Well this was gonna be something.
Since the hero aspect of Japenese society had formed, Mia had seen it as, at best, a form of organized, sanctioned vigilante-ism that came with a pay cheque. Now, with how she worked as a hero and how she worked before the Japanese scouted her out of America, this was exactly how she liked things. She was used to patrolling the city of her own accord and beating the shit out of criminals. Heck she was used to some members of the police forces looking at her like she didn’t belong when she took down someone they wouldn’t have a chance in hell of taking down without a few casualties…but it was good to see the Hero game kicking things up a notch here too.
A full on raid was being planned and a lot of heroes were being called in to coordinate. Now when you talked about turning heroes into another aspect of the public servants, police officers and the like, this was the shit she was thinking of, and finally, FINALLY, they were being pro-active rather than re-active. Time after time it was just not a pleasant sensation being sent to a situation like Semper Fi solely to deal with the aftermath. This time they had a one up on the criminals, and they were gonna hit a bunch of ‘em where it hurt.
Now of course, an operation this big came with some pre-planning. A lot of boring meetings, a few drills, making sure every hero got their chance to offer their skills and try and put them to the best use in the grand plan. Mia’s presentation on her own aspects was simple and quick. She was a battering ram plane and simple. Need a wall knocking down? Need someone to take some bullets? Punch down the big guy? All her. It was simple but it was what she did well, and with the huge unofficial ‘number 1 pro’ thing resting on her shoulders now, the government was gonna be stupid not to try and put her in the operation where they could, at the same t ime though, they’d be stupid to use her when it wasn’t appropriate, so Mia got it was a fine balancing act. She’d like to be in the action already rather than sitting in these meetings, but she fully recognized she was not the best choice for these stealthy missions. Both from sheer size and how many people knew her face.
As bored as she was, she got how all of this was important, but the chance for a break was much needed when it finally arrived, masking sure not to rush for the door so she didn’t end up knocking anyone over, she’d wait till the hallways outside the meeting room were a little more clear before making her leave, heading for the nearest water fountain to quench a bit of thirst as she waited for them to get the plan ready for the next rundown of the operation. With so many heroes involved constantly suggesting ways they be utilized, there was a lot of planning and replanning afterall.
She leaned against the wall beside the cooler, reaching a hand down and catching her cup under the tap, lifting the drink up to her lips…and immediately feeling the disappointment wash over her facial features, pouring out the water into the spill tray of the water dispenser and trying again, this time making sure she didn’t use the red tap for the cooler and instead aimed for the blue one.
“Who the fuck puts a ‘warm’ option on these things anyway.”

"Some people perhaps want a choice in their selection."
In front of Mia, making their presence noticed was an odd looking figure, carefully stirring along a small stick in a cup of dark looking liquid, presumably tea. It was wearing a full on dark purple/dark navy plague doctor garb, with a somewhat fancy hat placed on the side revealing a garb covering the entire head, capped off with a crow mask where the face should be. Aside to him is a weird wisp of smoke as it leads to a purple doglike being composed of odd material, like good or slime. So in essence, another fellow pro hero. She's seen weirder stuff, so why would this stick out to her? In this world of mutations and extraordinary appearances, someone wearing a cosplay isn't that weird.
He places the teacup and its saucer on the table close to them as he faces Mia's direction. He places his hands on his lap, staring at her. "You seem to be in the same position as I am. The info gathered in this meeting is quite sufficient, but nothing new that I haven't gathered beforehand with the others. For now I am simply waiting until they require my direct assistance." He looks at his pet of sorts, somewhat amused at the being's attempts at falling asleep. But it can't, since it's eyes still show up as round blank pupils. It cannot 'sleep,' not truly. But to see it try is a noble effort. "Your activities as of late are quite an experience to listen to, Redhorn. Upon arriving at Japan, the collection of heroes have certainly done quite impressive deeds. Impressive." He lets out a small chuckle. "Perhaps this expedition to the terminal will end with good results. One can only hope, right?"
He grabs the saucer and places it near its mask. He leaves it there for a small brief second, then places it on the ground in front of the being, who seems to have stopped attempting to sleep and started to place it's head in the cup. Oddly enough, it can eat. Not quite sure how it digests items, but it can eat. "My apologies. I am a recent arrival...Virtue. That is who I am." he curtly adjusts his sitting position as he grabs the hat and places it on his lap. "For this operation, I shall be aiding you in obtaining info about the Terminal. If you and the others are willing, I hope we can aid other, right?" he then sits back to listen to the noise behind the wall, quietly observing until Mia or someone else replies back to him.

