It was already hours after dusk, the moon high in the sky and barely visible to the naked eye as rain clouds began to cover the light of the moon and stars. It wasn't raining just yet, but the appearance of the clouds made the city streets that much darker than they normally were.
The Seiiki Bathhouse was located in one of the more populated streets of downtown Nakano, a gem hidden away in plain site. A true hive of scum and villainy polished on the surface to look like a legitimate establishment. At first glance, nothing seems to be wrong with the establishment... though if the veil of night was lifted, you would find that various barricades had been set up by police officers in an attempt to stop anyone from going in, or coming out.
Vigilante's POV A call for Heroic aid has been put out by the police department as they find themselves heading in to raid a hidden gambling/prostitution ring. However as the police officers approach the bathhouse that has been confirmed as the base of operations, the officers find their view blocked by a semi trailer purposely parked in front of the bathhouse. Outside the bathhouse and on either side of the truck are 2 sharply dressed men armed with melee weapons. A red headed man with sunglasses holds what looks to be an electrified police baton, while the other, a dark skinned man find himself weilding a baseball bat with an assortment of nails protruding from it.
As the Vigilantes approach the bathhouse they will be able to see at least 4 half dressed businessmen fleeing to their cars in hopes of getting away before the police of Heroes are able to break through the Inagwaro's defenses.
"I hope you're good at your damn jobs! First the Kobayashi now Inagwaro, Fuck off!" one of the businessmen called out to the dark skinned man as he attempted to escape towards his car all while trying to pull his pants up properly over his ass.
Meanwhile, a second businessman who actually had his pants on, retrieved a small pistol from it's holster strapped to his chest. As he ran, the business began to fire at the police officers at every chance he had, not a word escaping his lips however.
Villains POV The gambling and prostitution ring that was housed in this bathhouse was no secret to those that frequented society's underworld. Villains and the corrupt often visited the facility for whatever their needs may be. It wouldn't be hard to assume that there were villains currently visiting the establishment of even snooping nearby.
A call for help had been sent out by the finely dressed red head the instant their security cameras caught site of the police approaching their location in force. Who exactly received that call however, was probably not who they expected it to be.

It was late. Most teens would not be outside their homes at this hour, let alone in a dangerous place such as Nakano. Kenshin was not most teens, however. The streets were dangerous, and the boy was determined to help clean up this mess of crime, danger, and villainy. Sure, he could let the police do their jobs, but they were not exactly being successful enough in their task for the boy's liking. No, he wanted to personally make sure that the thugs that were rampantly running around were taken care of, arrested, and put behind bars. Even if the police could do their jobs successfully, what was the harm in helping to make their jobs easier by knocking out some thugs? As usual, Kenshin was wearing his hooded jacket and cap in lieu of a proper vigilante outfit. He had taken to hiding around corners, listening for information and keeping an eye out on any possible leads. The boy would eventually learn about what was going on at the Seiiki Bathhouse. While making sure he was staying out of sight, Kenshin made his way over to the location to see if there was anything he could do to help. Once Kenshin arrived, he hid behind the wall of a nearby building. He then took a quick peek to observe what was happening around the bathhouse while also making sure he was still hidden from view. Upon closer observation, there were several things that caught Kenshin's attention. First was all of the barricades that made getting anywhere near the bathhouse itself difficult. Second was the semi trailer parked in front of its entrance. Third was the two men on either side of the truck, both armed with melee weapons. Finally, there were more businessmen that were fleeing to their cars. They seemed to not have had time to get fully dressed. However, one of them was armed with a pistol and was firing at the police officers. Kenshin was trying to think of a plan. He could go henshin, dash to the businessmen to try to take them out, make the officers' goal of getting to the bathhouse itself easier by clearing some obstacles for them, and then quickly dash away before the cops decided not to be grateful for the assistance. However, that was far too risky. Normally, Kenshin did not mind being a little reckless. However, he was not a fool. He knew when to be serious. Barging in with sword arm blazing without any real plan was just asking for trouble. No, he needed to be smart about this. He needed to think of a plan. However, there was not a lot of time to think. If Kenshin waited too long, then those thugs would be able to get away. The boy did not want to let that happen. He needed to think of a plan, and fast! Before getting the chance to brainstorm, however, Kenshin decided to keep an eye out for any newcomers to the area. The last thing he wanted was to be spotted by any criminals, or even worse, police officers. Though if a vigilante decided to show up, the boy was more than fine with their assistance. | Word count: 535

