PERSONALITY Penelope is a confident girl that is dead set on her dreams. She is outgoing and ready to help others move forward. She is social and likes to hang out with other people, especially ones with different opinions from her own. She likes to debate and like about a subject matter to come to a conclusion instead of just assuming he is correct right away. She'll even go as far as to argue something she doesn't agree with to make sure she understands each side. Because of the way she speaks and acts, this could come off as fussy or disagreeable, but she usually means it in the best of ways. Aside from that, she can be pretty reserved. her posture and mannerisms are ones that tend to keep her from standing out too much. She tries not to take up too much space or get in other people's way without thinking. That's not to say that she's a pushover though. She is the type to stand her ground until she can come to a reasonable conclusion about something.
Penelope is pretty happy about who she is, aside from one thing. She is pretty self-conscious about her chest and dislikes when others point it out or talk about it. She feels like she hasn't grown enough and that's why she's falling behind in that department. The same treatment is given to the lapses in her past with Project Forme. She barely remembers most of it and does not know what happened to the other people in the project. Instead, she says focused on her future and becoming a hero. She likes to save money and is careful with her spending. Penelope is always looking for deals and lucrative opportunities.
When it comes relationships, Penelope is pretty typical. She is shy around those she likes and probably won't be the one to make the first move. She likes other confident people and tends to like guys that know how to focus on a goal. She likes to be around different types of people and tries to be friendly with as many people as she can. However, Penelope can't stand those that are wasteful and lazy. She feels as though people should put in effort in what they do, even if they have a talent for it.

Penelope is a girl with a small slender frame. Due to years of testing, she has smaller proportions than most girls her age. Oddly enough, she has found that her height and weight can sometimes change with her quirk but has been unable to explore this phenomenon further. She had an unusual hair and eye color, both of which are purple. She tends to change her hairstyle daily and puts effort into making it different and unique at least once a week.
Penelope's most notably and disliked feature is her flat chest. For one reason or another, mostly genetics, she has become a pettanko. It is the one thing she'll become unreasonably embarrassed and fuss over. Aside from that, her is not marvelous. She is on the underdeveloped since when it comes to girls her age. She is small, but not completely frail and mildly athletic.

HISTORY Penelope's history started as one of humble beginnings. She was raised in a good family with few issues. They lived in a small town surrounded by wilderness and farmland in America. The idea of heroes and villains from the city seemed like such a far away thing for her that she never thought she would see any in action. As a child, she always read about them and thought of them as fairytales in some far away land. And even as her quirk manifested and she learned about it, the idea of becoming a hero never crossed her mind. Things changed on her first big trip to the city. It was there that she saw her fairytales weren't so far away after all. She saw heroes out in the open, patrolling and keeping the city safe. It left a large impact on her. She liked the idea of protecting others and keeping the bad guys at bay.
Most of all, however, she liked the thought of rescuing people and keeping them from harm. She vowed to study to become a hero that could rescue others and protect them. Fighting villains was secondary to that, but she felt like she could make a difference. In response to this, Penelope's parents looked for ways to help her become better with her quirk. They looked for courses and tutors to train her to become better. And at least, they found one accepting of Penelope. It was here that she was taught about quirks and how to use them. It was a small tutoring program that tried to learn more about quirks and help people that manifested them. It was never an official school or learning course, just people helping out others when faced with this new evolution of quirks.
It was here that Penelope learned that her quirk wasn't Emitter type, but transformation. She pushed hard and practiced to learn how to use her transformation quirk and the things it could do. At home, however, criminals and villains were taking over with their newfound quirks. Because heroes were yet to become mainstream and most of them stuck to large cities, small towns like Penelope's were easy to take advantage of. In an effort to keep Penelope protected from the threats festering in their town, and to help her become a hero that could help out small towns, they sent her to Japan and enrolled her in the first generation of official hero courses.

