A certain district of Tokyo had become a pretty big deal lately. An initiative was started to improve the area and all kinds of heroes were working with the police. And with the presence of heroes, it meant that villains weren't too far away. And where there were villains, there were those that wanted to stop them, even if they weren't professional heroes themselves. These were the vigilantes that popped up recently in Japan. Some wanted to be heroes while others didn't believe the government should restrict their quirks. But for Natalie, she was just here to start a business. She had been through a lot because of quirks and she wanted things to get better. Not just for herself, but for her country as a whole. And while there was plenty of help for the professionals out there, Natalie felt as though vigilantes were a valuable resource as well. Even if her government thought of them as criminals, the ones that tried to do the right thing were an important force in keeping the growing villain base under control. And with the new initiative in Nakano, Natalie figured she would get her market started with the boom. So what was she doing at Saginomiya Station? There were a lot of rumors surrounding this place. Rumors of accidents and injuries that didn't seem like they were plausible or accidents at all. And if Natalie was going to provide any real help for the vigilantes she wanted to help, she was going to have to be able to point them in the right direction. So She was going to have to incur some risk and point them in the right direction. She was going to have to investigate the dangers that Saginomiya Station offered. It was late in the evening. Well after dinner time and it was even raining. The pale woman wore what she felt would be the stealthiest thing that she owned. She wasn't really equipped for field work, but she had nothing else to work with at the moment. She favored kimonos and dresses, so it wasn't like the woman owned a catsuit or anything like that. So what she wore was simply a black dress. Natalie didn't aim to be physical and she hoped that was fine. Unfortunately, time would prove her wrong. For now, however, the woman was crouched behind a corner. She was kneeling down with one knee closer to the ground and the other at her chest. She had spotted some suspicious characters talking amongst themselves in the station. They hadn't noticed her just yet. At the moment, there were three men. Two had their hoods up as if they were trying not to be seen while the third looked like an older businessman. Was this the lead she was looking for or was it trouble ready to pounce on her. She didn't know but she and anyone else close by would find out soon enough. See, the entrance she used to come down into the station was now being guarded to prevent others from going in. Two more guys stood at ground level to stop anyone else from going down. And unbeknownst to Natalie, her escape route was completely cut off.

Well, that was a bit of a mess.
The vigilante known as Drag-On removes his helmet to let out some steam, removes his ruined jacket into the large briefcase, and pulls out another one. A shocking discovery was found out recently: A) he can turn on and off his quirk. And 2) Neon hurts a lot. Seriously, that really hurts. A lot. Brandon mentally complains as he hides out in an alleyway. He didn't get hurt that much...okay he did but that's not the point. The point is with the way this is going, he can someday control this quirk so it doesn't burn him out completely. Besides him are 2 empty water bottles, all completely drained. He shuffles through the briefcase and grabs another bottle, attempting to cool himself off from overheating. Even with this surprising new development, he still has that risk of overheating to death, so he's gotta make sure to keep that under check. After all, he doesn't want to die from his own stupidity yet.
He attempts to peak out the corner. Nothing seems out of the blue, and that little gang of theirs is gone. Shame he got separated from that other chick, she seemed pretty cool. A bit too cool for his tastes, though. Well, if she can get around with that boombox and...um...a megaphone! That's what it was called! He thought it was a sort of mic but he knew better than that! Glad to know that he managed to resolve that minor word mix up, otherwise it would have haunted Brandon to the end of time. Kent would have laughed at that...sucks he has no phone service here. Without an ally, he can't exactly do anything effective here during this time.
He peaks out once more. Where exactly am I, anyway? Well he was around some rail tracks, and he wasn't underground, so he must be near Saginomiya Station. After all, that's the only station here...right? Right. It should be, unless Brandon is forgetting some sort of secret hidden station. Is there anyone at the station right now, during this riot? He glances left and right, then lets out a large sigh. Alright. Let's see what's inside that hellhole. Finishing the water bottle and slapping on his crimson orange dragon visored helmet, he carefully enters the station.
Huh, not really a hellhole. It's alright for a crime-ridden place. He expected a huge amount of garbage though. While he slowly traverses the station, he finally notices something. A group of three appear to be looking for something. 2 more are on ground level, blocking off anyone else from arriving or leaving. Nope, definitely a hellhole. Brandon angrily scowls as he slowly observes the 5 thugs. They don't seem too dangerous: Two of them have melee weapons, and the hooded trio have among them one gun and 2 tazers. He doesn't want to know where they got the tazers.
Ignoring the damage done to him, Brandon preps himself up and readies up his scales. Not enough for him to tear through another jacket, but enough to emit steam through the gaps of his jacket. "Hey assholes, you looking for someone?" Brandon yells at the 5 thugs. Grabbing their attention, he grins behind his visor and did a 'bring it' motion towards them. Showtime.

