Seita was sitting at his desk in his office chair at the pent house he was renting out in downtown Tokyo. He had used a pseudonym to rent it out, it was a common practice he used quite often when meeting with those connected to the seedy underground. He was dressed in a white business suit with a teal blue shirt. He spun around and gazed out the large windows at the Tokyo skyline. “Such a tranquil site, the sky lit up with artificial light and the people running around like ants. I wonder how it will look when it’s at the epicenter of the war to come.” He said with a wicked smile. For that was his goal, to start a war between quirkers and non-quirkers that would flip the world governments on their heads. And no matter the outcome, no matter which side came out on top, his business would thrive off the profits that war inherently brings.
Thus brought forth the meeting that he had planned for the evening. After much time searching, Seita had finally gotten ahold of Japan’s most wanted crime boss, the one known as Thunder Shock. Seita needed his connections and power to help complete the tasks needed to bring forth this new age. And if it came to it, he could also get rid of an extremely powerful rival. His disposal phone went off in his pocket as he mulled over the imminent conversation. He answered the phone and replied shortly to his associate on the other side. “Bring him in, and make sure that he has been taken care of properly.” With that he hung up and put the phone into his pocket. He let out a sigh as he spun around, activating his quirk in order to help mask his appearance. His fiery red hair became a cool ice blue, and his eyes became a teal blue and his pupils became slits.
He reached into the desk drawer and pulled out a white draconic mask and placed it on his face. “Let us begin.” He thought to himself as he heard the double doors open up to reveal his guest. “Ah my dear Thunder, it is a pleasure to meet you. You may call me Kuraokami, and I would like to thank you for honoring me with the pleasure of meeting with you.” He said, his voice distorted into a deeper tone to mask his voice. He held out his hand for a shake and motioned him to take the seat on the other side of the desk. “May I offer you a drink or a cigar while we discuss business?” He asked, motioning to the crystal decanter and the box of cigars sitting on the desk.

These villains were coming out of the woodwork lately... so many 'newer' villains rising up and attempting to make a name for themselves. He of course understood their desires, but with so many rising up all of a sudden, it was becoming difficult to keep track of those whose goals might align with his own. Still, even if he was unsure of their ultimate plans he made the effort to meet a few of them in person. This way, he could judge for himself those that might prove useful to his own ends...
And that was why Thundershock was out and about today, to meet with yet another of said villains. he had little to no information about him which didn't sit right with him in the slightest, though Julen himself had assured him that this boy would be worth his while.
'He better not be wrong, I'm tired of wasting my time...' Thundershock thought to himself in annoyance as he arrived at his destination. Thunder rarely made any effort to hide himself from onlookers, though seeing as their meeting had him walk through so much open space he had gone through the smallest big of effort. A coat with a hood. yep, just a simple jacket with a coat to cover his bright blond hair and obscure the scar on his face thanks to the fur that lined it. Simple, yet effective.
Thundershock made his way up to the penthouse with the assistance of this man's employee, finally walking inside where he finally lowered his hood to reveal his face. His eyes immediately scanned his surroundings, as well as the masked man perched before him.
"Thank you, but I'll have to decline. Bad business sense to drink at a first meeting, isn't it?" He asked as he walked up to the desk where he would pull back a chair opposing him and sat down rather laxly. So it seemed like his acquaintances name was Kuraokami, finally a name to add to this mystery.
"Pleasure, I enjoy meeting those who put the effort into reaching out to me. So tell me, what kind of business are we to discuss?"

Seita pulled the other drink back as the other politely declined the alcoholic beverage. “A more than fair reason.” He said to his guest. He himself took a sip of the chilled drink as he got up and looked out the window. “You ever just look out at the bustling city and just think. Everyone down there are like insects scurrying around with no direction?” He asked as he swirled his glass. “I think about it a lot, how the masses need a strong hand to guide them. How with the proper leaders, they could accomplish so much more.” He elaborated.
“That’s why I brought you here tonight my dear Thunder-kun. I want you to join me and help push this world in the right direction.” She said turning back to his guess. “This world has become lazy and resting on its laurels for far too long. Admittedly since the widespread boom of quirks we have stopped advancing in certain technological areas.” He continued. “And now the Fat Cats in the government are too worried about hindering us quirkers to see what the real problem is.” Seita continued. “My company is hard at work continuing to push technology forward but that’s only half the problem. And that’s where you and others like you come in.” He said placing his drink down. “I need help to create a movement that will unseat this current quirkless government that is too scared of people with our gifts to do anything truly productive.” He finished as he sat down. He observed his guest through his mask, waiting for the other to process what he had just been told. Seita hopes the other man was as smart as he was led to believe and would at the very least show interest in his proposal. Seita would much rather have Thunder and his group with him then be a possible irritant or roadblock down the line. But he wasn’t also about to force the man’s hand. Not yet at least. No he would rather be working with partners and not puppets. Puppets don’t lead to success, only equals would help to progress his grand design.

