grin in that moment as, so long as she had even a slither of an interest in him, that meant his chances of being part of this shindig were growing. “Suuuunaho. Got it chief.~” He chimed with a cheeky wink and a pull of his tongue.
“As far as whyyyyyyyy you have my fancy…” He swirled on his heel and gave a cartoonishly exaggerated shrug. He’d roll his eyes if the gang got antsy but he was pretty sure he could outlast anything they threw at him. “Its right up my alley! I’m almost insulted you didn’t come to me. Niso Konto, agent of chaos! Not invited to the greatest event of the year!?”
He swirled back about to face Sunaho, lifting his shirt just a few inches, a clear throbbing in the side of his stomache where his intestines should just be happily resting seemed to be the pumping motions of a heart. “My wee little heart couldn’t take missing out!~” He lowered his shirt and shifted briefly, like a chill ran up his spine before smirking at the rest of the gang. “Don’t aim for the hip btw guys. I moved it.~” He winked across to them before looking back to Sunaho, curious to see if she needed more than that, or if she was just happy for the company of someone looking to cause a mess…~

He was quite the character, this interloper. His casual, cheeky comments about his macabre entrance showing that he took delight in being as showy and dramatic as he could. Sunaho wasn't particularly fond of Villains who felt the need to show off how dark and grisly they were, but she didn't particularly hate them either. At least, not when they were useful and sympathetic to her cause.
Of course, showboating wasn't quite something she was in a position to criticize, given her own position. The nonsense that Niso spouted was a whole lot of nothing anyway, so she ignored a lot of his words for the most part, focusing on what he said about what interested her. She got it, he was weird, that was already clear without him trying to say it; but why did he want to help them with their concert?
"That's right. Sunaho. Out of courtesy, I'll call you Pinocchio." The green-haired woman uttered firmly, giving a light smile. It was her way of showing that it was her own 'alias', as strange as it was. It was more of a stage name, really... Which, well, it also happened to be, but that was in the past.
When he finally answered why he was interested in their little concert, Sunaho couldn't help but raise a brow. Matsuda, still behind her, would have been showing quite the suspicious and distrusting look, were he not wearing his mask. His body language didn't show much amusement, however.
"Agent of chaos, huh... Hm..." Well, given their intentions, that didn't sound all too bad. While Sunaho wasn't someone to throw around ideas like chaos so frivolously, with even her own anarchistic ideologies falling short, she couldn't deny how effective such an individual could be.
He continued to put on that somewhat overblown little show of his, with Sunaho noticing that 'throbbing' in his hip. The gang leader smiled to herself, satisfied with the showing. Whatever his Quirk was, Sunaho already felt she could sum up the bulk of it in a few words.
The bastard was hard to kill.
"Well, you've shown off plenty. I can already tell you'd be a good addition to the takeover. You can get in places others can't, take a few hits for some of my guys, and raise hell. All good shit." Sunaho said, nodding lightly and pocketing her hands.
"All I wanna know is if I gotta pay ya... And what an 'agent of chaos' is willing to take as payment, and what rules he's willing to follow..."

Niso raised his hands with a bit more presence as he was referred to as ‘pinocchio’. “Oh please. I ditched that a while back. I mean don’t get me wrong I’m still ‘on theme’, never tell a lie and all that but… well. I think my real name has a better ring to it. Besides, fake name, real name. In the end the cops aren’t gonna know who I am unless they see my face so what does it matter at the end of the day? And even then I can just...”
He gave a casual shrug to finish his dangling sentence, running right into the next.. “Well, gotta keep some tricks up my sleeve I suppose.~” He’d give a quick node and add. “Don’t worry though, your play-name is just fine by me. Just call me Niso.~”
As the girl mulled over his ‘introduction’ and his self claim to be an agent of chaos, Niso rolled back his shoulders, hands still idly raised but clearly relaxing a little as his eyes drifted about, letting out a casual little whistle as the group’s leader debated if his presence was worth while, just trying to get a feel for what this lot were like. Some seemed serious, others a little more timid but… hey after his entrance that was only natural. If anything Niso was just impressed by the numbers he saw. For an event like this, so risky yet also so potentially fruitless… it was impressive she had more than just a small handful, let alone what she actually had.
Back to the girl, seemed like she was giving him the go ahead and clearly knew what his benefits were. He lowered his hands, one arm behind his back, the other flourishing in the air before resting on his chest as he fell into a deep bow. “All that and some more I can assure you that.”
As he rose back up, to showcase his extra talent, Niso’s hair began to rapidly grow out of his scalp, taking on the same green shade as the roman before him, and with a bit of a physical aid from his hand adjusting his jaw as some of the bones in his face cracked, he took on a rough imitation of the girl before him. It wasn’t perfect, but with his voice coming out close to her own, to the point over a rough phoneline it would be hard to tell them apart, he confidently let out. “But I’m sure as we plan this little party you’ll find your uses for me.~” He slapped his cheeks, his face slowly returning to nowmal, points of his hair turning dry and grey, so brittle it just fell out and his original black hair grew out to replace it, Niso all the while having a confident little smirk about his display.
“As far as payment… no. I don’t take that. Not for something that already seems so fun.~ Buuuuut if you ever DO have any gigs that’d reap in the cash or… hey, just another chance to blow off steam… keep my number in your phone.~ We’ll consider that my ‘payment’ for the first gig, shall we?~”
Niso truly didn’t care for money. He’d lived like shit most of his life, and so long as he was having fun, he was happy to live like shit for the rest.

