Introducing a brand new innovative initiative for your children to learn about trust, teamwork, discipline and most importantly, FUN! The Busy Bee Initiative hopes to take the wonderful groundwork laid by the centuries old Bōi Sukauto Nippon Renmei (ボーイスカウト日本連盟; Scout Association of Japan) and create something brand new for this modern age of Heroes! We here at the Busy Bee Initiative believe that Heroism comes from the heart, not from the flashy powers or costumes, so we seek to encourage young kids from Elementary School age all the way to High School understand the importance of teamwork, friendship and working together for the common good of the people with the work of their own two hands!
Fundamentally we seek to provide aid in this critical time to disaster relief efforts by utilizing the Busy Bee Initiative to perform incredibly low-risk tasks that would normally take the time of busy Heroes and rescue workers! For example setting up medical tents, low-risk courier work for essential medical items, small technical jobs such as tying ropes, low-risk repairs, setting up roadblocks, etc. All far away from any disaster or emergency and only employed in times of great need or low risk! We hope to give your child the practical education they deserve!
The Busy Bee Initiative is a voluntary program and we do accept children with Quirks. However, we are a no-Quirk organisation! Which means children with Quirks must be prepared to work entirely without them and any use of these Quirks shall be grounds of immediate expulsion! Children with Mutation-type Quirks are accepted also, however this will be on a case by case basis, so as to not upset the other children.
We operate upon three basic ideals:
- Cooperation!; No fighting, shouting or swearing at other children will be tolerated!
- Learning!; Teaching children to work together to learn practical skills and help society!
- Fun!; We want children to enjoy being a part of something and offer activities and team-building opportunities!

Wow, what an interesting flier!
However, let's talk about the more nitty gritty details of this new initiative, shall we? First of all, why this was set up and by whom. After all, knowing who commissioned such a project could give us insight into it's true goals. Well, in reality, this initiative was set up by government-sponsored organisations in favor of abolishing the Hero System and is part of a series of initiatives designed to prove that Quirkers are not needed to defend society or assist with disaster relief. In fact, it was created in response to the drafted legislation that eventually created the Hero System and with it, U.A. Academy. As such, students from U.A. are spitefully not allowed to be admitted to the Busy Bee's Initiative.
It is fundamentally build upon the foundation of the Scout Association of Japan, which before it's transformation did not accept Quirkers and thus had begun to fall out of favor and use, with around 30% of it's potential memberbase cut off. Re-tooled and re-purposed, these Scouts were seen as the best way for anti-Quirkers to inject their message into the next generation of children and to force Quirker children to understand their place in the wider circle of society. Not Heroes, not Villains, not Vigilantes, not special children but an equal part of a whole where everyone should perform their work with their own hands rather than relying on what they believe are 'cheap tricks' or 'unfair advantages'.
Structurally, the organisation formats itself around children between the ages of 8 and 18, splitting those into year groups. It is of course all voluntary, so depending on the influx of new members, their year group sizes can vary; though generally an average estimate is around 30 per two-year group. Volunteers are expected to remain with the organisation for as long as they can and earn as many merits as possible in that time. The longer one stays in the organisation, the more respect they are given by the children below them.
During relief efforts, these year groups are organized under Supervisors and a Queen or King Bee is elected from the class. Generally the most responsible and mature child in the group becomes the King or Queen Bee and it is their job to act as representative, leader and organizer for their peers. Often this is signified by a black hat with bee antennae, as opposed to the white hats with bee logos that have become a staple of their look. Younger kids are generally given the less dangerous jobs, such as setting up medical tents and transporting medical goods like bandages, etc. However older members, generally those of high school age, are taught basic techniques in rescue and recovery, as well as asked to assist in activities such as rubble clearing, long range courier services or even providing basic medical assistance or first aid.
To qualify for any of these jobs, especially the high risk ones, kids have to perform a training course in their camp in Nikko National Park with at least an 85% efficiency rating and a 95% safety rating. Doing these training courses is what earns them their 'merits', which are the equivalent of the badges used in the traditional Scout system. These merits are also generally badges, however, and are often worn on their hats or during winter, scarves. Parents may remove their children from the course at any time, however if a child is noted to possess the skills the Busy Bee's Initiative teaches, they may indeed have much higher job prospects in the future and may work better in teams.
The question is, does this initiative achieve the aim that it's founders initially set it out to do? The answer, quite simply, is no. With Quirker and non-Quirker children working together in an efficient and harmonic manner, they are in fact creating a next generation that will undoubtedly be more accepting of Quirks in general. However, the effects of this may not be seen for a great many years and the anti-Quirkers still appear to be blind to their folly.
