The Neon lights of friendship

So I had an idea vague idea for a character that I wanted to have made! I wanted it to be a female friend (maybe a sisterly like bonded figure) to Angel who is either a civilian, Pro or a Vigilante.  I was thinking she'd be a bit like Angel's wife style wise meaning she's a bit punky or gothic. Personality is largely up to the one who makes her, but i'd like her to have a bit of an edge to her! I thought Angel and her wife Miyami could use a friend. he one specific that I would like in the character is her quirk which would be Neon Manipulation (an emitter style quirk) where she could absorb, blast or use Neon light for traversal. She could have a happy home life, be an orphan, want to be a famous artist or whatever the maker wishes and can use any FC they wish Though my inspiration for the idea was the character "Fetch" from the video game Infamous second son.
