The following is an official and publicly available list of criminals operating in Japan who pose a significant risk to public security, societal integrity, and the wellbeing and safety of Japanese citizens. The data used to construct this resource was collected and collated by the National Public Safety Commission, alongside cooperation with the National Police Agency and Japanese Hero Program.
These individuals have been ranked according to the severity and frequency of their crimes, and thusly the importance of any information that leads to their arrest or the thwarting of further criminal activity.

- Ishtar
Not much is known about Ishtar in the previous years, but this villain is responsible for the break down of the Fuchu prison, declaring or rallying the villains of Japan to work harder. This is declared an act of war against the nation of Japan, and therefore Ishtar is declared the number one villain at this point in time. Not much is known about the mysterious figure, she uses a gas mask and has glowing eyes but apart from that the police has not found very clear material on her. Being considered a charismatic persona for many other villains, the Government assumes at this point she holds and supports many other villains in Japan. Not only is she rallying other villains, but she is also known to have blackmailed several members of U.A. as well as trying to hack into the system. Though U.A. is protected, the government cannot emphasis enough to be vigilant and keep a close eye on your relatives and loved ones to make sure they are okay. - Thundershock
Thundershock is still the current head of the Kobayashi clan and has caused in the last few months a significant amount of damage to Japan and her citizens. Though there was radio silence on this man after the happenings at Shinagawa, the first time we heard back from him was when he was responsible for the grievous injury inflicted upon the pro-hero Yellow Jacket. He established a new form of drug use together with his accomplice Clockwork Killer, rumor has it that the man managed to get M.A.R.I.N.E., it is currently unknown what his plans are with this substance. - Lady Lavande
After her arrest in September 2073, Lady Lavande seems to be the reason of the Fuchu prison break and the main target of being freed. She fought again against the Pro-hero Witch Doctor but managed to hurt the hero and get free. The biggest change in behavior of Lavande seems to make her unpredictable and crazy. When escaping from her prison cell, she immediately resorted to mass murder and kidnapping, and once she fled, seemed to go into hiding. People should be highly cautious of this well-known villain and make sure to keep an eye out for her. - Crowley
This villain was considered to be a danger on his own but the past months the man has shown to be even more dangerous than originally thought. With the arrest of Lady Lavande, his rumored lover, the police department isn't entirely sure about the relation between these two. But the murder of four civilians appears to be an act of retaliation for Lavande's arrest. Of course, apart from these murders, Crowley has also been known to become increasingly violent over the years and even fought off some of our pro-heroes. - Niso
Dropping the alias of Pinnochio, the villain known as Niso is still in the top ten list. The notorious man seems to be able to slip through a lot of barricades and manages to get away with several accounts of murders, arson, theft and fraud. Even after a year, it is difficult to point out what Niso's MO is, he is unpredictable and unforgivable. While there are clear signs he works with other villains such as the Painter and the short-lived Eternity organization, recent signs indicate Niso's typically 'chaotic' nature has attained some form of focus. Police are looking for any reports of criminal activity linked to this villain, as they theorize he may be planning something more precise in the near future. - The Painter
Still active in her crimes, the Japanese Police Department cannot seemingly figure out what exactly her MO is. The Painter seems to have links to other dangerous criminals but still should not be underestimated on her own. With several murders and assaults, she is a real danger to recognize. For public safety, the Japanese government suggests to not go out at night on your own or at least make sure to coordinate with friends of family where you are and what time you will arrive at your destination. Keep an eye out for her signature colorful graffiti that can indicate the Painter is around. Even though it is advised to not to go out alone at night, the Painter does also strike during daylight recently. She has been rumored to have been fighting students and the police. - Sunaho
The leader of the Dust Devil's. One should not underestimate Sunaho. the National Public Safety Commission wants to make citizens aware of the riots that Sunaho organized that have begun to end more violently than they used to. She has been rumored to be involved in supplying illegal weapons and involved in weapon trade to make matters she's involved in more violent than necessary. This woman is considered a high risk individual in Shinagawa with her devils around and will try to rob and exploit the normal citizens of Tokyo and surrounding areas. Please be careful when joining a riot or demonstration and make sure to find out who is organizing it and if the riot is legitimate. - Il Capo
A man hidden amongst others, Il Capo is known as a Yakuza Boss, considering his name and potential ties to abroad we consider this man is a don, or a mafia boss. Being able to intimidate, smuggle and traffic illegal weapons and items, this man is a man of mystery, having a lot of people doing the dirty jobs for him makes it difficult for the police to find out who he is. But apart from this, the man is wanted for a murder, and for illegal loan sharking business. The Japanese Government wants to encourage it's citizens to know that the safest way to ask for a loan is by going to the bank. - Daffodil
Unfortunately not much is known of Daffodil, all that is known about her is that she is an informant and manages to get a lot of information to the villains in various parts of japan. It is rumoured that Daffodil is the on responsible for supplying information to Ishtar on how to get into the Fuchu prison and passed along a lot of other dangerous information for other villains that is difficult to find a lead on. Make sure your information is secure and on private servers that cannot easily be hacked. The government wants to remind it's citizens that intellectual security is an important matter that should not be easily overlooked. - Clockwork Killer
Over the last few months, police have been receiving reports that new cases of drugs have been infiltrating the street of japan. These drugs have begun to circulate very quickly and have been known to be highly addictive. Police believe the origin of these drugs are connected to a villain by the name of Clockwork Killer. Strange electric and psychedelic drugs have been linked to this female villain. Rumor also has it that Clockwork Killer could be seen as a minor yakuza boss within the gang that works for Thundershock. In general, the Japanese government wants to warn about drug use and deeply emphasize to abstain from drug use of any form unless prescribed by an official licensed doctor.
