The abandoned warehouse in the manufacturing district of Tokyo City. Many things have occurred in this warehouse. Fights between many heroes and villains in epic showdowns of good and evil. The shady business deals that kept part of the city running. Even where some children dare each other to go in, rumoring it to be haunted by an evil spirit. But two days ago, the building was bought by a mysterious man. Claiming to be running a business for offshore imports. The owner didn't question it. He had been wanting to get rid of it for years and cut the guy a good deal. And he seemed to be the perfect gentleman even though half his face was covered.
And this is where the story will take place. This place would be the birth of probably one of the deadliest gangs in Japan. Known wide in America, the gang had received a credible reputation there. But they lost it all when a vigilante came and broke apart their operations. Here in Japan, they could rebuild. Start anew. And thanks to the prison outbreak of Fuchu Prison, they had plenty of candidates to choose from for their merry gang.
The original seven members were there. Well, six to be exact. Their leader was still working out the details of their plan and was not present at the moment. They were dressed from head to toe in cowboy outfits- from their cowboy hats to their boots, one could tell they were not around from here. The gang sat quietly, thinking of why they had come to Japan of all places.
“When is he supposed to get here?” one of them asked. He had his tilted over his eyes, his boots were rugged from years of wear and tear. He an aftershave on his face and his ensemble spoke outlaw from an old western movie. “Be patient,” said another dark-skinned woman, her orange eyes glowing in the twilight. Her braided hair hung over her shoulders as she paced back and forth. “He said he will get here when he gets here. So hold your britches until then.”
Another man with a ponytail in his hand sat quietly, flipping through the pages of the newspaper. “This place definitely has prospects,” he spoke. “It is teeming with good bounties. And on top of that, it seems the number 2 villain has suddenly vanished.” Another woman spoke up, her long flowing hair and green eyes shining in the moonlight that showed through the warehouse windows. “Yes, but we make no moves without James. He calls the shots. Not the other way around.”
The other two men were playing cards. One of them had hair that reached his shoulders and was blank white, devoid of any emotion or tell as he played the game. The other one was sweating bullets. Whether it was from the game or the fact that his face was covered in a bandana and goggles, no one could say for sure. “Agreed,” both men said, as one of them showed their hand to the other, causing the bandana man to fold.
So the loyal gang waited in the dead still of night. Waited for the man of the hour to come and lay the new law for the country of Japan.

Japan. A country that understood progress and prosperity. A country that housed the best pro heroes and hero wannabes who wanted to change the face of the world. But best of all, this country held the best bounties. And to James, it was a perfect opportunity to make a name for himself. As he walked through the warehouse district of Tokyo City, he couldn't help but think about how he got here in the first place.
He had gotten bored of New York. The same old people running around, thinking that they were the law and wanted him to yield to what they want. But James wanted none of that. He had tried playing that straight and narrow lawman. But he saw the corruption of the world. He saw the criminals who were accused and why they lived the way they did. Because no one gave a shit about them. The goody-two-shoes of the world thought that people were either born good or evil. But James knew the truth. That's why he chose the path he did. He had enough of playing their games and decided to do things his way.
The left side of his body lit up the alleyway, his disfiguration from his quirk getting him a couple of looks from the poor and downtrodden. Ain't no point of hiding anymore. Let the world know who he was. Let them know his name. The more that know the better. Ever since the NYPD caught wind of his illegal activities, they kicked him off the force and made him into a criminal. So he played the part he was given. But he made it his own. Hunting down the so-called lawmen of this world and putting them six feet under, making them food for the worms.
But a new prospect caught his eye. The pros and vigilantes of Japan. This was interesting to him. He knew that the villain underworld had bounties out on these fellas. And he was more than happy to oblige to meet with them. He even had the list of every pro and vigi's identity. The only copy he could get from his contact in Japan. All he needed to do was find someone who could access it, get past the encrypted coded. That was until...
He stopped for a second, looking behind him. He needed to keep his cool. The smoldering steps he was leaving behind reminded him that now was not the time to behave in such a manner. As he entered the warehouse that he purchased from an undisclosed source, he straightened his tie and prepared for the meeting with his gang. Thye needed to see his leader. No weakness. He needed to be focused.
He walked through the building to the table that set in the center of the room, eyeing the six members of his original gang. There were his two companions, Arizona and Wynonna. To him, they were his focus, serving as his balance between normal and insanity. Arizona had a dark-skinned complexion with braids and a temper to match her glowing orange eyes. She loved a good old shootout and was different from his other companion, Wynonna. Wynonna was more on the spiritual side due to her Native American heritage and believe that the world just needed to be bathed in fire. He loved them both dearly and would go through hell itself to keep them safe.
Then there was Ruckus. The aftershaved man sat with his hat covering his eyes, talking about the fun they could have. When there was a gun needed to build, he had it covered. When there something that needed to be blown up, he was the go-to guy. When you needed a legion of flaming wolves that can explode, call Ruckus. The man was always causing a problem and the two crossed paths in New York when Ruckus blew a safe wide open at a bank. Instead of cuffing him, James extended the invitation to his gang, promising that his expertise would come quite handy.
As always, Kauboi was reading the newspaper, as usual, his sword resting next to him on his chair. James would never understand why Kauboi came from Japan to America. All that Kauboi told him that he was trying to get away from some heat, seemingly committing a few small murders in Japan of some small-time vigilantes. The man shared in James' ideals, hunting down the strongest opponent to prove his worth. Plus, his stealth skills and the transformation was hard to beat by most.
The man playing cards was Two-time Willy. Due to the hardships the gang had faced, they needed a doctor that could take care of them. Known for his sharp playing skills and gambling habits, Willy was one of the best poker players in Las Vegas. That was until someone called him out for cheating and try to get him booted off the table. His response? Machine-gunned down said casino and heal the wounds out of spite- and shot them again. However, James busted him out of jail and had him join the other.
And last, but not least, Clint was yelling at Willy for winning. Clint was the sharpest shooter on his squad, having a quirk that literally turned him into a gun. It made one hell of a sniper that the authorities couldn't pin down for a while. But James found him and he came with a promise to give the man the best targets. Of course, Clint was happy to oblige.
"Gentlemen... and ladies!" he added tipping his hat to his wives. "We have a wonderful opportunity to take this town and change it into our image. A chance to hunt down the best targets and rake in tons of bounty for their corpses. But we need to know who and what we can trust to give us the keys to the sheriff's house, so to speak."

