APPEARANCE AND PERSONALITY
Appearance:
His dress style can be best described as a rough classy look. He wears a pair of white slacks held with a black leather belt. He wears a rather tattered white dress coat with a black fur collar. On the upper left chest of the blazer is an emblem symbolizing his previous position within a Yakuza organization, embroidered in black. He also "wears" his quirk in most cases, a high collar of ice and pauldrons, in addition to long forearm guards. He wields a customized katana freely without a sheath, keeping it at the ready at most times.

Personality:
Much like his quirk, Ky's main distinguishing trait is his coldness, his willingness to ignore those close to him or those superior to him in order to achieve his goals. While he is loyal among all odds he would rather call out someone's cowardice or incompetence to a situation and act on their behalf as well as his own in order to achieve said goals. The goals in mind being to obtain power and dominance among the masses, eliminate those that oppose his claim to power and dominance, and getting rich on the way up. He wishes to work hard while he is able to so that he can enjoy the peace and raise a family in the future without the stipulations of law and government weighing in on his life as a quirker. Though the work he wishes to put down isn't always physical, it's mental, political, until a physical force is required to keep the mental operations uncompromised.
Much like his father before his demise at the hands of a hero, Ky is a charismatic and poised individual when he needs to be. Though he likes to let silence and action speak more so than his voice. As he believes his actions can convince a small group or an individual, but his words can convince and persuade a nation and he's not one to jump the gun in doing so. He will act when he is needed to act, like a tiger stalking its prey before he finds them at their weakest and chooses to pounce on the opportunity.

HISTORY
Born in the heart of Tokyo City to the Hyozan clan, famous for their roles in the government and petitions for progression in society. His father was a lawyer that worked with a group to advise the Emperor and write laws for the people. The line of work was considered dangerous as they were seen by the common man as rebelling against the Emperor, but it was, in fact, a line of work that was healthy for the people and progression of the country. And one that he wished to pass down to Ky, whether he wanted it or not.
As for his mother, she passed away a few months after his birth due to health problems related to postpartum side effects. Many believed it to be self inflicted or caused by Shen Hyozan, Ky's father, but he denied the allegations and no investigation was ever held due to found evidence and spoken testimony of Ky's family. However, many thought the trial to be unjust due to the abritrary fact that both the plantiff and the defendant were members of the Hyozan clan, though not by name.
After the death of his mother, his father had his mother move in. His mother was the last of his immediate family still alive and was rather wise despite her mental health issues that grew with her age. Though, she was still more than capable of caring for the young Ky. Her methods were rather traditional and believed in displine, both verbal and physical to keep him in line. Though, her efforts never seemed to reach Ky and the abuse only became more constant. His only freedom was when his father was around, even then that time was spent reading law books and helping him with work that he had brought home with him.
His father worked diligently and endlessly to try and help those with quirks fit in with the rest of society. While most of the population saw them to be freaks of nature, Shen was deeply intrigued in the phenomenom of their development. Though, the incarciration rate of the quirkers seemed to steadily rise. There was a steady trend in the masses that were arrested by government officials through verbal testimony that led him to believe that they were not the evil that the people saw them to be. Most that were arrested went willingly for the deeds they commited whether they were good or bad. Those that were displaying acts of true justice, that were on the true path of modern day heroes that were seen in comic books and movies. Thus, he began a firm that would be a salvation, a godsend, to those wrongfully incarcirated by the system. From cases of public displays of a quirk to cases of aiding civilians of the city, he fought against the systems of the government in order to keep these vigilantes on the streets. With each case he could feel they were getting closer to their goal of equal rights for quirkers.
While he worked to keep those out that used their quirks for the good of man, he also fought against those that used their quirks for acts of evil. Though, incarcerating quirkers was difficult for the police force. Thus, he began to initiate an organized way of bringing in the quirkers with none other than the quirkers that owed him favors. Soon, they had a small underground establishment of vigilantes. Though, the group of vigilantes were also breaking the law in order to apprehend suspects and prevent damage to the common man, they did so discretely and with ample evidence to turn in the crooks. They used disguises or costumes that were depicted in that of comic books and kept their quirks at bay when they weren't doing vigilante work. They were able to conceal their identities well enough and not leave evidence or traces of their presence. The group worked off of a decomissioned piece of police equipment to intercept calls and arrive before the authorities did, take care of the work and leave the villains for the police to apprehend. While some police officials were against the help, most liked having their jobs done for them. Especially with the way things were going then and how unpredictable each call would be. Many law enforcement officials that couldn't take the heat, got out of the kitchen and resigned.
