Japan was a safe country with very strict rules for security of it's own people. For that reason there were very few companies in weapon manufacturing. There were much more of them in the past, but slowly they have gone out of business. It was hard to maintain your business when you couldn't sell your products at international market or when your own country was too peaceful to buy them. That's why Shodo didn't only focus on manufacturing, but he was also doing security business. His weapons was being used by his own teams. There was three different teams. Unarmed security, armed security with handguns and tactical security teams with SMG's. He wanted to make heroes or rather people with quirks work in his company too but it'd take time to get license for this. If he could ever get one.
There was a big company ruling over Japan's market when it comes to this business. Hoshizuki family. The not so young but still young head of the company was a genius who knew what he was doing. It was no luck his family company was working closely with the state. Shodo made his research about the man as best as he can. It was kind of ironic that Takeo, head of Hoshizuki family lost his right eye, while Shodo lost his left. "Two of us made one healthy man eh?" Shodo thought to himself when he first learned it, without knowing if he shall laugh at this luck or cry. Today Shodo was going to meet this person and he'd try to make a deal with him. Handguns and SMG's were enough for small to medium security businesses. In the old days it was enough but nowadays there were villains going around causing havoc. Heroes and vigilantes were doing their best but they could not be everywhere. That's why Shodo decided to expand his business of manufacturing into military grade weapons, assault rifles to be more specific. But that was only the one side of of the coin. The other intention behind this decision was Shodo wanted to create a new wing in his security business to handle private military contracts which is widely known as mercenaries. This part of Shodo's plan would come as later date so the first priority was to arm his tactical security squads with assault rifles.
At car, there was 2 unarmed security person, other then Shodo and his right-hand girl Chisa. The story involving her was a tale of another time. Shodo looked at the tablet he was holding which carried the information about not only Hoshizuki family but also the Shodo's ideas about upcoming business meeting, current situation of market and news about his business. As car get close to Hoshizuki company they were surprised how massive that company actually was. Seeing it in person was different then hearing it or looking at pictures for sure. "Dont get too mesmerized Chi-chan. I wouldn't want you lose ya here." Shodo laughed. But his joke was not funny to Chisa. "I wouldn't do that." she talked with short and serious tone. Message was taken. Shodo replied with "Sorry, Chi-chan. My bad." As he smiled at the girl, she smiled back. "Ya boys stay at the car and wait for us, no need to create unneeded tension with this many people." two guards sitting at the front of the car replied simultaneously "Yes, sir." After all this company shall be safe enough to not worry about any kind of problem caused by rivals or foreign agents. Seriously... What a troublesome business this was.
Once they got close to entrance, his men opened to door for them. Before Shodo head out he fixed his collars last time to make sure he looked good. He was wearing white shirt, black business suit, black linen pants and of course his snake adorned eye-patch. After talking at reception and saying they had appointment with Mr. Takeo, Shodo headed towards to meeting room. Once they would enter to meeting room, he would slightly bow "Thank you for accepting us, Mr. Takeo. My name is Shodo, and this is my secretary Chisa." Shodo would wait for Takeo's reply before he sit or say anything else. Only then they would sit to chair that was assigned to them and start this business meeting.

The static woman came in, how often did he tell her that he did not care if she came into his office wearing a band-shirt and jeans compared to her grey pencil skirt, her blouse and her grey blazer. He wasn't that bad, he knew they had to make a good impression to the outside but he was on the inside. He didn't plan to go out. His many thoughts were scattered everywhere and it was slightly infuriating as he was trying to do something so small. He was wearing goggles, his blue hair was almost pulled backwards and his lab coat was askew. He had no time and attention for her, though his eyes glided over her and it was a short sigh by pushing air out of his nose. "Sir, you have an appointment." He dropped accidentally the screwdriver but quickly caught it again. His thought process really helped in the quick reflections, "Appointment?" He said surprisingly to her and put the goggles on top of his head and fixed his eyepatch. "It's a miracle, did I forget?" He did not forget now that he thought about it but in his designing hours, he had forgotten the time and he quickly pulled off the goggles completely, shrugged off his coat and took her offer to help him with his blazer. "Thanks." He was right on time, fixing his own tie, as he had taken it off before his moment of research and fixing his hair, the vanity obviously showing when he shortly looked in the reflection of his phone before he leaned against the little bar that was in the meeting room. It had juices and coffee nothing extravaganza unless you counted the bottle of whiskey he once hid in the very back. Months ago, but he had not forgotten it yet, though it wasn't on the front part of his thought. He went to grab the information in his brain, right he had been asked about this meeting before. Business deals and that alike, he had been surprised, with his company being run for three generations already, he was sure no one dared to approach him. In the corners next to him, there were two of his guards, "I liked your jackal mask more." He joked to one who made a stifled chuckling sound as the door was opened by his assistant, not his personal one but the girl from the reception and he thanked her and turned his attention to Shodo, while going through his mental file about what he knew or well what he would remember at this short moment. Too many thoughts, if he would continue this way, he would get a headache too soon. "Pleasure to meet you both, please take a seat." He waved to his assistant who stood behind him, at the other door than where the two business folks had come through, "Anything to drink first?" He took a seat on the opposite side of the table where his own tablet and phone were already installed, the sound for both was off, he always did that as the sounds annoyed him but he would see what would come of this meeting.