Most university students wouldn't be wondering the dangerous streets of Nakano, either, but Sekkeno wasn't a normal for someone her age, either. No, it wasn't odd that young adults her age were looking for some money on the side, but she could think of no one that was making it the way she was. Most of the people she called friends would likely recoil if they knew she had an in with a powerful crime family, though she could think of a few that would try to use her to get cheap drugs or something. Sekkeno had been inside the building, discussing terms and payments for her work for them when the notification had come in on her phone. The man she was talking to protested a bit at first, but this wasn't some normal job interview. Sekkeno got out of her seat and started walking towards the door. She smiled at the Inagawaro representative and flashed him a peace sign. "Sorry I have to get to work so soon! I'll be back later, okay?"
Oh, hell, she would be back. She honestly wasn't at such need for money, anyways. She could hardly think of ways to spend what they had already agreed to. She just wanted more of it. What was wrong with that? It wasn't like these big-name gangsters were at a shortage of funds. She scowled and shoved her hands in her pockets as the sound of sirens and commotion could be heard outside. She could pull the weight of two people, and she knew it! Why were they paying her the same as some mook who picked up a rusty pipe and called himself a villain?! It wasn't fair! She kicked the carpet a bit in frustration. Fine! If that's the way they're gonna be I'm gonna make 'em wish they had! People scurried about within the building, trying to hide the very crimes that the police were here to punish them for, but Sekkeno could care less. She practically meandered her way to the front of the building. She would shove open one of the doors with both of her hands before locking both of them behind her head. Biting the inside of her cheek she would take stock of the situation as best as she could, and she didn't like it. It sounded like like there were a good number of officers there, but she couldn't see squat around the giant trailer that was sitting right at the front of the bathhouse! "Wow! Does boss-man really expect you guys to hold the place on your own?!" Sekkeno pouted, though she doubted these two guys would tear their eyes away from their task. Was this really it? Some suits were running around like chickens with their heads cut off, one of them made the insane decision to break what stalemate they had going on here and started firing on the police. The girl scrunched her face and started biting down a bit harder, a trickle of blood ran into her mouth as she forgot she was still biting on her cheek. "Tch! You guys are stretched a lot thinner than you told me you were! I better get a raise for this!~" the girl mused with a smile. She started walking around to where the redhead was standing and spit in both of her hands before slapping them together. She would then use her fingers to form a ring filled with her soapy sweat. "I really hope they enjoy a taste of my Bubble Machinegun!~" With a deep breath, she would blow into the ring, spraying a torrent of high-speed bubbles blindly into the police line until she emptied her lungs of air! With the moon high in the black sky, and the shroud of night over the district of Nakano, a cry for help to take out a major villain location in the area was ideal for Chiyuri – she was active in that part of the city more recently, as there was a spark in crime over there between two warring factions – freedom fighter guerilla forces, and the local villainous yakuza. Both sides were kinda wack, but the chillest vigilante around could sympathise with the guerilla guys. They were disorganised and hated authority, which she could see, but the methods they were going about solving those problems were pretty shitty. Nevertheless, villains could not be reasoned with, at least not in the traditional sense, which was why Chiyuri was headed to the location described – some kind of bathhouse, with a drug dealing society and prostitute ring on the underside of it. Get a nice soak and some hard stuff and some poor chick to have your way with – absolutely gross.
