On some level this entire situation had been a strange one. Lieutenant Hideaki Ryouta was torn between two sides of the spectrum. On one hand there was the whole idea of them basically training kids to fight. While, sure, a prepared populace was better than one which was otherwise, he had too many times seen the disaster that were child soldiers. Sure, society was changing. But why couldn't these kids simply enjoy being kids? The government endorsing this was... strange. And, on the other hand, there was the whole idea of Heroes - people of valor who put themselves on the line to protect the innocent. This was an idea he supported wholeheartedly and had resigned to give it his all to guide people towards this idea.
And so, now, he was in the barracks designed for the kids from Yuuei to use as their training grounds, overseeing a class of kids who weren't exactly... combat ready. Though not many of them lacked the motivation to try; that alone made the Lieutenant happy. Watching as they went at it, some sparring, others working with weights or other training programs, Ryouta was standing aside, simply watching and investigating. He had informed them that, should they need special assistance, he was there, but otherwise they were good to simply use the facilities how they saw fit.

Why was she here again? The question had seemingly plagued the young girl's mind ever since she stepped foot into the school. Sure she's met some amazing people, both students and teachers alike yet...she felt she was on a different plane than them. Everyone seemed to have the potential to become a strong hero that could help the people in vastly different ways. Chise...could not. With a below average quirk and just minimum combat skills, how could the redhead even consider herself on par with the hero course? She didn't even know where to begin in training her quirk, it could not be used to physically harm someone so the only way she could fight was with her arms and legs. She had been training with a Vigilante in hopes of becoming stronger but she still lacked the strength that most students seemed to have. Chise felt like a lost cause, a worthless vessel.
The violet eyed girl found herself standing in front of one of the military buildings the school provided for the military that came to help U.A. with demonstrations and such. Perhaps...maybe...she could find a sliver of hope inside. G's training was nice, but with how she was going, she wasn't sure if she could even call herself a hero, let alone a hero student, with the skills she had. The girl hesitantly walked inside the building, seeing a few groups of students sparring with one another. Her eyes soon caught the attention of a man in camouflage pants and a black fitting tank top. Perhaps he was the man in charge of supervising the students. Was there any way he could help her as well? The only way to find out was to ask, right? The usual cheery girl made her way over to the older man and spoke up, "E-Excuse me...this is the place where students can come and train...correct? I was hoping I could train with someone here..." she asked, almost positive this was the correct spot but wanted to ask and clarify before making any assumptions.

Ryouta had been minding his own business inspecting the students. At some point he lit a cigarette, but as it so often happened he couldn't even remember when. It had become one of those habits you picked up in the military without even realizing it. Many people thought soldiers smoked just to smoke, but oftentimes it was a much bigger issue than that. A coping mechanism it was, if the lieutenant were to be painfully honest. But then again it was a coping mechanism for shit he'd seen a long, long time ago. Now it really was nothing more than a simple habit. He smirked at the thought; his lungs probably hated him so damn much.
These thoughts were the ones he was woken from when a girl had called out to him. Blinking with a little surprise, blue eyes looked down to meet the shorter and younger female, blinking several times to try and figure out what she wanted from him. The girl was clearly one of the students who was supposed to be here to train - he recognized that simply by how out of place she seemed. Listening to her words, the blond lieutenant exhaled a puff of smoke before he fixed the green camo bandanna on his head. A small smile spread across his face, "Yep. You're in the right place, kid. What type of training are you looking for? I'm sure I can point you in the right direction."
Thinking he should probably elaborate, he hummed to himself lowly, "Well, for starters we have the group of kids training over there. Simple spars and such. Then we have some working on weights. Others learning gun play, then knives and the like. With a quirk or without, we can pretty much entertain any whim you have. So hit me, how can I help?"

She didn't take the other man to be a smoker but you just never know what another person's hobbies and interests were until you saw them for yourself. "A-Ah....I was hoping for a-" the redhead was cut off as the older man began explaining what sorts of facilities they had here. It seemed like they had almost everything from sparring to weight lifting to guns and knives of all shapes and sizes. She had originally come here for sparing but the gun and knife techniques wouldn't be bad to learn. Once the older had finished speaking, she knew it was her cue to talk once more. "I...was coming here specifically for one on one training....but perhaps learning some gun and knife techniques wouldn't be bad to learn as well..." she said, trailing off a little in the end.
"You see," she spoke up, "I'm not that skilled in fighting...and my quirk does not aid me at all in battle...so I was hoping to train more and get stronger so that I can become a hero. I have been training a bit with the help of another but I hoped since the military was coming to Yuuei….that I could get some professional training done," the red haired girl said, looking up to the older blonde man. He seemed quite capable in fighting, perhaps he could help train her. "Maybe we could do some hand to hand combat or something of the like. I....I want to get stronger. It doesn't matter if I get scrapes and bruises, if it helps me to get stronger then it's all worth it in the end," the violet eyed girl said, looking into the other's blue eyes with a determined look on her face.