Though the villains started becoming more organized as well. The Yakuza, which was a catch all term for organized crime, sought out their abilities in order to perform bigger operations and soon they would catch wind of Shen Hyozan's work...
The numbers of quirkers that were on the same side of Shen Hyozan began to dwindle, though there was individual that seemed to prevail over the others: Impact. Impact was a quirker that had the quirk of being able to replicate physical blows in numerous numbers and had trained his abilities well enough to be nearly unbeatable. Shen Hyozan's busy schedule left Impact to do most of the leading up until the point where it was only him left out of the group. He brought the dilemma up to Shen and they organized another secret meeting in order to recruit more vigilantes, though word got out to the Yakuza...
The time and the meeting place was given out in secret, personally, by Shen Hyozan. Though he was tailed by a Yakuza quirker that held the ability to camoflauge himself, giving the Yakuza ample time to set up a series of explosive charges. During this time of gathering people, Ky showed signs of recieving his quirk. His skin began to grow with icicles and his foot prints began leaving small amounts of ice behind him. His father saw it as a Godsend as he was going to be able to team him up with Impact and ensure he received the proper training. The communication to have this done with Impact was abruptly interupted by the sudden natural death of Ky's grandmother and the arrangements that followed...
On the night of the meeting, all of the vigilantes gathered around in their prearranged ragtad costumes to keep their identities secret to even each other. Among them was a small child dressed in all white, as though he were a lump of snow. This child was none other than Shen Hyozan's son, Ky Hyozan and he went by the alias of Zero Celsius. In the midst of the meeting the explosive charges detonated, in reaction to the loud noise Ky was able to use his ability as it was intended for the first time ever and encased himself in a thick glacier, protecting himself and the face of a nearby vigilante that tried to shield him from the blow. Ky was but a twelve year old boy at this time, and he found himself trapped within a glacier underneath a pile of rubble from the warehouse. A few long hours later the first responders found the large piece of ice and cleared the area around it as they could hear cries of help from a child from within. After melting the piece of ice over a few more hours he was finally free, but was immediately apprehended by police.
After telling them the entire story, Ky was distraught from the news of his father and all of the others. He wished he could save just his father. Shortly following the questioning conducted on Ky once he was calm enough to speak, the police began an investigation on the Hyozan establishment. All of the documents with the real information of vigilantes that were found dead at the scene were found in the estate and they pinned all of their deaths on Shen Hyozan, thinking it was all an elaborate plot to get rid of a large number of them at once. When Ky was informed of this, he told them that they were lying and that he was helping the city with them. Though, they were uninterested in what the young quirker had to say and sent him off to an orphanage, telling him that he would meet with someone that worked on his father's will when he got there.
His first few months in the orphanage he was ostracized for his ability and his inability to not walk without creating snow under his feet. Everyone called him Jack Frost and he quickly became a target for bullying by both the children and the staff. As time went on, Ky grew tired of the segregation and quickly made an example out of a few of the children putting an icicle in their back while they slept. The evidence melted by time the morning came about, so an investigation on the situation ensued. Ky was able to use the knowledge bestowed on him by his father after all of the long nights of helping with his work in order to squeeze his way out of the situation. He demanded that all of the orphans have lawyers present to defend their cases so nobody was wrongfully incarerated. That gave Ky the perfect leverage to not seem as suspect as he did before, but he was one of three quirkers in the facility and the blame was likely to go on to one of them. Luckily, it wouldn't be him, but a young quirker that was capable of making solids out of soft materials.
After the investigation ended, rumors began to spread that it was actually Ky. Thus, he fled from the orphanage and lived on the streets using his quirk in order to provide shelter and protection. In this time he was able to figure out to weaponize his ability as he felt he had a score to settle with the police...
