The terrain, according to part of her security detail, was especially rough in this area. Even so, the new shock system that had been built into the humvee was proving to pay dividends. The ride was smooth for the most part while they cantered their way up the sun-baked mountainside. Occasionally a report would come in from one of the units set around the main caravan, but even then there was no immediate sign of the Devils and their leader; Sunaho. Not that Ishtar expected it; Sunaho was seasoned, experienced, and powerful. She wouldn't make a rookie mistake like being spotted by a paid security detail. Ishtar crossed her legs, feeling the fabric brush her skin; she wore combat cargo pants and her villain uniform. The rebreather secured over her mouth and distorting her voice. She glanced over at the four men accompanying her. Mercenaries. Besides them four others were keeping an eye on the outskirts of their caravan resulting in a total of eight professionals in her employment. The rest were general employees there to help demonstrate product. After all; she was here to make a sale and support a local villain group. She smiled a bit beneath her rebreather, the activation lights on the side flashing as she took a breath. She crossed her legs again and looked at the man to her immediate right; he was listening to something on the comm channel before looking back to her. "We're here boss, they're waiting for us," He said blandly, tapping his watch, right on time. Outside, in the clearing in the woods near the plateau that made up the top of this particular mountain, a trio of unmarked ASTA Corporation vans came to a stop in an even line with the humvee stopping last, angled to make a quick getaway if necessary. The rear door opened and Ishtar stepped out of the vehicle, glowing brightly. It was the dead of night, Ishtar refused to be exposed to direct sunlight, and so her glow made her look even more dramatic against the backdrop of stars. She restrained the glow until it turned into a sparkle on her skin before approaching the other party that stood upon the plateau, her hands outstretched. "Sunaho dear! So good to see you! Thank you for coming! Now, shall we get to business?" Ishtar said, gesturing at the cars. | TAG WORDS NOTES

ASHES TO ASHES, DUST TO DUST "You're sure we can't just swipe the shit and throw the bougie bitch off this mountain?"
Sunaho's suggestion was met with a roll of the eyes by her compatriot. They'd been waiting on this mountaintop to meet their supporter for about an hour now, having gotten there well in advance to avoid any surprises or ambushes. Sunaho didn't seem fond of the meeting in general, let alone waiting for it. "Play nice, Sunaho. Good connections are the difference between life and death in this business. Leave your ideological differences for later." Matsuda would reply firmly, looking back to some of the few others they'd brought. All of them were waiting in a nearby pickup truck, ready to take whatever it was they bought up front.
The green-haired woman hadn't exactly dressed for the occasion, simply donning her usual outfit. She didn't want to put up any pretenses about what this was. Just one criminal doing dealings with another. Each of them had their own ends, and that was it. Sure, the one selling them this shit might be a greedy corporate dog, but Sunaho knew she'd have to put that behind her, one way or another.
This was all for her family, after all.
Shinagawa hadn't gone quite as they'd planned, but the gang had managed to make off with a decent haul in the end. From there, it hadn't been too hard to convert it into cash. Now, here they were, making an investment with those funds for a better future. Not just for their gang, but for all those in the dirt they'd try to help...
Sunaho put her hands in her bomber jacket as she waited impatiently for the caravan to arrive. Matsuda and the rest of her gang were in their iconic skeletal masks, while Sunaho herself had no such means of hiding her identity. She had never cared to keep it all a secret.
Her 'old life' was long gone, so why bother worrying about what people could dig up about it?
Just when Sunaho was about to make another snide comment to Matsuda, the sound of heavy vehicles became clearer. Sure enough, the black market parade came rolling up towards them, stopping in an arrangement that made sense to Sunaho right away. They were ready to make a getaway if need be.
She wondered if they'd get all that far...
Practically hearing Matsuda saying "Behave.", Sunaho brushed those thoughts aside, keeping her demeanor cool and casual as the "bougie bitch" stepped out, glowing with her Quirk. All these rich assholes knew to do was draw attention to themselves, Sunaho thought, as she huffed at the display.
The woman approached with an enthusiastic greeting, Sunaho groaning internally.
"Yeah, yeah. Let's get this over and done quick, alright? So let's 'do business'." Sunaho said with a disparaging tone. She was cooperating, but perhaps not in the most pleasing way...

