The interior of Washio’s was dark and smoky, appropriate for a bar so entrenched in a city of crime. While far from a legitimate business, the higher prices and more than non-existent security meant low-level crooks and drunks looking to party it up were more likely to take their business elsewhere. In a dark corner of the bar, where the lamplights only just illuminated, Goro sat waiting, with a cup of cream-coloured coffee in his hand. It wasn’t good coffee, but it was better than the norm for Shinagawa.
In the last few months, Goro had done nothing of use for the Gifted Underground. After breaking Nick out of jail, all he’d done was “keep watch” on current events, which mostly actually meant sitting around and doing nothing. He wasn’t lying about any of his actions, or lack thereof, just dressing it up in professional-sounding words. Part of it was hesitation, he supposed; Izumi and Eisenberg had done more than enough to cause that.
A good deal of the newcomers to the villain chatroom seemed completely useless to their cause. Edgy teenagers without a real cause beyond violence, those with agendas diametrically opposed to their own, or idiots frankly too irritating to bother recruiting. But there was one newcomer who interested him. Il Padrino.
He was new, not just to the chatroom but to Japan itself, it seemed. He had connections, enough to offer manpower and weaponry for breaking Lavende out of prison, and he was someone Goro didn’t find actively annoying. It would be well worth Goro’s while to make friends with him, or at least not make enemies with him.
No better time to make alliances than the present. So many villains were in Shinagawa at that very moment, it was incredibly likely Il Padrino would be present in the city already. So, he sent him a message through the villain chat, requesting a meeting.
All he could do now was wait. He had cash on him, if it became necessary, and a knife, should things go badly, but hopefully neither would be needed.

Il Padrino: Request Accepted Was the only thing Blackout would get. The two arraged a meeting. Time and place was decided, thus all they needed to do was meet. Giovanni arrived to the meeting place with his bodyguard. He also had a firearm concealed in case this Blackout was not trustworthy. Also before the meeting he did his homework on Blackout, he was the guy who hijacked the Tokyo 5. And he is the 10th most dangerous villain in the eyes of the goverment. Still though, in the chatroom he seemed like a reasonable guy. Although only time would tell what the man was like.
Giovanni lit his cigar to have a smoke while he waited for his possibly ally. Although, his wait wouldnt be for long as soon Blackout has arrived. Giovanni asked with his very noticable accent "Blackout, I presume?" He had to check to make sure this is the right Villain, after all.... this place was crawling with them.
The italian was interested to see what business did the bat man wanted. Usually people use those Personal or Direct Messages over chat to talk. But this one requested a meeting face to face. It was something that was truly interesting to Giovanni and something that was truly important to the bat

Someone wandered up to Goro, and lit up a cigar in front of him. Were he simply out for leisure, Goro would’ve covered his mouth immediately, maybe turned away and attempted to block the foul smoke with his wings. However, he could do nothing of the sort here. There was a distinct chance that this would be Il Padrino, and if so Goro had to do everything in his power to get the man on his side. Much as it pained him to do so.
His heart sank a little as the other man spoke up, mentioning Goro’s villain moniker. Either this was the man himself, or a representative, but either way it meant bearing with the smoke for far longer. He held back a cough, then answered. “You presume correctly. Are you the one who goes by Il Padrino?”
When Goro got his answer, he’d beckon the other man to take a seat across from him, then begin the speech he’d rehearsed in his head for the past hour. “I understand from the villain chatroom, and some of my own personal digging, that you are a man of some importance in other parts of Japan, yes? I won’t bore you with recapping details of your own life, so I’ll give you the important parts of mine.”
“I work for an organization known as the Gifted Underground. Our goal is to userp the quirkless scum who will remain in power around the world, and allow Quirkers true freedom. While operatives such as myself are present in many countries around the world, the majority of our strength and influence lies in England. As such, we seek alliances with those of significant power elsewhere. Now, I do not know quite what your aims are, but I’m sure the goal of empowering those with Quirks will be helpful to you no matter what it is.”
“So, that is what I wish to find out today. What your group’s goals are, and how we may best make a deal between us.” Goro laid his hands on the table when he was done, to prompt the man across from him to respond.