One hand in his pants' pocket, another fishing out the cigarette from in between his lips, the Lieutenant casually listened to the younger girl speak, occasionally offering a nod to her words. Huh, she seemed... he couldn't exactly put his finger on it but the girl too strongly came across as having no confidence in herself. That wasn't something he had never encountered, but it was definitely a surprise. Sure, he knew that people came in all shapes, sizes and mentalities, but it was his primary assumption that most of them had the right idea if they wanted to become these Heroes Kobayashi had spoken so highly about. Granted, Ryuusei had been an outlier, but the kid was just lost. Hopefully so was this girl.
Continuing to listen as she trailed off, Ryouta was already coming up with idea upon idea as to how to best aid this girl in whatever she was looking for. For the Lieutenant's part, he had always been one to value his team's growth. If one singular piece of a squad was able to increase the levels of their performance, that would work better for the cohesiveness of the team. When individual strengths were brought together, they managed to compliment one another. And the stronger those individuals were, the stronger a squad would be as a unit. That was his firm belief. And he often came across as borderline relentless as he tried to train his men. Surely he wouldn't go all out with this girl as he would with the privates under his command, but he could at the very least give her the foundations she seemed to so desperately lack.
"Right... first of all, can you show and explain to me your quirk?" He said, his tone friendly yet also inquisitive. There was no such thing as something that didn't aid in battle. No matter what it was, in a life or death scenario anything could be useful. He had learned that the hard way. "Then we can try narrowing down what you need and can do, yeah?"

Explain her quirk? Oh no, this was the part she didn't think she'd have to talk about. All she wanted was to train, her quirk would have no use in helping her do that now. With a shaky breath, Chise looked down at her shoes and spoke up once more, "W-Well....my quirk isn't much of a help with anything physical. M-My quirk allows me to copy the voice of another person. The only way for me to do that, however, is through lip contact. I...I have to kiss them to activate my quirk," she said, biting her lip. Her cheeks began heating up just explaining her quirk to the burly man in front of her. She didn't like talking about her quirk much, it wasn't that she didn't like it...the stigma behind it and the negative attention she received because of it had hurt the girl's confidence. Her quirk was useless, it couldn't do anything to help others, it only caused backlash to the user.
"S-So....it's not really going to help me if I'm fighting off someone one on one. Perhaps if I was an undercover agent it may work, but even then...getting into an undercover hero position is just as hard as becoming a big time hero who's all over the headlines," she told him, averting his gaze. Chise didn't know if this man could even help her fight, she hoped he wouldn't judge her for her quirk, she wanted to forget her quirk and just become stronger physically. Chise fidgeted with her hands, doing her best to stay calm in this situation although it seemed to leave her a bit flustered in the end. If she could focus solely on fighting, hopefully it would better her in the long run instead of relying on a useless quirk.

Humming to himself, the Lieutenant listened to the fidgety girl speak. Her quirk was indeed... peculiar. But it was definitely not something to be ashamed about. Maybe it was the typical type of teenage skepticism and shame that made her distrust her ability this much. Then again, people without an extra abilities have achieved so damn much in the past. There was no reason to believe that this girl couldn't do this either. And her ability? It seemed like she had the answer to it herself - and undercover operative would be able to utilize such an ability to incredibly dangerous degrees. Sabotage and espionage was something that would be made exponentially easier by having the ability of copying someone's voice. A voice was a dangerous weapon to have.
"Alright, I understand. But first, come here," he waved to her, expecting her to follow him as he made to a random table set to the side of the training area. Sitting down, he expected the girl to sit down on the chair opposite of him. Leaning back, he inhaled from his cigarette. It was time to begin the usual routine before he accepted a student. "Right, so. My name's Lieutenant Ryouta Hideaki. It's a pleasure to meet you. Before we begin, I need to straighten a few things out. So, tell, me... why did you decide to join Yuuei?" He asked, his eyes betraying interest. The one habit he would never let go of when trying to train someone knew was to get to know them better; to understand their motivations, their drive, their reason for doing the things that they did. Every person had a fire within them that kept pushing them forward, and every single time the blond Lieutenant had made it his mission to fan the flame. Oftentimes he didn't even need to do anything; the people under his command much too often found the drive to push themselves to their limits and beyond by themselves. A girl in the hero school? He was sure it would be the same with her, regardless of how big of a lack of confidence she had.