After a while of skating and jumping down the streets and up to the roofs of the small section of Tokyo, she could see her target location – and a couple of targets. Some kind of big semi truck was covering up the entrance, and from the local she was at, Chiyuri could see two guys, one on either side of it, both of them with some pretty harsh melee weapons. In addition, there were some dudes fleeing, one which starting to fire at the police stationed in a stalemate with the place. Looked like a pretty simple entry-exit job, get the place sorted out and take those two weird dudes out. Although, there could be some additions later on, so she had to make each moment count.
Formulating a stratagem in her mind, Chiyuri began to get closer to the hubbub, but not so much that she could be clearly seen. She was disguised in her outfit, but she still didn't want the police to get her identity, much less the villains. However, it looked like that she might not have to go alone. From the distance, she could see some kind of kid, looking on. Could he be a vigilante as well? Or some kind of foe? It'd have to come later, as she was prepped to pick off the two guys in the front, and then leave them for the police, as much as she was against them. They were peacekeepers, sure, but keeping too many people in check, not allowing them to the best they could be was kinda hypocritical. That's partly why Chiyuri became a vigilante – a friendly neighbourhood skater girl, to send the evil forces packing their bags to county jail. It would be a bit before she could strike properly, so she laid in wait for the perfect moment to strike. No killing, not here at least, but a moment where she could get them with their pants down. Perhaps if that kid could be a distraction, she could get her groove on with less hassle. Only time would tell.

Zugai was never a heavy sleeper, his livelihood couldn't afford it, but that didn't mean it wasn't fucking annoying to be woken up to the sound of his phone's ringtone. His eyes flew open and he slammed his hand on a coffee table situated next to him and clutching his phone he dragged it to his ear and lazily answered call.
"Whaddya got?" It was a hit, it was always a hit, the only other person who'd call him at this time of night would be his mother to bring a list of grievances to him, so he had gotten into the habit of answering all of his calls with "Whaddya got?". And look lo and behold, it was a hit. He couldn't recognize the voice, probably some new rising member or something, politics were never something Zugai found much interest in. As the man started to tell him who, what, and when he reached for a package of cigarettes nestled between his couch cushion, and after giving a small bite on the edge to light it, began to smoke away.
It wasn't anything big, apparently an altercation happened, someone died, and someone else needed to die. But there was one... Small part that made the skull-man gag, they were at Seiiki Bathhouse. Zugai never had much love for brothels, but Seiiki in particular never sat well with him, a lot of evil went on in that place and the charred man could feel it from kilometers away.
After being fully filled in he hang up the phone and started getting dressed, a nice black dress suit as always. He grabbed a package of cigarettes, his phone, his car keys, his headphones, and most importantly, his silver-cross he liked to wear around his neck. After making sure he had everything he needed he decided to part his curtain to see what time it was, he would be met with the dusk sky and the moon hanging overhead. Good, the night sky always made his job easier. After locking up his apartment room he made down to his beaten down old truck and started up "Fly me to the moon" on his phone, letting it play in the truck as he made his way towards the bathhouse.
He'd heard the song a thousand times over but still he always felt a need to bob his head and mouth the lyrics as he drove towards his designation, eventually as he pulled up to the bathhouse this turned into actual singing. "Filll my heart with song, you are all I long for-" Finally he found his destination without a hitch, except for a small problem, before he could get to the bathhouse there was a police blockade. He let out a long sigh as he hit the steering and lit another cigarette.
"Fuckin' of course. Nuthin' ain't ever easy innit'?" He pulled up close to the blockade. "What's happenin' officer?" He no doubt looked, rather fairly might I add, suspicious being a black-skulled man in strangely nice business suit in a beaten up red car in the middle of the night. Upon the noise of gunshots his eyes would peer past the blockade, how the fuck was he going to pull this off.

