The staccato rhythm of heels against the hard ground hardly drew a glance from those who lingered in the dark; consumed with their own needs and desires. Gentle moans, whispered words, shudders and whimpers of pain and pleasure echoed from the darkness. A cold heat billowed out from all directions; threatening to consume and suffocate anyone caught up in it all. Anyone, of course, who had not themselves grown accustomed to the darkness that ate away at the corners of society. The city was rife with corruption but there was also light in every corner as well. The prostitute that used the money to pay for their child's future. The drug dealer that chose not to give cut product to his customer; sparing another life that night. And yet they'd come back to this life; even after ensuring that they had the chance to walk away.
Why?
Why not?
Society was twisted and corrupt; it always would be. Society was nothing more than a framework upon which we threw our trash and our filth, hoping to make it look somewhat presentable. In the end, though, we just buried it all behind paint and pretty words. The woman who walked through the street had chosen not to fight this reality; had chosen not to cast aside the truth. Instead, she'd embraced the cruel fate that the world had thrown at all of humanity and had decided, instead, to make the best of it. To become powerful; to consume all that got in her way, and to savor every glorious moment of it. She'd chased the rabbit hole of philosophy of wisdom all the way down to a final realization, an acceptance. While others of her kind rejected the title, feared it even, loathed what society thought of them; Ishtar had accepted that she was a Villain. What's more, she embraced it.
That was what lead her here. To the dregs. To find those willing to do what she needed in order to accomplish her latest goal. Her greatest plan yet. Simple enough in its execution, but its effects would be felt for years to come. No one would forget it. No one would turn away from it. Hero Society, Villain Society, all of Society, would at last take notice of the Villain; Ishtar. More importantly though; hero society would be put on notice. They'd be forced to reflect, and they'd evolve once again. Another excuse for Villains to do the same. Everything she did, every decision she made, was to see Villains grow greater and greater. It all began here, in these misbegotten slums. She crossed her arms behind her back when she found herself at one door in particular. The car was a good distance away so it was out of eyeshot. Three taps on her rebreather would summon her driver though for a quick get away.
She'd been on the phone up until just a few minutes ago, starting arrangements. But this took priority.
She knocked on the metal; once, twice, three times.
"Wharf Scars" Ishtar said, rolling her eyes at the ridiculous code word. Just let me in, we have much to discuss.
Inside was one of the largest non-affiliated gangs in this part of the city. The Red Kapps were bruisers and drug dealers that functioned almost like borderline mercenaries for the highest bidder. She needed to convince them that they were better off ending their mercenary ways and coming to work for her permanently. | TAG WORDS NOTES

If one of the higher villains asked you to come to your place, you would have to come up with a stupid password, only for the sake of hearing it. God, Gaito was laughing to himself, the snickering sound was just the best at this moment. Wharf scars. That was funny and though he knew it would be a whole shitty situation, he could have one moment to enjoy it. They were with the four of them at this point and he was sitting at the table, leaning on the back of his chair, feet on the table and just doing absolutely nothing. That was slightly true as his goons were of course doing the work for him. She would come to him and it made it all the more amusing.
He waved at the three goons in the room so that one of them would open the door, it had taken a bit, a short while and that only made it probably a little more dangerous. Gaito knew he was playing with the higher ups right now but for once in his life he could have that opportunity. The Red Kapps were still quite a famous group, they were well organized, a tight knitted family that was around for different departments, you could call him the leader but he made mostly the decisions together with the others and yet, this decision for now would have to be made by him alone. That was okay, the group knew each other well enough to not worry about it and to not make bad decisions.
Now the man dressed in simple pants, blouse and loofers jumped up. He should make a good impression on Ishtar. He wasn't sure what she would want or what she would do, so he just stood there, leaning on the table and see so. "Welcome to our humble place." He greeted the woman, yes he knew slightly who she was, it was hard to come in unannounced anyway. So what was next, would she tell him straight to the point what she wanted from them?

