As a civil servant with aims towards a position in local government, Deguchi's tendency was to use all of her spare time lining up appointments where she could meet the people of Japan and give back... or, in some cases, take, in the form of publicity. At orphanages such as Kouta's, Deguchi found an opportunity both to act as a friendly presence for children who at times felt neglected, and also, to make an appearance in locations where people garnered sympathy- always a good career move for a politician. She came dressed in her red suit, with a lapel pin that, whatever it was intended to look like, instead looked like a dagger with a strange, curvy blade. The curvy blade might well represent her tongue, which flapped freely out past her metal jaw like she was some sort of cartoon character.
She seemed to sneak around the orphanage, even as staff led her, with her hands clasped together. She rubbed her hands together as though she was expecting some sort of meal; her tongue hanging out only completed that image. The staff may have been pleased once they heard that a civil servant was interested in coming to meet the kids, as it would be good shared publicity both for the orphanage and her, but they couldn't hide their disappointment and alarm once they'd seen the shifty, villainous-looking character they'd invited in.
As she came to the living room where the children were gathered, waiting for her address, she straightened her tie with one hand, slicked back her hair... but as she slumped her shoulder and peaked around the corner, her hair sprang back out of place and her tie seemed to leap out from where she'd tucked it into the breast of her jacket. Her eyes curved into narrow slits and her upper row of teeth showed in an eerie smile over her tongue and steel jaw. "Yooo-hooo," she called to the kids, looking like something out of a horror movie. "My name is Hotarubi Deguchi, and I'm eager to meet all of you!" She finished stepping out from behind the corner and spread her arms theatrically, a symbol for "come closer" that was likely to send them all away again.
She sensed at least a little fear and tilted her head to an odd angle, pressing one finger to her lip. "Are you scared of this old thing?" she asked, then stuck out her tongue in a frightening expression, pressing it lightly with one finger. The surface of her tongue was glowing, striped in an even red and white pattern like a candy cane. "This is my quirk! I know it seems a little scary, but not to fear! Quirks like these can seem strange at first, but trust me, I'm not a scary person once you get to know me! In fact, there are many fun things you can do with a quirk like this! It can be like a night-light!" she giggled. That might have been cute if she was a kid, but imagining her eerie face peering out from the darkness with the tongue lighting up was just likely to frighten the children further. Sensing the tension in the room, she quieted down for a moment, her narrow eyes darting back and forth for some kid that seemed a little more composed than the others, with whom she could kick off a conversation...

"Eh? A politician, coming to the orphanage?" Kouta was quietly in his room, sat down with his legs crossed atop his comfy bed at the Orphanage, visiting his home during the weekend, spending a few hours studying as to not fall back on those, until one of the caretakers came by and told him about it. They were aware, of course, that he was extremely awkward around people, as well as the fact that it was even worse, with knowing that the politician was a woman. Still, they essentially begged him to take pictures with her in his U.A. uniform, as to make both of them look good for the public. They promised him all sorts of things: his favorite desserts, a new videogame, almost anything to convince him. "Sure, I'll do it! Anything for you guys!" The boy interrupted of course, not even letting them finish their selection of offers. Kouta, being the sweet boy he is, refused to take anything for such a simple favor to the people that cared for him.
Sat down in the living room, among with all the other children, in his U.A. uniform he usually never really wore around anyone else, they all waited to see the politician, talking among themselves about who it was, since none of them had really heard of her. Not like they had heard of any politicians, other than the Prime Minister and a select few others. Maybe a controversial one or two, nothing else. Kouta included, even if he studied a lot. All in all; They knew nothing.
So, when she came in and started speaking, the kids around him seemed horrified of it and, even if Kouta was also startled by her appearance, he did manage to hold his quiet composure, finding her to not look like a normal woman. A mutant. To him, that was more than enough to make him happy, since it meant he didn't have to stand next to a woman, go into a panic attack and faint. Instead, this one was just the usual sort-of-scary which, to a perpetually scared boy who, more than once, got scared of his own shadow, was nothing unusual. What did concern him was the fact that his siblings were now all scared and judgemental over just a quirk, a certain little thing that really peeved Kouta.
