Following the aftermath of the incident known as the Tempering Flames Debacle, Akari had become something of a small sensation on the internet, and the news. A girl who had been living on the streets for half of a decade, a girl who, once found out by the public and away from the scrying eye of her corrupt father, was able to get help. A girl who, even though she was free, still felt anxious. Was it anxiety over the lingering thought of her father's influence? Maybe it was the change of scenery or attention? No, it was that she was in an orphanage for real, if only to be taken to court.
In the court, she had been concerned she was going to be charged for all of the bad she had done, all the crimes she thought she committed, she thought it would be a problem. She thought she would be barred from UA, where she really wanted to go. But, she was able to go, provided she had a legal guardian. ANd, there weren't many people that wanted to adopt her. Well, not entirely true. There were a lot of people that couldn't put up with her. She had trust issues, Akari was unable to, months after the incident, she had caused problems.
Fosters didn't want to keep her if she kept giving them glares of mistrust and disdain, they didn't want to have her around if she kept fleeing from the houses and any chance she got to get out, especially if there was another child involved. She didn't act violent, she didn't attack anyone, she just frequently, despite the best efforts of people, kept running away for whatever reason she had.
Today, she sat, pouting in a chair while wearing something that wasn't her fire fighter outfit for once. It was a simple hand me down graphic t shirt of an old show that wasn't on the TV anymore, a denim skirt. Elbow length arm warmers and over sized socks. Shoes on her feet, which she kept kicking off because she wasn't used to wearing shoes. Actually cleaned up and not with the stench of homelessness for once in a long while, Akari looked up at the clock, wishing she could just go back to her cardboard box.
Apparently, someone was called, she just didn't know who.

| There was quite an uproar in the Hasegawa estate. Members of the clan were hurrying back and forth in search of something, or perhaps someone. Meanwhile, lying on top of the rooftop of one of the buildings a young man, perhaps in his early twenties gazed up at the sky, ignoring the worried shouts downstairs. "There you are, young master." An elderly man chimed in amusement as he landed on top of the rooftop next to the man he had addressed. "The clan is in quite an excitable uproar, aren't they?" The man laughed softly, nodding his head slightly in agreement. "Gotta admit, things got pretty lively upon her return. Still, to think that she would strongarm her way into Child Protective Services after hearing that news, she really is a Yakuza Princess!"
Indeed, there was no doubt the excitable commotion that currently was going on was without a doubt because of her, the black-haired girl who was currently in the middle of being transported by car to her destination. A soft pleasant humming escaped her lips, a cheerful and joyous sound while she gazed outside the window. Akari Himura, what an unfortunate soul, to be forced to be all by herself merely because she had a quirk. How sorrowful must she have felt, how insecure and distrustful after everything she had gone through? She understood... She understood way better than one might have imagined.
Slowly the vehicle came to a halt, the tuxedo-clad driver climbing out of the driver's seat alongside his companion, and upon opening the door she exited the vehicle alongside them. It didn't take long for them to arrive at the right building, and upon entering were greet by a middle-aged man smiling kindly at her. "Ah~ Hasegawa-san, I'm glad you could make it so early today-" The girl shook her head lightly in return, a gentle smile upon her lips. "It is no problem, it was not inconvenient in the slightest. What can you tell me about the young lady in your care?"
The man paused for a moment, seemingly a bit restless. "Well... Her name is Akari, Himura Akari-chan, it seems life on the streets made her quite distrustful and tends to run away for a difficult to explain reason." How curious, was it an impulsive behavior trait of the girl to seek freedom? "She's also a Quirker, which is part of what made people hesitant to take her in."
Another nod came from the Yakuza princess as she turned her gaze toward the office, where she spotted the young lady's silhouette. "Can I have a moment with her?" The man nodded his head in affirmation, gesturing toward the office. "Please go ahead."
And with those words she made her way toward the office, a light knock on the door to announce her presence being made, upon which she entered the room. "Akari-chan I presume?" The young lady spoke, a gentle smile as she entered the office in her usual somewhat old-fashioned but stylish attire, the haori fluttering lightly as she stepped inside.
"My name is Mei, do you have a moment?" A soft-spoken question as she stepped beside Akari. "I heard about your situation from the Child Protection Services, but you are your own person, which means you have your own story to tell. How about we have a chat and you can tell me the bits you want to tell?"
Sliding a chair next to the girl she took a seat, seemingly ready to listen to her.

