HISTORY
"Pluto's background is more or less unknown. As we're unaware of his real identity, we can only make assumptions on what kind of history created such a formidable man. Due to his incredible knowledge of the overall market and global economy, we can safely infer that Pluto attended a high-end university studying accounting, business, finance and economics. Due to the nature of Japan's job culture, this is not a line of inquiry that could lead to identifying Pluto.
Pluto was first discovered in 2068 by police after a three-year sting operation leads to the seizure of 300 kilograms of Class-A drugs. The drugs were unconnected to Pluto; instead, it was when the leader of the gang of dealers offered information on the 'rising star of the black market'. He claimed that a man who operated alone had offered many of his subordinates a substantial fee if they recovered their leader's wedding ring and brought it to him. The leader didn't know why his wedding ring was asked for. Before it could be analysed, station police reported the ring as missing from the evidence locker.
While awaiting trial, the gang leader was assassinated by gunshot and found dead in his holding cell. The investigation into his death is still inconclusive but is attributed to Pluto.
Six months later, a recently stolen jewel worth over 10 million yen was intercepted in a black market transaction between Hitogi Matsunabe and "Aphid" (see Case File 0228.JYU). "Aphid" is the name given to a suspect granted witness protection in reward for information about his supplier. "Aphid" is the one who made police aware of Pluto's moniker and his oppressive grip on Japan's black market. "Aphid" had the following to say about Pluto: "He knows you. Even if he doesn't, give him thirty minutes and he'll know everything about you. Your tax numbers. Where your kids go to school. How much he'd need to press on yakuza to get your house burned to the ground . . . It's not blackmail. It's ownership, through and through. And his quirk... It's the perfect [expletive] tool. You'll never touch him." No further information could be gathered on the nature of Pluto's information gathering methods or his Quirk.
Due to the revelation that Pluto indeed owns a quirk, he is now considered a threat to national security and direct government investments have been made to assist in his capture.
It is unknown if "Aphid's" witness protection proved successful as no contact could be made after relocation.
On a number of occasions, Pluto has assisted police investigations by feeding signed information or providing evidence that is, while inadmissible in court, the key to finding further evidence to convict. Officially no payments or requests have been made to Pluto by police. It is assumed that payments from affected families and sympathetic citizens or even Pluto's own ego is the reason why he steps in the way he does. Make no mistake, while it is an unavoidable truth that some cases would not have been solved without him, he is a notorious and highly-dangerous criminal.
Japan does not negotiate with the likes of him.
His activity has only increased since his beginning. In fact, projections suggest that Pluto single-handedly became one of Japan's most influential criminals almost overnight. Due to this, Pluto has been named on the public list of Japan's Most Wanted Criminals, who remains at large. Currently, a 2.5 Million Yen reward is available for information leading to his arrest. Under no circumstances are officers to attempt to arrest Pluto without further knowledge of his quirk is found."