"T-This.. This is no way to act!" The small boy spoke out, getting up from his seat to move quickly over to Deguchi's side, his pink, eternally messy hair bouncing a little when he turned back to his siblings, standing proud and "confident", reminding himself that he was an U.A. student and their oldest brother, needing to show them manners and be a good exmaple. To do this and make sure his point got across, Kouta's quirk was quick to activate, a wave of darkness spreading over the boy's entire body, leaving him completely jet black, other than his eyes and the black streaks under his eyes, instead, looking entirely white. Over his entire body, entirely darker lines constantly pulsated, in tune with his heartbeat, not caring to hide it with his cape: no, this time, his cape would be gone, to make sure they saw all of the horrible details of his quirk.
"You guys see me as your big brother, even if I have this scary quirk. You like me because I am your friend and we have fun together, not because my quirk makes me look like a nice person! This is not a way to act, judging others because of appearance that they have no real way of controlling!" Twisted, cavernous. His voice, even with youthful and slightly on the high side, boomed through the living room, his presence being made known, as well as his influence over the children that respect him as they, collectively, either got silent or apologized, a little thing that made him smile.
"I find your quirk cool, Ms. Deguchi." Though he still looked at the children and did not even bother to deactivate his quirk, he decided that saying something reassuring to her would surely ease over possible tension that she held within her over a weak first-impression.

The room was about as nervous an audience as Hotarubi Deguchi had ever experienced, and she experienced a lot of nervous audiences, given her combination of profession and quirk. Just as a bewd of sweat rolled down from the mop of her hair, down her cheek and onto the separation point of her metallic jaw, that jaw began to creak open with another platitude to gain the trust of the children. Instead, to her surprise, one of them stood up and rallied the others, revealing a quirk more surprising than her own.
The boy's speech gave her a flood of relief... where was this boy when she had nearly been laughed off the floor for flapping her barber-pole tongue earlier? If there was some way to carry him around in a backpack and deploy him when necessary, Japan (and her campaign especially) would be in a much better place. "Sweet child... oooh, sweet child! Don't ever campaign for the Diet in this district! I can't run against you!" she thought to herself, imagining how badly she would lose to such a marketable face preaching her own message about Japan's quirked citizenry.
Of course, Kouta was far from a political opponent; he really wasn't a political anything. Especially with that in mind, Deguchi was so affected by his words and deeds that she felt spurred into further action herself. This was, indeed, the Youth of Japan!
"Oooh, cool? You think it's cool? You're going to make me blush~" she cooed, wringing her hands together and bowing a few times like a caricature of Japanese politicians. "Thank you! Thank you! Yes, this young man has the right of it. What may seem unusual, weird, or scary are just more facets of ourselves, like our faces or personalities!" she explained, although her face and personality were plenty creepy in their own right. "Japan is shared between the quirked and non-quirked; I'm sure many of you people of both types, fine folks, diligent workers or, er, bright young children!" she giggled, remembering her audience. "But in the end, we are not different! Just because my tongue lights up or occasionally shoots a laser or two without my control doesn't mean I'm a dangerous person!"
That last part seemed to hang in the air for a while as she knelt down and extended one hand for a handshake with Kouta. "You really saved my bacon there, kihihihi...! What's your name, young man?" she asked, allowing her mouth to hang open slightly with her tongue protruding. From this distance, Kouta could hear a slight sizzling noise coming from her metal jaw, where her hot tongue lay over it.