After they were welcomed, Shodo simply took the seat that was reserved for him and Chisa sit right next to him. Shodo take a look at the two bodyguards standing at the other side of the room. Was they here because of Shodo? Or did he walk with bodyguards even in his own company? He didn't dwell on it much. Being cautious was not a wrong thing, and if they were here because he was here then it'd mean he was cautious of Shodo too. It wasn't a bad thing either. You wouldn't know what would happen when everyone have some kind of quirk nowadays. Who knew what kinda person you could meet? It was Shodo who was being careless here.
"Thank you, water would suffice." Shodo said, and Chisa simply confirmed by nodding with her head. "You may or may not know us, so i'd like to first introduce our company and then get right in to the business. I wouldn't want to keep you longer then i have to." Making business was tough thing. You had to spend your time very carefully to make new deals, new inventions or bettering the old ones. That's why Shodo wanted to come to the main point as soon as possible.
"Vulcan Weapon manufacturing company was founded not long ago by myself alongside with Hachiman Security Company. Both of them registered under Shodo Corporation. Our main business is providing security teams to businesses and persons. Our weapon manufacturing focuses on making Handguns and Semi-machine guns for our security teams." Shodo was sure Mr. Takeo already knew this information so he told as short as he possible could. His intention was not to belittle or hurt other party, it was just for him, this was the formal process. After explaining his business model Shodo took a second and continued. "In our society, with the emergence of villains, old security measures started to fall behind. Handguns and SMG's can only provide so much security. That's the reason i seek your audience. I would like to form a partnership on producing Assault Rifles."
Shodo knew this proposal had no merit for Takeo. He could already do that on his own so why he needed Shodo at this deal at all? It was Shodo who needed him to reduce his cost of production. Shodo thought about that for some time before he came here to ready an answer for a possible question. "The assault rifle design i'm talking about use caseless cartridge. Just like the old failed model G-11 engineered by Germany, which was backed by NATO. If we succeed, you'll have monopoly on this technology. Also while those Assault rifles will be used by my squads, they'll carry the name of Hoshizuki, and you'll be able to sell this new weapons however you want. I'll only take %20 from profit but i want free access to weapons to arm my security teams." Shodo had to rely on technology of Hoshizuki company in order to create this new weapon. So it was only reasonable he'd get way less money then Hoshizuki. Also his squads would advertise freely for Hoshizuki corporations. Not like they needed any advertisement. But surely some people would feel better when they see Hoshizuki family was also protecting their daily lives. While he was talking all Chisa do was silently watch him and nod from time to time.