The two men standing by the truck were fully focused on the police officers ahead of them. The women and men of the law had their guns pointed in their location for the most part, while those that didn't were firing on the businessmen trying to flee the scene. As one of the businessmen opened fire on the cops, it wasn't long before the officer had embedded bullets in the man's legs, disabling him from running away. "AAAAAAAAAAH"
The businessman screamed out loud as he was shot, immediately dropping the pistol in his hands and falling onto all fours, his legs suddenly unable to hold his weight any longer. "H...he-hey! YOU TWO! THE HELL - DOES THE BOSS PAY YOU F-FOR! Get me out of here!"
The business man cried out to the two thugs in suits, his panicked face turning when he heard someone else arrive, a face he had seen inside the bathhouse in passing but had paid no mind too. "Y...you! Save me! I-I'll pay you!"
He cried out, to which one of the officers would scoff, motioning to two other members of his squad as they moved forward to apprehend the downed criminal before any form of rescue could come. "Ehhhh honestly the boss doesn't give that much of a shit about these guys right?"
The red headed mook would complain, swinging his bat up and down into his hand as if he was itching for a fight, even though he seemed to be the laziest of the two. Meanwhile, the dark skinned mook just rolled his eyes at him, making sure he was completely covered by the truck, about to jump in to try and drag the businessman to safety. Though before he could their backup arrived and he breathed a sigh of relief. "Not like we expected so many of them to show up when this place finally got busted. Boss'll be tightenin up security that's for sure."
The dark skinned man assured her, smirking as she unleashed what looked like bubbles at the police officers. He wasn't quite sure what good that would do really, but as the officers opened fire on the bubbles, he heard their screams and raised an eyebrow, lowering his sunglasses as he peered around the tail end of the truck. Hunh... looks like the bullets they fired bounced back towards the officers, hitting a few of them in their kevlar vests, while a few others weren't so lucky and got them in unarmored parts of their bodies. To top it all off, as those bubbles smacked into the barricades and cars it caused some serious damage, shattering the barricades and pushing the cars back and denting them. "Call for backup! We need some of the pros here NOW!"
One of the officers shouted from his kneeling position next to his squad mate, trying to drag him away before the bubble girl could assault them again. Unfortunately even the police officers were forbidden by law to use their quirks and were limited to the equipment given to them. No matter how much they trained their quirk, if they wanted access to use it they would have to become pro heroes. Which none of them unfortunately were. The officer dragging his squad mate away suddenly stopped as a car squealed to a stop where he was headed. Another officer who had taken refuge behind the remaining barricades shifted his gun towards the driver of the vehicle, eyes widening as he saw nothing but a blackened skull, instinctively firing his weapon out of sheer shock and maybe, just maybe, a little bit of hatred and fear of mutants.

Kenshin continued to observe the situation. The longer he watched, the less likely it seemed that the police would be able to handle the situation on their own. Especially after a newcomer showed up who seemed to be able to shoot out ...bubbles? As odd as this looked, Kenshin knew better than to underestimate any kind of quirk. Those bubbles would prove to be dangerous, as they were not only causing serious damage to the barricades and cars, but causing the officers' bullets to bounce back towards them. Shit, it's risky to just go in swords blazing and without a plan of some sort, but they're in trouble! I can't just sit here and do nothing! And nobody else is here to help them! Not noticing the nearby Chiyuri, Kenshin was under the assumption that the police were all alone and without help of any kind. Well it was time to go fix that! It was time to kick some ass! Henshin!With the boy's signature red armor on him and his left hand transformed into its signature blade of hard light, it was time to make his move! Dashing to the scene with the enhanced speed his quirk granted him, Kenshin focused his attention at the mooks who were fleeing. "Going somewhere?" It made sense to take care of the small fry first before dealing with the actual threats. Taking advantage of his higher speed, Kenshin aimed to quickly take down the fleeing men in suits with a single swing of his sword hand. Of course, Kenshin was using the blunt side of his blade, and he was only swinging with just enough force to knock them out. Although nobody could see it as the boy's mouth was covered, Kenshin was grinning. If these crooks thought that they would be able to get away without a fight, they were sorely mistaken. Kenshin looked around to see everyone that was in the area, friend and foe alike. A couple more men in suits, including the dark-skinned guy and the redhead, the girl who seemed to be the source of those bubbles, the police, and newcomer whose head was a dark skull. Kenshin could not tell whether the skull guy was here to help or intrude. Although the officer trying to fire at him was probably a sign that he could be trouble, there was also the possibility that the