The glow simmered and faded after a few moments, a faint gust of air rushing back to press against her skin now that the aura had dispersed. The result was a faint gust of wind that tousled her hair and clothing. She crossed her arms behind her back as her silver locks settled and she leveled her gaze at Sunaho and her compatriot. What was his name? He always stood a bit closer to her, like some manner of lieutenant. Good to know that she had someone she relied on that much even if she didn't have a clue as to who he was. Ishtar's eyes crinkled in a dramatic way to show her pleasure; "Ever eager, Sunaho dearie," She gave a slight bow and gestured to the several large armored crates being pulled from one of the humvees.
The security team that joined her brought the first to Ishtar's feet and knelt down, sliding in a card key and entering a series of numbers before the crate would open. The man stood back up and took a few steps back while Ishtar reached down into the open crate.
"The first item..." She said as she drew the weapon out, "Is the ASTA Technologies Linear Burst Rifle, This is the underworld variant of the AT-LBR. No Serial Number, No defining traits or features besides the core design. The intent is to make it appear as a knock-off," She said, before snapping her fingers at the man aiding her. He handed her a set of ear-protectors while she turned to face one side of the cliff devoid of people, a row of rocks formed a suitable firing range across from her.
"The LBR fires in controlled pulses that can be tailored. Adjusting the dial on the stock will adjust the amount of shots fired per burst from one," She cracked off a shot, "To five," She depressed the trigger and five shots rattled off in one burst, "To full auto," She pulled the trigger and held it, a hail of bullets darting toward the rocks. The bullets began to whittle away at the surface until a portion of the stone was nothing but fine powder. She glanced over her shoulder; "Flexible ammunition stock, but keep to 5.56 if possible, the stock has a gel-based recoil diffuser based on one of my engineer's quirks. Even a child can fire this comfortably," She rattled, turning her gaze toward Sunaho and held the weapon up;

ASHES TO ASHES, DUST TO DUST It was always performance with this bitch. That was what Sunaho had noticed during each of their encounters, as simple an observation as it was. 'Ishtar' always took presentation very seriously, as though every move she made was under the scrutiny of a live audience. Then again, Sunaho perhaps wasn't the best person to judge... The younger woman knew the importance of appearance, of something as basic as 'reputation'.
She'd learned it thoroughly during her time in 'that' occupation. She'd learned a very different variety of it since hitting the streets.
With a watchful gaze, Sunaho observed as Ishtar unveiled the first item on display. It looked like a standard assault rifle to Sunaho, but a low whistle from Matsuda behind her had the woman guessing that it was some pretty serious shit. The whole effort to 'disguise' it was clever too. Sunaho had to give the rich bitch credit where it was due.
It looked like a pretty powerful weapon, was Sunaho's simplistic take on it. Destructive capacity was the main concern, and it already ticked that box. Furthermore, it looked relatively easy to use. The bursts would be good for men, as would the recoil diffusion. "Huh. Not bad, not bad. Most of my men aren't used to firearms, though. But if it's easy to use as you say it is..." Ishtar offered the weapon to Sunaho, and the green-haired woman took it into her hands. Only to gesture over her trusted compatriot, and hand the weapon off to him.
"Guns aren't my thing. Need the opinion of a 'soldier'." The woman explained, passing off her ear-protectors as well. Without a word, Matsuda put them on, and readied the weapon in his hands. It looked like nothing more than habit to him, as he raised the weapon at the rocks nearby. Sunaho's ears took a sandy shape, covering her eardrums for safety, as Matsuda fired away.
A few precise 3-round-bursts was all he needed, snapping to a different rock each time, before lowering the weapon. His trigger discipline betrayed his own experience. "It'll do just fine. A few of these certainly won't hurt, at least for the boys who can use them." The masked man uttered, Sunaho grinning in response. Looks like they had a decent first hit, but...
"It's a 'maybe' for this one. Thing is, on the streets, it ain't always feasible to transport and carry rifles. Show me somethin' more compact. Maybe some gadgets for the boys we don't wanna give guns, too..." Sunaho would request of their 'host', intrigued to see what else might be up for grabs...
Matsuda was right, this was a somewhat beneficial connection to have...

