Just west of the crowded Shinjuku Ward, seat of Japan's government, Nakano was well on its way to becoming a second Akihabara until emergence of Quirks in the 2040s. As the fallout from the wave of "super-children" rocked Japan, police forces were strained thin dealing with the first vigilantes and super-villains, and the dominion of the Inagwaro Family, a Yakuza clan that had operated behind the scenes in the district for over a century, eclipsed the lawful authorities. This came to a head in the 2054 Nakano riots, where pro- and anti- quirk demonstrators violently clashed before being fired upon by Special Police. Over a hundred died in the riots, including the eldest son of the Inagwaro Family--a first generation quirker.
After the riots, the district was left broken, looted, and bloodied--and with a ferocious hatred of the police. Over time, shops rebuilt, homes were repaired, and life returned to normal, but it was never the same. District police ended up either taking bribes, or being driven out of the district in a slow-boiling campaign of harassment, vandalism, and silence. The Inagwaro Family was the law now. Any citizens that didn't pay protection were either driven out, or formed secret militias.

Sun Plaza
A former hotel, Sun Plaza is the last bastion of law in Nakano, the new headquarters of Keishicho. It contains most local government buildings, the local high school, and a small clinic. The buildings are less dense here, and the streets are heavily policed, with everything from beat cops to APCs visible. In the center of the plaza is a small memorial dedicated to victims the riots--a frequent target of vandalism prior to the arrival of Deputy Commissioner Aniba.
The Broadway Arcade
The local stronghold of the Inagwaro Clan, the Broadway Arcade is a 24hr mall that spans over a block, crammed full of hundreds of shops, bathhouses, and restaurants. Ironically, its also one of the safer places in the city--Inagwaro "security" is constantly on patrol, making sure tourists remain safe and undisturbed--as long as they can pay. One of the restaurants in the mall has a private room where the local Inagwaro don commands his troops, but no one can quite agree on which restaurant it is.
Saginomiya Station
Located at an intersection of the Tokyo Metro, and the Seibu Line, Saginomiya Station is Nakano's largest rail and subway depot--and one of the largest in Tokyo as a whole. Thousands of passengers embark and disembark each day, heading to shop, work, or ride further down the line. At night, though, there are rumors of a "ghost car" that travels from station to station along Nakano's tracks, piloted by members of the mysterious Railway Union, a loose organization of vigilantes that call Nakano their home.One thing isn't a rumor though--Saginomiya Station has a high rate of non-lethal "accidents" that are in no way actually accidental--and the victims are usually young men and women with elaborate tattoos.

In between the important places is what some would call the "real" Nakano--a labyrinth of streets lined by brightly lit signs, advertising everything under the sun. Here, the police response time is slow, or even non-existent, and a hundred things can happen. It's place you could dissapear, or find exactly what you're looking for, depending on who you ask.