Natalie was doing her best to be quiet. She couldn't afford to get caught in such a compromising position. However, she still wanted to get close enough to hear what was going on and what was being discussed. She didn't know a whole lot about the different factions in this part of Tokyo, so learning as much as she could be important. She kept her breathing low and quiet and did her best not to move very much. It seemed like they were going to be undisturbed, but Natalie was well aware that could change at any moment. So she glanced behind her to make sure the had a place to go. However, before she could get anything juicy, a voice rang through the station. It came from behind her and it caught everyone's attention. A voice of a man calling out to the suspicious type of people at the railway. What was going on exactly? Natalie stood up in place, knowing that it wasn't safe for her here anymore. She had to go now. Of course, when she did, the woman was noticed as well. Now that an intruder was known, everyone was on the lookout. When Natalie stood up, part of her body could be seen from around the corner. "Hey! WHo are you!?" A rough voice rang out. Natalie instinctively jumped because she knew she had been spotted by one of the three men near the rails. It was time to go! SHe turned around without a word as started to run for the entrance she had come in from. She walked a few steps as the three men from before quickly made their way to her previous location. She really needed to get out of here. With the rumors that were going on in this district, it was doubtful the police were going to be able to help her if she called. Either they would be corrupt, or too late to get there. If only she had brought Pin along. However, as she made her way to the top, a few things came into view that made her situation more difficult. Namely, her path was blocked by two thugs guarding the entrance. And the source of the voice was there as well. It was the one that put everyone on alert and now Natalie was in danger. "This complicates things..." She muttered as she took a step back. However, the three men behind her were starting to climb up the steps which meant that she was completely surrounded. She was running out of options and quick. Her mind raced as she thought over the situation she was in and looked to the man that had started it all. She shot a glare at him and a hopeful expression appeared on her face. He seemed to want to pick a fight with the people there an so, he was likely her chance to escape. So with the guards' attention drawn, Natalie rushed passed them, almost tripping as she pushed up against one of their shoulders. She'd stumble forward passed the two thugs there attempted to grab for her in surprise. She obviously needed help and hoped that his guy was the type she thought he was. - Brandon Drake

