APPEARANCE AND PERSONALITY Appearance: Standing about average height, nothing might jump out at you immediately about Harper. They're not Japanese so they may not blend into the usual crowd, but they're not overly pretty or purposely aiming not to be. They have a bit of a tomboyish air about themselves perhaps, but you'd have to get a bit close to examine any key notable facts about them beyond their scruffy blonde hair.
Their build is lean and tight. They don't care much for those 'ideal figures' but they do work hard to at least maintain that lean, well cut look they take pride in, preferring to have a body that can beat the shit out of you than a body that looks good on the cover of some magazine or some shit. Her typical fashion sense consists of things that let her skin breathe thanks to the over-heating nature of her quirk.

Personality: Harper is a pleasant person in their own ways. They don't necessarily want to put others down, but... they always want to emphasize that as good as you may be, they're better, and they're happy to prove it. If anything, they'd rather anyone who isn't criminal scum keep improving, just so they can still prove they're better at the end of the day.
A lover of a bit of a mess, Harper never wants to outright break the law but... is more than happy to bend it. To them vigilantism definitely falls in that gray area, and while thats definitely more a 'personal view' than a factual one given the laws in place, its something they justify to themselves. Very much a 'the ends justify the means' person, so long as those ends result in something well and truly good, and the means don't cross GREAT lines. They'd never think to kill, for instance, but why not break a few bones? More time on the hospital? Less time on the streets.
They'll accept the punishment for things they do, but they can be loud and grumbly about it. If it's a prank they'll talk about how nobody got hurt, or how a janitor is getting paid overtime now. If it's a vigilante act, they'll happily yell about all the crime they prevented in crossing a line themselves.
On a calmer level, when they aren't being so competitive, Harper is someone who can come off rather up beat, preferring to make a good time out of a bad or boring one through creative or brash action rather than sit in the sadness. Speaking of, they very much can't deal with sad people. They havn't had much adversity in their own life and struggle to empathize in any way with such people. They'll try and cheer up a friend, but will readily give up and pass the torch to someone else if they don't make progress fast.
HISTORY The child of Australian immigrants who came to Japan for hopeful employment at the start of the hero program, mostly as gear and costume designers, given their nationality they sadly couldn't play a role in any government capacity, but are eager to do their part with the skills they have, helping to work with some of the first heroes on final costume and support gear concepts. While still quite young at the time, Harper was still impressionable and young enough to adapt without having their life overturned too much. Their parents moving when she was about 5, and talk of a new hero program forming in Japan were effectively just rumors on the wind. Afterall, they had to establish themselves for their skills in Japan first, right?
Still, while the leap from one country to another wasn't a change for someone as young as them to feel pressured by or displaced with, they did feel the effects of the change going forward. Learning the language they weren't the easiest to make friends with, but came into their own a bit when their own native accent started to mix with the language, being seen as exotic, and their boisterous aussie upbringing leading them to be a bit of a new element to those who wanted to be the 'bad kid' despite their upbringing. Japanese culture being stricter, even when they tried to act out it wasn't always the most adventurous choice. Harper tended to know what to do to push the lines just enough that everyone had a good time, without also risking full on expulsion.
Their quirk certainly helped. With the ability to outpace a lot of people trying to catch them in the act or get them in trouble they were left with a lot of opportunities. The praise from their peers only helped heighten their desire to use their quirk but... slowly and surely, school pranks weren't enough. They scaled up bit by bit, one time TPing their whole school over the course of a night. They weren't an idiot, making sure to have a freind's quirk mess with the cameras before they attempted it, but it was a close call, and they realized that even scaled up pranks weren't cutting it. They needed a little something more to get the adrenaline pumping.
While young, they started lying to their parents about an afterschool job opportunity biking around deliveries. In truth, they're acting as a vigilante. Seeking out crime and hoping to use their quirk and some hijacked police frequencies to make it there before the heroes are. With no training and guidance, they're by far more brutal than a good chunk of heroes and students, and it's only a matter of time before their luck runs out...

QUIRK INFORMATION Quirk Hyper-drive Type: Mutation Rank: E Description: Hyper-drive is a quirk allowing Harper, with the application of a unique form of bio-electricty (sometimes expressed outside her body as a red electrical surge) to overclock her nervous system and act much faster than the average human being, and perhaps even beyond human capability. The unique energy also fills her system and allows it to manage such speeds, granting her a unique stamina reserve absent in normal people. With the overlocking of her nerves Harper is... faster. That's effectively it. She can move her body at incredible speeds with the limit increasing as her control over this unique energy does in turn. Any unique strength she shows is a development of the momentum behind her strikes, and not a demonstration of her own physical strength. Though that can still be quite impressive due to the high intensity training her body has to regularly endure. Benefits (All quirks get 3 benefits that follow their quirks theme! list them here.) - speed - Able to hit the speeds of olympic record makers, combining the duration of a stamina runner with the speed of a sprinter, Harper can keep pace with a typical car going the lower ends of the speed limit. Typically she can achieve these speeds with extremely minimal build up.
- Stamina - With the power to store excess food energy as bio-energy, Harper has an immense stamina reserve compared to the average person, able to outlast some career marathon runners.
- Mobility - Nothing sucks more than an enemy getting away, and with Harper's training they'll make sure no enemy has the chance. With their immense speeds they've already started to push into the ability to wall run and jump, and can make grand leaps between buildings.
Exhaustion and Weakness:While their body is equipped to handle their immense speeds, they are very much still at risk of overclocking their own body. They can attempt to digest food too fast leading to... embaressing side effects, they can move too fast, overheating their body and leading to muscle damage, tearing or even starting to literally burn muscle which can, with quirk healers, still take some time to repair. They can over-clock their heartrate, leading to pressures so immense they can pop blood vessels and even the skin beyond it, leading to, as one doctor may describe 'spraying blood like a fire hydrant'. They can over-do the processes in their own brain. While this can lead to them processing information faster, it can lead to problems with long term memory. Hormones can also be dished out at accelerated rates, such as adrenaline, but this can lead to a borderline addiction to their own internal chemicals, struggling to run at lower levels without withdrawel symptoms, or simply running on a deficit, unable to produce those same hormones when needed at other times. COMBAT ABILITIES Pump it! Rank: F - Endurance Effect: While their quirk cannot make them physically more durable on it's own, the excessive use of overclocking their body has trained their body to keep up. To hit superhuman levels however, they overclock their adrenaline, helping them numb themselves to their bodies own cries of pain, be they caused internally, or from the blows of an enemy.
Force = Mass x acceleration Rank: F - Damage Effect: The key to a strong punch isn't sheerly the muscle your packing, though it's a big part of it. The force you output is Mass x Acceleration, and Harper compensates heavily with the latter, able to punch deep creates into tree trunks, and rapidly at that.