It follows the same rules of her natural Forme in terms of duration and energy usage. It passively allows Penelope to increase the power of a spell if the previous spell used was not the same element as the one being cast. It rewards Penelope for rotation her spells once she has access to them. Like her original Forme, it grants a specific spell for each stage of the Forme she gains. Currently, she can't use any stages of this Forme. High Magician - grants the Flame Pillar spell. It allows Penelope to throw a ball of fire that creates a swirling pillar of fire where it lands.Elemental Master - grants the Chain Lighting spell. It allows Penelope to throw a ball of lightning that bounces around targets or points on the same target a few times to cause damage.Aether Sage - grants the Icicle Spear spell. It allows Penelope to throw a ball of ice that causes icicles to zoom in and impale the ball once it hits a surface. QuirkAether Forme
Type: Transformation Rank: E Effect: Formless Aether is a quirk that can control and manipulate a special energy called magic. It is the raw base form of Penelope's quirk before a Forme transformation occurs. In this form, Penelope can create small objects made out of magic to throw or shoot at targets. At her current rank, the best she can do is fire off a magic bolt, magic orb, or a small magic shield. This magic is created from a special pool of energy within Penelope that recharges when her quirk is not in use at a rate of about 5% per post. Each time she uses the quirk in the form of a spell, a portion of this magic energy is used until she runs out. Currently, each spell takes about 25% of her energy pool. Despite what it is called, Penelope's magic does not perform miracles or magic tricks. It is purely an energy-based spell cast that she can use offensively or defensively. The way she uses a spell grants it a special effect. Fired ranged spells can be shot up to ten meters before disappearing in a straight line. Thrown spells only go five meters, but create a small two-meter area of effect once they come into contact with a surface. And lastly, melee spells do less damage but knock what is hit back a good distance. Her quirk is transformation type and grants her access to different Formes. Each Forme follows a theme: Dark, Elemental, and Strike Magic. A single Forme is divided up into three stages, each stronger than the last. Each stage of each Forme gives her a single specific spell she can use as well as a passive benefit to a certain type of spell cast. Each time she moves up a stage in a Forme, her maximum energy pool for magic is cut in half. This means that if she has 100% of her pool in her base form, transforming into the first stage of a Forme will limit her to 50% of that pool. Doing it again will limit her to 25% of the original pool and so on. Spells gained from Formes are not flexible or easily manipulated and are very specific in how they are used. They do, however, follow the same rules as her base spells in terms of range based on how they are used. The Forme most natural to her is the Dark Magic Forme. She can only access the others through an ability that synergizes with her quirk.The Dark magic Forme allows her to alter the direction of a fired ranged spell once after it has been cast. Each stage in the Dark Magician Forme has a name and changes her costume as she progresses through them. Stages cannot be skipped and she must spend time at each stage before she moves to the next one. She currently only has access to the first stage of this Forme. - Dark Magician - grants the Void Sphere spell. Once fired, it creates a dark sphere of magic. Coming into contact with the spell causes it to rupture and deal damage to the things around it.
Void Princess - grants the Plasma Cutter spell. It allows Penelope it fire a laser of dark magic from her finger to cut and damage what it comes into contact with.Oz Sorcerer - grants the Ruin spell. Once fired, it moves a short distance and then starts to draw things towards it. After a single post, it explodes. Drawback: The drawbacks of Penelope's quirk are quite simple. She had a limited amount of magic energy stored at any given them. As she casts spells with that energy, the pool shrinks until she is unable to use it anymore. This energy is replenished naturally over time and currently cannot be restored any other way. Formless spells have no special effects on them aside from how they are cast. In order for Penelope to access stronger spells, she must transform into a Forme. The spells granted there are stronger and have special effects, but aren't as flexible as formless spells. Penelope's quirk is a slow starter. She starts off weak and becomes stronger and stronger as she progresses through the stages of her Formes. She can not skip stages or move directly from one Forme to the next. Each time, she must restart from the bottom and work her way to her stronger Formes. Once her quirk has seen use, Penelope can not advance to a Stage 1 Forme until after 2 posts. She must spend 3 posts in a Stage 1 Forme before moving to Stage 2, and 4 posts in Stage 2 before she can move to Stage 3. She can stay in a Stage 3 Forme for 5 posts until she is reset back to a formless state where everything starts over again. As she advances through stages, her pool of magic grows smaller and smaller. Stage 1 drops to 50% the original maximum, Stage 2 down to 25%, and Stage 3 drops all the way down to 12.5% of the original magic pool she is able to use. This means she has to walk a delicate line of making sure she has enough magic energy to use spells as she transforms, but also takes advantage of the spells she gains access to before she is reset to the beginning. Attempting to use a spell without the needed magic will cause the spells to fail and she will not be able to perform it. Likewise, trying to force a transformation she is not capable of using will instantly knock her unconscious. |

Hello Tipsy and welcome to True Path!
My name is Arkwright and I'll be grading your character application. Your first post seems to be entirely okay, so great job! However when we come to your abilities and quirk there are several issues. I'll take a look at your quirk first since your ability is directly tied to it.
So, in short, the quirk as it exists right now is simply impossible. Not only does your quirk not follow the guidelines for transformation type quirks, but it is such an outlier in general with so many different things that do not work in the setting that it will need to be reworked from the ground up. First to cover the issue with transformation. Transformation quirks work for a number of posts and then go on cooldown for a number of posts once they end. This is how all transformation quirks work here. Furthermore, keep in mind that a transformation can only grant the user three boons, not more. So say transforming into a lizard could grant a powerful tail, claws and acid spit, but not more. When you redo your quirk and in case you still want it to be a transformation quirk please keep those rules in mind, in fact it would be for the best to head over to the Rules and Information section and reading the Guide to Quirks thread before remaking this quirk.
With that out of the way, the very basic premise of your quirk works, that being the ability to manipulate energy for offensive and defensive purposes. What does not work however is that it really is structured more like your character is a spellcaster than a quirk user. Different forms and stages don't work in the setting, especially not considering the limitations of transformation quirks. The energy system you have also does not work with transformation quirks at all, which also makes the various stages unworkable, especially with the post limit imposed on transformation quirks. Having access to different forms is also not allowed as that would effectively make it multiple transformation quirks in one. Your ability has the same issue really since it is directly tied to a different form. All in all, the best advice I can give you is to read the rules and to simplify your quirk. Keep the setting in mind, its rules as well as the rules of the site. Work within those confines and do not add mechanics and systems that directly clash with them.