Once he arrived to the scene, he asked if this was Blackout. It was clear this man was not used to smoke. Well too bad so sad. But since this was Blackout and a future ally or possible ally, Giovanni discreetly used his Quirk to make the smoke avoid Blackout. He didnt want to make it obvious to him what his Quirk was. Giovanni would prefer if no one knows his Quirk. But still, this is why people have to get used to the smoke in regards to Giovanni because this was his Quirk, smoke manipulation. Not a really battle ready Quirk, hence why Giovanni has a firearm with him. But since this is just a leisure chat, no one has to concern themselves with that.
As their meeting went on, Blackout would notice the smoke isnt bothering him, because he isnt inhaling it anymore. But enough of that, Giovanni listened to what the bat had to say. He did hold back from smiling when Blackout said that he was a man of importance in other parts of Japan. It was just so satisfying to hear that. But ego boosting for another time. This was a member of the Gifted Underground. Giovanni was familiar with them somewhat, he heard the name uttered, but he wasnt quite sure what their deal was. He couldnt be bothered to remember everything. Although he got his answers soon enough. He wants to usurp the Quirkless. Not something Giovanni was interested in, since the Quirkless would just weed themselves out over time. It was a meaningless cause that would just sort itself out. Nevertheless Giovanni humored him
Once he was done Giovanni spoke "Hm, short, precise and to the point. I like that. You do not waste time. But allow me to teach you something in your future endevaours when tying to acquire alliances. You must tell the other party what are you offering them and what they gain from allying themselves with you" he said and then takes another smoke before answering Blackouts question. "As for my goals, it is simple. I am the head of a mafia family. And I already said in the chat what I and my people do. Althought you might've been offline during that. Allow me to repeat" thus he repeated what he said in the chat "Racketeering, extortion, intimidation, bid rigging, loan sharking, smuggling, illegal gambling, art theft, money laundering, firearm trafficking and so on. If you notice, during my list I did not list murder, because I only kill if it directly profits me in some way. And my goal? Well money of course and territory. Think about this. Thundershock is controlling Tokyo and he is pulling all eyes on him. Polizia and the Heroes are focused on taking him down. We in the shadows, we can prosper while he is a distraction. But, what happens if the big Thunder man goes down? It is possible, after all he was imprisoned in Semper Fi and needed help escaping" he blew some smoke, away from Blackout tho "What happens if he is one day caught? There is going to be a power vacuum. Naturally, someone has to fill the spot as the king. Thus, it is clear what my goal is. I play the long game, Blackout."

Mere moments after the other man sat down, Goro noticed he could breathe easy again. He couldn’t tell why, God knows that wasn’t how smoke should work, but he was thankful for the fresh air all the same. Giovanni would almost certainly notice Goro’s breathing slow, as he took deep breaths.
As Goro spoke, he continued to watch the other man for changes in his expression; not only to see if he was impressing, but also in case he was boring him. Neither really seemed to show on his face. It didn’t frustrate him, merely make him anxious.
It didn’t take long to find out what Il Padrino truly thought. Once Goro was done, the other man started speaking almost immediately. He was right about the man’s identity, though it did come as a surprise that someone of any importance actually bothered to see him in person. He’d actually missed when Il Padrino had laid all this out in the villain chatroom, so it was a relief to have him willing to repeat himself. It certainly sounded like typical mafia activity, though his restraint toward unnecessary violence was unusual. Not impossible to reconcile with, but unusual. Their goal was back to the usual; money, power, the norm for mafiosos. That made things a whole lot easier for Goro.
“I can certainly understand that.” Goro nodded. “Thunder certainly seems confident that he’s too big to fall, but it’s only a matter of time. Should such a power vacuum form, I would prefer someone like you to take his place, compared to a group like Eternity.” He could trust Kyoko as far as he could throw her, and while they had Nick to ensure Thunder didn’t fuck around with them too much, Goro still didn’t like him either. It didn’t sound like Padrino had any plans to take down Thunder himself, but that suited Goro just fine.
“I see. Well, while our influence in Japan is limited, we will be able to offer you aid in expanding your illicit dealings. The Underground has enough operatives around the world to keep you out of trouble with the law should you desire to expand your business, and of course Tokyo becomes your territory once Thunder inevitably dies or is arrested. We have the resources, money, manpower, and information, should you need any. In return, I ask that you dedicate some of your resources to helping us, when we need it.”