Ishtar stepped into the... abode ... of the Red Kapps. Hovel was probably a more appropriate term, all thing's considered. She stepped over the threshold of that place; her presence welcomed in like a vampire of myth. Her eyes glowed hatefully in the bleary dark; pink light spilling out between her eyelids as her gaze fell upon Gaito. The man making the calls right now. She lingered for a few heartbeats, taking in her surroundings. The thought of killing them didn't cross her mind for a heartbeat, but she knew she could. Knowing was... a special thing. Knowing was power enough for some. Yet for her, she wanted her presence alone to remind people to know their place. There was a time and place for humor; she enjoyed a good joke just as the last person. But this was business.
He was dressed in simple pants, a fine shirt and loafers in an attempt to pass himself off in a positive way. Ishtar canted her head to the right, taking him in before looking again at all those gathered. Finally, he welcomed her; the awkward silence stretching out until it snapped with his own words. She smiled, the temperature in the room rising enough for those present to realize that it had become cold at some point before...but no one could put their finger on when it had become so frigid in the room. Ishtar strode toward him, extending a dainty pale hand. Her rebreather flickered with a faint light when she took in a breath to speak;
"Gaito. At last. I was wondering if we were going to play this game of hide and seek forever," She mused aloud; her smile becoming a bit wider. Whether or not he took her hand was up to him. Either way she cleared a bit of space for herself at the table he'd been sitting at and took a seat for herself, glancing over her shoulder in his direction; "I hope you don't mind, but I would very much like to get to the point of this meeting. We can save the song, dance, and liquor for later. Yes?" | TAG WORDS NOTES

He was fine, he was still fine when she came inside. Of course, she was beautiful but Gaito was not the sucker that would try to lure in a lioness when he was but a sitting duck in that case. No at least he had a bit of a brain when it came to that. He had to be charming, alluring and setting off his status as the leader of the Red Kapps, not many might have heard from them but they were there and they were always there and always watching. Which was why, this game was not really up his preference but he wasn't going to throw it away and loose a status that the red kapps could earn. So he took her hand carefully and almost kissed it. In his life he has learned to not touch it, but make the motion only, "It would be amusing but alas than I would not see your beauty or hear your brilliant plan, so I can't." Yes, flattery. It was an ancient thing to do, to make sure you were okay, remembered but he did not want to be cheesy and he hoped she knew that. She was beautiful, she probably knew that too and he had heard bits and bots about Ishtar on the road. It wouldn't be a surprise if she needed something from him, the question was: what was he getting in return.
"Of course, of course." He said as he watched her. Straight to the point, but there might be a song and a dance later. Well that bought some perspective to the man who enjoyed his parties. So he quickly went back to the seat where he sat before. This time not putting his feet on the table, no he would sit up straighter and leaned with his elbows and hands on the table, leaning closer to her to show some information. "What is it that you think the Red Kapps can do for you?" He shortly looked at the man on his right. They did not need to be afraid, Ishtar was too big a star for them to maybe handle but they weren't alone. But he hoped that a partnership and so on would be a lot better, they have met before. His own persona outside of the Red Kapps was there for the parties and the luxury, a world that belonged to him. But in here, he wasn't the forgotten son of a rich man, he was a leader and it was clear he was build for that.

