Since we follow the series canon on laws regarding quirk use, I thought I'd bring up a couple of notes from canon regarding the blanket ban on unlicensed use of quirks, in an effort to show that the situation in series isn't as cut and dry as it's sometimes made out to be.
My first note comes from the MHA Wiki;

Apparently this comes from a Volume 9 Omake, which is interesting because it means that to an extent vigilantism could be considered a justifiable action if viewed from a certain point of view?
My second note comes from a spin off manga for the My Hero Rising movie, depicting Bakugou and Deku actively searching for and (in the former's case) trying to defeat a villain even before they joined UA?

This seems to reaffirm the first point since Bakugou seems wholly convinced he can go off and play hero because of the emergency situation?
Whilst I'd definitely take that with a pinch of salt given the fact that it's Bakugou and he's likely to be the sort who is happy to lean on the law and such to do what he wants, at the same time we didn't see his attempt to do so and blatant use of his quirk end up with any noticeable legal ramifications, or hurt his chances of joining UA at all for doing so either, I think it's something we, as a site, should be mindful of?
While it's absolutely the case that the laws are a lot newer and are likely to be seen with less leniency given the prejudicial enviroment, I personally would think there is grounds to say that any role of character could be considered OK using their quirk in extreme circumstances (Such as protecting themselves or others in these current riots), so it's just something I wanted to get out there so people understand things, in series at least, aren't as black and white as we may think they are? It also might prove useful fuel for legal type defenses on site for characters like Vigilantes and even Villains with the right spin?