"yeah but who wants Warm water?" Mia immediately reacted without even looking up from pouring out the cooler cup of water, lifting it to her lips and sighing a little as she actually felt refreshed this time, twisting her neck to either side and feeling a satisfying pop run down her neck and along her spine a little, her head lulling to one side as she just rested a moment in the satisfying moment that came after a litle pop like that. "It's like dark chocolate...they offer it but who the fuck actually wants it?" She'd roll her shoulders back before finally looking over who'd addressed her, her lazy expression perking somewhat as her eyebrows raised up at their attire. Now, heroes came in all shapes and sizes in this day and age, and some definitely looked weirdly like villains to make sure they had an iconic image...but this was definitely new.
But, the other narrator was right, ultimately, this wasn't too far from the norm. Beyond a bit of initial surprise, it didn't even approach shock or anything of the like. More intrigue above all else.
"Eeeeh I mean. I'll be the first to admit, I'm learning a lot of my co-workers skills for the first time here." She lifted her drink for another sip, and before she knew it the cup was empty already, reaching down without looking, feeling for the tap and fairly sure she had the right one this time, she started to pour another cup, lifting it when the cup felt like it weighed enough to be full again. "Was a bit of a lone wolf when this whole thing started. Not on purpose. Just how things developed...less refusing help, more just...trying not to need it." She shrugged idly again with another sip. "It's good to learn what everyone's capable of, but I'm definitely someone who learns more through action than words...once I see everyone in action it'll all set into this thing like writing in stone." She lightly bonked the side of her head with her free hand's knuckles, her skull clearly a little dense around her horn from the sound it made.
She smiled a little as she got a bit of praise from the plague doctor, putting her drink on a windowsill beside the water cooler and offering her hand across. "Well, much as I always appreciate a good bit of praise for my walk, I think it's only fair I get your name too before I take any more of it. Ya know me, o'course, RedHorn..." She paused, trying to scan her memory for some public appearances of the hero before her, pointing at him with the hand she wasn't offering as she tried to focus her thoughts. "I wanna say...Vulgar...?" She knew it started with a V, and she meant no insult. Afterall there were literally heroes who called themselves stuff like 'crap-dog' or something. An iconic name was an iconic name.
Of course she was corrected, and hopefully they shook hands. "Virtue. Got it. Honestly with the whole beak thing not a name I'd expect but..heh. Can't say I got the most original name myself can I?" She pointed a thumb to her horn. By now it was public knowledge due to an online blog or a public interview or two that RedHorn's name was mostly a side effect of her having to choose the name when she'd barely learned japanese, but even if you knew that, or not, it was still a testament that a blunt name like that could still have a ring to it in the right hands.
"Definitely though, I'm all for helping eachother out here...when you say you're obtaining info, I assume that means you're a more, stealth focused hero? Or you grilling some informants?"