Ishtar let him take her hand, she let him put his face that close to her bare skin. She held her quirk back. Had she been a younger version of herself his face would have been burned black in an instant, he would have collapsed to the ground, writhing in agony until the shock put an end to him. Now? Now she simply let him pull away, her blazing pink eyes swirling a little as she canted her head to the side. A coy... or was it cruel ...smile on her face. She crossed the last steps of the threshold to his table and sat across from him, crossing her legs. She didn't bother with standing over him, trying to lord herself over him like some sort of master ordering a servant around.
"I plan on shaking things up in the city, Gaito," Ishtar said, placing her hands on the table. "But I need someone willing to take on risks, someone willing to see the bigger picture and the rewards present for themselves in order to take on those risks, I need your Red Kapps for a job, one of the biggest you will ever be involved in..." She said, teasing it out for a few more seconds while his associates gathered around. Finally settled in, she smiled at him, her skin glittering. "I am going to crack open the Fuchu Supermax Prison. I need your boys to deliver weapons to the escapees..." She said. All present within range of the sudden flash of her quirk if they decided to back down. Not that she thought it was necessary. After all... she knew a few details about the Red Kapps. Prime among them was that Gaito had lost many of his best subordinates to heroes, and most of the trophies the heroes collected ended up in Fuchu.
Ishtar's cold expression of course betrayed none of this. She knew, he knew, that she knew. But that didn't matter. This was business and even if she had to blatantly manipulate him in order to get what she wanted, she would. All that said; "I have a rule, ask no one to do a thing for free. You can obviously pick up on the opportunity that you have on your hands for helping me. But there is more, of course. I provide weapons and materials to a select elite few here in the city. Including the Dust Devils. Join me, help me and your name can be added to that list..." | TAG WORDS NOTES

He was interested in what she had to say. Of course a gang like the Red Kapps would be interesting. That is to say, until she said what she had to and his face turned stone cold and slightly angry. Of course he understood there was a bigger picture and a reward but what she asked. She was going to crack open the Fuchu prison? He would have laughed it was anyone else. "Just delivering weapons?" He asked, that might be a risk worth taking. He was afraid she would ask them to do it. Well heck no that wouldn't happen but weapons, he could do that. He had some ways to get weapons, still had some and the like but he would not offer that, if it was delivery, that meant there was already an order and he had a kind of idea that the order came from her. Besides, he might offer himself to get in there and get his family back. He gritted his teeth, of course. She had known that he lost some of his people, his everything to that stupid system. Especially during Shinagawa. "I am not surprised you came to seek me out." Rumours were on the street and he would have to behave that way, no he would get them back, seriously that was all that mattered and if it was only by delivering weapons, then so be it.
He lifted his head even more when she continued, indeed, nothing came for free. Reputation would be better, he did not mind it that much, he would work on that reputation if he would get his gang complete again. "That sounds like a very interesting deal." Of course he had heard of the Dust Devils, it wouldn't be bad to do so, but he needed his men first only then would he allow himself to try and achieve what he wanted.

He was coy, of course, only an idiot would leap at a business deal without seeing the finer points of it all. She crossed her legs and leaned back a bit in her seat; now was time for the wheeling and dealing. She'd thrown the pitch, he'd caught on but now she had to go into detail if she was to hold his attention. It was just like dealing with the mayor and the national committee; pitching her plan for inexpensive quirker gear and clothing had been a tough sale; but she'd managed it as well. Sure, an ordinary villain would have forced the public to pay for it. But she wanted the reputation, the fame, and the adoration of the people. No one would tolerate a hero standing against her right now, not while she clothed and protected the weak.
She smiled.
"More than interesting, but let me get into the finer details. There are three thousand individuals imprisoned at Fuchu. Of them, over a thousand are quirked; villains and thugs arrested over the past few years by heroes. Of them, about five hundred have quirks that reduce the need for weapons. That still means arming two thousand five hundred people. I have transport helicopters and vans capable of delivering the materials as well as more than enough weapons," She uncrossed and recrossed her legs, letting her slender frame draw his attention for a moment before continuing with a flip of her hair. "Your men will ride in or drive these vehicles to the location after a signal is given. Amidst the chaos; you will begin handing out weapons to those who have chosen to flee. You may decide how to get your men out of there after that..." She smirked, leaving in the air the fate of the transport helicopters.
She tilted her head; "Your down payment will be in cash, your payment upon a success will be a substantial discount for any services from my company," She paused and touched her lapel, the black lotus insignia on it glinting. "As well as other opportunities in the future..." | TAG WORDS NOTES

