Taking 2 EP from Hachi Tsutsuji to give Elena a Starter Pack. That bumps her total XP to 2000--it is 1426 at present, so that is +574xp. Elena's total spendable XP is now 900.

Now with that 900xp...
{Quirk Upgraded (-700xp)}
Type: Transformation
Rank: D
Description: Elena's body can turn into literal fire. She can either turn her entire body into flame--which will burn off any clothes she's wearing and, as such, is a bit of a pain--or choose to ignite part of her body, usually her arms up to the elbow. When in this state she can still take physical damage, but she can slowly heal herself as her flames will engulf or regrow wherever or whatever has been harmed. However she cannot hold items or punch people when she's made of flame, and, naturally, anything she touches will burn. Even her footprints, should she be entirely made of flame, will leave scorch-marks on the ground they walk on.
She can turn her fire on and off at will. When she is about to ignite her left eye will glow bright enough to be seen through her bangs. Aside from her eye her Quirk also causes her body temperature to be quite a bit higher than average--only by three degrees or so, but still enough that a worried party may think she's feverish--and, despite her body temperature not being nearly high enough to cause this, drops water will cause her skin to steam. Because of this she despises rain. Drinking water and other liquids does not, thankfully, cause the same effect to happen.
Benefits:
[Burn:] Elena's fire burns at a fairly high temperature, enough that a good "punch" from her will light a campfire ablaze. Wood will be reduced to ash, stone will crack from heat, and metals with a lower melting temperature (such as lead) will slowly turn into liquid at her touch. She can leave a moderately strong burn on a person that lasts two rounds, causing them persistent pain unless they seek medical attention.
[Regeneration:] Elena can heal damage done by physical attacks over a period of time. She can heal small injuries, such as scrapes and bruises (though they do not appear on her flame body), and shallow bleeding cuts, within a single post; she can heal moderate injuries, such as deep bleeding wounds and dislocated joints, within three posts; and she can mend ripped muscles and regrow severed fingers over four posts. Her healing effect manifests as blue fire both in and out of her flame body (cuts will glow blue as they stitch shut, severed fingers will appear to be made of flame until complete), and as such is obvious to any observing her that she is using her Quirk.
[Flame Resistant:] Elena's skin is resilient to fire and heat in general, which is good when one of her arms is made of fire and the other isn't. She doesn't want to burn herself. That said she can only be standing in or otherwise touching fire for five posts before she begins to burn like a normal person. This includes fire produced from herself, so she has to limit the self-high-fives in combat.
Exhaustion and Weakness:
Fire does not like water. This should be obvious. For whatever advantages Elena's flame-body offers her in combat, it leaves her incredibly vulnerable to even the gentlest rain shower or a bucket of water. Any time a flame limb is hit with water, the flame will be doused and she will revert to flesh and blood, leaving her wide open to attack. When this occurs she cannot re-ignite that limb for three rounds, regardless of whether or not she can dry it off in the meantime.
Similarly, being hit with water when her entire body is in flame is very very bad. Not only will she revert to flesh and blood--and be naked, too, because clothing is surprisingly not flame-resistant--but she will be in incredible pain that will debilitate her for one round of posts. In this time she is completely vulnerable, and even once her senses have returned to her, she still cannot re-ignite any part of her body for another two rounds. In this instance her best option is to run away or hide behind an ally until she can rejoin the fight.
On the same note, however, Elena is unable to use physical attacks on people with her flame limbs as they have no "body" inside to lift, punch, grapple, or otherwise harm anyone beyond burning. This also means that she can't pick up anything, turn any doorknobs, or do anything that requires touch.

Benefits:
[Burn:] Elena's fire burns at a fairly high temperature, enough that a good "punch" from her will light a campfire ablaze. Stone and wood will turn to ash and rubble, metals of a lower melting temperature will turn to liquid at her touch, and even stronger materials like Copper will slowly melt away. She can leave a moderately strong burn on a person that lasts two rounds, causing them persistent pain unless they seek medical attention.
[Regeneration:] Elena can heal damage done by physical attacks over a period of time. She can heal injuries like small scrapes and deep lacerations, within single posts; she can mend ripped muscles and regrow severed fingers over three posts; and given four posts she can even fully repair broken bones. Her healing effect manifests as blue fire both in and out of her flame body (cuts will glow blue as they stitch shut, severed fingers will appear to be made of flame until regenerated), and as such is obvious to any observing her that she is using her Quirk.
[Flame Resistant:] Elena's skin is resilient to fire and heat in general, which is good when one of her arms is made of fire and the other isn't. She doesn't want to burn herself.
