Goro Utari looks like a rather unremarkable person. He's thin, without being too thin; tall, but not significantly so; his hairstyle and glasses are both rather standard, and his lack of outward displays of emotion mean that usually, no one would ever bother to look his direction.
That would be, of course, if it wasn't for his Quirk. Goro's wings, at full wingspan, reach around 380cm, and even folded on his back they're extremely hard to conceal, and even harder to ignore. His wings are pitch black and bat-like in shape and function, but they do not resemble any specific species or breed. From end to end, two veins run at the very top of his wings, bulging in a manner resembling wiring. Where a bat's wings would simply be capped with thin skin, Goro's wings end in extremely blunt white spikes, not sharp enough to reliably cut anything but large enough to perhaps be intimidating, if only they were on someone else.
Upon further scrutiny, Goro's emotionlessness falls from typical coldness to almost unnatural, more akin to the behaviour of a cyborg in a TV show than a person. Where someone may have a nervous tick, like picking at their fingernails or bouncing their leg, Goro has nothing. Where a regular person would flinch or react, Goro usually does not. Even if he does, it seems wrong, as if he's unused to the very action.
Another thing he's unused to is fashion. The majority of the time, Goro wears custom-tailored suits, even in situations where one would wear more casual attire. On the few occasions where he isn't in a suit, his outfits are incredibly basic. Secretly, this is because, prior to coming to Japan, Goro had never bought clothes for himself.

On the outside, Goro is stoic to the point of seemingly emotional unresponsiveness. He isn't cold, but seems to maintain a professional distance from everyone and doesn't usually say more than he deems necessary.
The inside, however, is a different story. He is a deeply insecure man who craves both acknowledgement of his talents, and power over others, to make up for his lack of control over his own life. Any power he does have over another, he is very likely to abuse.
He doesn't think highly of anyone he sees as below his own intelligence, but conversely may come to respect an enemy if he thinks they're as smart as he is.
Morality is not something Goro is too concerned about; the only life he really cares about is his own and his actions are first and foremost focused on self-preservation. Plain and simple, he is a coward. In a fight, he goes for cheap shots and surprise attacks rather than fighting with any kind of honour.
However, recently this view of morality has been changed, to a degree, thanks to a deal he's made with Yusaku Izumi. While he still does not care too much about lives other than his own, he tries to avoid outright killing people, as per their agreement. Currently, this is purely to keep the power that Izumi offers him, but will that change in the future?

They started out with noble intentions, but quickly escalated to committing acts against the Quirkless just as bad or worse than the anti-Quirker violence they'd formed to stop. The Gifted Underground's leader, 'Fader' aka Amelia Cross, sought to train a powerful soldier to fight against the Quirkless, and scouted orphans from around the world to raise for this purpose.
Goro was one of these orphans, taken from the Ochi Orphanage in Tokyo, and was trained along with several others until they were pitted against each other and made to kill one another; only the strongest would survive as the soldier the Gifted Underground wanted. Goro managed to survive until there was only one other in his way; Nick Cross. However, this is where Goro's luck ran out, and he suffered a humiliating defeat.
Goro's survival was unexpected, but on account of his strong scientific mind and other members of the Gifted Underground reasoning with Fader not to waste such a thing, he was put to work as on developing Quirk-related tech for the Gifted Underground. Even with his love of science, however, Goro sees this position as nothing more than a constant reminder of his inferiority.
4 years later, Goro had been sent to Japan to locate Nick, as he had not reported back in quite some time. While his intended mission was to simply locate Nick, and figure out the situation, Goro intended to take this opportunity to prove his worth and take revenge on Nick.
This reunion would prove ill-suited to his intentions, however, and Goro would also prove far too cowardly to follow through on them. Even when he had Nick at his mercy, he was unable to finish him off, for fear of what Mother would do to him.
He and his brother clashed several times thereafter, before Mother came to Japan herself, furious that both Goro and Nick had failed her. She demanded they both work together, despite their mutual loathing, to achieve her goals, and Goro was unable to refuse.
To that end, Nick called together all the allies he'd made in Japan to aid him in hijacking the TV station Tokyo5, to send out a rallying call to all like-minded Quirkers across the country. While they managed to broadcast their message, and exact revenge on two significant figures in the Semper Fi incident, Nick was arrested during the escape.
This left Goro in a fugue state; unable to celebrate their victory thanks to his failure right afterwards. Too consumed in his own self-loathing to consider anything else, too plagued with nightmares to even find respite in sleep.
Even now, with Nick a free man once more, Goro is still plagued with self-doubt and loathing.
