APPEARANCE AND PERSONALITY
Appearance:
Hideo is a rather typical Japanese boy - or man in this case, given his youthful appearance. Sharp features, short hair and small eyes both colored black - if it wasn't for the eternally present intelligence and challenge lingering behind his gaze and posture, Hideo would look rather plain. At only a bit above norm when it comes to height Hideo also uses his appearance to his advantage in the field. While not directly geared-up and in uniform, it becomes very easy for one's attention to simply dismiss or pass him off as a nobody civilian rather than an active threat that needs checking. While he is relatively fit, most of his muscles and physical form is kept hidden beneath layers of clothing and when on-duty, his vest and jacket. All-in-all, his physicality has nothing that outwardly radiates anything special.
POSITIVE
✔ Bold & Brave in all meanings of the words, willing to risk himself
✔ Never one to give up despite overwhelming odds
✔ Clever & Tactical when it comes to approaches
NEGATIVE
✖ Ultimate motives are selfish and at times callous
✖ Will oft fail to recognize when he it outclassed, and try to brute force the problem
✖ Distrustful (but not openly) of those with Quirks to an extent
LIKES
✔ A 'rush' - in a sense Hideo is an adrenaline junkie.
✔ The path to perfection, but not necessarily perfection itself.
✔ Worthy competition.
DISLIKES
✖ Indecisiveness in any manner
✖ Powerful Quirks
✖ Politics, and everything that comes with it
Personality:
On a surface level Hideo is easily seen as a hyperactive, duty-driven young man with a passion for service that is only rivaled by his free-time sponge of gaming. While both of these facets hold true in some regard there is much more to this junior detective than meets the eye. His fanaticism holds roots in much darker territory. While its true that Hideo willingly and dutifully serves the law and the public as an officer, his reasons for doing so are consistently less pure. Hideo craves the thrill of challenge, combat, and risking his life. This odd attitude translates into a competitive streak that carries over into his off-duty life, manifesting in his professional gameplay streamed on Twatch for all the world to see.
He is most excited by something that challenges him, and always strives to become better. It is not necessarily perfection itself he chases, but the idea of pursuing it. Being the absolute best at something would mean no more thrills, and in a world filled with Quirks when he has none? There was no glass ceiling, no cap for him to reach. Villains were less monsters and more rivals for him to dismantle. Obstacles and challenges to dissect and defeat with monstrous precision.
Even from a young age in school Hideo had decided that his career path would lean towards service for the country. The idea of being allowed to handle a firearm was enticing, even for the young boy. School was easy - a structured system that could be exploited, and not even necessarily just be being 'smart'. Studying wasn't necessary when you could already accurately guess what subjects would be on the test. This kind of game translated into his desire to be a detective. A mix of true combat and a battle of wits with evidence and trails left behind.

HISTORY
An odd boy with no Quirk, Hideo was raised in a traditional family with a working father and stay-at-home mom. Nothing truly notable happened during his formative years, save for the start to his fixation on the thrill of competition. Whether it was playground sports or cartoonish video games, Hideo would always push himself to master it. He performed extraordinarily well in school, and being Quirkless helped keep any negative attention off the anti-social boy. While he had no ire towards those with Quirks themselves necessarily, being raised in the era of Villainy certainly didn't leave him with a glowing impression of the mutations. In his eyes, it would be better off for the world if Quirks didn't exist at all. Extremely powerful Quirks truly made him wary to a cranked up degree. While competition was welcomed, the thought that a single person could hold so much power was unnerving.
Entering into a Junior Police Program as early as High-School, Hideo was assured a top spot in the course due to his exceptionally grades and (seeming) dedication to becoming an officer. It was during this time that his side gig in gaming grew as well, Twatch becoming a source of stable income to support him and the family without needing a 'real' job until his extended schooling was complete. While his natural skill with handling a prop firearm and forensics was noted (both subjects he'd studied with a fanatical fervor beforehand), Hideo was never the top of his class despite natural talent and hard work. Others older than him had already been assured high positions whence their training was complete. At age 19, Hideo graduated and officially began service as a detective for the Tokyo Metropolitan Police.
His results in both active and passive situations - a few leading to arrests that otherwise might not have been made, landed Hideo in the sightlines of them more secretive Special Investigations Team. A branch organization of the Japanese SAT, they focused much more on the covert side of things. While he was an interesting candidate, it'd be many years before they even approached him with the offer of training under a retainer, and even since then it remains unknown on when his constant evaluation will ever complete.
