Saint Marta's Orphanage is a building about 30 minute train ride from the edge of Tokyo, situated in a small, cute village. While it's architecture is no different than its surroundings, aside from being split among a few buildings, it was named in a 'Western' style in order to be more cute and approachable. It was originally a shrine that fell into neglect and disrepair, but in recent history it was bought, repaired, and repurposed, osentibly to create a haven for the downtrodden, the lost, and the needy children of the country. Strangely, despite being an orphanage, not many people visit it.
Putting an outward appearance of kindness and comfort, Saint Marta's is, in fact, a scheme, primarily for tax evasion and money laundering, run by a small but relatively strong criminal group, one that operates in a small section of Tokyo with fingers in a few surrounding villages. Saint Marta's is, in fact, more of a prison; children are treated almost like animals there, suffering abuses of all kinds, not allowed to leave, and even occasionally forced into Saint Marta's secondary business, Quirk Selling, wherein they're forced to use their quirks for lucrative dealings. Even the children don't often treat each other well; a microcosm of prison, bullying is common.
Often times, escape or aging out are the only ways out of Saint Marta's, with trauma often preventing the children from speaking about what's inside, and those that are brave enough are controlled through other means, occasionally death. Saint Marta's secrecy largely stems from its off-the-beaten-path position, but careful press releases and manipulation keeps it in good light as well.