She was a bit surprised that he said nothing about her quirk, did he agree that it was quite useless or did he think something else entirely? She would not know, or at least not right now, as he told her to follow him, soon taking a seat in front of him. Was this usually how sparring with someone went? They ask some questions and then they get to fighting? Did the hero students have to go through a similar process? Before she could really think about the subject matter more, the blonde man introduced himself to the girl. So he was a Lieutenant? He seemed strong enough to be one at least, the action a bit intimidating to the high school girl. "A-Ahh my name is Chise...Chise Ishihara...I'm a first year General Studies student...I-It's nice to meet you as well," she said in response, not wanting to be rude by not introducing herself as well.
The violet eyed girl listened as the Lieutenant asked why she decided to join U.A. in the first place, the question in and of itself not difficult in theory but to Chise it seemed like a bit of a hurdle. "W-Well," she spoke up, "I had not wanted to go to U.A. originally. After I graduated middle school, I had applied to schools that were not centered around heroism and things of the like. I....I wanted to go to a normal school where I didn't have to worry about my quirk. My experience in school with my quirk was...to say the least not pleasant. In a way I wanted to escape from my quirk, discarding as if it was nothing important." Chise took a small break, taking a deep breath before she began talking once more.
"All the non-hero schools I applied to had either not gotten back to me or rejected my application. I did not think I had a terrible application to begin with...I had done lots of things in middle school from being the class president to doing extra curricular activities and the like. The news left me defeated, if a school not dedicated to being a hero hadn't accepted me, how would a hero school even accept me then? My parents, however, had kept from me that they sent my application to U.A. while I was focused on getting into one of the other schools. U.A....was the only school that accepted my application. I don't know why...I still don't know why, but I wasn't going to let the opportunity slip from my fingers. I was sent to the general studies course as I believed my quirk wouldn't be all that useful in the hero course. And so...here I am now," she said, finishing her story before looking up at the older blonde once more, wondering what his evaluation would be.