Hazard has started to change up on him. Usually it'll be on some sort of timer and then he'll just burn out while he's complaining, then he'll have to drown himself in several water bottles. Not only that but his throat would like seize up with a burning sensation. It's the cost to pay for a quirk such as his, but he still would have liked to at least ease up on the whole 'burning your body' thing. One good thing it's nice for, however, is intimidation. It didn't manage to remove his overall loudness, so hearing someone harshly yelling would freak out some people, right?
Recently however, that has changed. He's not sure when though. Maybe it happed after that whole moody period has passed over. Maybe he has had a lot of pep talks that helped him out of his funk. Maybe those knives were like magical enchanter knifes that make you stronger...no that one is dumb. No matter how it happened, something has indeed changed. Even though he can still burn out...it feels like he he can-Is that a woman running behind those two assholes.
Brandon slightly turns his head and sees a woman in a black dress trying to sneak past the two guards. Didn't expect any one to leave their apartments out during this climate, unless you have either a death wish or you're just stupid. And luckily for Brandon, he's just stupid. Is she glaring at me? Oh wow, she is glaring at me. Did she like get in trouble because of me? I mean why would I though I just got here? How can she blame her own stupidity and be out in the open doing this kind of shit without any way to defend yoursel- Okay she could have a quirk, but with the way she's sneaking I doubt it can help her at this moment. She brushes one of the man's shoulders and stumbles forward passing him. "Hmmrh?! What are y-"
"GOOOAAAAAAAAH!" Brandon runs towards the trio, not letting them have a moment to fully register their little scuffle with the lady over there. The two thugs on the ground level attempt to grab her in response to her sneaking, making Brandon a bit agitated and even more angry at this whole debacle. Letting out some weaker steam, he punches the man holding the bat, and tanks the swing attempted by the other guy with his right arm. He counteracts that little swing with a swing of his own, and delivers a hook right underneath their chin. A upper hook with the fist covered up with scales emitting burning skin. He lays there mumbling in pain while the other guy drops his weapon and runs away, not wanting any of this part.
Right that just leaves the two goons He stares at the two who have grabbed the woman and are holding the gun towards her head. Aw shit. Well, time to negotiate and then punch them in the gut while they're distracted. That usually works out fine. "Hey, you assholes! Why are you all ganging up on that civilian? Did she manage to piss you off or something? What gives?"

Natalie's plan didn't quite work out. In her attempt to run forward she was grabbed and caught. The grasp of an aggressor was always a problem for anyone really. They usually grabbed a person hard enough to hurt them a little. But for Natalie, it was worse. She quirk made her sensitive, which was why she could never be a fighter. So when the man grabbed him, she whimpered at his grip. She felt more pressure than usual and it hurt more than it was supposed to. She was turned around and forced to face the guy that was fighting the others that were chasing her. His quirk was really impressive and it took out the criminals with ease. Ll that were left were the two that were with Natalie and one of them was holding her. He pulled out a gun, which was a rare thing in Japan. It was a surprise to Natalie and now she was being used to take care of the man that had shown up. How bothersome was that! "What the hell you doing here!?" He asked since there was never an answer from before. "He just lookin' to get hurt." The other guy said, expressing their intent on teaching him a lesson on attacking their allies. It was pretty clear that they felt they had the upper hand now that they had a hostage and a weapon that could hurt her before he could react. It was how they dealt with people that were much stronger than themselves since they didn't have quirks. Fortunately, Natalie did. It was one that none of them could see and something that let her pass as a person without one as well. Her phantom limb couldn't be seen, but Natalie could move it just her other arms. So she moved the hand to the gun and took a deep breath. Since the man wasn't expecting any action from her, he was caught by surprise when the gun suddenly twisted in his hand and the barrel was facing him. He almost squeezed the trigger at that moment and ended up dropping the gun instead. It left him and his partner completely open to Brandon's attacks should he seize the opportunity to attack. And at the moment, Natalie ducked down to slip out of the grasp of the surprised man. SHe had to put some distance between Brandon and the two guards so that they could fight it out without her being in the way. And that was exactly what she did, her heart pounding the whole time.

