APPEARANCE AND PERSONALITY
Appearance:
Axel is, technically, just the TV you see as his head. Encased in a humanoid robot exo-skeleton, typically painted a pale green / blueish color with yellow highlights. He stands fairly tall, or so he might at least appear due to the lanky build of his robotic frame work. He can easily wear clothes, but can easily go without, ranging from him typically found in no clothes, or just wearing a jacket, or wearing full sweatpants and a hoodie deisgned to fit his head.
While his mechanical build can vary, tinkered with and adjusted over time, his general build is heavy in the upper torso to store his internal batteries, with reinforcement in his forearms leading to them being bunkier than the rest of his arm in turn. When not equipping himself for combat, he can seem extremely slim and frail, designed more for dexterity working with his machines, and in combat, can appear bulkier, as he prepares himself with physical reinforcements.
If he ever wanted to, a paint job is not out of the question.

Axel is a pretty laid back chap all things considered. Despite the hand he was dealt with halfway through his life thus far, he's adjusted fairly reasonably. He'd spent so much time in a shit situation, that an upgrade to that shit situation was enough to level him out. Once you've been in hell for a few years, Earth looks like heaven and all that.
While he can be pretty reasonable and open to discussion, he has his limits. When he feels he knows his shit, or is very sure he is correct about a topic, he will not bend, and will become very aggravated very quickly. In short, he dosn't deal with dense people, and if he dosn't show leniancy on a topic, he's either right, or needs a good slap across the monitor to reset his train of thought and get on the right path.
Being fairly laid back,he can underestimate his own abilities a lot. He recognizes what he can do, but rather, dosn't see it as a big deal. Hacking, mechanical work, he treats it all like a hobby he just happens to have some know how about. Praise of his work will be quickly dismissed with a 'ah it was nothing', but when a challenge was truly...well, challenging. Like creating a prosphetic limb, or hacking into a particularly difficult firewall, he can find himself latching onto that achievement for weeks, but only if he himself truly recognized the difficulty he faced in pulling it off.
Due to his lack of neccesities, and his sole need of plugging himself in once in a while, he's very used to just...chilling. He's used to being in the same place for long periods of time and just making peace with his own company. He prefers to have something playing on his internal speakers, be it a podcast or some music, and will jam out as he works, but patience is certainly one of his virtues, even if also has a heavy penchant for multitasking when dealing with tasks.

HISTORY
Yo Axel robo he was just 14
When he used his quirk on a-TV machine.
He was stuck in it, became unseen.
He's stuck in a TV cause heeees Axel Robo.
Catchy theme song ripoffs out of the way, this is the basic history Axel will share with anyone, only perhaps not in song. As a kid, Axel discovered his quirk in a rather unfortunate way. Axel's quirk, allowing him to push his consciousness into an electricitically powered device, was used by accident when he accidentally triggered it on his family's old VHS TV. Perhaps the quirk only worked with such old technology, perhaps he was just especially unfortunate, but in searching the attic of his home for some form of entertainment, he found himself trapped within the shut down piece of old tech.
He was unaware of what was happening in the world around him as the old piece of tech was left shut down in the attic. Months passed with no perception of time or anything of the like. To him it just felt like a blink when he finally regained consciousness. Able to see through the TV screen like eyes, the next thing he saw was the inside of his father's bedroom, heavily changed from what he'd last seen, a lot messier, a lot less cared for. His Dad looked different too, his hair a mess, bags under his eyes. Able to push his voice out through the TV's speakers, his Dad staggered back in confusion and distress, as Axel made his voice heard.
Learning your parents had found you dead in the attic months ago was not an easy thing to take in, but in time Axel built a picture of the time he'd been missing. Finding him in the attic, supposedly dead, his parents had been through a bit of a rough time. Losing a child, with no explanation as to how, comes with a lot of unplaceable blame, and a lot of distress. The only reason Axel had ever even been found is his parents were considering selling the house and...well. Splitting apart. Plugging him in was just to make sure the TV worked to see if they could sell it to some nostalgia loving weeb for a few extra bucks.
From there, there was a lot of caution. His mother wasn't entirely convinced that what they were speaking to was indeed the son they lost. Axel perhaps couldn't be too sure either, but this...stream of consciousness was what he experienced to be himself. The whole 'I think therefore I am' metaphor. No one else could be convinced he was real easily, but in the world of quirkers, many forms of life had to be considered and respected, and so too did Axel's new state of life.
In time he learned more about himself. Where his conscioussness lied inside the TV itself, that the TV could feel pain as his consciousness seeped through it, and that whenever it lost power, as far as Axel was concerned, it was like he blinked, and suddenly found himself somewhere else.
But, all in all, as unique as an experience as this was, it wasn't a...life. To say the least.
Now, arguments could be made people continued to live in worse conditions. People with locked in syndrome and the like, but again, in a world of quirkers, many forms of life needed to be considered and accounted for, and it was in time that Axel found himself in a program designed to build tech to allow unique quirkers to live normal lives. People who turned into liquids had exoskeletons built for them, people without legs given prosphetic limbs. People who were literally on fire had protective suits.
For Axel, once they figured out how to built outward from the TV, the solution was relatively simple. Whatver his mechinical hardware was directly linked to, he could control, given time and the patience to learn, and with that time, he in turn learned how to build what was being added to him. First a TV with legs, then tiny arms, then both at the same time. Time and time again upgrades and adjustments were made, and Axel eventually had what could, at least for him, be considered as a normal life. He had the knowledge to adjust himself, to fix himself, and continue on as a real person that wasn't bound to just the TV that he could now treat as his head.
Of course...such technological advancements aren't cheap...and not every debt is paid in cash.