He always thought himself a good host and everything, he did not need his assistants to do that, he just needed people to be careful, who knew when his actions would go bite him in his behind so to speak. Which was why his guard was there, albeit they also worked her on other stuff, so guard might be not a sufficient word, it might just look like that now though. He would get the water from the fridge and make sure to get the two glasses as well before he would sit opposite the two. Heh, he always liked how people thought he was busy, surely he was but indirect he wasn't either. He worked rather well through the night if he had to. But he nodded as he leaned back a bit on his chair, "By all means go ahead." Takeo had not seen people deal with him before, which was technically quite a shame, there were quite a few new companies around the block and he wondered what they were doing. But for now, he leaned back in his chair, hands folded on the table and he watched, he carefully observed.
Vulcan Weapon Manufacturing Company. That was a whole sentence already, but he did not say it, he only nodded, ah a new company then with Hachiman, interesting. He nodded Shodo Corporation that sounded better. He raised his eyebrow, security teams now that was even more interesting, but they made weapons, like Takeo did or well his company then, so they were rivals in a sense too. Now that he thought about it, his assistant must have told him about the new rivals on the scene and what they were doing, but he needed then to have more information. His thoughts were already going to about four different scenarios as to why Shodo was here, well apart from the fact that he was the right person to be here, what the companies goal was. He leaned a little bit more forward and eyed the president of this new company, "Assault rifles?" He felt this strange sense in the pit of his stomach, it reminded him of someone, though that person had not wanted assault rifles, what shady deal was he going to make today or was he thinking too fast?
Hm, he liked how this man had did his homework, approved by Nato, that could work. He nodded, a monopoly, now they were talking deals. He smiled a little, twenty percent only? Such a modesty nowadays. "Mister Shodo, you came to the right address and you speak such fine words, how could a man refuse, the only wonders I have is if your team has the right license then? The difference between the handguns and the assault rifles, how did you get that? I only sell to the government, it would be sure as hell much interesting to support a company like yours and to be able to design something that could be so useful, but you must know just like I do how much Japan hates such weapons, I already had difficulty selling to the government, did you speak to them about it too? To get the license, only then can we do such a thing?"

One of the things Shodo didn't wanted talk was that one subject. Getting license was not an easy thing. He was having talks but he didn't get the permit yet. Either because they were actually wary of him, or they were just always this slow. "Not yet. We're still in the middle of the talks with my contacts. Sadly waiting for their bureaucracy to its job would take too long and put me behind my schedule... That's why i came here in advance." Bane of the modern society was bureaucracy. If you wanted to do a thing you had to go through shit tons of procedures that didn't even make sense. But no matter what, Shodo would not let it stop him. He was going to take that license for his teams to use those weapons. No matter how many string he had to pull. "I would understand your hesitant to agree for it. But starting our cooperation now would be more beneficial for both of us. If i can not take the license in the future for any reason, you'd still have your dominance over market thanks to the new weapon. It'll only put stone to my security business, not to yours." Shodo was pretty sure he already knew that. They could make the gun and sell it, there was nothing government do against it. After all, they could not ban the guns that being produced for oversea companies or countries. Only problem was Shodo himself wouldn't be able to use the guns as he wanted for his security teams. It was something he had to deal himself. If he could make the deal here, he could easily push government to give him license. It wasn't something he wanted to do, but he would if he needed to do.

Takeo's words might have sparked something and he simply looked at Shodo, his own face neutral and wondering if the man opposite him was just wondering that if Hoshizuki's would support him, the license would be easily to get. Takeo actually wondered if that was true himself. He had not considered it before, now there were two outcomes with an percentage of 62.8% that the answer was positive because of his company but he did not want to come over as too arrogant, though it was his personality anyway. So he nodded, appreciating that the man was at least honest with him, because he had already figured there were no licenses yet. "Perfect strategy, between you and me, those people at the government take every damn week, it takes quite a while, business man like you and me can't wait for that." He said and just nodded with an understanding look on his face.
He looked with a curious look at Shodo, "And what do you get with that? Because indeed, I have my legal matters, I don't think it be smart to risk your own company like that Shodo-san, that would be a horrible thing, would it not be? Something you worked hard for?" He folded his hands underneath his chin and just watched Shodo, he was an interesting man, so new for Takeo in this and yet so confident, he liked him, for sure.

Well, at least the first problem was solved. He thought not having a license would put their talk in a halt but seeing how Takeo agreed with him made Shodo relax a bit. Second problem was, just as he said not being able to take the license. If he were to use such guns with a license it'd put Shodo to the top of the food chain in security market. After all, who would hire a security company who are still using small arms when you can hire the one with big toys. There were so many advantages of being able to use that gun, Shodo did not had enough time to count them right now in the middle of this meeting. Naturally, losing all these big advantages would be a big loose for Shodo and his company. Yet there was another big gain from this partnership even if he could not use them. First, he would be the partner of Hoshizuki company. This alone would make this whole operation worth the time and effort. Secondly, he was going to take %20 from the net profit. This kind of technology even in this day and age was not developed enough to be used in NATO or any other organization. Which meant if they succeed even %20 of the profit would be huge amounts of money. Either way it was a win for Shodo and bigger win for Takeo. And that... was the exact answer he was going to give to Takeo.
"It's true risking my company is a troublesome thing... Yet at the same time it's a worth endeavor. If i can not use those guns i still get %20 profit. If you think about the technology of it, even %20 is going to be great amount of money. It's a win-win situation for me and you either way."