Ruckus set up upon his seat, his rugged boots making a loud thud on the concrete. The boss was in and he knew it was time to go to work. "Bossman," he said petting his ethereal wolf. "We were wondering when you were going to show up. We thought we have to start the fun without you." Arizona turned her head to Ruckus, her braids swaying gently. "Can you think of anything else besides causing trouble?" Arizona should have been used to this by now. Ruckus was never the calm gentleman type and would have already the gang caught if James wasn't here. "If you were thinking with that ten-gallon head of yours, you would know we can't just go lolling about and starting mess- especially with all these tights running around."
Wynonna nodded, agreeing with her co-wife. "I have taken the opportunity to look around the area. These guys are the real deal. We are going to need careful planning if we are going to make this work." She pulled up her bag and set up her laptop on the table. "The increased patrols might also be due to one of the politicians visiting here. A good opportunity to find allies." Kauboi put away his paper and put his hand to his chin in thought. "Allies are not too hard to find. The question is how helpful and beneficial they are to us." Wynonna nodded at the statement, understanding where the wise man was heading. "Believe it or not some of them have access to things that we normally don't. Plus, most of them actually own things that most of the pros don't have. A perfect time to resupply on the things we need."
"The biggest question is how much of the gamble are we willing to take here?" Willy asked, putting his cards on the table. "I mean, they seem to be a unified team. And these guys take too kindly of others on their turf. Not to mention, boss, Unity is also here. The last time we faced her, she took the list we needed." Clint took this moment to come in. "But we can get it back. Someone must have access to the file. We just need to find the right crook." Clint adjusted his glasses and looked at James. "What's the call, boss?"

James looked at his gang, his family in a weird sort of way. Arizona and Ruckus were like water and oil, the two never mix. Arizona preferred to have a plan while Ruckus just went straight into it. Lucky for his, Wynonna was more levelheaded out of all of them, preferring to focus more on the situation than getting into a squabble. And the other three members- Kauboi, Clint, and Willy- brought up interesting points. Allies in unlikely places. They needed them. And from the looks of things, they seemed to be in charge. James didn't know if they owned corporations or not. But the Fuchu Riots that heard about proved that the heroes around didn't have all the control. Meaning...
"We have to blend," James said, taking his seat at the head of the table. The gang turned to look at him as Arizona and Wynonna stood next to him. "We need to blend in. Get close to the public. Figure out things that others wouldn't. PSC would be a bad idea since those dogs sniff around everywhere. We need to hide in plain sight. Plus it would be a good way to flow in some income." James didn't want to be stuck in another warehouse if he could help. He didn't another raid like in New York. Bad memories. Speaking of which...
"As for Unity, she will be my personal bounty," James said with a serious look in his eye. "No one is to go near her without my say so. Otherwise, expect to be six feet under." The gang remained quiet as he gave his demand. Unity hit a personal chord with him. "I don't know how she found that warehouse, but I am going to make her regret it. It will be one of the greatest bounties I have ever done. Killing peace and unity with one single bullet." He laughed at the idea. "I can see the headliners now. 'Peace is dead from the Devilman's bullet.' Has a nice ring to it."
"But in the meantime, we will be going around, stirring trouble in the henhouse. Getting the public's attention. We want to be able to move into a position to make new laws on this land. That playing hero will turn you into a buzzard's meal when the Hell's Riders are in town." He turned to Wynonna. "What is this Underground that everyone keeps talking about by the way? It looks like a good place for allies- makes deals and bounties. Plus the Fuchu riots have given us tons of recruits to work with."

The gang sat silently, listening to the orders of their boss. Half would have been in jail if it wasn't for him. They owed him their lives and more. They were a gang. A gang filled of murderers and thieves, but a gang nonetheless. They were family and would follow James into the abyss if they had to. However, when he singled out a target, they knew the punishment if they got in the way. The last minion that tried to impress him by doing that got their face fried off as an example of disobeying an order. Yeah, they knew it was personal. That him and Unity were going to bring buildings down in their fights to come. And they knew, without a doubt, that their boss would come out on top.
Wynonna typed a few things on the computer planning to answer most of the questions that he had offered. "According to the news reports, at least a thousand escaped the Fuchu Prison," she said looking over the data. "Most of them went to the Underground, looking for work from most of the main villains. However, it seems that Thunder nor Ishtar has been seen for quite some time. A perfect opportunity to make our names known." Arizona took the moment to speak up. "As for jobs, I know few- in and out of suit. Perfect for making a little dough on the side if we need it."
Ruckus sighed irritably. "Great. Now we got work everyday jobs like the rest of these schmucks?" Kaboui countered, "The best way to know our enemy is to hide in plain sight. It would be the right play." The rest nodded and looked towards James to see what his call was.
