South Africa
South Africa has been fighting corruption and the difficulty with different ethnicity groups. It is sad to say that over the years the government has not been able to figure this out, a lot of the people in the government were able to get the spot by either buying it or simply being friends with other people in the government. This is known throughout the country but even if the spots are bought or gained by friendship, the government tried to consider itself to be the best to figure out the ethnicity problems. However it still doesn't seem to be fixed still. This makes the country very difficult to guide or reign. The focus of the government is to avoid war between the three different groups that are the basic separation, not even trying to think about the different tribes that are in the country.
The avoidance of war is one of the three things that the government can agree on, it is definitely one of the most important things. The other important part for the country is fighting against crime. Even if they cannot agree on a lot of things and show corruption, it is clear that the crime in South Africa is growing. Whatever insane thing that starts in Johannesburg when it comes to crime will spread as an example across the country and reach the other big towns like Port Elizabeth or Cape Town. Even if the government of South Africa considers it a big goal to stop the crime it is very difficult. They do guide the police very well but with the corruption around, even for high police officers it is not the easiest thing to fix it. The government can't agree on a Hero system so it is on the back burner and will probably remain there for a while, after all the government and country first has other things to solve. In general quirk use is not allowed in public spaces, but they are trying to figure out to use it in professional situations for police and doctors if it is possible, but the normal education is most important and most of the highly educated South Africans leave the country to study and only few return.
This means that vigilantism is technically not allowed but the Government and police turn a blind eye to vigilantism. The reason for this is because crime fighting is just very difficult and there is no way yet to find another way to fight crime that involves quirks. South Africa's police only would arrest a vigilante if they flaunt their powers around and are obvious that they are a vigilante, after all the law needs to be uphold for what they can do as the government tries to fix the corruption. During fighting crime they will turn the blind eye as long as it is possible. Unfortunately the other reason why vigilantes could get arrested or people get arrested and be called a vigilante is based on the corruption but the country is taking steps forward with the current government that just got in place this year and the arrests are for 92% based on official law breaking instead of the idea of corrupted arrest because of revenge, vengeance and so on.
Many of the big cities will have a lot of vigilantes and lot of issues to fight the crime and fight the poor country. The country tries to solve its poor state by using quirkers for the issues. There is no longer a need in the smaller towns to shut off the electricity per district for a day because people with electricity quirks or anything related can help create electricity for the cities to uphold it. There is a big project going on that the government also can agree up. Water quirks that can be used as drinking water helps with the drought and so the country tries to generate more for a country that is running low on everything and making a big step forward to becoming a better country when it comes to the needs that a human has to live.
South Africa called out the 24th of October as Quirk day, to celebrate the quirks and the help it had given to the country.