Ishtar watched with smug satisfaction as Sunaho's compatriot made the short trek over to take up the weapon and experiment with it. He knelt and readied the weapon in his hands and at that moment it was clear to her that the guy knew what he was doing. He took a few three round bursts with the weapon before lowering it, trigger discipline giving even more clarity to his background. A soldier eh? Perhaps special forces? Sunaho knew how to pick them. Ishtar's eyes flicked over in Sunaho's direction, the pink glow meeting the other woman's own eyes. Curiouser and curiouser. All that said, Sunaho's verbal reaction was also expected. The woman didn't come out all this way to be wowed by the first product Ishtar had to offer. There were others.
Ishtar began to set out a variety of boxes and suitcases, each of them with either a prototype or sample weapon. Several of the cases were about a foot in width, one was several feet long, and the last one Ishtar placed in a place of prominence atop the original crate. This case was far more high tech and even had a thumb scanner on the handle. Ishtar glanced in Sunaho's direction again, a smile playing on her features. No, she wasn't going to show the best one off just yet. That was a surprise, the results of her research into Sunaho's quirk and what she believed would be a way to help the woman reach the next level in power. Sunaho could believe what she wanted, she could think that Ishtar was out for her own self-gratification, and she wasn't wrong that wealth was definitely ideal. But Ishtar also believed in her vision for a villain society, one where the villains helped empower one another.
Ishtar opened the smaller of the cases, pulling what appeared to be a cellphone out. The flat device was the width and lengh of the larger screen numbers that were popular among most young people. It had a thick frame and a clip on one side to mount on a belt. It even appeared to have a camera on the back. All of it was for show. Ishtar held the small object in one hand, extending it to Matsuda for a moment to let him give it a brief look. She didn't let it leave her hands yet though. Instead, she drew a small cip of pistol ammunition from the case, and with a flick of her wrist one corner of the 'phone' slid off into a handle, revealing a trigger. She gripped the handle, sliding the clip in and checking that the clip was secure she aimed at the rocks again and fired.
The crack crack crack of gunfire that followed eneded just as fast as it began. Each bullet hitting near the intended mark. Ishtar was not a stellar shot with a gun, she was aware of that, but she was good enough. She disengaged the clip, letting it fall into one hand and closed the weapon, handing it off to Matsuda to try out for himself while she backed away.
"The weapon I just demonstrated and your friend is now holding, is ASTA Technologies Diplomat a 'special action' series weapon, hence the name. The Diplomat in travel mode presents the appearance of a common smart phone. It can be worn on the belt as well. The flip mechanism that switches it from travel to firing mode is simple enough, depress the spot just beneath the camera to release the latch and then pull it all the way back so the barrel and clip slide align," Ishtar explained, "Afterwards, simply introduce standard pistol ammunition and fire," She rubbed her thumb; "The recoil chamber is advanced, but still packs a bit, the tradeoff for stealth and size was a net loss in comfort."
She nodded to Sunaho's companion; "Firing range is yours." | TAG WORDS NOTES

Sunaho really hated admitting when Matsuda was right. This connection was proving fruitful already, and Sunaho could see how her cause would benefit from it... Yet, even so, she couldn't shake the unease that came with dealing with this 'bougie bitch'. They could not be more ideologically opposed, and Sunaho was well aware that if such differing views with equal ambition might one day clash... Well, perhaps at that point, she'd regret buying guns from a dangerously gluttonous businesswoman. That day would not come for some time, however...
Until that day, Sunaho had to admit that she was out of her depth. That the Dust Devils weren't the Yakuza or Russian Mafia. They of the dirt couldn't fight against their oppressors as they were now, so superior firepower was entirely necessary... Despite her objections, Sunaho still trusted Matsuda, so she followed through with the deal.
The green-haired woman watched as the elegant Russian made her way over to some of the other merchandise. After seeming to mull over what to present next, Ishtar settled upon something smaller. More compact, Sunaho presumed. The cellphone-like device that she presented was, at a very well educated guess, some kind of hidden weapon. After all, Ishtar wasn't about to try and sell them some smartphones.
As she presented it to Matsuda, the man looked it over. Trained eyes picked out the parts that gave it away as a firearm, but also recognized that a less trained eye, or one peering from farther away, would not so easily pick it out. Ishtar showed how smoothly one could transform it, quickly unloading a few rounds nearby. Though obscured by his mask, Matsuda had an impressed look, and gratefully took the weapon with a thankful nod.
Sunaho crossed her arms as she listened to the spiel. It sounded pretty useful, alright. A nice tool to have on the streets or in more delicate operations. It could be used stealthily or as a regular piece, if one needed to draw and fire quickly. "Crafty shit. 'Diplomat' is a pretty nice name for this nasty piece, y'know." The woman commented, not having much to say until Matsuda gave his seal of approval. Once more, the older man fired off several rounds, displaying a trained ability with the weapon that made it look like routine. Once he was done, he'd look back to Sunaho.
"Given its size and stealth, it doesn't sacrifice too much in the performance department. It'll take a bit of teaching, but some of these would open up our tactics." The masked men commented. Nodding lightly at his words, Sunaho would look to Ishtar once more, remaining restrained in her tone.
"Some of these, some of the rifles, and some regular handguns. In terms of firearms, that should have us covered unless you got any other surprises." The green-haired woman paused, thinking for a few moments. Obviously, they did need more than just guns.
"What do you have for less-than-lethal? We ain't a fan of hurting Civvies, with some exceptions. But anything that helps us in a crowd, or storming somethin' populated would be handy. Any other recommendations or surprises would be nice too."

