Notables: Hikaru has several eye-like orifices around his body which vary in shape between the size of a normal eye, to taking up the majority of his shoulder and most of his chest they are located as follows; One for each shoulder taking place of what would be a normal shoulder, normal-sized ones for each elbow, the palm of each hand, his ankles, his knees, the center of his spine on his back and he has a giant eye that is would be about the same size as his head at an angle with the bottom being aimed towards the right and the top being aimed towards the left.
APPEARANCE AND PERSONALITY
Appearance:
On a glance one could easily tell that Hikaru thinks himself better than most and was born in a privileged upbringing, were the tale not told by his extravagant clothing in its stead it'd be conveyed by his smug grin and his open look of boredom that consumes his face when he feels like a conversation... Or well anything, stretches on longer than it's original expiration date.
When making public appearances Hikaru is usually seen smothered by the latest in fashion, be that golden necklaces, gem-encrusted rings, impractical clothing made of pure silk, strangely ornate belts, and overly priced shoes.
However, when possible, Hikaru in his moments of respite away from the public eye prefers to wear simple still-overly priced clothing such as designer jeans, exorbitantly expensive hoodies, stylish jeans, etc. With perhaps the least expensive item he wears being his reading glasses.
However there is a running theme between his public and casual attire, he is always seen with his socks up high, wearing some sort of gloves (usually open-handed, and never wearing any sort of shorts or short sleeved shirts. While there may be a few pictures on the internet with him not wearing these items they actually were carefully edited to remove any trace of his eye mutations.

Personality:
There are many words that could be used to describe Hikaru, smug, confident, a bully, dick, spoiled, egotistical etc. And not a single one of these words would necessarily be incorrect by any means, but they only scratch the surface.
Hikaru was raised to the finer things in life and has spent most of his life on a leash, always at the beck and call of his family, never allowed to be too independent out of fear for revealing his quirk. This has given Hikaru deep-rooted insecurities that he struggles to compensate for by demeaning and belittling others who he views as "not worthy" of breathing the same air as him, he specifically targets mutants the most so he can affirm to himself that he is, in fact, not like them.
His insecurities however manifest in other ways, he believes himself always right and can be incredibly smug, he's been known to be rather cold if he doesn't get his way and holds long-standing grudges. He also usually tries to get out of most things by paying a fee, be that buying friends, bribing teachers for better grades, or other things it is usually his default responds for when things seem to not be going his way.
Of course he does have one other notable part of his personality that is probably the closest to normal, he practically deifies the concept of heroes and vigilantes. The reasons for this are muddled but mostly because heroes and vigilantes don't need money for people to like them, they're just that good and always have their way.

Born to a fabulously rich business man famous for countless amounts of products, ranging from perhaps one of the largest online markets to a chain of grocery stores, Hikaru has always been viewed by his father as this secret to be guarded. You see while Hikaru's mother and father were both born quirkless meanwhile Hikaru on the other hand, like many children, was both blessed and cursed upon his inception.
Already being born as a quirker was a big risk to his father, but coming into the world with a body covered in repulsive off-putting eyes actually spurred his father to vomit in the delivery room. This perception of his son as a disgusting beast never really was righted, he'd always be disgusted by his son.
Growing up with a distant father who was repulsed by the near sight or mention of him Hikaru's mother wasn't much better, she wanted a child who she thought was "cute" and Hikaru's eyes never did much to win him favor there. In the end Hikaru spent most of his life in private schools always wearing incredibly layered clothing with his parents insisting and even going so far as to bribe a doctor to say he had a rare skin-condition, and if the secret was ever compromised they'd instantly move him schools without even the slightest thought. He ended up moving schools quite a bit.
Still even with these factors it wasn't like Hikaru didn't live a life of splendor, anything he asked for he got with no ifs and's or buts, that's how his parents decided to cope their morals. Sure they may be attempting to lock their son behind a cage to prevent the outside world knowing more than "He is a nice blonde boy" but at least they're buying him things right!?! They even bought him friends so he wouldn't end up some social outcast.
This wasn't the best thing for Hikaru's development, always being told to keep secrets, never having an incentive for personal growth, being constantly showered in praise by those around him only for the content that lines his pockets, and a deep insecurity about his own physical appearance and parents who try their best to keep their distance. All of this together has combined to make a rather unhealthy individual who believed one's status in life was determined by their birth.
That was until not too long ago Hikaru got into a freak accident and had to be saved by a pro hero, the details on what happened has been barred from public knowledge but it does generally follow the format of 1. Villain attacks rich person 2. Hero comes in and saves the day. While the details are vague a few things are known, it involved the hero Enforcer, and whatever happened all that matters is it Hikaru realize that one day he wanted to be a hero.