Thundershock raised an eyebrow as the man started to speak, crossing his arms in front of his chest as he went to the window and looked down to the street below. Sure he considered himself elite, high above those more common than he or his clan, but he couldn’t agree that he thought of them all as insects. There were still quirkers down there, people searching for a purpose and a means to unleash and discover their natural born abilities. He wasn’t a Hero, and wasn’t out to protect those people, but in his gran scheme, they would all come to follow him, or die.
It seemed that while they had similar thoughts, there were a great many differences already. No matter, thunder continued to listen to what he had th say, grunting in dissaproval as he was called Thunder-kun. Just who the hell did this damn brat think he was? Thunder easily had a full decade over him and he dared to use such a demeaning prefix. He was acting too familiar too quickly, and by the look on Thunders face, Seita would be able to tell he wasn’t impressed.
“I understand where your head is at, but don’t get ahead of yourself and act as if I am lower than you, let alone anywhere in the same league. I agree that the current government needs to be put to an end, and replaced instead with quirkers under a certain guidance, but that won’t happen as easily as making a movement.” He stated simply, his eyes watching the man’s every move as he took his turn to speak. He couldn’t and wouldn’t divulge his own plans to a man he had just met, but it was comforting to see that someone else out there was at least already on the same path.
“A movement will do nothing but force the officials to create more laws against quirkers, tightening the already short leash they have on those less willing to act against them. What we really need, is to have civilians turn their ire on the government in a more… forceful manner. Much more drastic measures need to be taken to overtake this country, and I hope you’re willing to take those steps if you want to see that goal achieved.” He couldn’t outright say “Kill the higher ups and conquer” now could he? All he could do was suggest towards his own plans and see where the conversation took them.

Seita laughed lightly at Thunder’s comments about how simply forcing the current government out by force would only cause the leash they had on quirkers. “I understand your concerns Thunder-san.” he said, his tone becoming more serious once more. “But let me ask you this. If the leash does get tighter on us wouldn’t that also help out the cause?” he asked as he looked over his shoulder at the most infamous man in the country. “Everyday the number of quirk sympathisers grow. And with it, our true power. Yes it is true that if say, you or I walked up to the prime minister or any other high ranking government official and killed them in the name of quirker rights it would cause all those with quirks, good or not, to possibly be punished. But, at the same time it could, and most likely would, cause an out cry of outrage that non criminals are being punished by the actions of a few bad apples.” He said as he turned back and walked towards his seated guest. “It’s natural for the masses to cry out against those suppressing the innocent. And it also can lead to the public, both quirkers and non-quirkers, to more easily rise up against them if it were to continue.” He finished as he sat back down.
“And I probably misspoke slightly when I called those outside insects. And I by no means think that I am above you in any way Thunder-san. If I was foolish enough to think that then I wouldn’t have you here and I certainly wouldn’t be asking for your assistance.” He clarified. “As for those people outside. I do believe that they are for the most part insects. But that is not inherently a bad thing. Insects play a major part in nature, and can often drastically affect the system one way or another. Perhaps though a better description would have been ants.” Seita said as he sat back in his chair. “Ants are in many ways a great societal comparison for what we need. They do as their queen says, every single one of them knows their role, they are loyal to the colony, and are willing to sacrifice themselves for the betterment of all in their colony.” he said as he swirled his drink. “And don’t get me wrong Thunder-san. I may be vane, but I’m also smart enough to know what my limits are. And I know I’m not at a level to run a colony myself. So that’s why I brought you in. The great Thundershock, Japan’s most wanted. I want you, for lack of better terms, to be my queen and lead this revolution and see this government turn on its head.”
