Typically Roy will always be seen with a smile on his face and he'll greet everyone he sees with a smile, whether they deserve it or not. He keeps himself clean at all times with skin that is moisturized on a daily basis and hair that is feathery and smooth. He has one large strand of hair that is always hanging down over his eye that he finds too endearing to cut or gel back. Though there is a small scar on his cheek from a big fight during his youth, the rest of his body has no markings. Typically Roy likes to dress in plain jeans and a long sleeve shirt to hide his muscular stature along with a black vest that is fully buttoned up to look sharp.
His vigilante costume is one that was thrown together by his father who has little fashion sense, but Roy can't help but wear it with pride. A black unitard is worn underneath a bright green gi that was given to him by his friend Rain that is buckled by a gaudy fake wrestling belt. Matching white boots and gloves complete the eyesore of colors with a bright red cape that hangs down slightly past his waist. The most eye catching feature of the outfit is the original racing helmet worn by his father Vinnie Velocity that features a magic mirror style visor that allows him to see while others cannot behold his identity.

On the surface Roy comes off as a very simple minded kind of person. Very naive and happy go lucky, he will take anything at face value and most likely believe nearly anything someone will tell him. He likes to tell stupid jokes and come up with one liners that he believes are cool, but are clearly not. His favorite past time is eating, with his favorite foods being burgers and ice cream. He tends to gravitate from people out of fear of being rejected, but he'll eagerly join in on a party if invited. If he gets into an argument, he'll probably just agree with the other person. The path of least resistance is preferable. Roy is most at home when working on machines, particularly with his father. It just seems to bring comfort to him. And while he does enjoy martial arts, he finds little joy in harming others. To him fighting is a necessary evil that sometimes needs to be employed.
Due to his background in martial arts and his development of serenity concerning his wind quirk, Roy is a very calm person when left alone. His mind is usually blank and he tends to space out with thought. Peace is his happiness and it bring him sorrow that there will never be true love and peace in this world.

HISTORY
(This history is tied to Arvis Belmont who is played by Ziengale. Both of us have exchanged permissions for our respective characters.)
Roy Belmont was born on September 28th, 2050 in the city of Queens, New York. Born to a loving father, but a not so loving mother. She never wanted a child, especially with a man who she didn't love and felt there was no future for. Vincent Belmont was an amateur in the stock car races who made a decent pay from his winnings, but risked his life at every event. After losing his girlfriend and left with a child to care for, he considered giving up the dangerous occupation. But after some time, his talent was noticed by a man named Paulie who invested heavily into Vincent's career. And so began the career of the infamous racer: Vinnie Velocity. And as his fame grew, his relationship with Paulie became stronger.
With fame came infamy, however. There were those at Roy's boarding school who resented him for his father's popularity. He was picked on relentlessly and, being small and weak, would let them bully him. It affected his psyche to the point of mentally cracking under the pressure and it was this trigger that awakened Roy's quirk. One bully session was one too many for Roy and his rage unleashed a torrent of wind that slammed the kids far from the playground and into the street. Though only one was hit by a car, it was not fatal. However, the incident was seen by the rest of the school and staff. This was a time when quirks were prohibited and still feared, after all, so most either felt fear or hatred toward Roy. It made him feel alone. Especially after Vincent and Paulie found out. Though they weren't angry at him, but they were worried for him. His parents told him to keep his power to himself and not to ever use it, which made Roy feel like some kind of outsider.
It wasn't until Paulie's overseas partner Souma Amano arrived to begin the workings of a new business deal that Roy felt happiness. He was introduced to Souma's daughter Rain who became fast friends with the quiet boy. Being in the same grade as him, Rain protected Roy from the bullies. Knowing martial arts, she helped him learn to defend himself and also assisted in teaching him Japanese. As the years went on, Roy began to enjoy the benefits that came with martial arts and learned to pick his fights wisely. Mostly he chose to avoid confrontations, learning to creatively dodge encounters with his quirk. And this worked for most of his school life.
At the age of fifteen, Roy had been cornered on the way home from school by a gang of miscreant teenagers. Armed with knives and backed into an alley, he had no choice but to fight. Rain wasn't there to help him and he was outnumber, as well as outmatched. Fortunately for him, one of the kids had separated from the group to help him. He didn't know why but he didn't question it as the two worked in tandem to fend off the gang. They were beaten down and cut up, but they held their own...barely. Through miraculous timing, Rain had shown up after using the GPS built into Roy's phone. And she had brought the police and Roy's parents.
Some of the gang had scattered and some were apprehended, but when the boy who saved him was to be taken away...Roy stepped in. He insisted that he would not have survived if not for the young man's help. When asked, he stated his name: Arvis. Although they were hesistant at first, Vinnie and Paulie adopted Arvis for his good deed. For the next two years, the three youngsters become close friends and competed for the top grades in their school. Meanwhile, their parents had founded a successful international car manufacturing business that was tied to the Vinnie Velocity trademark. It was the best time of Roy's life! Learning and sparring with his new family.
It was not meant to last, however. Souma was needed back in Tokyo, Japan and Rain would be going with him. It hurt that Roy's best friend was leaving, but what hurt more was that Arvis was going with them. Just as he was beginning to accept a new family, he would be alone again.
But over the next five years, he would push his physical and mental education to the limit. Without Rain or Arvis, Roy remained at the top in grades and continued to study martial arts. Though there were still those who tried to pick fights with him, it became second nature for Roy to evade confrontations. It was more of a fun challenge for him rather than a threat. On top of improving his physique, he had practiced his quirk in secret. It was a gift he could not waste. But all he knew was that someday he would be reunited with Arvis and Rain again, but first he had to make something of himself.
Shortly before turning twenty two, Roy decided that he would pursue a career in Anemology. As he was deciding what school he would be attending, Vincent received a call from Rain. She sounded very worried, saying that her father and Arvis had gotten into some serious trouble. Rain didn't know who else to turn to! With that, Vinnie left Paulie in charge of his western front while he would be going to Japan. And Roy would be coming with him.
Before leaving, Paulie had come up with an idea for Roy. He had designed a costume for the young man to disguise his identity while searching for Arvis. It was a simple and somewhat garish outfit, but Roy accepted it with deep respect.
After arriving in Musutafu and setting up residence, Roy was given Vincent's original helmet to disguise himself. The original Vinnie Velocity driver helmet. Accepting this birthright, he took the name of Jetstream and set forth into Japan to search for his brother and close friend. He could only hope that they were safe.
