What sets Hikaru apart from other villains is, perhaps, how commonplace he looks. He has dark brown eyes, and a friendly face of moderate attractiveness. Although he is reserved amongst strangers, he becomes animated and expressive around people he's familiar with (almost to a clownish extent).
From his athletic build to his general cleanliness, it's no wonder that he's often mistaken as a career man. The faint scent of cologne always lingers about him, a sort of telltale sign that appearances are important to him.
The "career man" visage is further constructed by the suits he wears while conducting business, often accompanied by ties and expensive cufflinks, wristwatches and shoes. He's no stranger to jeans and t-shirts when he's off work, but if it's anything shy of designer, he's not interested. Hikaru's got a reputation to uphold, and dressing like a slouch doesn't serve him.
Hikaru speaks softly, murmuring most of the time if he even speaks at all. He tends to watch people very closely, when they speak, as if raptly hanging on their every word. Most people chalk this up to good manners, though his unresponsiveness to auditory cues is suspect.

Despite an injury that's rendered him completely deaf, Hikaru has managed to maintain his popularity-- albeit through his antics and generosity, predominantly. His attentiveness when people speak to him, rather than being from politeness alone, actually alludes to his reliance on lip-reading to understand others. Although years of being hearing, and a healthy dose of speech therapy, had helped him continue to speak well, Hikaru prefers to speak softly, believing that it gives him a certain air of mystique.
These antics would lead anyone to slot Hikaru as a "cool cousin" or "goofy uncle", but few would actually believe he's a high-ranking yakuza. Then again... very few see Hikaru at work. Here-and-there are hints of his criminal dealings, other sides to the coin-- while he's incredibly loyal to "his own", he can be cruel and cold towards those that oppose him. While he's generous with his finances and with his kin, he treats violence and vengeance with a degree of pragmatism-- they're facts of nature, tools of the trade. His gift with words can be used to woo, or to disarm.

HISTORY
Hikaru Mizutani was the youngest son of Ryuunosuke Mizutani, the boss of the yakuza gang Mizutani-kai, and his mistress Michiko Kimura—because Ryuunosuke had begun to see this mistress after the death of his late wife, Hikaru was significantly younger than his four older half-siblings. (The eldest brother was 25 years his senior, his sisters each were 22, 19, and 16 years older than him…) As such, Hikaru was doted-on profusely by both his mother and father.
He was sent to the best schools, given much of what he wanted, enrolled in numerous extracurricular activities. In that sense, Hikaru’s childhood was your typical privileged childhood. He graduated near the top of his class, attended a nice university, got a degree in business and economics.
What was atypical about his childhood was the undercurrent of criminal activity and violence that pervaded it—even as a child, Hikaru accompanied Ryuunosuke on many of his yakuza endeavors. It was Hikaru’s “norm”. So while some kids his age went to church or attended sporting events, Hikaru delved deeply into the inner-workings of Mizutani-kai. At first, he merely accompanied his father or biological brothers—then, in high school, he joined the gang outright.
He was on the fast-track to becoming the future boss of the gang—big brother by the time he graduated high school, second lieutenant by the time he graduated university—Hikaru was good at what he did, and he had the perfect balance of “charisma” and “ruthlessness” to thrive. (His clownishness, however, was always jarring to those who saw him work.)
But things always have a way of going awry.
Shortly after he was promoted to second lieutenant within the gang, Hikaru was in an accident that rendered him completely deaf—a yakuza dealing turned sting operation, and Hikaru was the “hit” that the rivals were trying to murder. In the fight for his life, Hikaru misfired his quirk, creating a blast that was too large, and too close, for the young man to endure at such a proximity. Hikaru burnt the right side of his body, destroyed his ear drums, and barely escaped with his life.
The time in the hospital that followed passed like a silent film. Without the aid of a cochlear implant or other technology, Hikaru would remain permanently and completely deaf.
This news, accompanied by the sudden death of Hikaru’s eldest brother (and first lieutenant within the gang, mere months after) forced Ryuunosuke to have a change of heart. The paternal need to protect his last remaining son outweighed the desire to keep Hikaru in a high-ranking position in the gang.
Hikaru fought this decision-- the gang was all that he knew, and taking this from him was a grave dishonor. After all that he’d done? It was almost like being disowned. He could still be of use to the family, with or without his hearing.
And he would prove it.
Ryuunosuke was unconvinced-- but he yielded, to a degree. While Hikaru would remain the “first lieutenant”, he would be stationed at “Chrysalis”, a nightclub owned by Mizutani-kai in Kabukicho. His fieldwork would also, subsequently, be severely limited.
Although Hikaru was reluctant to be given a job that was usually delegated to the lowest-ranking people within the gang, he still had his position, and he could still act as an enforcer.
It has been about five years since then, and Hikaru continues to operate out of Chrysalis. He is still completely deaf, but has become fluent at sign-language and decent at reading lips. And, in his humble opinion, he’s doing rather well as the acting second-in-command of Mizutani-kai.