Once he heard what Blackout had to offer, Giovanni thougt about it for a bit. It seems good. And he liked the idea of owning Tokyo. But there was always a catch. Such as Blackout himself. What is he to the Gifted Underground? A leader? Nah, that doesnt seem lightly, he's far too young and seemingly unprotected to be the groups leader. Is he an assistant of a sort? Or an underling? What is his position? How much influence did he have in the organization. It would be a bad business deal if Giovanni said yes to the partnership, only for the higher ups to not be interested. Best to get that out of the way
"That sounds good. We all have to start somewhere. But I must ask. What are you to the Gifted Underground? How much influence do you have there. For all I know, you can either be an overly enthusiastic underling who wants to do the right and then gets rejected by the idea of our groups allying. Or you can be a leader or someone of importance. I need to know what are you to the group. Whats your position? Are you sure our alliance is possible so to speak. I'd really hate to say yes to you. Only to get rejected by some superiors" he said and then son finished his smoke and put out the cigar

So, Padrino was interested in the deal. That was good. However, then came the question. What was Goro’s role in the Gifted Underground? Was he really someone who could negotiate these kinds of deals for them? He sighed, silently, and adjusted his glasses.
“I’m not the leader, no, nor am I high-ranking in a general sense. However,” at that, he lay his other hand on the table, “negotiating and renegotiating with allies for the Underground is a role I often play. It’s unlikely for my superiors to turn you away, and I have already informed them of the potential our alliance could bring.”
That wasn’t a lie, not quite. He’d expressed interest in allying with Il Padrino to Mother, of course, but he had planned to only give them all the details once he’d solidified the deal. No worth in letting them know what they were missing out on if it had come to that. There was no way an alliance like this would be rejected, they weren’t losing enough for that to be a concern.
“And, besides, they trust my judgement enough that were they left wanting for information, it’d still be highly unlikely they’d reject the deal.” Now that the smoke seemed to have dissipated, Goro reached down to sip his coffee once again, and smiled slightly as he noticed it hadn’t started getting cold yet.

Giovanni listened to Blackout speak how he is not a leader nor a high ranking person. But he claims that negotionation with allies is his strong suit, and it is something that he does. He reassures the italian that he wont be turned away. Giovanni nodded and thought to himself. God he felt he could use another smoke already. But he just finished one. The temptations of life.
"Hmmm, very well. Consider our alliance a done deal, Blackout." he said as matter of factly "You people watch our back, we watch yours. Teamwork and all that cazzo. Also, consider this a little bonus. Because I like you" Giovanni said and decided to give Blackout a lil offer "If you ever lack any funds. I'll be more then glad to give you some simple jobs and make you a special associate of mine. It is nothing obligatory or the like. Just a option if you need something extra to have or do. Otherwise, I believe we are all set and done. Gifted Underground and the Trapani Family are allies from here on out" Giovanni said
He looked at Blackout and wondered if he had anything else to say or add to this

Goro nodded as Padrino accepted his offer. The rest of the offer in return though, surprised him. He hadn’t expected that he would get anything offered to him, personally, in fact the idea of him deserving such a thing seemed far fetched. But here it was, it was happening.
Goro tried not to look surprised, instead just reaching his hand over the table for a handshake. “Thank you for the offer. Should I ever find myself in need of cash, I will surely take you up on it.” Honestly, Goro was ecstatic. Money troubles were… common for him, and he really hated contacting Mother whenever it happened. If working for Padrino directly sometimes meant affording decent coffee beans again, he’d do it.
“Should the Trapani family ever require our help, all you must do is ask.” With that, Goro pulled a small, eggshell-white card from his pocket and slid it across the table to the other man. It wasn’t a business card, merely printed with the number for Goro’s burner phone. “Of course, you COULD contact me through the villain chatroom, but there's more of a possibility of being tracked through it.” With that, Goro finished his coffee in one big swig, replaced the cup neatly on the table, and stood to leave. "Thank you for your time."