He wasn't the best player in smooth talking. Especially with women like Sonya it was a difficult game, so much could go wrong, was different and so on. It was hard to pinpoint what he could say and what not. This made him a man of not many words and that's why he had only said interesting. He knew very well that Ishtar would get into further details if he just showed a spark of interest. This is why Gaito nodded firmly when she said she would present the finer details, indeed she should. He made a whistling sound when she said that there were three thousand individuals in Fuchu. He never counted that, he also did not care for the general public about it, he was just... caring about his own. He nodded slowly and gritted his teeth. Yea, heroes weren't his favourite. How did she get all this information, it was surely interesting but how? There was no time for such "silly" questions, he was sure she would call it that. It did not matter where she got the info, it mattered if he would do the job.
His eyes followed the movement of her legs before turning to look at her silvery hair and turning his attention away. That was silly too. He was responsible for getting his men out. Hm, that was a bonus to that, he didn't feel like a reunion close to such a prison. If he just did his job it was fine. He would get some of them back. He wasn't stupid, he wasn't anything like that but that opportunity, her touch to an insignia he had seen more often made him very curious, getting his men back, getting his hands on weapons, money and other opportunities, it would be worth his time. He had to pretend not to be so stupidly greedy and thus sat quiet for about a few seconds. "Can I ask you why the prison?" It was a risky "silly" question that he thought of before, but he was curious to it as well, either she would explain or she would keep it a secret but he moved his hands through his hair, "I mean, I will do it." He would get his men ready, delivering weapons was definitely in the capability of the Red Kapps, so there was no worry about that. It was the worry of what would happen at Fuchu itself.

She was a little surprised, to be honest, that he'd been ballsy enough to ask that particular question. Of all the things he could ask, of all the opportunities he had, of all the different chances and possibilities. She canted her head left and right, considering how to answer him. Why Fuchu? Did she just tell him the truth? She wondered if he was ideologically compatible with her way of thinking? Unlikely. It was best to come up with something a bit more palatable for a man like him. She let out a small breath and rested her hands on the arm of her chair.
"Why Fuchu?" She waved a dismissive hand; "A favor," She checked her heavily manicured nails as if she was talking about the weather and not staging a mass breakout at Japans Number One Supermax Prison. "A dear friend of mine cares deeply for someone there, so I've decided to do them this favor in return for something in the future;" That's all this was to her, or at least, that's how it was supposed to seem. This was a "favor" not some great challenge. Certainly it was one of the most difficult and dangerous things the villainess had ever done, but as long as she made it look like she was unflappable perhaps her reputation would spread even farther.
That's what she wanted after all. She stared at him in silence for a few heartbeats after that; "Good to hear you're in, I hate being disappointed," She said, drawing out her phone and putting it on the table. She tapped the screen and a small image flickered to life just above the screen; a rudimentary hologram. She tapped it twice and nodded to him. The image on screen was of a pending transfer to a bank account of the promised down payment.

It wasn't specifically Fuchu, unless that was a reason for her answer, but he wanted to know why risk such a stupid job. Why was he himself risking it? Was that something, she thought of as well? He doubt it, rumours enough but he really did doubt it. Now he would just see if she would answer or if she would basically spit fire at him and he would just let it be. He was maybe slightly afraid of her and what she could do, but the thing was that he did not feel like just doing whatever and that he would not want to be nothing. He was the boss of the Red Kapps, that meant he had to give off a bit of the reputation that the group should have and hold.
Gaito slightly raised his eyebrow when she only said a favour. Seriously, a favour, okay... your funeral. "Of course." He nodded, she had friends? Truly? But he did not say anything about that and only nodded to what she said. But something in return in the future, that's how their world worked. Now hoping you could really depend on such people of course. He would see how it goes, with luck he got two big things out of this; his men back and money. And a promise of some interest and some fame about the Red Kapps, he wouldn't mind that either.
She seemed to be okay with his decision to help, she had always known he couldn't refuse her. But he let the facade hang in the air and gave her a simple smile and continued to look at what she was doing. "But of course." He repeated and he followed her instructions to the bank transfer and so on. He was going to be ready for the big day.