Flowing, ever pulsating. From Kouta's pure-white eyes, a large network of what resembled veins covered his entire body, from his face to his feet, fingers, any corner it could find, even his hair. Even though his body was already black, whenever his veins pulsated, it just showed itself by darkening even further, really driving the point forward of a "dark being". One who spoke of good things, like seeing one as something beyond just the sum of their parts. Still, he'd never think of himself as anything like a possible political rival to Hotarubi, namely starting from the fact that the boy himself wondered just where did all that come from, since he barely ever spoke like that.
The fact was that he did and it served him quite well, so he really couldn't back down now, could he? Instead of getting nervous or backing away from what he just said, the young boy acknowledged what he said and nodded in confirmation, a small sign of assurance that he meant what he said. Her quirk looked quite creepy, though it was the type of creepy that would get him hyped up while watching his favorite anime series and not the creepy that would come completely out of left field and not let him sleep for three months. He'd know, from experience actually.
Though, as he stood silent while she followed up on what he said, reality did settle just a bit more into him, like how she just mentioned that she could fire lasers from her tongue, a small, yet meaningful fact that collectively made most of the boys' heads turn to her quite quickly in slight surprise. Laser beams are one of the coolest things ever, after all! Though mentioning it right now would be a bit inappropriate.
So, when the knelt down and extended a hand to Kouta, the dark child hesitated for a second or two, not out of fear for her, but just general fear for what, until a very short while ago, was a stranger to him, though he did shake it, not failing to notice the slight sizzling noise coming out of her, assuming that it was her laser-shooting tongue interacting with saliva. Once again, he chose not to mention it and, instead, introduced himself. "It's.. erhm, Itsuki. Itsuki Kouta."
That familiar name. That little familiar name. Maybe she'd recognize it from how many times the caretakers mentioned it, as their child that was enrolled in U.A.

"Kouta-san... Kouta-san! Ehehehe!" Hotarubi Deguchi giggled twice in succession, the corners of her mouth curling up higher in a way that just made her expression all the more frightening. "The hero student, Kouta-san! Young Mister Kouta, what an honor!" she continued, grabbing his hand in both of hers and shaking it more enthusiastically than he likely wanted or was prepared for. "Ah... it's my dream to become a politician who can represent all of you young people and Japan's citizens in the way they must be in these turbulent times. But oh, were I-" she sighed, beginning to say "20 years younger," but then realizing she'd rather not reveal her age, "-ten years younger, I would wish to be right there with you, graduating from UA! Heroes are paragons of our community, the hopes on which we pin all of our futures! Brilliant... heroes are truly brilliant!"
With her beady eyes glittering, Deguchi released her grip on Kouta's hand and spread her arms, facing the children in the room. "Of course, all of you youths are Japan's future, and there is so much we can all do to serve the nation! Whether it's working on legislation, as I plan to, or protecting the people, like Kouta-san, or even serving as a policeman, fire fighter, schoolteacher...! There are so many ways that we can make good on the opportunities this glorious nation of ours provides us!" she explained at length, bringing her hands back together to wring them together in that slightly nervous, shady way she sometimes did. Her long fingers intertwined over and over, like some mesmerizing, shifting burrow of worms or snakes. The grotesque gestures she made conflicted heavily with her joyful message.
"Ah, Kouta-san," she continued, flapping one hand to indicate he should stand next to her. "I'm suuuper excited to be in the presence of a hero in training! Tell me, tell me- what kind of hero do you want to be? Do you want to be the #1 hero in Japan? Or do you just want to be a hero who bring smiles to everyone's faces? Or maybe you want to protect youths like these, who look up to you?" she asked, perhaps putting words in their mouths. "Or maybe you admire your teachers? Perhaps you want to become a teacher yourself and lead Japan's future heroes toward the glorious realization of their own dreams?" the lady questioned enthusiastically, as if acting so up-tempo would force Kouta to match her energy. She didn't seem bothered at all by the spooky appearance he'd demonstrated a moment ago, at least. If anything, a part of her thought it made him seem powerful, and the thought of such a person being involved in the hero program from an early age filled her with glee and perhaps unwarranted pride and self-satisfaction.
