It is no secret that there are all sorts of Quirks in existence. The most known usage of Quirks is obviously found in Active Duty tasks carried out by Pro-Heroes, for example, the act of fighting villains, rescuing civilians and so on and so on. However, in some cases, there are Quirks which actually might prove to be useful for supportive tasks, like investigations, logistics, medical work. Some might even be able to use their Quirk to improve the efficiency of their work.
Of course, there is no doubt that Quirks require a certain degree of control and mastery over them before they can be used. As a result, the development of the Quirk Usage License was made.
The first, and perhaps most noteworthy matter is that a Quirk Usage License is not similar to the license a Pro-hero has. The main difference is found in the fact that the license holder requires the vouching of a professional, for example, the head of a police department vouching for the usage of a detective their Quirk in case of an investigation, or indeed in worst-case scenario self-defense. This requires obviously a certain degree of trust from the vouching individual, for this professional will be held partly responsible for your actions while using your Quirk.
As a result the people with a Quirk Usage License are contracted/partnered temporarily up with a professional, for example, a sidekick for a Pro-hero, or in some cases a civilian or Vigilante with a good reputation might be contracted with the police to solve a matter, which can lead to them getting a recommendation for a Pro-Hero status in the future.
It is important to note that the situations one can use their Quirk in legally are very limited, and similar to a police officer using their gun, a report for the government tends to be written for each Quirk usage the license holder made.
In general the license can be obtained in the following methods:
- When vouched by a Pro-hero a student can earn a temporary license during their third year at U.A while working as a sidekick for a Pro. Adults can go straight into sidekick status after a form is filled in for the government
- Vouched by a governmental agency or the police (much harder to obtain compared to the first)
Note: An examination is usually held to show you have a degree of control and the right mindset to take on the responsibilities of being allowed to use your quirk.
Known Quirk Usage License Holders:

Usage: Logistics Support, Medical Intervention and Self-Defense during PSC-sanctioned missions