"Hmm...There was once an experiment performed several years ago, by a group wanting to gather info on quirk users. It was mainly on gathering info to attempt to find a correlation between certain traits." He begins to speak. "A random census was gathered, and they were asked the same question: Do you prefer hot or cold water to drink. From the data gathered, a sample of 30 people were asked one day, and the next day 40 people were asked again. Wanting to round it up to 100 total, 30 people were asked on the final day. The majority of them answered cold water, with only a staggering 38 answered hot water." He slightly nods, looking at his 'pet' of sorts listening intently...and also drowning itself with the tea as it consumes it. "Now, that by itself meant nothing. However. I have left out something else. Those who replied 'hot' water were asked if they were right or left handed. Out of the 38 people, only 10 replied right handed."
He finally begins to serve himself some tea, as the being continues to consume it. "That made the group consider the implications of left handed individuals having an inane fascination with hot water. But it was just conjecture. This experiment was useless, the first among many this group did. They performed many other social experiments with odd rules, as if they were throwing darts onto a wall. One might assume they were harassing quirk users. But for some reason, all of their experiments still had that thought in their heads: Hot or cold. Connecting random traits to that obsession with hot or cold. Those with wings liked cold water according to them. Those with fire liked cold water. Those with acid liked hot water. All their documentation had that repeating question. No one truly understood why. Until one day. The final experiment came. Documentation of this event only came out recently. This group gather willing participants and performed one final test: can they survive cold or hot conditions. Freezing, burning. When the heroes arrived, several of them died. 3 died of freezing. 2 died of burning. Those who died...were those who performed the experiments, with their participants realizing their circumstances and acting back. All because they seemed to have an obsession with hot or cold."
He stops to grab a small straw and places it in his cup. "I apologize. Your comment reminded me of a study I once took place in, investigating this event in London. Choices like that are quite interesting, wouldn't you agree? A simple decision such as hot or cold can lead to that. Choices shared among your workers can impact the world in minute or major ways. It's...simply fascinating to witness in front of you what a simple choice can result in." He places the straw at the bottom of the 'beak', where a small hold was. Sipping, he stops to let out a small gasp of satisfaction. "Perhaps you should get to know your fellow members more. The experiment had one supposed lone wolf member who attempted to break off, only to die to mysterious circumstances. "More the merrier," is it not?" he says in a somewhat whimsical manner.
"Ah, an honor to be recognized. Although, recent events may have placed a stain among my reputation. A certain group managed to cause havoc under my view. Several officers dead or harmed...unprepared we were." He recalls the meeting he had with the Vagabonds. He shakes his head. "And yet, today is a new day. A new day to save lives. A new chance to redeem oneself, if I wanted to." He holds onto the saucer while turning his head. He says this softly, as if he doubted it.
"Stealth would be preferable...but he often ignores that for a more simple approach." He gestures at the being on the ground. "As of now I aid in hunting out more info and handling the informants, yes. Nothing changed as of late, everything is going as previously expected." He sighs a bit. "A shame really. By now I expected a change of sorts."

"..." Mia legitimately didn't know what to say to....all of that. The hot cold thing, the murders at the end, the general unorthodox nature of the tale. At some points her lips parted to try and say something but the story continued with enough steam to just stun her out of speaking all over again before she got anything out of her own. Was there meant to be some moral of this story? The absurd ending said no. It seemed to stem from her words on warm water being a choice most people didn't want but developed into a review of some nonsensical theory that had no basis in anything. All Mia eventually let out was.
"...You're a fuckin' grim fella aint'cha?" She shook off the weird sensation the story had been leaving her with, looking to the odd 'animal' at the other heroes side as a way to distract herself with another kind of weird, sighing softly through her nose and just trying to hit the reset button on her brain so she could continue without wondering...what the fuck she'd just been listening to a moment ago there.
"Trust me I've been trying to get to know 'em, but on my patrols I can handle situations by myself and...well. I'm not everyoen's ideal hero, and i've gotten the impression in the past a lot of the others try not to associate with me because of it." Another idle sip of her drink to let that point linger, one she didn't doubt was the case for at least a few other heroes. "More the merrier for sure, but I ain't the type to force myself on someone who clearly dos't want me around. I'd like to get to know the other heroes, but I'm open with how I feel and how I act, and I never left the best first impression on a lot of 'em."
Hearing virtue continue to try and explain their own role in things, stealth seemed off the table and as far as she could tell, he was the kind to drill info out of people. Whether by force or just managing informants who chose the role by choice it wasn't too clear, but it was good to know what his role was here either way. "You got a roll on raid day or you gonna be sitting back once shit hits the fan." She raised a hand. "No judgement either way, you're clearly already pullin' yer weight if you're one of the ones bringin in the info."