General studies, huh? Ryouta thought, a brow raised as he watched her curiously. He had been informed ahead of time about this entire endeavor the military had decided to undertake and allow the students of the new hero school to get some training in with them. It was nothing more than a publicity stunt from the military's side of things, really - a way to prove that not all of them were pieces of shit, apparently. Internally, he snorted at the thought. More than a few soldiers in the military here could be considered goons, to be completely honest. In which case, the lieutenant was told very early on that he'd be overseeing quite a few hero trainees in the hopes of giving them some pointers. In the same light, the military - especially the R&D sector - wanted to get more data on quirk usage, how they grow and develop. And, most of all, how to counter-act them. In his rational mind, that wasn't a bad idea. And the way they went about getting this data wasn't all that bad either. Cultivating the next generation was nothing but ambitious and smart thinking. Then again, the blond soldier was positive that this data would be used for malicious purposes as well. The thought made him want to punch something.
At the very least he was sure that nobody under his tutelage would get that kind of treatment. Not while he was around, at least.
Lieutenant Hideaki Ryouta was aware of three classes and several key students from said classes that were worth paying extra attention to. First of all there was 1-A. Now that was a bunch that he had been told he should keep special attention to. Not so much because they were strong but because of the very strange dynamic they had with each other. Both chaotic and cooperative in some very strange ways, as his comrade Kobayashi had told him. First there was their class president, Rinkusu Kurama - a girl whose quirk could allow her to control the blood in her veins to very effective degrees. As far as he'd been told, the girl was kind and caring, always putting herself in a position to be able to help those in her class and in other classes. Though he had also been informed that recent events had been... less than kind to the girl. What he had also been told was that there was one very specific individual who had been helping Miss Kurama through that. Jasmine Noir, the American exchange student who had carved her name into Yuuei through some rather... explosive and boneheaded means. One of the more notable individuals in the school altogether, the Noir girl was one whose development seemed to be quite the interesting sight. There were definitely others in that class that interested him, such as his personal charge Ryuusei Igarashi or the quite unstable brit Maximillian Kane, but those two girls were the ones to keep their attention on. Heck, the two of them got numbers one and two in the school ladder respectively.
1-B had personalities like Lani Bijan, Elise von Eisenberg and Tetsuko Shindou. All three girls had displayed a modicum of very different abilities that could be very useful in a fight. Miss Bijan had already proven herself in the unfortunate circumstances that plagued the circus that had arrived at Musutafu quite recently. He had read the reports of that catastrophe quite a few times and he couldn't lie - capturing the main perp of that whole charade was quite the stunt. Then there was the Germanic girl. While her skills with firearms were quite fearsome considering how quickly she's been developing under his old comrade's tutelage, her borderline unhealthy interest in them and a practical lack of fear of the trigger-pull was... alarming. It was something he hoped to fix in the coming days. The swordbearer, seemingly Elise's 'muse,' had also come as quite the interesting specimen. He hadn't seen much from the sword-wielding girl but he was sure that she and Elise could make quite the deadly combination.
And then the last class he was told about. 1-C. The simple idea of that class made him want to chuckle. Wildlings and delinquents, the lot of them. The two people who he was told to pay extra attention to were Yumi Tasukai - the girl that apparently came across as quite electrifying in more ways than one. Apparently public decency wasn't a term in her vocabulary, or so he had seen in one of her excursions within the military offered training regimes. Then again, her quirk, while quite unstable, was quite an interesting sight to see when she was wearing that protective suit of hers. And then there was Daimon Darren. Kobayashi had told the lieutenant quite a few things about him, especially when he and Miss Noir were contending for whatever it was they fought over. The kid could be quite competitive. Stupid in many ways, quite resourceful in others, the Aussie was clearly one of the people you didn't want to sleep on.
But General Studies? General Studies was a class he wasn't told much about. And it was at this very moment, as he spoke with Chise, he realized why. No, it wasn't because they were supposedly weak or some other nonsense like that. No, it was because the military itself didn't think much of them. And that was the whole crux of the problem. How were these kids supposed to develop when even their superiors were looking down on them?
"Alright, I think I understand where you're coming from, Chise," the blond lieutenant addressed her in a casual manner, offering her a small smile. "The other schools hadn't accepted you. Don't ask me why, the educational system we have here in Japan escapes me. The way they make decisions is borderline stupid. But... but. There's always a but," he said his smile only widening, "Yuuei must have seen something in you, right? Kobayashi isn't as stupid as he looks, kiddo. He must have noticed something that nobody else could. So keep your chin up. Things are never as bad as you think they are."
"So, training. I'm prepared to offer you quite a few regimens and exercises, but before that... how do you see yourself as a fighter? Physical? Ranged? Blades? Guns? Just... picture yourself on the battlefield, yeah? What's the first image that comes to mind? What seems most natural?"

He understood? Just what exactly did he understand? Chise looked up at the Lieutenant, her violet orbs watching his movements as he spoke. A small frown fell upon her face, hearing him repeat the same things that she had told him. The schools she wished to go to hadn't accepted her. Why would they? She wanted to escape the hero scene, she wanted to be just like a normal citizen, Yet, why did they reject her application? Was it the quirk she currently possessed? Did they require only students that had no quirk or a quirk weaker than hers? She wasn't sure, she would never get the answers she wanted, but that was life. Life was a cruel temptress. Her ears picked up the last word he said...but. In life, there were many buts, signaling something that holds the original task back or stops it from getting to a certain point. She never liked to hear that word. He was probably going to say that he couldn't train her, just because her quirk was already weak and she was a forgotten soul. That's fine...she figured the military would want to spend their time on more qualified students.
What confused the red haired girl was the smile on the blonde's face, was he excited to tell her he couldn't help her? Did he find enjoyment in seeing people suffer? Then she heard him say a few words she didn't expect from the taller man. 'Yuuei must have seen something in you'. Did it? Sure she was in the general studies class, but did Yuuei really see something in a girl like her? Her principal saw something in her that the other's didn't? She didn't know what exactly he saw in a weak girl like her, but it had her mind racing, wanting to find the answer. What made this school different? She listened as Ryouta said things aren't as bad as they seem to be...she wasn't sure how to interpret those words, but still kept them on her mind as the other moved on to the next phase, figuring out a way to train the poofy haired girl.
How she saw herself as a fighter? She really wasn't quite sure herself. She knew some martial arts from G but aside from that, she had no real clue how she would defend herself. "Well," she spoke, "I have some knowledge in martial arts...I haven't used any weapons like guns and knives before. Perhaps, then, I should just stick with that? Do you think that is a good idea, or...should I step out of my comfort zone and try something else, Mr. Hideaki?" she asked, a semi-worried look on her face as she contemplated what to do and how she would train.