Sunaho listened curiously as he went on a spiel about his alias, and desire to change it. It seemed that it had lost its value for him, for one reason or another, and he wasn't interested in using it anymore. The green-haired woman didn't care all too much about his reasoning, but the fact he wasn't worried about the cops knowing did intrigue her a bit. Villains tended to fall on two different sides in that regard, and those who didn't mind their full name getting out there were among some of the more dangerous and zealous villains.
After all, they were the ones who didn't have to worry about whatever mask they used when dealing with the rest of society.
"Alright, 'Niso'. If that's the name you want, it's the name I'll use." He seemed a bit more nonchalant about the whole thing, but Sunaho was quite serious when it came to using such titles. For those who didn't want their real name out there, she made a point of using their alias, to acknowledge their separate identity from their public face. Some had their reasons, after all.
Sunaho continued to consider what Niso had to offer, finding him a bit of an interesting factor to consider. He was powerful, of course, but that power didn't come without a risk. While Sunaho held fast to anarchistic beliefs, those beliefs still had a structure to them, despite what many perceived of the ideology. Niso, on the other hand, didn't seem to be quite so predictable. It was difficult to gauge whether he was actively trying to act as 'weird' as he could, or if he was just a bit scatterbrained. Either was a risk.
It didn't sound very rebellious, but Sunaho wanted to mitigate risks, at least when the lives of her Dust Devils were on the line.
In order to decide whether or not the risks of this agent of chaos were worth it, she had to understand the 'benefits' of having him on board. To show her, he decided on a live demonstration. Sunaho crossed her arms, watching with a certain curiosity as Niso's body seemed to bend to his own will, eventually shifting into an odd imitation of her, with even his voice somewhat similar.
"Well... I can certainly say we will find uses for you, if you've got that in your skillset too."
There were plenty of opportunities swimming through the woman's mind, but it would take further discussion with her gang. She couldn't help but grin lightly at Niso, her opinion on his usefulness already rising. He was versatile and could be used as a willing shield or infiltrator, helping them to get past the security either forcefully or more sneakily. Considering the other contingencies Sunaho had in place already, he was certainly looking to be worth any potential risks.
The last matter was his payment. As she'd somewhat suspected, he was mostly interested in the fun of it all. Suspicious, but ultimately, in character from what she'd seen of him so far.
"Keep you on record huh? Well, I can't make promises, as it'll depend on how you do, and if we even survive, all that being said..." Sunaho glanced back at Matsuda, who gave a light nod toward her. His way of saying that it was her decision. That's all she needed from her top advisor.
"You've shown yourself to be pretty damn useful to us. Consider yourself on board. We can keep in touch after this meeting, without you having to crash in again." Sunaho said with a half-smile, her cold exterior cracking as she felt the excitement of having another important piece for her big show.
"You got any more questions about the job then, Niso?"

Things seemed to be going smoothly and Niso had no real reason to complain about that by any means. Sunaho seemed to be a careful minded person but also pretty straight forward. A weird mix of anarchy but careful intelligence… maybe that was a bad first impression for now, but it seemed pretty spot on as far as he could tell. She was planning some sort of attack on the Japanese stock exchange, a form of anarchy for anarchy sake, yet, she was careful enough to make sure she knew of Niso’s own motives. Make sure he was someone she could rely on to play a useful part of her plan. He was appreciative of that, even if it wasn’t his personal method.
She even seemed on board with the idea of potentially keeping him on call for future plans. No promises made but he never expected that from anyone. Besides they were crooks and criminals. How much could they trust a promise in their world?~ Ah well though, this was as good as he could expect and he was more than happy with the results he was getting.
“Good to hear. You can find me on that little er… ‘chat thing’” he stated vaguely, not too sure on how that thing worked. Every goon and mook didn’t seem able to find it so he was careful to give away it’s existence in too much detail with Sunaho’s goons surrounding them, stepping over and offering his hand as she asked if he had any further questions. A cheeky grin forming as he couldn’t resist saying.
“My only real question is… when can I expect to start?~ Gotta have a date in mind I bet.~” That was the only thing he could expect at this point. The finer details he’d be filled in on in time, he just wanted to know when to mark on his metaphorical calander.

While there were no contracts signed, the deal was all but made as they concluded their negotiations regarding the planned attack. Things were being played somewhat loosely with their preparations, but they needed to be flexible anyway given the prevailing uncertainty around them. Sunaho was an anarchist, yes, but that didn't mean she was against being cautious and organized. All she wanted to was tear down the unjust systems that dictated their place in this country, not abandon principles and order.
When Niso asked when they were set to commence this plan of theirs, Sunaho would respond with a small shrug. "We don't have a date in mind yet, depends on our intel. The time frame's a bit loose by now, but we'll be sure to give you plenty of notice for when we start the fireworks." The green-haired woman declared proudly, grinning with eagerness as her even her Dust Devils started to lighten up a bit, looking a bit less disturbed by the intruder, now ally.
"Me and my associates will get in touch. All you gotta do is stay alive and free until we need ya. So, with all that said, think that includes our meeting, 'Niso'. Oh, and by the way, leave through the front door this time, would ya?"