Her story was all over the news recently. The abandoned girl who was denied a home because of her fire quirk, her father had nothing against quirks other than they make cops look weak. He supported quirkers, but, not fire quirks, and because of that, and her mother, she was forced out at the age of nine to live on the streets for the past five years. She was the talk of the town at the moment, trying to find anything they could do for her. But, her psychology was really warped, therapists needed to recommend her to psychiatrists. They needed to go for psycho analysis.
So, it was no wonder people had trouble taking her in. She distrusted the family dynamic, she mistrusted any sort of promise she was given. The nicer people were, the more they just wanted something from her. SHe didn't believe in love, she didn't believe in parents, she didn't want a family. But, deep down, she truly needed one, SHe needed the protection and love. She needed to be shown how good of a person she was.
Five years of torment, harassment, and abuse from afar, she was afraid of heroes, she was terrified of trying to associate with anyone, she was guilt ridden over having more than ten US dollars on hand. Akari just, had so little to go for, but the world to wish for.
When someone came in to see her, a single person, a woman, but, not a mother, no, this person was much younger. They wanted to know about AKari. She didn't have the agency of a teenager, without much to learn from being on her own, Akari didn't have the means to talk like a proper adult and give the details she needed to. But, she would talk to this person.
"You look like you'd be a big sister. Is someone else with you?" She asked right off the bat, not bothering to beat around the bush.
And, when she got to talking about herself, she just poked her fingers together, "My name is AKari Himura, I, don't know how it's supposed to be written, so I know there are a lot of ways to say it...Um, I want to go to UA, but, they told me I can't without a pre metal constant." She meant parental consent. Which, she didn't have parents now. And, she was unable to say the words right from being basically a nine year old in a fourteen year old body mentally. SHe wasn't a special need case, she just, needed to get some learning.
"I have problems with big words. And, I don't own anything fancy. Other than this." SHe reached in to her pocket and pulled out a laminated protected trading card. A first edition of the very first Fire Fighter Hero, with a fire quirk, Xtinguish. It was even signed by the man himself. "I want to be just like him. And say that I'm not going to be a villain like my dad told me. Because, fire isn't meant for villains pacifically right?"

| TThe inquiry about her being a big sister made Mei chuckle softly, a light shake of her head. "There are some members of the clan with me, although if you wish, you can consider me a bit like an Onee-chan I guess." She paused, listening a bit further to Akari's introduction. "A pleasure--- I mean it's nice to meet you Akari-chan." She answered, deciding to try to adopt an easier way of speaking, yet the comment about UA did catch her by surprise.
"The hero academy? It is not impossible, although they have a background screening, as long as you make sure to try your best to behave and stick to the rules of the school, it would not be difficult for me to convince them to let you attend then."
Although, she raised a hand to her cheek, pondering for a moment. "No, that's alright Akari-chan, if any of the words I say do sound difficult, then just ask me to explain." Still, the hesitation of the girl was evident, and when she mentioned she didn't own anything fancy, and reached into her pocket to withdraw a trading card, the words she spoke made her sigh audibly.
"Such a foolish thought."
She rose from her seat, a step in front of Akari being made as she thought for a moment on how to formulate her answer properly. "Have you ever seen a dog Akari-chan? A dog can be your greatest friend, a loyal and brave hero who will try to save and protect you from anything, and yet a dog can also be a savage beast that might try to tear out your throat. A gun might be used by a police officer to take down a dangerous villain, or it can be used to kill an innocent person."
She gently reached with a hand for Akari's hair, ruffling it lightly as she allowed her Quirk to stir subtly, and soon she spoke. "What I am trying to say here, is that Quirks are simply not Good or Evil, they are a part of a person, and it is that person themselves that decide if a Quirk is good or evil, by their deeds, not the nature of their power."
She raised a hand slightly upwards, focusing on the idea of the quirk factor she had just copied. She could feel it, the light stirring of the minerals in her body, the focus of condensing the flow of volatile energy, the combustion point at the top of her palm and... Woosh! A yellow flame started to burn brightly as she held it before Akari.
"I understand how you feel Akari-chan, and why you worry about the power of your quirk, it is so powerful, yet so beautiful at the same time. Fire can burn, but it can also keep people warm. With the right training, and by being a good girl, I am certain: That you can become a hero too."
She smiled kindly at the girl, letting her flame subdue while looking at Akari, extending a hand toward her. "I won't ask you to trust me, nobody could after experiencing what we did. However, at least let me help save you, and you can judge your Onee-chan based on her actions, ne?"

She folded her arms and turned her head away, while this person was pretty, and they did seem nice, she was in it for something for herself, they always were, she didn't trust anyone. "I don't want to consider you one. My parents had another kid, and they made him think he's the only one they had." She said with a lump caught in her throat, before turning and planting her hands firmly to the chair in front of her, as if she was about to go off the handle at this woman in front of her. But instead, she just sniffed once, refusing to let it get to her.
As the woman in front of her said there would be a background check, she just looked at the floor, utterly defeated, "I can't get in then. I have a record from my dad doing things. They said it doesn't count, but, people don't care sometimes, even if it's extra naded? Exit ventilation? Th-the word that means the judge said it doesn't count!" SHe blurted out, meaning exonerated.
"Of course, I know what a dog is. I know it can be good or bad, I know all that. I just...It's up to the person!" She said, while looking in amazement as the sudden yellow flame was made, just like her own! Her eyes sparkled and she looked at it, then up at the person, before going back to that stern pouting teenager look.
"Fine, but, I know it's for some other reason. I know it's not out of love." SHe said while turning around, hugging on to her chair, "Parents only love their kid if they can do a good thing for them, make them happy by being a good student or something. Kids only love their parents because they don't know how to cook. People only love each other because they help with money stuff. Pets only love you because they know you give them food." SHe mumbled it all out, a little mantra to help her steel her nerves, a terrible thing to think, but, who could blame her?
SHe was after all, raised with love and care, and the joy of her parents was making her happy. And the moment her quirk manifested as a late bloomer, she was cast out of the house violently, and ignored, arrested multiple times and given warnings to not bother them again. So, she had a thought in he rmind her parents only loved her conditionally. It was an on and off switch.