cop was a quirkist asshole. Or both. It was too soon for the boy to tell. The boy would remain on high alert for now. First, there were the men in suits who could be hiding weapons or tricks with their quirks. Then there was the girl with the bubbles. For now, Kenshin would avoid attacking her or her bubbles directly, as he did not know what they were capable of. Skull guy could also be a threat, so he could not take any chances there. Even though Kenshin was here to help the police clean up this mess, there was no guarantee that they would be grateful for the help. After all, that one cop's reaction to the skull guy was not very promising. And finally, there was the chance that others could arrive on the scene. Kenshin needed to be ready for the possibility of reinforcements, especially the villainous kind. | Word count: 551

Kenshin transforms and rushes in to the scene to knock out as many mooks as he can manage to make the police's work a bit easier for them. He's wary of the bubbles, not fully understanding what they can do, so he's doing his best to avoid them for now. He's also being cautious, not really trusting anyone on scene.

Sekkeno stifled a cackle with her fist. She didn't even need to see it happen to know what was unfolding just behind the trailer she was pressed up against. " They're already calling for heroes?! LAAAAAME! Hee hee!" Really, how weak could these guys be if they just keeled over after the opener? That wasn't fun at all! Maybe one of the pros would actually prove to be a challenge! She would stop her cackling for a moment. That was right! If they were calling for the pros then maybe he would show up! She promised Bucket-head that she would help him get revenge. What better way find the guy that had done this to him than to make sure that she wouldn't go unnoticed? She rubbed her hands together, in part excitement towards her little scheme, and in other parts to get her hands to sweat a bit more. It was foolproof, she thought! All she'd need now was-! The girl flinched from her spot when the gunfire started again! At least last time she had been prepared for the noise! She had them scattering! She thought for sure they would be too afraid to keep fighting. Stupid, obstinate police! If they weren't strong enough to fight back against her then that just meant playing clean-up duty! " Geez! I hope things get more exciting than this! Hmph!~" The girl locked her fingers together and stretched for a moment before forming touching her index fingers and thumbs together to make another ring. With several, deep breaths, the girl would blow a bubble that was at least thrice the size of her own body and let it float in place for moment before she grabbed on with a single hand. Willing it upwards, the bubble would start to float up, slowly lifting the girl above the roof of the trailer. She would then let go, landing on the trailer's roof. Her eyes narrowed a bit now that she could finally see the newcomer to the scene. Not the man with the black-skull, mind, but the boy sporting the bright-red outfit speeding about the scene. With an excited smile she waved down to the frightened officers below as if she was nothing more than a child enjoying herself. " Hey, misters policemen?! I'm getting paid pretty well to take you guys out! So run away if you don't wanna die, 'kay?!" It wasn't as if she really cared about their lives or anything, but she wouldn't let it be said that she was just some heartless bitch! She would give them a little bit, but she doubted that they'd move. The moment any of them dared to turn a gun towards her, she would will the big bubble in front of her in an attempt to block the gunfire before it ever reached her. " Awww. Come on guys. I even gave you a chance to ruuunn~." She would fake a sad pout and crossed her arms, turning her gaze away from them. To whomever was paying attention, her voice would take a sudden, predatory tone. With a snap of her fingers the giant bubble would split into at least a dozen or so beach ball-sized bubbles. One at a time, they would seem to hurl themselves straight towards the police, starting with the one who had been holding the shotgun, then the one who had so diligently been trying to call for backup, then she would make sure to smash in the head of the officer that he had been trying to drag to safety. She would launch all but two of the remaining towards any other policemen that she could see, or otherwise towards the cruisers and barricades that they had been using as cover- Zugai's beater truck would likely not be spared in this regard depending on how close it was to the action. The last two would float into the palms of her hands. She would make sure to keep them a bit in front of her to at least give anyone that she happened to miss a harder time actually hitting her rather than one of her bubbles. "Hey, Swordy-chan! Your suit looks pretty cool!" She shouted at the vigilante that had been focusing on taking out the fleeing customers. "I've got a friend that was hurt pretty bad by some vigilante named 'G'. You hero-types are pretty tight-knit, right? You know where I could find him?" Had he been paying attention, he would be able to notice that her voice was just a little bit raspier than it had been before. Indeed, her mouth was getting a little parched. It probably would have been a good idea for her to bring a few water bottles or something with her! Regardless, she figured she could slow down a little bit with the blows that she had dealt to the police!