As he commited his mundane crimes in order to survive on his own, a Yakuza organization picked up on his antics one day while he was holding up a convenience store. In and out quick, no questions asked, he froze the cashier along with himself, thawed himself out and then took what he needed including a large sum of money from the register. When the member of the organization saw this he quickly approached him telling him that they could offer him protection if he provided them with his skills.
As his time within the Yakuza went on, they eventually came to a war with another organization over territory. The territory happened to be the same area that the explosion happened where his father was. Unaware that they were the ones that set up the explosives and killed his father and many others, he opposed the new org that threatened his new family. Though, they didn't allow him to participate in the war as the saw him to be too valuable of an assest. Instead, they offered to train him with a weapon so that he could further conceal his methods of criminal activity when going against other branches. He was trained to use a katana, and began to become his main tool of fighting outside of his quirk. The two worked hand in hand together. He was able to break the ice he created and use more of the ice to turn his close quarters ability into a ranged ability. His skill in doing this grew with time and practice. It was around this time, that he started to forget about his father's past teachings about using his quirk for good, as he began to tunnel vision on becoming stronger and gaining power. The high that he felt when he was able to take control of a situation was something he couldn't put in words.
At the age of 20, he had climbed the ranks in his organization to one of the five that worked directly under the leader. His responsibilites grew in the Yakuza, but he was able to delegate the responsibilities as he wanted. His work that led him to this was growing the territory of the organization that was based in central Tokyo City to the entire north end of the city. He worked diligently, and quietly, but didn't take shit from higher ups just because of his position and worked with the goal of the organization rather than what he was told to do. These actions are what led to the leader noticing him and offering the position. It was around this time that he received his inheritance. In the change of a day he went from being a well-off member of a criminal organization to having more capital than the organization as a whole and the Yakuza was aware.
The leader told him the capital he gained belonged to them, that he was the reason he was still alive and was able to reach the heights he was at. Ky took it as an insult and quickly made an example out of the leader, before stating his claim to the organization and how the capital he had was in fact for the Yakuza, but at his disgression. None of the others, including the quirkers, wished to oppose him: the cold weapon that they had sharpened to be the pinnacle of the organization's power long before this moment. Though, at the top he felt lonely... The fear those that followed him had in him would ostracize him in most cases...
He continued to lead the organization for five years, during these five years he began to brush up on the knowledge his father bestowed on him. Gathering literature that would help him formulate a way to carry on his family's legacy, but in a different way. A way that would not only free heroes of discrimination, but villains as well. Though, times had changed for the better due to the initial steps his father made and criminals were able to live double lives as well, but not Ky. The control he held over his quirk wasn't enough to conceal him in among society, as he still held on to the weakness of leaving traces of snow behind him. Which became his MO to the police.
Toward the end of the five year span he spent leading the organization, he decided it was time to leave. Yet the members of the organization weren't going to just let him walk away. Thus, he anonmyously reported all of the members and their locations to the police and aided them with each operation in the shadows, just as his father and the vigilantes did so many years before. Though, this was not to be seen as an act of heroism, but just a means of cutting loose ends. Each member was found at the exact locations that he reported them to be at, with ample amounts of evidence of criminal activity and the person found with them trapped in a glacier from the neck down. Quirkers that he was unable to apprehend with his quirk were dealt with by force and had their miserable lives taken from them, he saw himself as their savior.
Thus, he had a new goal. One that he felt his father would be proud of, one that would avenge the name of his family that had been dragged through the dirt. All he had to do was get a better control of his quirk and he would be able to blend just like the rest of them. Blend enough to weasel his way into the political world. Seeing as he was never seen at the scene of a crime with his face and he wasn't a wanted man, but Celsius was he was able to do so with relative ease.
Thus over the next three years, he would spend time interning, campaigning for elected officials and gaining favors with those that worked in the Quirk and Health Department, Quirk Research and Treatment Initiative, and the Japanese Government and Public Safety Comittee. He used his background of criminal activity to create scandals under the noses of the facilities and then bring the public spotlight on them in the midst of the scandals, using his family name to threaten a more fitting solution within a court room setting. He used his money as leverage to gain power by making sizable donations to various places of powers, funding campaigns that brought governors and mayors into office, with the hopes of one day being there himself...