Well, whadda you know, this woman has got some spunk in her...she's still stupid though. Brandon smirks as he rushes up to the two men trying to to figure out what exactly the well-dressed Natalie has done to his gun. Was it some sort of telepathy magic? Can she like move things with her mind? It was clear to Brandon that the guy suddenly pointing his gun at himself wasn't at all what he intended to do. He probably wanted to shoot the hell out of Brandon or his hostage, considering how gung ho he was about to fire the trigger finger on em. Well congrats, dumbass, you're about to win the lifetime award for 'Almost shooting your own head off and gonna get decked right in the head' Award. Trust me, it's a great honor to receive. He runs up and delivers a side hook onto the gun man's head, where the impact of Brandon's scaly fist managed to cut right into the man's pretty smug little face, knocking him onto the ground. His partner in crime starts to freak out as Brandon slowly walks up to him, not even doing anything. He just wanted to see how much one guy can start freaking out, and it turns out the answer to that is: A lot, really. Though, perhaps it's the steam starting to burn up. "Yo. Probably should get away for a bit, lady." He yells out to the woman. She scurries off to put some distance between the group, then with a loud neck crack....he starts yelling at the man. With this, a lot of the steam in his body ejects out at once, as if it was trigger by this vocal command. (It wasn't, but it helps him focus on releasing more steam. Not that it mattered to the opponent). He didn't dare to even try to release all of it at once, considering there was still a civilian with no protection from heat here. The man starts panicking and sweating like hell, then starts grabbing his skin as small bruises form on...wait that never happened before. Normally the guy gets light badly sunburned at this time. Usually the damage on the skin happens after a bit... Brandon steps off a bit, leaving the guy to wail around. "...I-I'm sorry." The man, struggling to get back up, looks at Brandon, then hobbles away, not wanting any more of this.
Brandon looks at his ruined jacket and the steam slowly dissipates. He glances over at Natalie, who luckily was far away enough for the steam to not effect her. "...I think it's safe now..." He tries to reassure her. Even if there was the chance that she would be freaked out about what just happened, no one was more disturbed over this than Brandon himself. It's clear to him now that his quirk, for better or for worse...got stronger. Trying not to freak her out, he de morphs, retracting his scales...only for him to stumble a bit. Oh, right. The whole temperature thing. Shit. He leans on a wall and takes off his vigilante jacket, revealing a novelty t-shirt that says "Keep Your Mind Window Everyday Open', not wanting to heat up. He lifts the visor up to let out some steam, then takes a huge sigh. With a sore voice, he tried to ask Natalie: "Do-do you got some wa-water?" Natalie appeared to not have listened, which wasn't her fault. It was his own throat's fault. He coughs a bit and with great gusto, "yells" out in a normal speaking tone: "Do y-ou hav' s-som water?"

Natalie got some distance between herself and the brawl that was going on. But while more sensible types would get as far away as possible, Natalie still stayed close enough to see the action. She made sure she still had a way to escape in case things went south, but it seemed like the man and his quirk were going to win the day out. It was good too since Natalie didn't have much in the way of self-defense. Even with a gun, the criminals didn't have much they could do against the man's fighting skill and his quirk. it seemed to have a whole lot to do with steam, which was uncanny but appreciated. At least it wasn't something completely destructive to the environment. Though, the injuries on the guys weren't great either. But at least in the end they weren't injured worse or killed. It was important that Natalie not witness any murders even in self-defense. She still had that bit of trauma from her childhood. Once things were clear, Natalie stepped back into view. She adjusted her dress a bit after it scrunched up a little from all the moving around that she had down. "You a hero?" She asked right away. This was important information and kind of what she was out here to find out. It seemed odd that it was the first thing that she asked, but using one's quirk against others without a license was a crime. She wasn't going to report him since he saved her, but she was also interested in a possible vigilante. "If not, we should go before one shows up." They were in a seedy part of Nakano and surrounded by five beat up man. It was pretty clear there was a fight here and that a quirk was possibly used. If he wasn't a hero then if the police or a pro-hero showed up, he would be in real trouble. So both of them leaving was the best idea. She waved for him to follow her. She didn't come without a plan and picked out a few places they could go to get out of sight of the station and the incident there. In fact, just down the block was the perfect place. A late night stand that sold some street food. It was mostly for the criminal element that worked out during the night, but it was a legitimate business that served whoever came to visit. It was a good hiding spot and she could even repay him for his help. - Brandon Drake