Ishtar tilted her head in Sunaho's direction. The lenses of her eyes going through several micro-focuses. Her expression was infuriatingly placid, obfuscating her intent. That ethereal; thin lipped smile that she used to regard everyone, friend or foe. She glanced once at the man testing the weapons and once at Sunaho; her steady gaze unblinking. She had no need to blink after all. It allowed her to be a little... unnerving at times. She resisted the urge to gloat when Sunaho made her admission through strained tones. It wasn't that much of a surprise; the two of them never liked one another. Though while Sunaho made no secret of her distaste of the 'bougie bitch' Ishtar preferred to express her dislike of the 'swarthy brat' by relentless and overdramatic flirtaiton. The reactions were always a delight.
"Surprises? Me? I daresay I could show you a few later if you'd like to shave off part of your bill..." Ishtar teased, laughing before putting her hands on her hips and glancing off at a few points on the mountains beyond. She sniffed, thinking before nodding; "I have a few suggestions, dearie, one in particular might be more your speed... I don't usually deal in non-lethal with small-arms..." She admitted before gesturing toward the vehicle; "Get me a case of P40s," She ordered. One of the men rushed off and grabbed a metal crate about the size of an old military ammunition canister and rushed it over, putting it at her feet. Ishtar kneeled down and drew out what ... could only be described as a paintball bullet. She rolled it over between her fingers and looked up at Sunaho.
"Standard paintball guns will work with this, it's what's inside the pellet that's revolutionary..." She said softly, handing it over to Sunaho's partner. "Inside is a heavily modified skin-absorbed narcotic. The drug was altered from simply being a downer to a repressant. The liquid goes through clothing and is absorbed by the skin; it then afflicts the nervous system causing an intense sensation of fatigue, listlessness, and lack of agency. Yes, they're depression in a bullet," She chuckled, glancing up at Sunaho; "Will that suffice? I have a thousand rounds between that canister and the two in the trunk of that vehicle; that should be enough for you, mm?" She insisted, crossing her arms and leaning against the vehicle nearest to her. Her eyes flitted once or twice between her guest and her subordinate, watching, wondering. | TAG WORDS NOTES

Sunaho let out a scoff at Ishtar's offer of surprises, while Matsuda smiled cheekily behind his mask. The two were hitting it off, in a way. It was a unique kind of trust bred from the fact that they were both entirely honest with their mutual distaste, and as such, neither could truly deceive the other. "Dunno what you take me for, but I'm sure you can afford girls who're better at faking it. Let's stick to the guns, at full price." Sunaho would retort back, seeing what the woman had next in store.
It seemed that even a specific request like less-than-lethal arms could be fulfilled. Sunaho noted the wide variety that Sonya had available and how that might help them in the future. This time, Ishtar had quite the interesting display. What she showed seemed to be a paintball pellet, and at first Sunaho thought she had an idea what it might be. She had seen some police uses weapons that looked like paintbull guns, only, they fired 'pepperballs' designed to incapacitate the target.
However, the truth was much more interesting. Matsuda took the pellet and started looking it over while Sonya described the effects. It was quite similar in effect to the 'pepperball' gun that Sunaho was imagining, but it seemed to be less painful and more effective at taking individuals out of the fight indefinitely. When she was done explaining, Sunaho would nod simply to her. Wasn't too much to say about this one.
"It'll do. A 'deterrent' like this is exactly what I was looking for. Add it to the bill..." Sunaho stated, while Matsuda tossed back the pellet. "That should cover us for now, Sunaho." Matsuda would utter simply. However, the green-haired woman cocked her head once more at Ishtar.
"It should be. Unless there's anything else you wanna show us."
Sunaho had a feeling that this woman was the kind to want to end on a dramatic note, after all...

