Italy has always been at the heart of migration, whether the people came from the Middle East or Africa, the boot-like country was one of the first where people tried to land and start a new life. No matter what war, the idea of the west and with that Europe played parts of being safe and wealthy enough. Italy was for sure no exception. With the rise of the quirks and the impossible decisions for country to accept it or fight it, people fled, either they fled for the quirkers or they fled because of the quirkless. This flooded Italy with migrants from almost every country that you could think of, especially because the country in general was not for or against any of the new groups that started, it was rather neutral and positive in both regards.
The government of Italy only saw one problem: their culture was disappearing as well. With everyone mixing and leaving and coming and going, it was hard to say what was real Italian and that was without a doubt a big issue. The only thing the government thought about was getting a helping hand from a group that wanted to stay Italian to the very core: the Mafia.
The mafia obviously accepted the opening of the government and with a tactic force they slowly but steady took over and infiltrated, they had a strong and disciplined reign. They did not change their opinion about quirks, they did not have to do with the business they acquired, but they definitely wanted to keep Italy as it suppose to be. Keeping their culture and customs.
The general use of quirks on the street were prohibited, and leaving it to be for hidden places, except if you had a license or a direct link to the mafia group. This wasn't the idea of a pro-hero license, this was just simply being on the good side of the right family. However, even not being on the good side of the mafia did not stop people who wanted to overthrow the government.
Up until this day that has not worked out, the vigilantes are trying to make the country a little better but in general the Italians and the many immigrants are doing okay under the reign of the Mafia, it's not that scary, it's just strict and as long as you show a love for the culture of Italy or are Italian, you are doing fine. The new government, although it has been going on for a while now, is not blind for what the world is doing and changing towards. Looking at the example of Germany and Japan, they send their first few students to Germany to get an idea about how it works and if the country can install that themselves, after all, they have a lot of people with different ethnicity around, that could bring a good starting point for those of other continents to come to Italy for the education. This would bring tourism, investing in the economy and a good example. Something that the government likes as an idea. The government will, of course, pretend the Mafia isn't doing their bad business but the rest of the country doesn't have this opportunity and still needs to be stopped.
Heroes who would want to have their license in the Italian country would need permission of the government and won't work against them like the vigilantes do, this brings safety for the government, which sounds like a perfect idea.