Brandon grabs his briefcase and slowly walks toward the woman, still trying to cool down a bit. He searches around for any accessible water fountain, any thing at all to quench his thirst. Luckily, there was, right behind Natalie. So he walks up to Natalie, passes by, and went straight to the water fountain. First he removed his helmet so he can directly splash water onto his burning face, so he can cool down his skin and be able to not burn people directly. He then proceed to drink a lot of water, all to cool himself down, The woman stood there waiting for Brandon to finish up his drink, a bit confused that he didn't think of the possibility that he could have brought some extra bottles of water and shove it inside the case. Well, miss, he did actually, he just didn't expect to go overboard with the steam-hey wait a minute. those empty water bottles are still inside the briefcase. He pulls out said empty bottles so he can fill them up with more water, pleased that he was able to realize it in time. Otherwise, he would have been dragging his ass throughout the whole night with no water, and dying of overheating. That's just a lame ass way to go, man.
After drowning himself with what felt to be an gallon of water, Brandon swipes away any remaining droplets from his face and slaps back on the helmet. He stared back at the lady, whose dress is a little bit ruined but still passable for any fancy event. "Alright, I guess you can show us the way. I'm not staying long though, I'm heading back to do my job." He refused to tell her what the job actually was, but he knew that it was important to Kent at least that he sticked to the 'plan' and stay here in Nakano. "These streets are really bad, so someone has to make sure it doesn't explode all over itself, heh." He smirks a little and lightly punches the air to highlight his point. "...Sorry. So, you got anything in mind? The empty alleyways? The broken houses? Any run down bars? I'm down for anything to regain my energy." He lets the woman lead the way out of the station. At this time, the station's starting to look like an abandoned graveyard, and he doesn't want to remain here for any longer.

Natalie let out a soft sigh as the man walked right passed her and to get some water. After observing his quirk, it kind of made sense why he was doing so. During the fight, he let out a lot of steam, and not in the metaphorical sense. From what she could only assume was his quirk, he did...well, something. He was fighting and his quirk helped with that. But all during the battle there was some smoke or steam or something. So when he started to drown himself with water she put two and two together. It was kind of like he was a locomotion train, which Natalie found assuming. "You should probably get something for that." She suggested, referring to his need to carry around bottles of water. "Maybe a cooling suit, or something for hydration." She added to explain her suggestion further. If he needed to rehydrate so much so quickly then his quirk could easily kill him. Dehydration was a serious thing, especially for people that were physical in their work. And if fighting villains was his work, then he needed to cover up those weaknesses. That said, he never actually answered her question. He kind of just danced around it and asked her about more information. It seemed like he was ready to do even more! Natalie wasn't too sure if that was a good thing though. What if he dehydrated himself again and didn't have a decent source of water nearby? He'd be in some serious trouble then. She placed her hand on her hip and shook her head in response to him. "Just like you, I have to work and I'm not going to just give my information out for free." She explained. She wasn't an information broker, but more of a liaison. She could get him to where he wanted to go, but only if they agreed to work together. That was the whole reason she was here in Nakano in the more dangerous parts of the district. It was for recruitment. She slipped a card out of her purse and handed it to the man. "Natalie Reficul." She said, introducing himself to him formally. "And I'm here to assist heroes in dealing with the crime out here. Even if they might not have a license for it." She added, just to show that she was out to help vigilantes as well. They were trying to do good but were held back by the law. Natalie was there to help them with that through her services. - Brandon Drake