A grim fellow, hmm? Suppose he'll take that as a compliment. Among his peers in the field, he is an outliner as he tends to enjoy reading up on those sort of experiments with a sort of morbid appreciation for those kinds of actions to take. And yet even he cannot deny the horrible circumstances that can occur due to these inane choices. Choices are in essence what controls everything one can do. A simple choice such as walking out to grab a cup of water can lead into someone discussing a story. A small choice like that lead to a simple conversation. It begs to question what a larger choice will lead into? Perhaps they will see in the upcoming days.
"A group is effective. A herd is effective. But there lies the appeal of working alone. I can concur with that thought. To be able to act on your own without relying much on your fellow teammates, or risk potential risks done by a simple accident.” He looks at the being, who is looking around for another snack of sorts. “Even something such as this is easier to manage than other people. Such is the nature of my quirk.” An odd idea made manifest. Several times Virtue wonders just how exactly quirks like his operate, as if they contain their own spark of conciseness or if they’re just yet another side to someone. If ones quirk is violent compared to their normal personality, then does that suggest they contain a separate mind prone to violent and anger, or is that just the sealed off or ignored inklings that the person contained in their mind. Odd to say; quirks are a mysterious field to study in, especially when looking through a purely psychological viewpoint.
“Yes, the infomats were among the usual variety. Dock workers, employees, homeless offered certain goods...several others.” He nods his head. “And yet there are times that I often would go out to observe myself. The behavior of objects being shipped in and out. The benefits of a mask; beneath it is someone who can slip in and out with ease. The benefits of a manufactured identity means something to coward behind as events go south, if one were to be judgemental.” He slightly taps my mask. “You have the advantage of fame. I have the advantage of anonymity. Both have their flaws.”
He looks around. “I wonder if their forces will be enough if anything goes south. Do you suppose their police officers can handle a small incident without your help?”

Mia leaned against the wall a little as she finished her second cup of water, kinda just furrowing her brow. Now, she could never be accused as someone who didn't like to hear herself talk. She had an ego, she knew it, but she knew how to temper it. In this guys case he just liked to...waffle. She wasn't even sure she was following the point he was trying to get across as he talked about his little philosophies for a moemnt, but she made sure to bite her tongue on the topic, just listening along. "Well...yeah. there's good things on both sides I guess." Did...did that make sense? He was basically just saying sometimes its good to work alone, sometimes not...right? Yeah she was pretty sure they were on the same page there...
Hearing him talk about the informants was a little more her speed. She handled one or two informants, but they were just kids who fell in with the wrong crowd and reminded her of her more rambunctious days as a kid. She was never a true lawbreaker, but she definitely fell into a rougher crowd for a time thanks to the other kids ostricizing her thanks to the red horned and muscular nature of her quirk. In this guys case it seemed more to be just drilling information out of who he could. Though...given his examples drilling came off as a harsh term. Bribing didn't sound good either if he was talking about offering the goods...or was the goods the information the informants gave? Ah either way-
"Well, the more information we can get on what we're walking into the better is all I can say. I'm sure it'll all come in great help when shit starts to hit the fan." She rubbed her neck idly before rolling back her shoulders. In her eyes she knew her place, but she never minimized the importance of others rolls. She found th eplanning boring and she wanted to fight to her own beat, but that didn't mean she didn't recognize how much stuff went into all this planning, and how important it may all be in the end. "I'm sure whatever they've got, we'll be enough to counter them...I mean." She cockily stepped off the wall, and gestured down over herself with a wide smile. "Have you seen me? I can practically run through most of their goons."