| A slight tilt of her head followed in response to the statement Akari gave her. "You won't have to worry about that Akari-chan. My parents are no longer among the living." A momentary shadow cast over her visage, although it cleared quite quickly. "Not to mention, our definition of a family is slightly different. Aside from my brother, none of us are tied by blood, and we all consider each other equals among our family."
However, in return to Akari's dejected response about the background check, Mei merely smiled knowingly. "Yes, Himura Akari-chan has a record, but the same can't be said for Hasegawa Akari-chan~" She had to admit, she found the momentary amazement in the girl's expression before returning to her pouting look somewhat endearing, like a cat that was trying to act crumpy yet slowly being coaxed to show a more happy side to things.
"You're not entirely wrong Akari-chan, people do a lot of things for a reason, showing affection is one such thing. I'm no exception to that rule~ I am not a martyr, nor do I know you that well yet, so why am I doing this then?" She pondered for a bit, a hand raising for her cheek. "I guess I show love, in order to get love in return?" She chuckled heartily and knelt down so she was at Akari's height. "In my opinion, the reason why I extend this hand to you is not merely out of kindness or love, it is because we are quite alike. We're both girls who saw the worst of humanity." She reached with a hand toward her throat, and while there was only a faded sign of it, she still couldn't help but recall the collar they had once put on her when she was sold into slavery.
"And we're both girls who are trying to stubbornly find out way in a society that treats us as outcasts. But why should we be that? Why is being different a bad thing? Why does having a Quirk make us unwanted? The Hasegawa are all people like us, people who were once cast aside, people considered them the trash of society, but with us they found a place called home, an opportunity to build up their own life, make their own opportunities to create a future of their choice. It is that type of family, we're not tied by blood, but because we neither demand or expect anything from each other, there is a kinship that you don't find often in actual families."
She nodded her head slightly as she continued. "It is that type of open-door policy Akari-chan, you can run away if you wish to, just leave us a note and let us know if you get in trouble, so we can come to your aid... But know that you'd always have a place to return home to."
She stretched her arms lightly into the air as she stood upright again. "Besides, it's a fair trade, isn't it Akari-chan? Love for love?"

She continued to try and ignore the woman. she was going to be like the rest. Just trying to take her in, show her 'a happy family life', something she could look up to, but, she wouldn't really fit ion. She never fit in, she was poorly adjusted, conditioned in to being used to that box house she had tucked away. She was dejected, feeling like she should just go back to living int he box house, the issues her father instilled in to her having taken a deep root in her mind.
Even if it was a 'family' and not a family, it was still a family, and a family was just a bunch of people that were in it to only make each other look good or only be welcome so long as they were doing good in the name of the family. Just like how everyone else works. At least, to her warped sense of thinking. If she didn't pull her weight in a family setting, they wouldn't love her, and she would be proven right. If she did great and got loved for doing great things, she'd be proven right. If she was in the middle ground of doing bad and good, she, of course, would be proven right. Almost like she was thinking this was the only path before her.
While the woman spoke about her extended offer to join the family, and the worst of humanity, Akari just fidgeted in her seat, she had to admit the words had some weight, but,t hey weren't swaying someone who's first instinct was to mistrust everything they heard. She had been chased out of stores for trying to buy food, she had money she begged for taken away from her. She had clothes she bought with her own money confiscated under the pretense of shop lifting. She was even chased out of a library for quote unquote 'disturbing the peace'.
Of course, when the open door policy was mentioned, Akari would cautiously reach for the hand offered to her, if she could just leave whenever, and was still welcome under the family name, that was fine in her mind. She could just call on them to sign important papers and just avoid them at all times. It worked out in her mind. Of course, the legality of it didn't exactly fit right, because these people would be under the jurisdiction of child protective services, and required to give her a good home and make sure she was in good health!
When AKari took the woman's hand, she would stand up and scurry to the door to leave the room and wait outside, the social worker coming in to let her know, "You know, if she runs away and you aren't putting in effort to find her, you could be charged with neglect, there's, quite a lot of paperwork and laws you will have to adhere to with her under your care if you really want to go through with this. So, do you want to go through with this?"