Brand places his hand in his pocket and slowly moves left and right, thinking (as much as he tends to think) about this sort of request. A dehydration system as a suit? That sounds like an amazing idea. That way he won't have to just keep on drowning in water every time he fights. All these water bottles take up part of his earned income as a freelancer, so to have sort of permanent solution to that thing, it would be nice....It sucks that he has to wait a little longer for that until Kent finishes the prototype, though. "Uh, already working on that problem, lady, but it's taking a long time to get the right materials, so...ya know. This is the best I got so far." He shrugs and continues to walk with the lady as she leads him out of the train station. The fact that she actually suggested this idea shows that she's got a smart head on her shoulders, something that really shouldn't be wasted trying to get killed by random thugs. Even if she was looking for information, that still shouldn't excuse one's safety...disregarding one's safety is his job to do.
He sighs a bit as she talks about not giving out info for free. "Yeah i expected that, don't worry I'm used to that whole deal, I do you something, and and you do me something, it's all part of the contract." He nods a big as he adjusts his helmet on his head. "Though, I already got me a contract so...i dunno, feels weird." Giving him his card, he looks at it and turns it around. Is it like, some sort of law agency? Some sort of contractor? What exactly does she get from this, anyway? It's all weird to him, Brandon thinks as he continues to stare at the card. "...Like...I already have someone for that... but I can't just say no, now can i? Plus it would be nice to get some more additional help in the long run...alright yeah sure." He holds out his hand. "Drag-On's the name. Probably heard it from some local tv station as someone to look out from that tv station event. Nice to meet you, Ms. Reficul.' He smiles underneath his helmet. "So, uh, What kind of assistance do you offer then?" he asked her.
In the back of his mind, Brandon hopes that she replies to him that she's a lawyer. He can't keep running away from the police for doing something completely minor again, it's starting to get tiring.

It seemed like Natalie potentially had her first client and that was great. He didn't seem to be all in, but he did have a good attitude and was willing to give Natalie a try. This was great! If she could keep this up then Natalie would have a decent business started in no time. Considering it was nothing official now, she was happy to finally get things started. For now, though, she had to continue to get on this guy's good side. Now that she finally had someone to accept her help, she wanted to be useful to him. And since they were in Nakano, she was going to give him what help she could so that he would be successful. With the organizations here in this part of the city, it was important that they be careful, but also help out even if he wasn't supposed to be using his quirk. Natalie understood what kind of extremes pushed people to do that and she supported it from the sidelines. Nodded to him, a sly smile grew on Natalie's face. She tiled her head in the direction of the alley close by as a signal that she was pointing him in that direction. "Well, those guys just now were just securing a spot for some deal. I have information on a base of operations they are holed up in if you want to bust in." She said, offering him more people to fight and more criminals to stop. "I'm not good at fighting, but finding people and information is what I'm good at. Stick with me if you want to know where to aim that quirk of yours." She added, promising to serve as the type of person to give him tips and information for his vigilante activities. "And I can keep the authorities off your tail. I know that can be a problem for people not carrying licenses if you don't have one." She added, basically asking again if he had one himself. Pro heroes had all the help in the countries, but vigilantes were stuck high and dry. That was who she was aiming to help. And his this guy was one of them she would be of much use. "Drag-On was it? I think we can work something great out." She said to him. How she was going to monetize this business of hers was still up in the air, but good clientele was the first step. So if the guy was ready, they could head over to the home base of those thugs and put a stop to their plans. - Brandon Drake

A chance to finish this small time gang, huh? He has some time before the job, if its a short visit he can go and pay them a little visit...n-no what is he saying? He can't do that, what if something goes wrong there, huh? His quirk managed to run out for a bit, and he can't really immediately use it again or risk burning his intestines up. What if he manages to get there, and it turns out they have guns and they fire at him while he's untransformed? That'll be like a huge setback on his whole plan to find that asshole killer in the long run. Plus Kent will get mad at him for being dead and he'll refuse to spend money to get ramen for whenever Brandon drops by the shop.
On the other hand, he'll be stopping a small time gang that has a role in making Nakano like this, even if their impact is small. Removing one source among many is still a good thing in the long run. Plus, a new contract. It's decided then, he'll let her take him to this place and he'll just make sure that it's all nice and free of crime or any other kind of crime activity, then he'll hit up the location once the time arises.