At the risk of sounding egotistical, yes they did enjoy himself talking. For two reasons. One is because…well they enjoyed talking. There was no doubt about it. They were a born orator, and if it weren't for the nature and his devotion to his job, they would probably go to fulfil his role talking in conferences discussing experiments and studies in front of conferences. Much more fun to partake in, discussing moral boundaries and odd events with other colleagues. More people to debate with. More naysayers to rightfully call you out and discuss the middle ground with. The second is...Virtue enjoyed listening to this voice. It's a nostalgic feeling. A voice they can only listen to when wearing this mask. Technology works wonders, the ability to change one's whole voice is well within its reach.
Virtue lets out a small chuckle when she boasted about her strength. A slight noise came out of Virtue's general mask, as they adjust something on the mask to fix it. "Indeed. I must admit, having strength such as that would make my job more...interesting. As it stands, I am but a frail figure. With a simple gust of wind, I would fall down without any effort." He looks at his pet. "All of that went to him." The being raises its head and stares at Virtue, then stares at Mia, as it slowly gets on its feet and approaches it. Its glowing eyes staring at the horned figure. "Property damage during his moments are difficult to file for. Often times its better to reign him in during these periods so he wouldn't break anything unnecessary during the job." The being slowly tries to shift its top of the head to make itself a pair of horns, but it gets distracted by the water cooler, shifting its head into a general container shape. "Hmm. It's curious again. Do not fret, nothing dangerous will come out of it."

Mia furrowed her brow, taking the compliment pretty well on her having strength that Virtue might like to have...least she took the words as a compliment. But still it lead to the question of..."Dude what actually is your quirk? Or...is this your pet and you just keep a leash on it or something? Animals sometimes get quirks right?" She'd cross her arms and lean a bit of weight off tot he side...yeah. She'd definitely heard of that happening. It could definitely be super rare but it did happen. OH! Shit! She'd actually met one! That perry guy who made the fruity beer. God you see so many odd quirks these days it didn't even register that he was an animal first in her memory, but really thinking about it that defintiely came up while they were talking...would he be insulted if she forgot he was an animal first and not just an animal shaped human...? Maybe...? God the PC police were gonna have a field day once human brained animals became the norm...
Having that mini freakout on the matter entirely in her head, she physically shook off the thought and ran a hannd back through her messy blonde hair, glancing to the creature as it's head shape shifted. "Seriously though like...what IS he. I mean, don't get scientificy. He's probably some weird proto plamsa creature blah blah blah but...what does he do? I mean so far he's kinda just hovered there and been weird. Is he strong? Fast? Does he just...float there and be kinda weirdly intimidating?" Mia herself wasn't intimidated but it seemed like a fair example. Some people got really freaked just by looking at something out of the norm like this. She'd tip her head to the side, just trying to get a better angle on the thing.

"Isn't it obvious? My quirk is what you see in front of you." Virtue replies, as the being's eyes glows staring up at Mia. "A separate substance from my own being...forming and molding into the form that you see in front of it. You assume it to be floating, but its merely stretching it's lower body to obtain a better look at you. Never ending, and observing. If it chose to...it could potentially reach your height. I however told it to keep it restrained to this form while he remains in the HQ...a sort of compromise to allow him to roam through." It turns its head to face Virtue, with its 'ears' wavin in anticipation. "If it grew to its preferred form...it would have been difficult for it to traverse through the hallways..perhaps some shattered doors would have to be compensated."
Virtue shifts their sitting position as the being walks closer to Mia. "For now, he is harmless. If he were to act out of line, he will be reprimanded. If I were to suggest something, to grab his attention is quite simple…it will consume anything it desires. He made quite a fuss in front of a vending machine earlier today." A robotic sounding chuckle comes out of its mask as Virtue adjusts the mask again. "That's enough free info from me for now." Virtue looks at the clock again. "Very soon I will be going out to meet with some of the infomants in our service to update our info. Is there anything to request? Perhaps a location within the terminal you're interested in?"