WC: 810 Sekkeno is floating up to the top of the trailer with a large bubble. She tells the officers to run if they want to live, and moves the bubble in front of her for defense. She then splits it into a dozen beach ball-sized bubbles that she uses to assault what remains of the police officers, and keeps two bubbles to spare for defense or further attacks. Asks the only other seemingly powerful quirker on the scene, Kenshin, if he happens to know where she could find G. Likely reveals her connection to Bucket. She is starting to get a little dehydrated, but thinks that she can keep going for longer if she tones it down a bit. “Goddamn, things are heating up, man!” said a now slightly perturbed Chiyuri. The cops were opening fire on the villains and their base, which in all honesty was pretty damn foolish – those bubbles seemed like a big problem, and if it wasn't sorted sooner rather than later, this whole operation would go south. Calling the heroes wouldn't be much help either, action had to be taken now. Screw waiting, at this point the indecision would get the death toll creeping higher and higher, what needed to happen was action! Chiyuri, gripping her sword and adjusting her outfit a moment, she decided to jump down, thinking later and deciding to rush down now. Her gambit was a strange one, but if it worked it'd be fine.
Upon reaching the ground, she was still relatively clear from the villains, but now she could see them a little better. The bubbles were definitely quirk based, and coming from what appeared to be... a little girl? Children being dragged into villainy, what a goddamn travesty. At the very least, the shadowy figure she once saw in the distance she could now recognise as Kenshin, even in his armour. Such a young lad, but still doing justice for his city – a shining example, although he should still probably work hard at school. However, those two aside, there were still three more mooks to deal with. The two suited weirdos seemed to be tough, but not that tough. The other dude, who had a very clear skull and bone infatuation, seemed pretty intimidating as well, but he was on the other side, slightly too far to deal with but still dangerous looking. But surely not too much a big problem, especially considering the circumstance; he was around the police, for crying out loud.
With the place properly looked at and everyone taken into account, it was time to get dirty. Turning her skates on once again, Chiyuri rushed through, the green light mixing with the darker hues. She'd have to focus more on pure skill rather than her quirk, especially in the night, but that wasn't such a big deal. She figured that if Kenshin had the bubble girl distracted, she'd try and take the duo by the truck. Perhaps if the surprise was good enough, it'd make the battle a little bit fairer. TLD;DR - Chiyuri is rushing at one of the two suited men with her D-Rank Speed skates, and attempting to attack one of them with a slash with her E-Rank Sword, in order to get such a quick attack she could take both of them off guard.

Sorry guys going to call it. I"ve been trying to bring myself to post and it's just dead in the water.
TLDR summary of the thread, the Corrupt businessmen that are fleeing would have gotten captured by the police and vigilantes. win for the Vigi's! Police are too focused on the villains to bother trying to arrest them. Villains escape along with the two major NPC villains. HURRAY, you have both earned a favour from the Ingawro goons!