Ishtar pressed her lips together and couldn't resist a smile of her own. Sunaho had a delightful way of biting back. She was certainly not the kind of creature that Ishtar would keep in her inner circle, and in fact, she loathed what she was trying to do. But... business was business and she could rely on Sunaho to both pay and hold to her word. More importantly, she could trust Sunaho would make great use out of whatever she got from Ishtar. Which was why Ishtar had spent so much time, and money, on the showstopper. Ishtar turned away and snapped her fingers, nodding to the trailer. "Bring it here," She ordered without any further explanation. Two men nodded and one opened up the last trailer, they had to go through a few layers of security before pulling out a shockingly small metal suitcase.
Ishtar ran her delicate fingers over the suitcase and flicked her eyes up at Sunaho. She let a bit of her radiance out; a pale white light that glittered around her. "Arms dealing is fun," Ishtar began as her eyes began to glow. "But that's not why I do what I do, and you know that Sunaho. I want to be your Goddess of Victory, oh Villain," She said, a phrase she'd said many times when preparing to offer something special to someone special. "I've been watching you closely Sunaho, and not just because I admire your figure, dearie," She laughed and tapped the metal case. "You've impressed me, and I want to give you something as a... blessing of sorts. An earnest wish for your victory in your upcoming endeavor, whatever it is," She added, and ran a card through a reader; unlocking it and revealing a slender gauntlet with what appeared to be a projector ring around the wrist.
"A few names for this beauty have danced around the lab for the past month; officially it is the CSG 0X40, Custom Support Gear. The ring activates with a flick of the thumb; causing a field of plamic heat to form within a magnetic field." She smiled a twisted smile; "Just enough to turn sand into glass," Her eyes sparkled. "It's yours Sunaho, no strings. A gift from me to you," Ishtar said, placing the gauntlet back in the suitcase. | TAG WORDS NOTES

Business was business. That was what Matsuda had told Sunaho before coming here, and was very much the thing getting her through this meeting with someone so ideologically opposed to her. An anarchist meeting with an arms dealer could only be possible when both were achieving their own goals, and Sunaho was very interested in doing whatever it took to achieve hers... Besides, she was fairly sure she'd point these guns at Ishtar some day anyway.
Not just guns, it seemed, as Ishtar had one final surprise for Sunaho and her crew. Ever with the theatrics, the woman brought over another case, and the villainess begun another one of her speeches, with Sunaho quickly rolling her eyes. Goddess? Who the hell was she even fooling at this point, Sunaho wondered. Matsuda was watching with intrigue himself, though no more convinced himself.
The green-haired woman was all but sneering at Ishtar at all this talk of blessings and goddesses, though kept her eyes on whatever it was Ishtar was offering. A few moments later, the woman opened the case, and presented the odd gauntlet within. Its functions were equal parts interesting and surprising. It as more than a little unnerving, thinking that Ishtar had made this specifically for her, though the functions and their uses were obvious right away... The ability to turn her sand into glass... That was indeed something.
The benefits were clear, and that clarity shone through. Enough so to make Sunaho quite readily grasp her own feelings on the situation, on this little 'present' of Ishtar's.
"Keep it."
She uttered, flatly and calmly. Sunaho stared right at the woman, smiling lightly. "I didn't ask for a Goddess, and if I did, you ain't it. A blessing from a false Goddess I don't even believe in just doesn't feel right. Sorry." Sunaho wanted to get into it more, to really tell Ishtar how different they were, how much Sunaho didn't care for the idea of gifts and blessings from her, of Ishtar using Sunaho like nothing more than another piece in her game.
But, this whole ordeal... The clarity gave Sunaho a certain smugness, and with it, a certain restraint.
"If I ever decide I want it, I'll just take it, anyway." Sunaho uttered, glancing back to Matsuda. "Guess we'll wrap up here then. I trust the exchanges can be handled by our guys, unless there's anything else you wanted to bother me with."
If there wasn't anything else Ishtar was interested in, and the transaction itself was all sorted, Sunaho wouldn't delay on heading back to her own vehicle, ready to help load up their spoils, and assuming Ishtar wasn't going to stick around long herself. As Sunaho leaned against the hood of their pick-up truck, ready to hand over payment and haul home some goodies, she did decide for one last gesture of good business between the two of them.
"Oh yeah, be careful with that Goddess of Victory gimmick." Sunaho teased. "Never know when someone else's victory is your loss, after all."
