Generic Enemies:
Quirkless Street Tough
Perhaps the lowest level of a local gang, or maybe just the sort of racist or strongman you’ll find at every bar in the country. A bottom-feeder of the criminal world, only dangerous in groups, or while picking on weaker foes. Rarely chooses a fair fight. Could be tougher if he gets his hands on a metal pipe, blade, or other improvised weapon. (bumps strength to E).

Bestial Mutant:
Often, Quirkers with visible, less-pleasant animal mutations have trouble finding work, and face frequent discrimination. Years of persecution, and muscles from work in grueling manual labor makes them dangerous, if unskilled foes.
Biker:
The next rung up the thugocracy from gangless toughs, Biker Gangs roam the streets of major cities late at night, conducting illegal races, performing petty vandalism, and picking fights.

Traffic Cop:
The lowest of the police pecking order, carrying a small sidearm, a nightstick, a radio, and a flashlight. Will call for backup in the case of quirk crime, while trying to resolve the situation peacefully.

Patrol Officer:
A fast response for non-serious crimes. Travels with a partner in a cruiser, and carries a shotgun in the trunk for emergencies.

Riot Police:
Before the Japanese Hero Act, the police had to deal with dangerous quirkers on their own. Riot police use squad tactics, and carry middle-grade military weaponry. They usually have more advanced training, and experience dealing with quirkers. They travel in cars equipped for chases, or armored vans with roll bars.
